RSK Environment llc, the Middle East regional office, was established in Abu Dhabi in 2006. The office is staffed by a team of specialist environmental consultants. Aviation in the Middle EastThe aviation industry is expanding rapidly regionally, nationally and internationally. Strategically located air hubs are being planned, developed or expanded in many parts of the world. In parallel, the global regulatory framework governing airport activities and flight is becoming much more stringent.

RSK is helping operators, developers, architects and prime contractors to understand and meet their growing obligations while also improving their business efficiency, competitiveness and health and safety performance, and progressively cutting their carbon dioxide emissions.

In the Middle East, both the sustainable development of Abu Dhabi as an international air centre served by five strategic airports and the strategic expansion of Dubai International Airport have benefitted from RSK’s integrated environmental services.

RSK creates sustainable solutions at many levels. These include gaining planning consents, achieving greater energy efficiency, reducing risk exposure and enhancing corporate image. We have more than 30 years of experience in designing out, offsetting and mitigating adverse impacts that are important to local residents and the wider community.

Our specialist teams support clients during complex new construction, refurbishment and modernisation projects, and in improving the performance of busy operating airports.

Although many factors have a high immediate public profile, including acoustic, visual and air quality effects, other less-obvious aspects are often equally important. These include the potential impact of new road and rail links, warehousing and terminal facilities; waste strategies; contamination; drainage; ecology; geology; hydrology; water sourcing, use and discharge; odour; energy and/or renewable power; energy efficiency; and archaeology, heritage and legacy issues.

Integrated management system project experience

Abu Dhabi Airports Company (ADAC) RSK developed an integrated management system covering the all operational activities at all five of ADAC’s airports in the UAE, which employ some 4500 people. The key objective was to develop a practical and comprehensive management system that would gain Department of Transport approval to the local regulatory environmental, health and safety requirements of the aviation sector and internationally recognised certification.

The project included setting up a team highly experienced in all the relevant regulatory, airport operation and aviation aspects and drawn from our Middle East office and the wider RSK group. The RSK team worked alongside the client through a steering committee and directly with the operational teams. We provided training, workshops and mentoring to staff. The management system is fully accessible and integrated through ADAC’s intranet. In December 2012, the ADAC airports were certified to ISO 9001, ISO 14001 and OHSAS 18001.

The outcomes also included

■ approval from the Department of Transport in relation to the Abu Dhabi EHSMS framework

■ clear processes to identify and reduce legal, operational, environmental and occupational risk

■ enhanced awareness, competency and operational process ownership

■ meaningful data on key environmental, health and safety metrics

■ a platform for continually improving the processes within ADAC and its businesses.

RSK structured the integrated management system to give flexibility by creating bridging documents (department portfolios) and overarching documents that detail short-term actions for the integration of operations and interfaces with key stakeholders. This approach enables departments and subsidiaries to retain technical authority and control over their own processes while maintaining consistency with best practice and reducing duplication. RSK’s plan is to capture and utilise best practice across ADAC through the continuous improvement cycle and the business excellence model.

RSK has also provided many specialist support services to various teams within the airports, including

■ bird surveys for baseline assessment purposes

■ legionella surveys of all terminal air conditioning systems

■ asbestos surveys of specific building areas.

Maximus Air

The Maximus Air project integrated the General Civil Aviation Authority and IATA operational safety audit requirements for operators into a single management system that meets the requirements of the Department of Transport for the safe operation of the airline activities in Abu Dhabi. The project entailed a review of the company’s activities and risks and then developing and updating mitigation measures to ensure the risks were as low as reasonably practicable. Risk assessments and environmental, health and safety management system awareness were also provided. The systems developed covered both ground and flight operations from Abu Dhabi. The system is currently being reviewed to address its operations and air operator’s certificate in Ukraine.

Western Region Development Council

RSK developed and implemented an integrated management system for the Western Region Development Council to address the environmental, health and safety management system requirements of the Environment Agency – Abu Dhabi and to gain ISO 14001 and OHSAS 18001 certification. Throughout the project, RSK ensured that the systems developed were fully integrated with the existing ISO 9001 certified system, which made implementation more effective.

This resulted in approval from the Environment Agency – Abu Dhabi for the environmental, health and safety management system, and successful first time certification to ISO 14001 and OHSAS 18001. The environmental, health and safety management system was implemented 11 months ahead of the regulatory requirements. A key component was the successful transfer of knowledge and skills to the staff though training, workshops and mentoring. The training included risk assessment, environmental, health and safety auditing, impact assessments and system integration.

ENER-G Natural Power

The ENER-G Natural Power project was a step change for the client involving integrating issues such as business improvement, legal compliance and management systems. Applying RSK’s experience of identifying the key issues in complex situations resulted in a substantial performance improvement, a more structured way of working and cost savings of over AED600,000.

This project utilised process mapping and lean techniques to ensure that the management systems addressed environmental legislation, the ISO 9001 and ISO 14001 standards, and added value to current and future operations. Training in lean tools and techniques was customised and delivered to teams across the company.

Zayed Higher Organization for Humanitarian Care & Special Needs

RSK provided the team for the development, certification by the Abu Dhabi EHS Centre and implementation of an environmental, health and safety management system that meets the requirements of Abu Dhabi EHSMS Regulatory Framework and the international standards ISO 14001 and OHSAS 18001. The project also included training and mentoring of staff in risk assessment, and reviewing and commenting on all the risk assessment work they undertook.
