// THE VISION Our mission is to support the development of knowledge and skills to promote international labour standards (ILS) and rights at work, to strengthen their application and to advance the achievement of decent work for all women and men.We do this by designing and implementing training and capacity deve-lopment activities for constituents, ILO staff, partners and other natio-nal and international actors.The core themes for which we regularly offer training (on campus, in the field or by distance learning) and develop relevant training materials, publications and on-line tools are:

The ILO and its International Training Centre in Turin, Italy, are orga-nizing the International Labour Standards Academy to provide a com-prehensive range of training activities. HOW DOES THE ILS ACADEMY OPERATE? Each specialized course is designed for a specific audience and their pro-fessional needs. They will take full advantage of participants’ and experts’ high-level of competencies and experience, therefore devoting considerable time to case studies, role-plays and group discussions.

In addition, participants from the different training courses will have the op-portunity to exchange knowledge, ideas and experiences when joining the ILS Academy plenary lectures, with interpretation in different languages, featuring internationally renowned and inspiring thinkers. These short and powerful talks deal with the issues that are collectively shaping the world of work of today as well as in the future, and explore how they all connect and relate to ILS.

MARITIME LABOUR TRAINING ACTIVITIES (MLA)The Maritime Labour Convention, 2006 of the International Labour Organi-zation entered into force on 20 August 2013.

It is having a concrete impact thanks to efficient Flag State inspection and Port State control based on the Convention’s novel “no more favourable treatment” provision, which aims to ensure that all vessels are subject to in-spection, irrespective of whether its Flag State has ratified the MLC, 2006.

The ILO Committee of Experts on the Application of Conventions and Re-commendations has begun its review of compliance for countries for which the Convention is in force and which are to provide the ILO with implemen-tation reports in accordance with the Article 22 of the Constitution. The comments of the Committee provide clarification on specific issues and shape the jurisprudence on the implementation of the Convention in law and practice.

WHAT ARE THE OBJECTIVES OF THE MLA?Capacity building is essential to ensure effective implementation of the Convention. The training provided by the MLA has already proved to be a crucial method to equip all interested parties and maritime stakeholders with in-depth knowledge of the requirements of the Convention and with the tools to effectively implement them.

WHAT IS THE MLA?The MLA consists of a programme of seven highly specialized courses.

WHO ARE THE MLA EXPERTS?A key feature of the MLA is its team which consists of maritime experts who were involved in the preparation of the Convention and practitioners from leading maritime safety agencies.

HOW DOES THE MLA OPERATE?Active learning methods are used throughout the activities. One such method is learning the Convention by teaching it to other participants.

ENThis course is intended to train participants to better identify and investigate cases of forced labour, including trafficking in human beings for labour-related exploitation. It will address the different stages of the process (inspecting workplaces, interviewing victims, gathering evidence).

The training course is open to labour inspectors, police officers, and prosecutors, as well as other individuals who may encounter forced labour in the course of their work, such as social auditors, health and safety inspectors, trade unions and NGO workers.

EN This course aims to foster the sharing of promising national and international recruitment practices that meet internationally recognized human rights and labour standards, secondly to enhance understanding among key actors of how to strengthen regulatory and enforcement mechanisms designed to address abusive and fraudulent recruitment practices; and thirdly to promote the dissemination of fair business standards and practices and of mechanisms for the empowerment and protection of workers.

The course is designed for officials, policy-makers and practitioners of public institutions and ministries dealing with migration, trafficking and/or forced labour; representatives of workers’ and employers’ organizations; representatives of public and private employment agencies; staff of NGOs and civil society organizations; experts from international agencies and other key actors engaged in these issues.

The International Labour Organization and the Italian Government established the International Training Centre in 1964 in Turin, Italy, as an advanced vocational training institute.

It has since matured into a focal point for high-level in-service training. This takes place in Turin, in course participants’ home countries or via the Internet.

The Centre provides training and related services that develop human resources and institutional capabilities. We thereby contribute to achieving the ILO’s goal of decent work for women and men.
