INTRODUCTIONChapter 1

The National Road Series is the premier domestic cycling series in the Oceania Region.

This has been achieved through consistent and innovative delivery of the sport. The series provides the highest standards of safety and racing for the best road riders in Australia.

NRS events are designed to engage with communities across the country to deliver community, commercial and economic outcomes for all stakeholders.

The purpose of this document is to provide Event Organisers with details of the required management standards for National Road Series (NRS) events. It outlines the application, planning, operational and reporting processes and provides the framework for assessing whether events qualify for selection or retention of NRS status.

National Series Teams (referred to as Club Teams by the UCI regulations) are a key component for cycling development in Australia.

This document outlines the application process

which will ensure that all teams meet a suitable standard to be part of the series. This standard is critical to maintain a strong and vibrant series.

We look forward to working with you through our National Road Series and thank you for your ongoing support of cycling.

A team applying for registration must provide all documents and information required to complete their registration.

This includes:

The following are the fees applicable for registration of teams for the series.

All teams may contain Elite, U23 and J19 licensed riders.

In order to ensure competence to race in the NRS teams must demonstrate each rider is able to race through the following:

� Previous participation in NRS or UCI event; or

�Membership in a state team; or

� Endorsement from the State or Territory as a competent A grade rider.

4.1

Team Members

Men’s teams must include a minimum of 6 and a maximum of 16 riders. From these, a minimum of 4 and a maximum of 7 per event.

Guest riders may compete with a team providing they are not registered with another NRS team. A guest rider may only ‘guest ride’ for one NRS team throughout the year. Approval must be granted by CA before the entry is accepted. A maximum of two (2) guest riders will be permitted per team per event.

4.2

Changes to Team Members

Teams must submit any amendment to their registration form to CA for approval immediately (particularly the addition or removal of a rider). The change must be completed using the change of team member form.

RIDER TRANSFER: During the season non-members already registered with a UCI or Domestic team may only transfer between October 1 and 18.

Members may transfer at any time in the season if two teams agree to the transfer.

ADDITIONAL RIDERS: A rider may be added at any time during the season if the team has not reached the maximum total number of riders.

STAGIAIRE RIDERS: After October 1 all teams are permitted to add an additional 2 under 19 riders one of which may compete at any event and not count towards teams maximum numbers (i.e. men’s teams may have 8 starters and women 6).

NOTE: These riders can either be first or second year J19 riders. Those who are second year J17 riders and must take out a J19 Licence from October 1st.

4.3

License Requirements

All riders on the team must have:

� A current Cycling Australia Racing membership in the following categories U19, U23 or Elite.

� A UCI license provided by Cycling Australia or:

� A UCI License from another National Federation with appropriate insurance coverage.

All support staff must be current Cycling Australia members in any form.

4.4

Contracts

All teams registered with Cycling Australia must have contracts with riders and support staff for the period of their inclusion.

STAFF AND MANAGEMENT: We do encourage all management to have a contract and code of conduct however this is not mandatory.

Each team must demonstrate that it will be able to meet its financial obligations for the season, to ensure that there has been sufficient consideration a budget for the season.

FINANCEChapter 5

The budget shall be:

� Drawn up in the Cycling Australia template (or UCI template for Continental teams).

� Shall demonstrate areas of guaranteed revenue and areas of uncertainty.

� The budget must at least be balanced (expenses must be covered by income).

To help with budgeting Cycling Australia has also developed an event costing sheet for outlining race costs.

All teams shall submit the design of their jersey for approval annually. The design of the jersey must be frontal layout with visible logos (see example below)

3.100.1 The following teams may apply to race NRS events.

• UCI Continental teams• CA registered teams• State institute teams• International teams who are registered with their National Federation• Local WIld Card Team (See 3.100.6)

3.100.2 All teams may contain Elite, U23 and J19 licensed riders.

3.100.3 All other entries will be taken as individuals, and may be placed into composite teams approved by CA and the event organiser. An individual is a rider not registered in an NRS team.*

3.100.4 Individual riders must wear their official club kit, or State/CA approved sponsored clothing.

3.100.5 A rider of an NRS team may not enter as an individual OR compete in a composite team if his/her team is entered in the event.

3.100.6 Two (2) Local Wild Card team entries may be accepted by the event promoter/organiser registered within the state of the race only. These teams will not accumulate any NRS team ranking points.

3.100.7 Wild Card/ International teams can enter a maximum of 2 (two) only events without being required to become a registered NRS team.

SERIES REGULATIONSChapter 7

If an NRS Team registered rider enters a race as an individual when the team does not enter his or her points earned at the event are applied to them as an individual and to their team

3.100.8 Event Promoters may also accept up to 3 international teams.

3.100.8 All NRS registered riders and team personnel must have level 2 ASADA accreditation.

3.100.9 Men’s teams may include a minimum of 6 and a maximum of 16 riders. Fromthese, a minimum of 4 and a maximum of 7 per event. 3.100.10 Women’s teams may include of a minimum of 4 and a maximum of 10 riders.From these, a minimum of 3 and a maximum of 5 per event. After October 1 all teams are permitted to add an additional 2 under 19 riders one of which may compete at any event and not count towards teams maximum numbers (i.e. men’s teams may have 8 starters and women 6). These riders cannot have raced an NRS event prior to October 1.

NOTE: These riders can either be first or second year J19 riders. Those who are second year J17 riders and must take out a J19 Licence from October 1st.

3.100.11 Only approved team uniforms are permitted. An in season change to a team uniform must be submitted to CA for approval at least 14 days prior to the next event.

3.100.12 Following each NRS event, the series leader and leading rider (U21 for men and U23 for Women) will be awarded a leader’s jersey. These jerseys shall be worn in the subsequent event.

3.100.13 Guest riders may compete with a team providing they are not registered with another NRS team. A guest rider may only ‘guest ride’ for one NRS team throughout the year. Approval must be granted by CA before the entry is accepted. A maximum of two (2) guest riders will be permitted per team per event.

3.100.14 Event entries:

• Each team may list a maximum of four (4) reserve riders per event. These riders must be listed on the team’s entry form.

• An Event Organiser may apply to CA to vary the minimum and maximum numbers allowed in each event due to Police or local council restrictions or acceptable standards in their respective state.

• Event entries must close a minimum of 7 days in advance of the first day of racing. Teams must provide a full list of riders and emergency riders. Any changes must come from the list of emergencies and occur at or prior to the permanence meeting.

Cycling Australia may change the series regulations from time to time. Team will be notified of any changes.

3.100.15 In the event of a sponsorship change or withdrawal, team management must inform CA, the riders and team personnel ASAP. Until such notification is received, the riders are not free to join another team.

3.100.17 Should a race be shortened for any reason, CA reserves the right to reduce the amount of ranking points awarded.

3.100.18 Team manager attendance at the Managers Meeting is mandatory at each event. Failure to attend will result in a $250 fine and the loss of any convoy position.

3.100.19 Collusion between teams is forbidden.

3.100.20 Time Trial Equipment • Time Trials of 10 km or less must be ridden on Road bikes without aero or

clip on bars. • Time Trials in excess of 10 km may be ridden on Time Trial bikes.
