Net Neutrality
• Net neutrality is reflected in the principle of treating all Internet content equally without discrimination, regardless of users, content, website, platforms, applications, equipment, communication system and transmission technologies.
• A main feature of net neutrality is QoS.

QoS Measurement Software
• There are simple products such as Speed Test available on the market
• There is also specialized software that is installed at IXP, offering the following options:– Different access options (mobile, WLAN, browser);
– Analysis of the parameter results by operator;
– Analysis of the parameter results by period (monthly, quarterly, semi-annually, annually);
– Analysis by frequency bands (2G, 3G, 4G)
– Analysis by technology: mobile (EDGE, UMTS, LTE), fixed(DSL, LAN, FTTx) or WiFi

• Measuring at least following IP layer parameters (BEREC recommendation):– upload and download speed,
– delay,

QoS Measurement Vehicle
• Vehicle equipped with antenna system and dedicated scanners for monitoring the quality of wireless telecom networks in the frequency band 30 MHz - 6 GHz.
• The scanners enable the measurements in LTE-FDD, LTE-TD, GSM, WCDMA, LTE, CDMA2000® 1xEV-DO, TETRA and WiMAX™ wireless networks.
