Notes: Following introductions, Charles Littledale distributed background information to the participants. Charles proceeded to provide an overview of the two options and noted that a decision on the preferred route would likely be made in May. He noted that BC Hydro is interested in hearing about Kwikwetlem's perspective on the two options. He added that he was still working on providing the Kwikwetlem with the map of Burke Mountain that they had requested at the previous meeting. He also suggested that if the Band wanted to know more about the BCUC, that BC Hydro would arrange to have someone meet with them to discuss the process.

BCTC ILM Reconsider - Duty to Consult

Interior to Lower Mainland Transmission Reinforcement Project

Notes:

George Chafee explained that they would like to have Browne and Oakes conduct the archaeological work and that a review of the AOA would cost approximately $2,000-3,000. He noted concern with Golder and Associates conducting the field work and proposed that Browne and Oakes conduct the field work.

John Kafka replied that the Band's approach sounded do-able and he would get back to them on how best to proceed.

George Chafee expressed the following concerns:

9 on Burke Mountain there are spiritual sites as well as native plants that need to be protected;

9 fish bearing streams that need to be enhanced;

9 endangered species reside in the area;

9 increasing the supply of electricity to the Lower Mainland which in turn will increase global warning; and

9 the impact of changing hydrology on their grave sites.

He continued stating that the Band has their own land clearing company and they are interested in jobs and training opportunities specifically related to fisheries and environmental monitoring. He stated that they have successfully engaged other community interests regarding the protection of Burke Mountain including stream keepers and Burke Mountain naturalists and envision working with those community organizations.

Leslie Giroday confirmed that they will be reviewing their budgetary requirements and provide their response the following week.

John Kafka asked if the primary contact person was Leslie or George.

George Chafee replied that he would be responsible for being the primary contact person, but that correspondence and email should include Leslie as well.

Westland Resource Group Inc. is pleased to provide this quote for a general overview of the Terms of Reference for the British Columbia Transmission Corporation (BCTC) Nicola- Meridian reinforcement projeLt. This review would be conducted on behalf of the Kwikwetlem

The proposed review wodd be a modest effort, involving the following tasks,

Task 1. Review Terms of Reference. Westland staffwill review the Terms of Reference prepared by BCTC and the Section 1 1 Order released by the Environmental Assessment Office

(EAO). I

Task 2. Pield 'reconnaissance of transmission line routc. Westland will coordinate and attend a field reconnaissance of the ~icola-~er id ian route where it crosses Kwilcwetlem First Nation traditional territory. We asshe that this trip can be undertaken using ground transpo&tion, and that members of the ~wikwe$em First Nation, Cornerstone Planning, and BCTC would attend.

Task 3. Kwikwetlem First Nation workshop- We propose to meet with the Kwikwetlern First Nation to discuss the Terms of Reference, and cornmenb that should be provided to BCTC. We suggest holding this workshop on the afternoon following the Talc 2 field bip.

Task 4. Prepare report. ~ & e d on the results of the Task 3 discussions, Westland will prepare a report to BCTC, providing &a K-etlem First Nation's comments on the Terms of Reference.

Staffing

i The WestIand staff assigned to this project have extensive experience in preparing and reviewing EA Applications in British ~olumbia, and in working on behalf of ~ i r s t Nations.

David Harper, Ph.b., P.Ag., CPESC, MCIP will be Project Manager for the technical review and will lead the community vorkshop. Dr. Harper has worked with 14 First Nations in British Columbia on environmental &sessments of major projects. He is familiar with the British Columbia and Canada Enviro&nental Assessment processes, and has participated in the preparation of 1 5 environrnenw assessments,

Thomas Munson, M.Sc, will be responsible for the biophysical components of the technical review. Mr. Munson has worlced with aboriginal people throughout British Columbia, the Yukon Territory, and South he r i ca , and his reviewed the other environmental assessment materials on behalf of the ~wkwetlnn First Nation.

Carmu, Holschuh, M.Sc., I@.~io. is a professional biologist who will examine the wildlife and wildlife habitat effects of:the proposed transmission line. Ms. Holschuh has worked with First Nations tbrougbout B q s h Columbia and is familiar with biological aspects of environmental assessments of linear projects.

We understand that the comments on the Terms of Reference need to be provided to BCTC by in May 2007. We will undertake the specified tasks in April in order to meet this deadline.

Level of effort and budget i I

Table 1 provides details of the level of effort and budget associated with the review of the Terms of Reference. Westland estirhates that a total of 13 staff days will be required to conduct the project. Professional fees a+ estimated to be $9,600. Expenses add $1,575, for a total estimated project budget of % 1 1,175. j

We have reviewed your request and confirm that we are able to provide funds as requested for the following:

We do understand and acknowledge the need for providing support for the review of the Terms of Reference. However, at this time, BCTC has not as yet selected a route, and this decision will be made in early May.

We therefore propose that we provide capacity funding for an initial review of the Terms of Reference and await the decision by BCTC prior to proceeding with field reconnaissance and a community workshop. Should BCTC decide to proceed with the "New Line" option, then we would be willing to conduct a field reconnaissance with funding as per your letter of April sth, 2007. Therefore, at this time we would be prepared to provide $3,000 for the initial review of the Terms of Reference. Please note that the Terms of Reference will be going through a number of revisions and drafts from now through August should the "New Line" option be selected.
