Interstate 5 Carpool Lane from Route 134 to Route 170 Santa Clarita and San Fernando Valleys major bottleneck The I-5 is one of the busiest corridors connecting Mexico with Canada and this section connects the major employment centers of the Santa Clarita and San Fernando Valleys with the greater Los Angeles area. Currently several Carpool lanes projects to the north of this project area will be completed and this critical segment will provide relief to almost ¼ million commuters between Santa Clarita and Los Angeles. Strategic Link in San Fernando Valley Carpool lane network This 10 mile segment of Carpool lanes in each direction along the I-5 freeway will provide greater reliability and access between the Burbank Media Center, Burbank Airport, Downtown Santa Clarita and Downtown Los Angeles. This strategic link includes the modification of the Empire Avenue intersection to a full diamond interchange, the re-alignment and elevation of the Metrolink commuter railroad adjacent to the freeway and the construction of a railroad grade separation. Project Cost Corridor Management Program Request: $73,000,000 Non- Corridor Management Program Funding: $533,000,000 Total Cost: $606,000,000 Benefits Summary Benefit Cost Ratio: 1.1 Annual Vehicle Hours of Delay Saved: 5,721,000 Annual Delay Savings: $31.7 M Current Daily Vehicle Occupants: 224,000 Daily Vehicle Occupants Forecast w/o Project: 264,000 Daily Vehicle Occupants Forecast w/ Project: 286,000 Economic Development (from REMI Model, 2007 Dollars) Additional Jobs Created 4,000 jobs Gross Regional Product increase of $800 M Real disposable personal income increase of $370 M Regional exports increase of $150 M *Average Daily Traffic Data from the application is converted to “vehicle occupants” by multiplying by 1.1, the average occupancy of a vehicle in Los Angeles County today. 6
