THEMATIC CLUSTERS• Good urban governance
Support of devolution and decentralization processes along adequate financial ressources.
• Integrated urban development all relevant sectors of urban services, eg waste management, water, energie while focusing on numerous feedback loops between "top-down" requirements and "bottom-up" responses.
• Local economic developmentThe focus is on promoting sustainable economic growth and establishing municipal structures for LED.
