    INTELLIGENCE LED STABILITY POLICE UNIT OPERATIONS

    Query:

    During the Command Development Seminar in Vicenza in early November, a project for

    an intelligence-led operations exercise was presented to the audience (FPU

    Commanders and Police Commissioners) in order to get feedback and critique on theexercise project. Such feedback has been of extreme importance since we haveoperated an Initial amendment to the exercise draft, based on the many excellent

    suggestions we received. The aim is to prepare the definitive version to be used in future

    seminars.

    Indeed, we are now working with the Department of Peacekeeping Operations and USIP

    to prepare for the next Command Development Seminar, which will take place on 2007.To ensure we have properly captured the essence of the challenges currently being

    confronted on UN missions, please use this discussion forum to provide feedback andsuggestions on the Exercise.

    Response Summary:

    As outcome of the query process, the draft has been confirmed itself as a viable andreliable reference for the exercise, with some amendments to be operated in order to

    make the whole work more understandable and smooth. Taken for granted the

    acknowledgement of the draft exercise, which can be found on node 871 of INPROLwebsite, the major points of interest to be considered and included in the exercisedesign will be the following:

    Make the context more realistic and less sterile;

    Better highlight the local military and police situation (capabilities and

    boundaries) in order to better depict consequent mil-pol coordination in the

    respective tasks and in the preparation of a police plan embedded in the military

    or vice versa;

    Provide a broader map of the area, not restricted to the exact spot of the

    event/incident taking place;

    Better highlight the desired end-state of the operation (that is of the exercise);

    If the aim of the exercise is to generate the OPORD for the police operation, then

    review lessons about the subject could be useful and put as a following part of

    the same exercise (first part= understand the intel-led sequence in order to be

    able to issue the proper OPORD, second part= issue the OPORD); and

    Inspired by tabletop exercises for emergency response, consider all related

    aspects such as rehearsal, RAMP (random anti-terrorism measures program),

    military integration and casualties.

    The exercise is likely to be conducted on next seminar at CoESPU, date TBD. It will bethe basis for further studies on the matter, in the global project directed at bridging thepublic security gap which is the cornerstone of the SPU doctrine leading the police

    mission and efforts in a destabilized context, and aiming at assessing the specific role

    and tasks of such force operating in theatre.
