BY LAWS

1. These By Laws may be cited as the Postgraduate Diploma in Human Resource Management/Master in HumanResource Management By Laws No ... I~ .. ~ ... ~otO

PART I - GENERAL

2. Subject to these By Laws, a student may be awarded the Postgraduate Diploma in Human Resource Management(hereinafter referred as "PGDiploma") or Master in Human Resource Management (hereinafter referred as"MHRM") of the University of Colombo (hereinafter referred as "University"), if slhe

(b) .has been a duly registered student of the Institute for the period prescribed for course of study leadingto the PGDiploma or MHRM and his registration continues to be in force;

(c) has been selected to follow a course of study leading to the PGDiploma or MHRM on being admitted aspermitted by the Admission Criteria described in these By Laws;

(d) has completed to the satisfaction of the Vice-Chancellor the courses of study for each of theexaminations leading to the final examination for the PGDiploma or MHRM prescribed by these ByLaws and the Regulations and Rules made by the University in respect of each of the examinationsleading to the said PGDiploma.or MHRM.

(e) has passed all the examinations leading to the PGDiploma.or MHRM

3. Sihe shall get the approval of the Director relating to the academic matters relevant to the PGDiploma or MHRMThe Director shall, wherever appropriate, place such matters before the Board for its concurrence or priorapproval.

4. Applications to be considered for registration for the PGDiploma or MHRM programmes shall be invited by noticein the national newspapers and public notices.

A person who whishes to become a candidate for the PGDiploma or MHRM programme shali make anapplication with the payment of prescribed fees to the Registrar of the Institute (hereinafter referred to as the"Registrar") when the Diploma or MHRM programme is advertised. The application has to be on the prescribedform providing the information as slhe may be required to submit.

7. The minimum period of registration for the PGDiploma programme shall be one academic year and theminimum period of registration for the MHRM shaff be two academic years period of registration. The periodof registration shall be counted from the date of commencement of the programme.

8. A student who is accepted as a candidate for the PGDiploma or MHRM programme shall devote hisl her time tohis/her studies at the Institute and attend at, participate and take part in at least such percentage of lectures,discussions, assignments, field programs as prescribed by the Institute.

10. The registration for the PGDiploma or MHRM programme shall be deemed to have lapsed at the expiry of itsperiod of validity. Any such candidate shall be required to seek registration for PGDiploma or MHRMprogramme afresh is sl he failed to obtain the PGDiploma even after the expiry of the permitted period ofregistration, in competition with new application with new applicants, under rules in force at the time of seekingsuch fresh registration

14_ The PGDiploma and MHRM shall consist of subjects prescribed by these By Laws, Regulations and Rules of theUniversity.

15_ The subjects, the - number of examination papers, the structure of each paper, courses of study, syllabusesin each subject and the structure of examination leading to the PGDiploma or MHRM shall be those set out in theSchedules to these By Laws.

16_ The Senate shall have the authority on the recommendation of the Syndicate, to amend, add to, vary andrepeal the subjects, number of papers, the structure of each paper, course of study and syllabuses setout in the Schedule by regulations passed for the purpose relating to any of the examinations leading to thePGDiploma or MHRM. Due notice shall be given to the students of any such amendments, changes oradditions.

17. Each of the examinations leading to the PGDiploma or MHRM shall be held once for each batch of studentson the completion of the relevant subjects of the course of study.

19. A candidate shall present him/ herself for each examination leading to the PGDiploma or MHRM on the firstoccasion on which the examination is held after the completion of the course of study for that examination.

21 A candidate who fails to complete any other Parts of the PGDiploma or MHRM examination in the first attemptshall be eligible to re-sit that Paper/Papers, or the examination Paper! Papers, as the case may be, on the nexttwo (02) consecutive occasions.

22. No candidate shall be considered to have passed the PGDiploma or MHRM examination unless s!he haspassed the examination as prescribed by these By Laws and any other regulations and Rules made by theUniversity.

PART II - EXAMINATION

24. Scheme of Examination:

24.1 The PGDiploma examination shall consist of eight (08) examination papers within two semesters and MHRMexamination shall consist of six (06) compulsory examination papers, three (03) optional examinationpapers. Each examination paper shall be of three (03) hours duration except the project report and thesis.Topics of courses and their arrangement within two semesters are given in schedules.

24_3 Project Report

24.3.1 The topic of the Project Report to be submitted by each student who do not select Thesisoption at the MHRM examination should be approved by the Board

24.3.2 The Project Report should be prepared under the supervision of a supervisor appointed bythe Board

24.3_3 The Project Report shouid be minimum of A4 size 40 pages and as instructed by the Board.

24.3,4 The maximum marks awarded for the Project Report shall be 100%.

24.4 Thesis

24.4.1 The topic of the Thesis to be submitted by students at the MHRM examination if s/heselects Thesis as a optional paper, should be approved by the Board.

24.4.2 The Thesis should be prepared under the supervision of a supervisor appointed by theBoard.

24.4.3 The Thesis should be minimum of A4 size 100 pages and as instructed by the Board.

24.4.4 The maximum marks award for the Thesis shall be 100% and 50% shall be allocate forthe report and 50% shall be allocated to the viva voce.

r"'"' 24.5 Registration for MHRM

24.5.1 Candidates who successfully complete the PGDiploma are eligible to apply forregistration to the MHRM programme. They would be offered the opportunity ofconverting their PGDiploma to MHRM. The PG Diploma will be temporarily withheldfrom any student, who given the opportunity opts to join MHRM. These students oncethey successfully complete the MHRM as specified below will not be entitled to thePGDiploma. A candidate who either fails to complete the MHRM programme or wishesto withdraw from the programme at any stage is entitled to do so and apply at that pointfor the PGDiploma certificate.

24.5.2 Candidates who have successfully completed the Postgraduate Diploma in HumanResource Advancement of University of Colombo or Postgraduate Diploma in HumanResource Management in a recognized University are also eligible to apply for MHRM.They are eligible to register for MHRM and they would be offered one year Master inHuman Resource Management

24.5.3 All eligible candidates who wish to apply for registration shall forthwith apply forregistration to MHRM programme

25, Determination of Results

25.3.2 A candidate shall be deemed to have passed the MHRM examination if s/he has passedall the compulsory subjects in both semesters

ands/he has passed two optional subjects and Project Report or s/he has passed the Thesis.

s/he has passed at least three subjects and obtain one "D" grade in the remaining subject.Candidates are not entitled to remain D grade for the Project Report and the Thesis

25.4.2 A repeat candidate who subsequently satisfies the requirement of section 24,3 or 24.4 above on repeatingthe examination, passes in his referred subject/subjects or the whole examination as the case may be, at asubsequent sitting, shall be deemed to have passed the PGOiploma or MHRM Examination.

25.4,3 A referred candidate is also eligible to retain one "0" grade for a subject in each semester examinationexcept for the Project Report and Thesis of the section 23-3 and 23.4.

24,5, Any student who does not obtain a pass at the PGOiploma or MHRM Examination within three (03)Academic Years from the date on which sl he was first registered as a PGOiploma or MHRM student shallcease to be a student of the Institute unless the Senate of the University decided otherwise on arecommendation of the Institute,

27. The "Postgraduate Diploma in Human Resource Management" is abbreviated as "PGDHRM" and the Masterof Human Resource Management is abbreviated as "MHRM".

By Laws made by the Council of the University of Colombo under Section 135 of the Universities Act No. 16of 1978 and its subsequent amendments.

BYLAWS

1. These By Laws may be cited as the Postgraduate Diploma in Human Resource Management/Masterin Human Resource Management By Laws No t.~ ~ ~OlO

PART I - GENERAL

2. Subject to these By Laws, a student may be awarded the Postgraduate Diploma in HumanResource Management (hereinafter referred as "PGDiploma") or Master in Human ResourceManagement (hereinafter referred as "MHRM'J of the University of Colombo (hereinafter referredas "University"), if s!he

(a) has been admitted to the Institute of Human Resource Advancement, University ofColombo (hereinafter referred to as the "Institute") as a student under the Institute ofHuman Resource Advancement Ordinance;

(b) has been a duly registered student of the Institute for the period prescribed for course ofstudy leading to the PGDiploma or MHRM and his registration continues to be in force;

(c) has been selected to follow a course of study leading to the PGDiploma or MHRM onbeing admitted as permitted by the Admission Criteria described in these By Laws;

(d) has completed to the satisfaction of the Vice-Chancellor the courses of study for each ofthe examinations leading to the final examination for the PGDiploma or MHRMprescribed by these By Laws and the Regulations and Rules made by the University inrespect of each of the examinations leading to the said PGDiploma.or MHRM.

(e) has passed all the examinations leading to the PGDiploma.or MHRM

(f) has paid such fees as may have been prescribed by the Institute and any other duespayable by her/him to the Institute; and

(g) has fulfilled all other conditions and requirements as may have been prescribed by theseBy Laws and the Regulations and the Rules of the University.

~3. There shall be a Coordinator appointed by the Director on the recommendation by the Board ofStudy on Human Resource Education Programs (hereinafter referred to as the "Board") and theAcademic Syndicate of the Institute (hereinafter referred to as the "Syndicate"). It shall be theduty of the Coordinator to ensure the smooth conduct of the program. S/he shall discharge his!her functions under the direction and supervision of the Director and s/he shall be responsible tothe Director for the due discharge of the functions. S/he shall get the approval of the Directorrelating to the academic matters relevant to the PGDiploma or MHRM The Director shall,wherever appropriate, place such matters before the Board for its concurrence or prior approval.

4. Applications to be considered for registration for the PGDiploma or MHRM programmes shall beinvited by notice in the national newspapers and public notices.

A person who whishes to become a candidate for the PGDiploma or MHRM programme shallmake an application with the payment of prescribed fees to the Registrar of the Institute(hereinafter referred to as the "Registrar") when the Diploma or MHRM programme isadvertised. The application has to be on the prescribed form providing the information as s/hemay be required to submit.

5. Applications received by the Registrar shall be referred to the Coordinator of the programme.The Coordinator, having examined the applications for necessary basic qualifications, shall callthe candidates who have basic requirements for an admission test and/ or interview. Thecandidates to be enrolled shall be recommended to the Syndicate for approval. On acceptance

by the institute a person shall forthwith register as a student of the Institute! University uponpayment of the prescribed registration and other fees.

7. The minimum period of registration for the PGDiploma programme shall be one academic yearand the minimum period of registration for the MHRM shall be two academic years periodof registration. The period of registration shall be counted from the date of commencement of theprogramme.

8. A student who is accepted as a candidate for the PGDiploma or MHRM programme shall devotehis! her time to his!her studies at the Institute and attend at, participate and take part in at leastsuch percentage of lectures, discussions, assignments, field programs as prescribed by theInstitute.

9. No student shall keep away from classes or leave the island, or withdraw from examination or aclassroom! field program without prior written approval from the Institute. Any student whobreaches this provision will be dealt with disciplinari!y and debarred from entering anexamination, final and! or in-course.

10. The registration for the PGDiploma or MHRM programme shall be deemed to have lapsed at theexpiry of its period of validity. The candidate whose registration has so lapsed may renew his!her registration for a further period, after making any prescribed payment by the student,provided that s! he is considered eligible for such registration by the Institute. However, noregistration shall be renewed after the expiry of two academic years from the end of the first yearof registration or such further period as may be decided by the Senate on the recommendation ofthe Syndicate. Any such candidate shall be required to seek registration for PGDiploma orMHRM programme afresh is s! he failed to obtain the PGDiploma even after the expiry of thepermitted period of registration, in competition with new application with new applicants, underrules in force at the time of seeking such fresh registration

1'I. Notwithstanding anything stated to the contrary, the Institute shall have the right to cancel theregistration of a candidate at any time for cause assigned.

12. The eligibility to apply for admission as a student to the PGDiploma of the Institute rests on thefollowing conditions:

EITHER

a - Graduate of a recognized university

OR

b .. Professional or any other qualification approved by the Institute

AND

c - The candidate should sit an aptitude test and! or face an interview conductedby the Institute to selection to the PGDiploma and reach the qualifyingstandards as determined by the Institute.

13. Subject to these By Laws, the minimum period of study for the PGDiploma shall be one academicyear and the minimum period of study of the MHRM shall be two academic years where thefirst year of PGDiploma shall be counted as the first year.

17. Each of the examinations leading to the PGDiploma or MHRM shall be held once for eachbatch of students on the completion of the relevant subjects of the course of study. A studentshall not be permitted to take an examination unless the Director of the Institute shall havecertified that s/he has completed the Course/ Courses of study for the examination by attendingsuch proportions of classes and other forms of instructions in the subject matter of each subjectfor that examination as may be prescribed by the Senate of the University.

18. The examinations prescribed by these By Laws shall be conducted by a Board of Examinersappointed by the Council of the University on the recommendation of the Senate and theSyndicate of the institute.

The Board of Examiners,

a) shall have the power, if the Senate has so decided on the recommendation of theSyndicate, to test any candidate in writing and/ or orally or to adopt any other forms atevaluation, and

b) may take into consideration the tutorials, assignments, classroom presentations,practical courses/field work done during any course of study by each student andprescribed for any of the examinations.

A candidate shall present him/ herself for each examination leading to the PGDiploma or MHRMon the first occasion on which the examination is held after the completion of the course ofstudy for that examination. However, that it shall be within the power of the Senate, on therecommendation of the Syndicate, to permit any student to sit on a subsequent occasion if s/ hehas been prevented from sitting the examination due to illness or any other reasonable cause.

20. A candidate shall be deemed 'to have sat the scheduled examinations after the completion of thecourse of study irrespective of the fact whether s/he has actually sat or not, unless the Senate issatisfied that s/he has been prevented from sitting the examination due to illness or any otherreasonable cause.

19.

21 A candidate who fails to complete any other Parts of the PGDiploma or MHRM examination inthe first attempt shall be eligible to re-sit that Paper/Papers, or the examination Paper/ Papers,as the case may be, on the next two (02) consecutive occasions.

22. No candidate may forgo an attempt unless s/he is exempted by the Senate on therecommendation of the Syndicate on medical or other grounds. If however, a candidate forgoesa chance without the permission of the Senate that chance too will be considered as an attemptexhausted.

23. No candidate shall be considered to have passed the PGDiploma or MHRM examinationunless s/he has passed the examination as prescribed by these By Laws and any otherregulations and Rules made by the University.

PART II - EXAMINA nON

24.3 Project Report

24.3.1 The topic of the Project Report to be submitted by each student who do notselect Thesis option at the MHRM examination should be approved by theBoard

24.3.2 The Project Report should be prepared under the supervision of a supervisorappointed by the Board

24.3.3 The Project Report should be minimum of A4 size 40 pages and as instructedby the Board.

24.3.4 The maximum marks awarded for the Project Report shal! be 100%.

24.4 Thesis

24.4.1 The topic of the Thesis to be submitted by students at the MHRMexamination if s/he selects Thesis as a optional paper, should beapproved by the Board.

24.4.2 The Thesis should be prepared under the supervision of a supervisorappointed by the Board.

24.4.3 The Thesis should be minimum of A4 size 100 pages and as instructedby the Board.

24.4.4 The maximum marks award for the Thesis shall be 100% and 50% shallbe allocate for the report and 50% shall be allocated to the viva voce.

24.5 Registration for MHRM

24.5.1 Candidates who successfully complete the PGDiploma are eligible toapply for registration to the MHRM programme. They would be offeredthe opportunity of converting their PGDiploma to MHRM. The PGDiploma will be temporarily withheld from any student, who given theopportunity opts to join MHRM. These students once they successfullycomplete the MHRM as specified below will not be entitled to thePGDiploma. A candidate who either fails to complete the MHRMprogramme or wishes to withdraw from the programme at any stage isentitled to do so and apply at that point for the PGDiploma certificate.

24.5.2 Candidates who have successfully completed the Postgraduate Diplomain Human Resource Advancement of University of Colombo orPostgraduate Diploma in Human Resource Management in a recognizedUniversity are also eligible to apply for MHRM. They are eligible toregister for MHRM and they would be offered one year Master in HumanResource Management

24.5.3 All eligible candidates who wish to apply for registration shall forthwithapply for registration to MHRM programme

25. Determination of Results

25.1 Grades:A candidate's performance in each paper shall be graded according to the followingcriteria:

A - 75% to 100%B - 60% to 74%C - 50% to 59%D - 40% to 49%E - 39% or less

The Pass Mark in each paper shall be 50%.

25.3 Pass25.3.1 A candidate shall be deemed to have passed the PGDiploma Examination if

a) sf he has passed all subjects in both semesterexaminations;

orsfhe has passed at least three subjects and obtain one '0'grade in the remaining subject in each semesterexamination

25.3.2 A candidate shall be deemed to have passed the MHRM examination if s/hehas passed all the compulsory subjects in both semesters

ands/he has passed two optional subjects and Project Report or s/he haspassed the Thesis.

s/he has passed at least three subjects and obtain one "D" grade in theremaining subject. Candidates are not entitled to remain D grade for theProject Report and the Thesis

25.4 Conditions for completion of the examination

A candidate who has not passed at least two subjects in one semester examinationshall be deemed to have failed that semester examination

25.4.1 A candidate who has not passed at the first sitting shall be allowed to repeat on twosubsequent attempts within the next two academic years, for the whole examination or thereferred subject/ subjects as the case may be.

25.4.2 A repeat candidate who subsequently satisfies the requirement of section 24.3 or 24.4above on repeating the examination, passes in his referred subject/subjects or the wholeexamination as the case may be, at a subsequent sitting, shall be deemed to have passedthe PGDiploma or MHRM Examination.

25.4.3 A referred candidate is also eligible to retain one "0" grade for a subject in each semesterexamination except for the Project Report and Thesis of the section 23-3 and 23.4.

24.5. Any student who does not obtain a pass at the PGDiploma or MHRM Examination withinthree (03) Academic Years from the date on which sf he was first registered as aPGDiploma or MHRM student shall cease to be a student of the Institute unless theSenate of the University decided otherwise on a recommendation of the Institute.

25.6 Merit Pass and Distinction

Merit pass shall be awarded to candidate who satisfies the following minimum conditions

passes in all subjects in the first attempt (or deemed first attempt)an overall average score of 65% or more

Distinction Pass shall be awarded to candidate who satisfies the following minimumconditions.

passes in all subjects in the first attempt (or deemed first attempt) with an overallaverage score of 75% or more

PART III-INTERPRETATION

"Council" means the Council of the University of Colombo constituted by Act NO.16 of 1978 asamended.

"Senate" means the Senate of the University of Colombo constituted by the Universities ActNo. 16 of 1978 as amended.

"Institute" means the Institute of Human Resource Advancement established under theOrdinance NO.1 of 2006 for the Institute of Workers' Education established under theOrdinance NO.11 of 1979 made by University Grants Commission.

"Director" means the Director, Acting Director of the Institute or any other Officer authorized by theUniversity to perform the duties of the Office of the Director of the Institute.

"Registrar" means the Registrar, Acting Registrar, Deputy Registrar, Senior Assistant Registrar,Assistant Registrar or any other Officer authorized to perform the duties of the Office of theRegistrar for the Institute.

"Syndicate" means the Academic Syndicate of the Institute.

"Board" means the "Board of Study on Human Resource Education Programs" of the Institute.

27. The "Postgraduate Diploma in Human Resource Management" is abbreviated as "PGDHRM"and the Master of Human Resource Management is abbreviated as "MHRM".

28. The Vice Chancellor of the University shall have the authority, in consultation of the Director of theInstitute, to take such action or give such direction not inconsistent with the principles underlying theprovisions of these By Laws, as appears to him! her to be necessary or expedient for the purpose ofremoving any difficulties that may arise in the interpretation of these provisions or for which there isnot provision in these By Laws.

29. Any question regarding the interpretation of these By Laws shall be referred to the Council whosedecision thereon shall be final
