Her Excellency Yingluck Shinawatra Prime Minister of Thailand

The 3rd International Congress on Interdisciplinary Research and Development was

organized by the Interdisciplinary Network of the Royal Institute of Thailand Under the Royal Patronage of HRH Princess Maha Chakri Sirindhorn and the Computer Association of Thailand Under the Royal Patronage of HM the King. The Congress was also supported by several learned societies, such as, Thailand Chapter of the ACM, Thailand Chapter of the Computer Society of the IEEE, and Thailand Chapter of the Internet Society. The Congress was held at IMPACT Exhibition and Convention Center in Thailand, 30 - 31 May 2013. The theme of the Congress is “Interdisciplinary Studies and Good Governance” The importance and popularity of Interdisciplinary Research and Development are shown by the number of papers which is 128 and the number of countries represented is 15.

The Royal Thai Government recognizes that any major national problem cannot be solved by using only one single field of studies. Experts from all related fields must be called upon and the practice is referred to as “Interdisciplinary.” As an example, the National Water Resources and Flood Policy Committee, chaired by myself, has invited Thai and foreign experts in all related fields to participate.

May I congratulate the participants of the Congress and members of the Organizing Committee, particularly the Chairman, Prof. Dr. Srisakdi Charmonman, for this very successful event.

the Chairman of the Organizing Committee

In my capacity as the Chairman of the Organizing Committee, all members of the Committee would like to express our highest gratitude to Her Excellency Yingluck Shinawatra, the Prime Minister of Thailand, who has kindly given the message to be printed on the Proceedings.

The objectives of the Conference are to share knowledge and advances in Interdisciplinary Innovations, to build networks of professionals, researchers, educators and policy-makers practicing Interdisciplinary Research and Development, to expand the opportunity for knowledge interchange, to facilitate knowledge-sharing for ongoing initiatives, and to build repositories of current practices and lessons learned. The main theme of the Conference is “Interdisciplinary Studies and Good Governance”

An Interdisciplinary Innovation is innovation that involves interaction among two or more disciplines, such as Arts, Biological Sciences, Biomedical Sciences, Business Administration, Clinical Sciences, Communications Sciences, Earth and Environmental Sciences, Economics, Education, Health Sciences, Engineering, Information Technology, Internet Technology, Material Sciences, Law and Legal Studies, Mathematical Sciences, Media and Journalism, Natural Sciences, Physical Sciences, Politics and Sociology, Psychology, Public Administration, Religious Studies, Social Sciences, Telecommunications, and any other related topics.

From www.easychair.org, 128 papers from 15 countries were submitted. Three referees were assignment to each paper. Finally, 112 papers from 15 countries were accepted for presentation at the Conference.

Again, we would like to express our gratefulness to the Prime Minister of Thailand, the members of the organization, the supporters, authors, and the participants.

Opening Address by H.E. Air Chief Marshal Kamthon Sindhvananda, the Privy Councilor

I am most delighted that the Interdisciplinary Network of the Royal Institute of

Thailand under the Royal Patronage of HRH Princess Maha Chakri Sirindhorn with the support of Thailand Chapter of Computer Society of the IEEE, Thailand Chapter of the ACM, Thailand Chapter of the Internet Society, and other related societies, is organizing the Interdisciplinary Conferences Day, including the Third National Congress on Interdisciplinary Research and Development, and the Third International Congress on Interdisciplinary Research and Development.

I would like to offer my heartiest welcome to researchers and developers in the field of interdisciplinary research and development who are gathering in Thailand today to share their innovative research and, development ideas.

I am delighted to hear that there are 128 papers from 15 countries in the International Conference. I am very excited by the opportunities, the interdisciplinary research and development will provide for the betterment of societies at all levels in the world.

The vast expansion of opportunity for interdisciplinary research and development contributes to the obvious benefits in enhancing the critical strength of our social and political life. This Third International Conference on Interdisciplinary Research and Development thus has wide-ranging implications for the world of tomorrow.

I, therefore, would like to declare this Conference open and thank all the hard work and dedication of the supporting organizations and members of the Organizing Committee, led by Prof. Dr. Srisakdi Charmonman. Message from the Chairman of the Interdisciplinary Network of

the Royal Institute of Thailand

The Royal Institute of Thailand has established the Interdisciplinary Network since 2004 with the prime goal of creating the academic coordination of academicians and researchers from various domestic and oversea organizations. Additional goal is to create working groups and to share knowledge and ideas from several disciplines in order to give rise to the participation of interdisciplinary researches and development. Moreover, the Royal Crown Princess approved the Interdisciplinary Network of the Royal Institute of Thailand to become Under the Royal Patronage of the HRH Princess Maha Chakri Sirindhorn on May 31st, 2007. The Committee on the Interdisciplinary Research and Development deeply appreciates her generosity and kindness. In this regard, the Committee generated 7 regional networks as the centers for promoting interdisciplinary research and development in order to solve the problems in the concerned areas. The works in some regional networks have progressed and some have come to the conclusion with the academic outcome for presentation to public. Consequently, the committee will hold the Third International Congress on Interdisciplinary Research and Development under the theme on “Interdisciplinary Studies and Good Governance” during May 30th to 31st 2013. The other essential aims are to take this opportunity for the researchers in this region to present his or her work on this occasion, to make academic services to the society, and to collaborate and present their research works with foreign researchers. It is hoped that this will develop multidisciplinary approaches and create academic collaboration in the future. Therefore the objectives of this conference are to share knowledge and advances in interdisciplinary research and development, to build networks of professionals, researchers, educators and policy-makers practicing interdisciplinary research and development, to expand the opportunity for knowledge interchange, to facilitate knowledge-sharing for ongoing initiatives, and to build repositories of current practices and lessons learned.

Activities in this conference will include description, discussion, and presentation on the researches performed by academicians from both in-houses and overseas. The conference will continue smoothly and efficiently because the committee has the great collaboration with researchers within this region and academicians not only from governmental sectors but also from private sectors. These persons whose names cannot be called upon are therefore thanked for their kind and valuable contributions.

Message from the President of Siam Technology College

In my capacity as the President of Siam Technology College, I am most delighted to

wholeheartedly support the 3rd International Congress on Interdisciplinary Research and Development (INRIT 2013) on May 30 - 31, 2013. The Conference is supported by many learned societies such as Thailand Chapter of the Association for Computing Machinery (ACM) and Thailand Chapter of the Computer Society of the Institute of Electrical and Electronics Engineers (IEEE) which are located at Siam Technology College with Prof. Dr. Srisakdi Charmonman as the Founding President and myself as the President.

Siam Technology College (STC) is a private higher education institution under the Higher Education Commission. STC aim is to provide students with both academic and professional skills to keep pace with rapidly changing technology and desirable qualifications to meet the needs of the labor market.

Most countries are either offering or in the process of preparing to offer eLearning programs. It has been estimated that the global market of eLearning will reach 107 USD billions. In addition to formal eLearning programs at educational institutions, companies are also providing training to their employees through eLearning.

I would like to welcome all participants of the 3rd International Congress on Interdisciplinary Research and Development and wish that all of you can use the knowledge gained from the Conference to apply for the success of yourself, your organization, and your country.

The Third International Congress on Interdisciplinary Innovations

The International Journal of the Computer, The Internet and Management

(IJCIM) is delighted to publish the Proceedings of The Third International Congress on Interdisciplinary Research and Development as the Special Issue of Volume 21. The numbers of papers submitted were 128 papers from 15 countries. Then, 112 papers from 15 countries were accepted for presentation at the Conference. From the 112 papers, 10 papers were selected to be published in full in the Proceedings. For the remaining 102 papers, abstracts are included in the Proceedings and the full papers may be downloaded from www.INRIT2013.com.

The 10 papers published in full are: Good Governance in Higher Education; Foraminiferans in Iligan Bay, Mindanao, Philippines and the Environmental Parameters Controlling its Diversity and Abundance; Stevia Rebaudiana: an Excellent Natural Alternative for Sugar Replacer; Critical Evaluation on ERP Applications for Defence Sector of Sri Lanka; A Lesson Learning on the Internet for Distance Education Teaching; Information System of Suitable Diet for Children’s Health Based on Website; Recommender System in Property Business a Case Study from Surabaya, Indonesia; Designing RPG Game to Increase Children Linguistic Capability; Carbon Footprint of Dormitories at Mahidol University, Salaya Campus, Thailand; and Various Electromagnetic Field (EMF) Measurement Techniques and Guidelines for Exposure Limits.

In my capacity as the Senior Editor-in-Chief of IJCIM, I would like to thank those who have made the Congress and the Proceedings possible. The main organizers are the Interdisciplinary Network of the Royal Institute of Thailand Under the Royal Patronage of HRH Princess Maha Chakri Sirindhorn and the Interdisciplinary Network Foundation for Research and Development.
