Integrating Process Safety Management into a Project Environment
The Chemical Division hosted a presentation on “Integrating Process Safety Management
into a Project Environment” (PPGPL, Phoenix Park Gas Processors Limited) and was held
at the UTT Point Lisas Campus on Friday 25th November 2016. In attendance were 35
persons, with representation across Upstream, Midstream, Downstream (Refinery) and
persons in Academia: Atlantic LNG, PPGPL, Yara, DHA Engineering, Methanex, BP, IPSL,
Petrotrin, Massy WoodGroup, Baker Hughes, WorleyParsons, Stork, Mentor, Ansa McAl,
UTT, UWI, Tatec Ltd, Aurora, Farmaz Plant Services.
The proceedings were chaired by Eng. Anna Warner,
Chemical Division Chair, and the Presenter for the evening,
Eng. Jason Rampersad

Processors Limited was introduced. Eng. Rampersad first
gave an overview of the Process Safety Management (PSM)
process, giving a brief history of its adoption by PPGPL in
2001. He discussed the three dimensions of PSM (people,
systems and process) and showed a video from CSB on the
FORMOSA incidents listing the recommendations that were
generated by such.
Eng. Rampersad then referenced Brownfield Projects to
explain further the PSM process since many of the PSM elements apply in execution. He
illustrated how the different PSM elements align at the various stages (Engineering,
Procurement, Construction, Commissioning and Start-up, Closeout):
Engineering: PHAs to assess potential hazards and evaluate their consequences to
personnel and equipment
Procurement: to reduce risk, contractors must be informed of hazards and training to
do the job safely
Construction: implementation of safe work practices, emergency planning and
response, mechanical integrity and management of change
Commissioning and Start-Up: training of O&M personnel, operating procedures, pre-
startup safety review
Closeout: handover of As-Built data and all project specific documentation, as these
can feed into future projects, for ease of operation and maintenance.

Eng. Rampersad concluded with a review of the lessons learnt for effective PSM integration
based on a recently completed major project at PPGPL under his leadership. Eng.
Rampersad wrapped up the evening with a very interactive and informative questions and
answers session.
Question: What is QUAD Zero?
Answer: Zero Harm to Personnel, Zero Vehicular responsible accidents, Zero Damage to
the environment and Zero Harm to Contractors
Question: How do you go about doing PSSRs?
Answer: Pre-determined systems defined on P&IDs for smooth handover of dossiers,
Commissioning / Operation personnel to generate punchlist, independent team as part of the
PSSR walkdown before start-up.
Question: Various contractors bring with them a variety of cultures, behaviors. How is
compliance ensured?
Answer: Proper management system including STOW and effective HSSE Management
Systems. Admittedly, it is a task to get the right cultures, and so thorough scrutiny,
references, OSHA checks for incidents and day-to-day monitoring is required.
