POSITION OVERVIEW:

The incumbent will be responsible for taking primary responsibility for providing a comprehensive, pro-active and integrated HR advisory and generalist service to NTP Business Units.

KEY PERFORMANCE AREAS

1. HR Administration

· Advise Line Managers on Employee remuneration in conjunction with Remuneration Specialist;

· Provide Solutions and ensure Line/Employee queries regarding remuneration and administrative queries are resolved;

· Provide inputs with regards to monthly and quarterly reports;

· Coordinate HR audits;

· Provide input to Department Budgeting;

· Advise on anomalies detected and corrective action taken;

· Responsible for the development of HR related policies (e.g., relocation policy); and

· Ensure compliance with relevant HR policy and procedures.

2. HR Consulting

· Build and maintain constructive relationships with line managers, employees, internal and external stakeholders;

· Advise line managers and employees on the interpretation and application of HR policies/procedures/ processes/ systems;

· Communicate/refer/escalate HR-related issues as appropriate;

· Communicate relevant HR related projects regarding deadlines; and

· Participating in governance structures/ committees (EESDF, Workplace Forums) and provide input and advice on issues related to HR.

3. Recruitment

· Advise Line on appropriate recruitment and selection policy and procedure;

· Advise line managers on recruitment process in line with budgetary requirements and HR plan;

· Coordinate and facilitate the recruitment, selection and appointment process in liaison with Necsa recruitment office;

· Facilitate move from contract to permanent appointments (with and without advertisement);

· Advise line on special appointments (eg. such as critical positions and appointment of people with disabilities) in line with relevant legislation; and

· Advise line on, and facilitate process for, post retirement appointments.

4. Training & Development

· Provide input to training needs analysis of departments;

· Communicate and promote existing HR training and development opportunities;

· Coordinate the roll out of organisational wide HR training interventions in conjunction with training department; and

· Provide input to compilation of workplace skills plan and annual training report in consultation with line managers and Training Department.

5. Employee Relations

· Advise line managers on disciplinary and grievance policy, process and procedures;

· Give input to and coordinate appropriate interventions to improve employee relations;

· Coordinate and provide advice on voluntary retrenchment and early retirement;

· Monitor relationships between employees and management; and

· Provide feedback to Head: HR Services on employee relations climate in departments.

6. Performance Management

· Support the development and maintenance of a performance management culture which includes developing managers’ skills in this area;

· Advise line and employees regarding initiatives to improve work relationships to enhance productivity; and

· Enable line to deal with poor performance in an effective manner in terms of NTP policy and in line with labour legislation.

7. HR Service Delivery

· Ensure timeousness, consistency, credibility and quality in the delivery of HR services, using resources productively and measuring and improving on delivery;

· Provide effective professional advice and guidance to managers and employees regarding the correct implementation of labour laws and other legislative requirements, HR policies, practices and procedures; and

· Measure satisfaction with the delivery of HR services

QUALIFICATIONS AND EXPERIENCE:

· Applicable NQF7 or equivalent qualification.

· Preferably Professional Association membership.

· Minimum 5 to 8 years proven track record in an HR Generalist role, preferably in an industrial manufacturing/production environment. Preferably in a unionized environment .
