IPMBA Remembers

Angel Antonio Acuna March 6, 1965-March 9, 2009

Angel Antonio Acuna was born on March 6, 1965, in San Antonio, Texas. He lost his long battle with stomach cancer and went to be with the Lord on March 9, 2009. He retired from the Texas Air National Guard 149th Squadron after 20 years of dedicated service. Angel has worked for numerous security and law enforcement agencies over the years in the San Antonio area, serving five years with the Methodist Healthcare System, three years with University Health System, and nine years with St. Mary’s University Police Department. He was currently serving as a police officer with the Alamo Heights Police Department. He was a TCLOSE certified Firearms instructor, Rape Aggression Defense (RAD) certified

instructor, and was a member of the International Police Mountain Bike Association (IPMBA). Angel also dedicated his time to the local bicycle rodeos held at area San Antonio Elementary Schools. Angel is preceded in death by his father Abel Jose Acuna. He is survived by his mother, Elba D. Acuna; wife Deborah Lynn Acuna; three daughters, Adriana D’Jenedie, Angel Ryan, and Alexis Rose, and one son, Adam Xavier. Angel is also survived by numerous loving family members and a host of friends. Officiating at the chapel and interment services was SAPD Chaplain Paul Whorley; pallbearers were Ricardo De Los Santos, Chris Fearneyhough, Tim Garcia, Tony Lummus, Cindy Pruitt, and Steve Rodriguez. Elba D. Acuna and family would like to thank the staff of Methodist Healthcare system for their loving care of Angel, and physicians, Lon Smith and Alejandro Pruitt, for their care of Angel during the last days of his battle with stomach cancer. Angel will be missed and was loved by everyone that was blessed to have known him. Angel was interred with full military honors at Ft. Sam Houston National Cemetery. Dear IPMBA Conference Attendee: Welcome to Albuquerque and the 19th Annual Conference of the International Police Mountain Bike Association. On behalf of the IPMBA board, staff, members, and conference attendees, I would like to extend my sincere thanks to the Albuquerque Police Department (APD) for hosting the conference, and to their partnering agencies. We appreciate the support of Mayor Martin Chavez, Chief Raymond Schultz, and APD Executive Director Joe Bowdich. We are also grateful for the generous in-kind and financial contributions from many members of the Albuquerque community and businesses.

IPMBA would like to recognize the staff of APD and all those who have participated in the planning and implementation of this conference. At the heart of the committee are IPMBA Instructors Patrick Hernandez, Anthony Martinez, Ron Surran, and Jason Westbrook. They did their research seriously, attending the past few conferences for the purpose of shadowing the previous host agencies, and learned a great deal in the process. Despite the challenges posed by a weakened economy, they rose to the occasion to ensure that all details were in place to provide an excellent training experience.

The 2009 IPMBA Conference Host Committee was rounded out by Crime Prevention Specialists Laura Kuehn and Yvette Garcia, Officers Pat Smith and Connor Rice, Sgt. Rob Drager, University of New Mexico Officer Ray Olesky, and Albuquerque Public Schools Officer William Lucero. The committee members were assisted throughout the planning process by many other members of the APD staff as well as volunteers, and their contributions cannot be overlooked.

As a result of Bratwear’s generosity, the members of the Command Staff will be clad in terra cotta shirts, so if you need any assistance, or just want to say “thank you”, they will be easy to find.

Thank you for coming to the 19th Annual IPMBA Conference in Albuquerque. Like the balloons that dot the New Mexico sky, the knowledge you gain will help you to rise above the rest!

AIRPORT TRANSPORTATION The APD Host Committee courtesy shuttle departure times and a sign-up sheet are posted at the Command Post. Please provide your flight departure time to the

Command Post staff. ABQ International Sunport requires departing passengers to arrive 1.5 hours early. Please allow extra time if you are checking your firearm. Please arrive at the shuttle at least 15 minutes early to load your luggage. You must make your shuttle arrangements at least 24 hours in advance. In addition to the APD courtesy shuttle, Sunport Shuttle provides airport transportation for $15 one-way. Bikes cannot be accommodated. Reservations are required and can be made at the front desk.

BICYCLES The Bike Check officially opens at noon on Friday, April 24, and closes at noon on Sunday, May 3. It will be staffed in the SW

Exhibit Hall from 7:00am-9:00pm daily except for Monday-Tuesday, April 27-28 (7:00am-10:00pm); Saturday, May 2 (7:00am-6:00pm); and Sunday, May 3 (7:00am-noon). APD staff will be on call when the Bike Check is closed. Do not lose your bike claim check. Bikes will not be released without bike claim check or proof of ownership. Note: neither IPMBA nor the ACC accepts responsibility for the safety & security of the bicycles. Lock your bike! Bikes are not permitted in public space or meeting rooms unless specifically required for a workshop. Bikes should not be stored in hotel rooms!

Bike Shipping: Contact Randy Silva, Sport Systems, 505-837-9400 or [email protected]. If you made arrangements for shipping to and from the conference through Sport Systems, the bikes will be assembled by the shop and waiting at the Bike Check. After the conference, the bikes will be delivered back to the shop, disassembled, and return-shipped. If you are shipping your own bike, you will have to disassemble and box it. The hotel will arrange shipping for boxed bikes only. See the front desk.

CERTIFICATES Pre-Conference Course Certificates will be issued at the conclusion of each class on Wednesday. In order to receive a

Conference Certificate of Attendance, you must complete the Certificate of Attendance Application Form

found on page 35-36 and have it initialed by the lead instructor of each workshop you attend. You must attend a minimum of two workshops on Thursday and two on Friday in order to be eligible for a certificate, unless you are attending an all-day session. If you do not obtain an instructor’s initials, you will not get credit for attending, even if you pre-registered. Return the completed application to the Command Post or mail it to the IPMBA office within two weeks of the conference. Certificates will be mailed within eight weeks of the end of the conference.

COMMAND POST “Information Central” – conference details, schedule changes, local information, competition sign up, messages, social activities, etc. Please direct all inquiries to the Command Post staff. If they do not know the answers to your questions, they will contact the appropriate person or persons. The Command Post will be located in the Centro del Sol room in the Convention Center. It will officially open at 12:00pm on Friday, April 24, and close at 4pm on Saturday, May 2. It will be staffed from 7:00am-8:00pm daily, except Saturday, May 2, when it will close at 4pm. APD staff will be on call for emergencies at 505-247-3344, Room 1503 (Pat Hernandez) when the Command Post is closed.

EVALUATION FORMS Please help us to ensure the continued quality and improvement of IPMBA’s conference programs. Evaluation forms will be distributed at each course and workshop. Please take a few moments to answer the questions completely and honestly, rating the caliber of the presenter, the relevancy of the topic, etc. Evaluation forms may be dropped in the box at the Command Post or given to any member of the IPMBA Board or staff.

FIREARMS Under the provisions of H.R. 218, the Federal Law Enforcement Officers Safety Act, police officers are authorized to carry firearms in all states. If you leave your weapon in your hotel room at any time, please store it out of sight. The housekeeping staff will not enter your room if a firearm is visible.

GUESTS Individuals with GUEST badges will be admitted to Opening Ceremonies, conference lunches, the exhibit hall, and the post-competition dinner. They are not permitted to participate in workshops, except by special arrangement.

INSTRUCTOR TOOLKIT (ITK) UPDATES Orientation sessions to familiarize current IPMBA Instructors with the new Instructor ToolKit (ITK) have been scheduled for Thursday, April 30, 10:45am-12:00pm and Friday, May 1, 8:15am-9:30am. Please consult the schedule for locations. ITKs will be available for purchase at the Command Post.

INTERNET ACCESS & COMPUTERS The lobby of the Doubletree Hotel is equipped with free wireless internet access and has two computers for guest use. The ABQ Convention Center is equipped with free wi-fi in the atrium area for those with their own laptops.

IPMBA MERCHANDISE IPMBA merchandise will be available for sale from Monday, April 28-Saturday, May 2. Please welcome IPMBA PCI Don Erb of Keystone Custom Embroidery in his latest role as IPMBA merchandise supplier.

NAME BADGES All participants are required to wear namebadges during all pre-con and conference activities. Namebadges are required for entry into workshops, lunches, and the exhibit area. Those with “Guest” and “Exhibitor” namebadges will be admitted to the Opening Ceremonies, Exhibit Hall, and conference lunches only; they are not permitted to participate in workshops

except by special arrangement.

ON-BIKE WORKSHOPS Report to the Bike Check at least 10 minutes prior to the scheduled start time to

pick up your bike and meet with the instructor. You will retrieve your bike and be directed to a staging location to meet your instructor and/or guides. If changes are made to the schedule, the Bike Check and Command Post will have the most current information. Classes will depart for the training locations from their designated staging areas promptly at the scheduled times. Riders and bikes for the following workshops will be transported to the training locations: Intermediate and Advanced Off-Road Riding and Crash/Bang: Firearms Skills for Bike Officers.

The mountain bike competition will be held at Civic Plaza, just across the street from the Doubletree Hotel. This challenging course will put your urban obstacles skills to the test!

The bike parade for participants and spectators will stage near the bike check and depart promptly at 3:30pm. It will circle downtown ABQ just long enough to warm up and attract attention. If you are competing and unable to depart with the parade, please arrive at the competition site no later than 3:45pm. A group photo is planned for 3:450pm, and the competition will begin at promptly at 4:00pm, following the course walk-through and safety briefing. Registration forms are available at the Command Post and must be returned by 9:00am on Friday. The competition is open to all registered conference participants and has two categories – Public Safety (police, EMS, security) and Open (vendors and guests). Public safety cyclists register as individuals or teams of four (individuals will be assigned to teams). Mixed

teams are permitted. Medals will be awarded in a variety of categories. A complete list of rules and equipment requirements is available at the Command Post. Friday, May 1, at the International Balloon Museum, 6:30pm-9:00pm The International Balloon Museum is dedicated to the art, culture, history, science, and sport of lighter-than-air craft. While enjoying a taste of New Mexico, you may choose to browse exhibits celebrating notable events in the history of ballooning. You will also be treated to a spectacular balloon glow, exclusively for IPMBA. Competition Awards will be presented during the Awards Ceremony. Shuttles will depart from the Third Street side of the ACC, starting at 5:30pm.

Keynote Speaker Brigadier General Gregory J. Zanetti

New Mexico National Guard

Brigadier General Gregory J. Zanetti assumed the duties as the commander of the 111th ADA Brigade in June 2003. The Brigade has transformed and is one of the first Combat Support Brigades in the Transformed Army. He retains command of the 111th Combat Support Brigade (Forward) as it assumes its new role as the Command Staff of Joint Task Force - Guantanamo Bay, Cuba, where he is in the position of Deputy JTF Commander. The General’s military service began in May 1980, after he graduated from United States Military Academy. He was assigned to Field Artillery units in Germany from 1981-1986. In April of 1986, then CPT Zanetti joined the New Mexico National Guard. He has served in numerous command and staff positions. He has held two company level commands and two battalion commands (Stinger and Hawk), the Regional Training Institute (RTI) and the 93rd Troop Command. Brigadier General Zanetti is a graduate of the U.S. Army Command and General Staff Course and the U.S. Army War College. He is a recipient of the Meritorious Service Medal, Army Commendation Medal, the Army Parachutist Badge and numerous other decorations and awards. BG Zanetti is a financial advisor for Financial Network Investment Corporation and the business advisor for the NBC and FOX media affiliates in New Mexico. He also serves on numerous charitable boards and organizations.

March, Shaums. Mad March Racing, Louisville, KY. www.madmarchracing.com. Shaums March founded Mad March Racing in 1998 with one simple goal: to provide the best hands-on mountain bike instruction available. For 10 years, Mad

March Racing has improved the skills of camp participants and developed a few into National Champions along the way, including 2007 World Masters Downhill Champion Bryon Enns and two-time U.S. National Champion Duncan Riffle. Mad March Racing is sponsored by Marin Bikes, which for the first time will have a booth at the IPMBA Conference. Marin will be presenting their 2009 line of bicycles for public safety use and is eager to elicit input from IPMBA members. Aside from providing bikes to regional law enforcement agencies, Marin also provides product to special user groups such as the Golden Gate Bridge District’s bicycle patrol.

Shaums starting competing in BMX races at age 12, but as a teenager, he switched to mountain biking. In 1996, he was crowned California State Champion, and in 1998, he finished fourth place in the X Games Downhill event. Later that year, Shaums won the NORBA Downhill event in Breckenridge, Colorado, his first victory as a pro in the prestigious National Mountain Bike Series.

He was the fastest North American at the 2003 World Downhill Championships, and finished second overall in 2004’s BC Cup series. His versatile skills took him not only to World Cup, but also to innovative freeride events like Red Bull Rampage and Red Bull Bike Battle, where he earned third place.

Shaums will share his amazing skills with participants in the Introduction to Off-Road Riding and Intermediate Off-Road Riding workshops. Shaums has been described as “one of the most gifted riders in the game,” “always the most popular racer on the course,” and “one of the greatest assets to mountain biking.” He’s also renowned as one of the best coaches the sport has ever seen.

20th Annual IPMBA Conference CALL FOR INSTRUCTORS

T he 20th Annual IPMBA Conference will be held May 1-8, 2010, in Chesterfield-St. Louis, Missouri. Pre-conference courses will be scheduled May 1-5, and the conference workshops will take place

May 6-8. If you are an active, IPMBA-certified instructor and are interested in teaching at the conference or pre-conference, you must submit a letter of interest and resume outlining your bicycling, work, and teaching experience to the Education Committee for consideration. Please include non-bicycling-related expertise and/or instructor certifications. List all past IPMBA conferences for which you have instructed and/or attended, including a list of workshops for which you have been lead or co-instructor. Also include the number of PC/EMSC/SC classes you have conducted and/or the number of PC/EMSC/SC students you have instructed. Instructors will be selected for the pre-conference training courses as well as the core conference workshops. Be sure to indicate which course you would like to teach and/or the workshops you would like to present. (Refer to this program for a list of typical workshops.) Specify whether you are available for the pre-conference, conference, or both. Please email to [email protected] and [email protected] Deadline: July 31, 2009. If you wish to teach at the conference or pre-conference you must submit a letter of interest and resume, even if you have done so in the past. No exceptions!

2010 Conference Workshop Call for Proposals IPMBA is seeking workshops for the 20th Annual IPMBA Conference in Chesterfield-St. Louis, Missouri! This is your chance to share your latest brilliant ideas or your tried-and-true techniques. Your proposal can be for a classroom or an on-bike session. Workshops can be 1.25 hours, 2.75 hours, or 4.25 hours in length.

It’s easy – just follow these steps!

STEP ONE: Contact IPMBA HQ at [email protected] or 410-744-2400. Ask for a set of workshop proposal specifications. STEP TWO: Select a Topic. Stop hoarding your in-service training ideas. STEP THREE: Write your Proposal. Follow the guidelines carefully. STEP FOUR: Submit your proposal to IPMBA HQ by July 31, 2009. If you would also like to be considered for the pre-conference and/or as a full conference instructor, be sure to include a cover letter and resume as indicated in the above “Call for Instructors.” Submitting a workshop does not guarantee acceptance as a full conference instructor, but it can help in the decision-making process. STEP FIVE: You will be notified of the Education Committee’s decision in early fall. Note about Repeat Workshops: Even if your workshop has been offered at past conferences, you must still submit the workshop proposal form. Past inclusion does not guarantee future acceptance.
