The%green%building%movement%and%sustainable%design%are%no%longer%an%emergingtrend,%but%a%permanent%part%of%the%U.S.%building%design%and%construcFonlandscape.%In%fact,%by%2016%U.S.%commercial%and%insFtuFonal%green%buildingconstrucFon%is%expected%to%grow%to%55%percent,%a%12%percent%increase%from%2012,according%to%McGrawSHill%ConstrucFon's%2013%Dodge%ConstrucFon%Green%Outlookreport.%The%NaFonal%AssociaFon%of%Home%Builders%(NAHB)%reports%that%residenFalgreen%construcFon%is%projected%to%nearly%double%in%five%years,%growing%from%just%17percent%of%the%market%in%2011%to%between%29%and%38%percent%of%the%market%by2016.

A%nagging%reality%for%most%architectural%firms,%though,%is%a%client%percepFon%thatgreen%building%and%sustainable%design%cost%more.%But%when%smart%design%leads%toenergy%efficiency%rebates%and%incenFves,%the%perceived%higher%costs%can%beminimized%and%in%some%cases,%eliminated%all%together.

Let’s%take%cooling%and%heaFng,%for%example.%According%to%the%EPA,%it%is%the%largestsingle%contributor%to%a%building’s%energy%use,%both%for%residenFal%and%commercialbuildings.%Obviously,%then,%HVAC%systems%are%a%major%factor%in%sustainable%design,says%Erik%Ring,%an%associate%with%the%leading%U.S.%architectural%firm%LPA,%Irvine,Calif.%A%LEED%accredited%professional,%Ring%says%the%HVAC%system%in%a%building%canprovide%as%many%as%oneSthird%of%LEED%points,%some%directly%and%some%tangenFally.

What%many%building%owners%don’t%always%realize%is%that%the%perceived%higher%costsassociated%with%“going%green”%can%be%minimized%greatly%by%working%with%anarchitect%early%on%in%the%design%process%to%achieve%total%building%opFmizaFon.

For%example,%selecFng%a%high%efficiency%cooling%and%heaFng%system,%like%a%VariableRefrigerant%Flow%(VRF)%zoning%system,%offers%substanFal%benefits%when%consideredat%the%earliest%point%in%the%design%process.

In%addiFon%to%substanFal%energy%savings,%electrical%systems%can%be%downsized,structural%members%can%be%reduced%in%size%and%overall%space%uFlizaFon%can%bemaximized%due%to%the%reducFon%in%ceiling%height%that%ductless%or%nearSductlessdesign%allows.%These%factors%oLen%offset%all%or%most%of%any%incremental%costs%of%theVRF%zoning%system.%When%other%financial%incenFves%such%as%uFlity%rebates%areadded,%the%total%first%cost%is%reduced%even%further.

OffseYng$HVAC$Costs$with$Financial$Incen?ves

Budget%concern%is%a%common%issue,%says%Kurt%Haapala,%AIA,%principal%of%MahlumArchitects,%Seakle,%“but%our%clientele%have%longSterm%thinking.%They’re%schooldistricts,%universiFes,%health%care.”%To%help%clients%understand%the%benefits%of%greenbuilding,%Mahlum%provides%them%with%a%lifeScycle%analysis.

William%Baker,%program%manager%at%the%Midwest%Energy%Efficiency%Alliance,%says,“Customers%can%really%benefit%from%rebates.%They’re%important%because%they%helpcover%the%upfront%cost%of%a%more%efficient%unit.”

Since%many%clients%rely%on%architects%for%advice%on%green%building%costs,%providing available%incenFves%in%lifeScycle%cost%esFmates%can%make%a%difference%in%the%bokom line%of%a%project%and%can%help%some%clients%incorporate%green%updates%that%were unaffordable%without%financial%incenFves.

Making$Sense$of$Financial$Incen?ves

IncenFve%programs%are%available%for%both%residenFal%and%commercial%construcFonprojects%and%range%from%ones%that%help%finance%the%upfront%cost%of%energyefficiency%products%to%retroacFve%rebates.%Because%they’re%such%a%huge%factor%in%abuilding’s%energy%use,%the%majority%of%incenFves%apply%to%the%purchase%andinstallaFon%of%highSefficiency%HVAC%products%such%as%VRF%zoning%or%ductlesstechnology.

Financial%incenFves%for%energySefficient%products%are%available%through%federal,state%and%local%governments%as%well%as%uFlity%companies.%Currently,%there%are%morethan%1,450%financial%incenFves%for%energy%efficiency%available%naFonwide,%and%itcan%be%daunFng%for%architects%to%feel%prepared%to%counsel%clients%on%exactly%whichincenFves%they%qualify%for,%especially%if%the%firm%works%on%projects%in%a%variety%ofciFes%and%states.

Fortunately,%there%are%resources%that%can%help.%DSIRE%(the%Database%of%StateIncenFves%for%Renewables%and%Efficiency)%is%a%comprehensive%database%thatincludes%federal,%state%and%municipal%incenFves,%plus%relevant%policies%of%largeruFliFes.%Run%by%the%North%Carolina%Solar%Center%at%N.C.%State%University%withsupport%from%the%Interstate%Renewable%Energy%Council,%Inc.%and%the%U.S.Department%of%Energy,%DSIRE%includes%a%search%tool%that%helps%users%determinewhich%incenFves%and%policies%might%apply%to%a%project.

DSIRE%lists%several%types%of%financial%incenFves%for%both%energy%efficiency%andrenewable%energy:

Tax%IncenFves%–%for%corporate,%property,%personal%and%sales%taxes.

Rebates%–%the%most%popular%type%of%program,%making%up%more%than%75%percentof%all%energy%efficiency%incenFves.

Grants%–%usually%very%compeFFve,%grant%programs%are%designed%to%pay%downthe%cost%of%eligible%systems%or%equipment.

Green%Building%–%many%ciFes%and%counFes%offer%financial%incenFves%to%promotegreen%building.%The%most%common%form%of%incenFve%is%a%reducFon%or%waiver%ofa%building%permit%fee.

Understa?ng$Incen?ve$Sources:$Federal,$State,$Local$and$U?lity

Federal.%The%Federal%Government%offers%several%types%of%financial%incenFves,including%tax%incenFves,%grants%and%loans.%The%EnergySEfficient%Corporate%BuildingsTax%DeducFon%offers%a%deducFon%of%up%to%$1.80%per%squareSfoot%to%owners%of%newor%exisFng%buildings%who%install%heaFng,%cooling,%venFlaFon%or%hot%water%systemsthat%reduce%the%building’s%total%energy%and%power%cost%by%50%percent%or%more%incomparison%to%a%building%meeFng%minimum%requirements%set%by%ASHRAE%Standard90.1S2001.

U?lity.%UFlity%rebates%are%the%most%common%form%of%financial%incenFve.%Manyrebates%are%offered%by%a%single%local%uFlity%to%its%customers.%However,%regionaluFlity%associaFons%offer%energySefficient%incenFve%programs%in%conjuncFon%withseveral%uFlity%companies%and%other%energy%associaFons.%The%Northwest%EnergyEfficiency%Alliance%(NEEA),%for%example,%is%an%alliance%of%more%than%100%NorthwestuFliFes%and%energy%efficiency%organizaFons%working%on%behalf%of%more%than%12million%energy%consumers.%They%operate%a%goingductless%program%that%focuses%onrebates%available%from%uFliFes%in%the%Northwest%to%those%who%install%ductlesssystems%in%their%homes.

Baker%maintains%that%HVAC%uFlity%rebates%can%make%a%real%difference%on%businessesand%their%bokom%line.%“UFlity%rebates%reduce%the%operaFng%costs%of%the%coolingand%heaFng%systems%over%the%life%of%the%unit,”%he%says.

State.%State%governments%also%provide%financial%incenFves%for%energySefficientbuilding%and%remodeling.%New%York%and%Oregon%lead%the%U.S.%in%the%number%ofincenFve%programs,%with%each%offering%16%state%programs.%In%New%York,%programslike%NYSERDA’s%ExisFng%FaciliFes%Program%and%Energy%$mart%Program%offerincenFves%that%offset%the%iniFal%cost%of%energySefficient%upgrades.

Under%Oregon’s%Clean%Energy%Works%program,%homeowners%can%finance%up%to$30,000%at%a%fixed%interest%rate%for%home%energy%efficiency%retrofits%for%a%variety%ofmeasures.%In%many%cases%this%loan%is%repaid%with%savings%on%heaFng%or%uFlity%bills.For%commercial%buildings,%the%Business%Efficiency%Rebate%for%ExisFng%Buildingsoffers%incenFves%for%commercial,%agricultural%and%insFtuFonal%customers%of%any%ofthe%state's%investor%owned%uFliFes%to%increase%the%energy%efficiency%of%theirexisFng%buildings.

Local.%Municipal%governments%also%offer%financial%incenFves%for%energySefficientprojects%in%the%form%of%property%tax%incenFves,%rebates%and%loans.%For%example,%theCity%of%Houston’s%Tax%Abatement%Program%establishes%a%parFal%tax%abatement%forcommercial%buildings%that%meet%LEED%standards.%Madison,%Wis.,%operates%a%GreenMadison%revolving%loan%program%for%business%energy%efficiency%improvements.Under%the%loan,%small%businesses%can%receive%up%to%$20,000%and%large%businessescan%receive%up%to%$250,000%in%loans.

Architects%should%also%be%aware%of%many%programs,%especially%on%the%local%andstate%level,%that%offer%addiFonal%incenFves%for%buildings%meeFng%or%exceedinggreen%building%cerFficaFon%programs,%such%as%LEED,%or%building%standards%such%asASHRAES90.1.%For%example,%New%York%state%offers%a%rebate%of%up%to%$3.75%persquareS%foot%to%homes%receiving%cerFficaFon%at%the%Silver%level%or%higher,%using%theNaFonal%Green%Building%Standard,%or%either%the%LEED%for%Homes%or%LEED%for%NewConstrucFon%raFng%systems.

ME:%What%kinds%of%projects%are%underway%at%Gunn%Meyerhoff%Shay?%PS:%We%just%finished%up%a%center%for%the%Chatham%County%Health%Department%thatwill%be%LEED%goldCcerHfied.%A%large%chunk%of%that%was%using%a%VRF%system%for%bothenergy%conservaHon%and%comfort%reasons.%We%inherited%a%chiller,%but%every%otherbit%was%done%with%a%new%VRF%system.

ME:%How%do%you%decide%what%type%of%HVAC%system%to%spec?%PS:%One%of%the%first%things%to%come%out%of%my%mouth%is,%“What%about%VRF?”%Peoplearen’t%aware%of%all%the%opHons.%And%for%HVAC,%it’s%usually%“out%of%sight,%out%ofmind.”

Some%people%don’t%want%to%pay%a%premium%for%a%manifold%system.%But%what%wefind%is,%once%people%visit%and%see%it,%they%fall%in%love%with%the%idea%of%individualcontrols%in%their%space%that%don’t%affect%the%person%in%the%next%space.%I’m%not%naïve.Doing%hotels,%you’re%sidng%in%meeHngs%comparing%HVAC%systems%by%cost%andvalue.%I’m%a%big%fan%of%hybrid%systems%that%let%you%use%the%components%toeconomize%in%intelligent%ways.%I’m%very%fond%of%Mitsubishi%[Electric]%technology.%It’svery%dependable.%The%oldCfashioned%systems%with%long%runs%tend%not%to%be%wellmaintained%and%fail%at%the%worst%possible%Hme.

ME:%Describe%some%challenges%that%you’ve%faced%that%Mitsubishi%Electric%productshelped%solve.%PS:%Humidity%control%is%an%issue%in%our%climate.%If%we%use%Mitsubishi%Electric%for%theVRF%system,%we%can%put%in%a%relaHvely%small%outside%air%system%and%use%that%toforce%tempered%outside%air%into%corridors%and%such.%That%unit%can%be%controlled%byoccupancy%and%CO2%sensors%to%not%pull%too%much%air%in,%so%that%you%don’t%pay%apremium%to%treat%more%air%than%needed.%The%units%that%are%cranking%all%the%Hmeare%only%dealing%with%temperature.

Located%in%southwestern%Utah%just%outside%the%town%of%St.%George,%Kayenta%is%a2,000Eacre%master%planned%community%that%focuses%on%moderate%land%use%andsustainable%growth.%Architectural%standards%of%the%community%dictate%that%homesbe%sited%and%designed%in%harmony%with%the%exisIng%terrain.%Ivins,%UtahEbasedGulch%Design%Group%designed%Terra%Caelo%with%these%standards%in%mind,%resulIngin%a%low,%earthEcolored%structure%that%virtually%disappears%into%the%desert%backdrop.

Terra%Caelo’s%owners%insisted%that%their%home’s%heaIng%and%cooling%system%bevisually%discrete%and%use%as%liOle%electricity%as%possible,%while%sIll%funcIoning%in%theextreme%Utah%climate.%The%design%team%opted%for%a%Mitsubishi%Electric%SESeriessystem%that%would%allow%for%a%flexible%design%configuraIon%to%meet%the%uniqueneeds%of%the%space.%To%accommodate%the%lowElying%structure,%which%had%no%aTcspace%and%limited%ceiling%area%for%ductwork,%most%of%the%Mitsubishi%Electric%unitswere%hidden%inside%a%small%closet%with%an%access%door,%and%a%few%others%wererecessed%in%the%ceiling.%The%flexible%design%of%the%10Ezone%system%also%allows%asmall%westEfacing%office%to%be%precisely%cooled%without%wasIng%energy%by%sendingcold%air%to%other%rooms%that%do%not%need%it.
