Winter School 2013 on Teaching, Didactics and Research Methods The Indian Institute of Public Administration, New Delhi jointly with the Potsdam Centre for Policy Management (PCPM), University of Potsdam, Germany and GIZ Afghanistan conducted Winter School 2013 on Teaching, Didactics and Research Methods from 20 th February to 2nd March, 2013. A group of Deans, Professors and Lecturers from five Universities of Afghanistan – Balk, Herat, Nangrahar, Kabul and Kandahar were the participants of the Winter School. The Winter School was sponsored by GIZ and is a part of its project “Strengthening of Public Administration Education in Afghanistan” (SPA). The main objectives of the Winter School were: To provide participants with knowledge in teaching methods and didactics as well as the basics of Research Methodology; To develop learning materials for selected courses of Afghan Public Administration curriculum; To develop joint curriculum of Afghan faculties of Public Administration; To provide insights into higher education teaching experiences of public administration in India; The disciplinary concepts and structures in research and teaching both internationally and in Afghanistan, the most important and relevant research fields in Public Administration were the important aspects discussed in the Panel Discussion on Public Administration as a field of study. There was moderated discussion with Afghan and Indian experts on experiences with teaching various courses, course sequence, and amount of workload, etc. in the panel discussion on development of curriculum. There were three parallel workshops on the introductory courses for the Bachelor of Public Administration Curriculum in Afghanistan: Introduction to Public Administration, Introduction to Political Science, Public Financial Management and Public Accountability. Shri U.C. Agarwal, Director, IIPA inaugurated the programme. Shri Binaya Srikant Pradhan, Deputy Secretary, Ministry of External Affairs, Government of India, Wolf Plesmann, Head of the SPA Project, GIZ, Theresa Wobbe, Dean of Social Sciences and Christoph Reichard, Emeritus Professor of Public Management, University of Potsdam were the other guests for the inaugural session. Shri T.N. Chaturvedi, Chairman, IIPA interacted with the participants and conveyed his best wishes on the concluding day. Ms Julka Jantz from Potsdam University and Dr.C.Sheela Reddy coordinated it. Winter School 2013 on Teaching, Didactics and Research Methods

The Indian Institute of Public Administration, New Delhi jointly with the Potsdam Centre for Policy Management (PCPM), University of Potsdam, Germany and GIZ Afghanistan conducted Winter School 2013 on Teaching, Didactics and Research Methods from 20th February to 2nd March, 2013. and Self Governance from 25-26 February, 2013. This programme was sponsored by ICSSR, New Delhi. Shri T.N Chaturvedi, Chairman, IIPA, delivered the welcome address. Shri Mani Shankar Aiyar M.P. (Rajya Sabha), and former Union Minister of Panchayati Raj delivered the keynote address. Shri Bhalchandra Mungekar, M.P. (Rajya Sabha) delivered the inaugural address.

The National Symposium was attended by experts from politics, bureaucracy, and economics, including Shri A.N.P Sinha, Member, Bihar State Planning Board, and former Secretary Ministry of Panchayati Raj, Dr. A.K. Dubey, Joint Secretary, Ministry of Tribal Affairs, Dr. Onkar Marwah (Retd IAS), Shri Avdhesh Kaushal, Director, RLEK, Dehradun, Shri Sanjay Upadhyay, Advocate, Supreme Court of India and Shri

Mahi Pal, Director, Ministry of Rural Development. About 8 0 p a r t i c i p a n t s including experts, d e v e l o p m e n t p r a c t i t i o n e r s , a d m i n i s t r a t o r s , p o l i c y m a k e r s , and social activists participated in the Symposium.

The objective of this dialogue was

to discuss issues pertaining to the effective implementation of Protective Legislation – PESA. The Symposium was an opportunity to share research findings and learn from the immense experience of experts working with these issues.

Shri Mani Shankar Aiyar in his keynote address said, “the legislation of PESA is so revolutionary that not one single State that is a PESA State has notified the rules. My own answer is that we should have a National Commission on Panchayati Raj, like we have a National Commission on Minorities or the National Commission on the Scheduled Castes and the Scheduled Tribes so that without bringing in questions of federal relations, Centre-State relations, we can have an authorized statutory body to make pronouncements which could

constitute the basis for action.” The Symposium was divided into

four technical sessions besides the Inaugural and Valedictory Sessions.

This event represents one of the most focused meetings intended on effective implementation of PESA. Through the symposium, a holistic attempt was made to address issue related to Effective Implementation of PESA in letter and spirit. Dr. Nupur Tiwari coordinated this programme.

Workshop on Consumer Protection and Consumer Welfare in India

The Centre for Consumer Studies, IIPA, in collaboration with KIET School of Management, Ghaziabad, organised a two-day Workshop on Consumer Protection and Consumer Welfare in India from February 15-16, 2013 at Ghaziabad, The Department of Consumer Affairs, Government of India, sponsored the workshop. The workshop was inaugurated by the Chief Guest, Hon’ble Justice Bhanwar Singh, Chairman, Judicial Training and Research Institute, U.P. and former President, UP State Consumer Dispute Redressal Commission. Prof. Suresh Misra, Chair Professor and Coordinator CCS, IIPA delivered the keynote address.

knowledge and skill of the participants in the area of consumer protection and consumer welfare; understand the need and importance of consumer protection and welfare and the role of various stakeholders; discuss the legal dimensions of consumer protection in different service sectors. More than 80 participants attended the workshop. Prof. Suresh Misra and Dr. Mamta Pathania coordinated the workshop.

Workshop on Consumer Protection

A three-day workshop for consumer protection for service providers was organized from 21 February to 23 February 2013 in collaboration with the DDU, SIRD, Lucknow (U.P). Prof. Suresh Misra coordinated the workshop. It was sponsored by the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India.

Training Programme for Consumer Helpline Coordinators

The Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi organised the 5th Training Programme for Co-coordinators and Advisors of the

State Consumer Helpline from 26-28, February 2013 at IIPA, New Delhi. The Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India sponsored the programme. The programme was designed to enable the participants to: acquaint with the need and importance of Consumer Helplines and the role of the Coordinators and Advisors of the SCH’s; enhance their knowledge and skill in the area of consumer protection and consumer welfare; build their capacity to manage SCH’s and redress consumer grievances; enhance their knowledge and skill to provide consumers with information related to products and services and develop communication skills Dr. Mamta Pathania and Shri S.K. Virmani coordinated the programme.

Programme for Forest Service Officers

A training programme for the Indian Forest Service Officers on Managing Green Spaces for Urban Bio-diversity and Ecosystem Service was organized from 4 February to 8 February 2013. The Ministry o f Env i ronment and Forests , Government of India sponsored the

programme. Shri Saket Bihari and Dr. Manan Dwivedi coordinated the five-day programme.

Programme for the Presidents and Members of the District Consumer Forums

The 79th Orientation Training Programme for the Presidents and Members of the District Consumer Forums was organised by the Centre for Consumer Studies from 4-8 February, 2013. The programme was sponsored by the Department of Consumer Affairs, Government of India. Twenty-five participants from Himachal Pradesh, Punjab, Rajasthan and Uttarakhand attended the programme. The objective of the programme was to build the capacity of the Presidents and Members of the District Forums to enable the redressal mechanism function effectively; to enhance the skills of the participants; and to acquaint them with the latest developments and judgements in the area of consumer jurisprudence. The programme was divided into a number of thematic sessions wherein inputs on a number of subjects having bearing on the working of the District Forums were discussed. Dr. O.P. Dwivedi Passes AwayDr. Onkar Prasad Dwivedi, Professor Emeritus of Political Science and Public Administration at the University of

Guelph, passed away on January 29, 2013 in Guelph, Ontario, Canada due to cancer. He was born near Bindki in the state of Uttar Pradesh, India, on January 20, 1937. He came to Canada in 1963 as a student, where he earned a doctorate in political science at Queen's University, Kingston in 1968. Dr. Dwivedi joined the University of Guelph in 1967. He taught environmental policy and law and comparative public and development administration and served as chair of the Department of Political Science from 1979 to 1990. He was named University Professor Emeritus in 2003. In 2005 he was appointed to the Order of Canada, the highest civilian honour in Canada.

Conveying his condolences, Shri T.N. Chaturvedi, Chairman IIPA noted, “Prof. Dwivedi had acquired international reputation. His contributions in the field of ethics, accountability, environmental administration and development administration were wide-ranging.”

Dr. Dwivedi was recognized in the field of public administration, but it was his work in environmental policy for which he was distinguished. In 1988, the University of Lethbridge, Canada conferred upon him the honorary degree of Doctor of Law (LL. D.). In 1999, he was elected Fellow of the Royal Society of Canada. In 2008, the University of Waterloo conferred upon him the honorary degree of Doctor of Environmental Studies (D.E.S.).

A Capacity Building Programme for the Technical Assistants of Science and Technology organization under the Department of Science and

for Manipur Civil Service: (MCS) officers, from February 25th to April 5th, 2013. The programme is part of the foundation training programme of these civil service officers, who have recently been recruited by the Manipur Public Service Commission. It has been designed jointly by the State Academy of Administration and IIPA. Focus of the programme is on important aspects of administration, which these officers would be engaged in their responsibilities and enable them to handle various projects and programmes of Government of India and the State Government in a more efficacious manner. The objective of

A Tribute to Professor O. P. DwivediProfessor Onkar P. Dwivedi, Ph.D. L.L.D came to Canada from a non-descript village Bindki, near Kanpur,

U.P. (India) in 1963 in pursuit of higher academic goals. During his last fifty years in Canada, he fulfilled most of his academic dreams. He was awarded with the highest Canadian Order of Merit and Harvard Scholar of Excellence. Until his death on January 29, 2013, he was the University Professor Emeritus in the Department of Political Science, University of Guelph. He had been the President of the Canadian Political Science Association, Canadian Asian Studies Association, Canada Council of Area Studies, and the Vice-President of the International Association of Schools and Institutes of Administration, Brussels. He authored, co-authored and edited 35 books and over 130 articles. One of my colleagues has rightly said “he was a sage amongst scholars”. He mastered Vedas, Bhagwat Gita, Shrutikaras and Arthashastras as much as he could deconstruct the intimidating logic of administrative sciences. He pioneered the concept of “administrative theology”. Amongst the numerous Fellowships and Visiting Professorships was the Senior Research Fellowship at the Kiran C. Patel Center for Global Solutions, University of South Florida, Tampa, USA. The Indian Institute of Public Administration also awarded him the Paul H. Appleby distinguished membership. IPSA will surely miss his august participation in the times to come, where he nurtured and helped a large number of colleagues.

I have known Professor Dwivedi for more than four decades. As a scholar, Professor Dwivedi was a versatile genius, a good human being and a committed philanthropist (he left behind in his village Bindki a community school and a hospital with multi-diagnostic facilities for servicing the under privileged). He was very witty, charming and helpful. Through his writings, he has not only contributed immensely to the discipline of public administration, particularly to the problems of governance and ethics in administration, but also focussed on global environmental issues. He was instrumental in initiating the study of environmental problems not only at the Indian Institute of Public Administration, but also in many other developing countries, by developing and conducting seminars and workshops on these issues.

He was a world-renowned authority on development administration as a field of study. Having been associated with Professor Dwivedi as a close friend, confidante, colleague, co-author and co-sponsor, I have yet to find a person having his kind of humility, magnanimity, spirituality, understanding and broad mindedness. The world would indeed be a better place to live, if there could be more individuals like him. To a friend of such great values and virtues, I as a former Convener of IPSA RC4 on Bureaucracies in Developing Societies, pay my tributes on the sad demise of Professor Dwivedi. May his soul rest in peace as our prayers over ground make him feel happy about the wealth of knowledge he has left behind.

Faculty News• UN Women and Ministry of Rural

Development invited Professor Aasha Kapur Mehta to deliver the keynote address in the Opening Plenary of the Workshop entitled Engendering Livelihoods through NRLM. She spoke on “Understanding the Poverty Context to Make Programmes Work

for Women: Some Key Issues” on 31st January 2013. The workshop was held in the UNDP Conference Hall, New Delhi.

• A p a p e r authored by Dr. Charru Malhotra, A s s o c i a t e P r o f e s s o r , (e-Governance and ICT) has won the Best Paper Award as “ I nnova t i ve Approaches for e -Governance ” in International Conference on E-Governance, Award committee ICEG-2012, Deakin University, Australia. The award winning paper by Dr. Malhotra was titled as ‘A Validated Citizen-Centric Approach using Delphi Technique for Converging Indigenous Knowledge Systems using ICT’ and was co-authored with IIT-D professors. The paper attempted

to propose a new Delphi-validated approach for design of citizen-centric e-government initiatives. The paper has also been shortlisted to be published in prestigious and highly ranked ‘International Journal of Electronic Governance, (IJEG), Inderscience Publishers.

Bihar Regional BranchA seminar on “Role of Police:

Prevention of Crime Against Women” was organized by IIPA Bihar Regional Branch, Patna in collaboration with Chanakya National Law University Patna on 19th January 2013 in the premises of the CNLU. Sri Arvind Pandey, IPS, IG, Weaker Sections, Department of Home, and Government of Bihar as the main speaker addressed the seminar on the occasion. The Hony. Secretary of the Branch Dr. Navanit Sinha delivered the welcome address. In his speech Dr. Sinha emphasized the need of public-police cooperation

and awareness programmes. The theme of the seminar was introduced by Dr. Ravindra Kumar Verma, Hony. Joint Secretary of the Branch. Shri Arvind Pandey, IG Police in his speech dwelt upon the fast disposal of cases related to crime against women. Sri A.V. In his inaugural speech Dr. Yogendra Narain congratulated the IIPA Budaun Local Branch for organizing the event and stressed that the people should always remain alert and conscious about their social, economic political and other rights. Shri P.O. Upadhaya, Chief Treasury Officer, Budaun and Convenor of the Academic Programmes of the IIPA, Budaun Local Branch presided the Technical session. Anniversary of Swami Vivekananda: His Teachings and Messages” was organized by Howrah Local Branch IIPA on 8th February 2013. Rtn. Dilip Kumar Das, Chairman of the Branch presided. Prof. Asish Roy, Hony, Secretary, made the introductory speech and welcomed the Chief Guest and audience. Dr.

Debangan Sengupta, eminent writer delivered keynote address on the subject. He called Swami Vivekananda a symbol of Indian tradition and culture. Sri Amitava Dutta, Sri Sourav Sinha, Sri Basudela Pal among others participated in the discussion. Rtn. Prof. S.N. Das proposed the vote of thanks.

Karim Nagar Local Branch

Consumer Awareness Camps Held

On the occasion of National Consumer Day (24.12.2012) IIPA, Karim Nagar branch in collaboration with Karimnagar Consumers’ Council organized orientation programme to consumer guides of Government High Schools. Two hundred teachers par t ic ipated in the awareness camp. Local branch Secretary Shri M. Gangadhar, Vice-Chairman Shri R. Chandra Prabhakar, and a Life Member N. Srinivas acted as resource persons.

Felicitation for Rural Service

Dr. N. Hemlatha, serving in tribal areas of Karim Nagar District was felicitated for her se l f less , humane service at Vavuma (V) Karimnagar District. More than 500 villagers attended the event organized by Karim Nagar Consumer Counci l and I IPA. Shri M. Gangadhar, Secretary presented memento to her.

Karnataka Regional Branch

The Karnataka Regional Branch of the Indian Institute of Public Administration organized a talk on

`Naxalism in Karnataka’ by Shri Bipin Gopalakrishna, IPS, Additional Director General of Police on 29 December 2012. He placed the responsibility squarely on the State for its utter neglect of rural development in general, and for not recognizing the rights of the tribal population in the country. The plight of women, Dalits and farmers in rural India is not much different, he said. Labelling the Naxal problem as basically a socio-economic issue, Shri Gopalakrishna felt that a more humane approach in dealing with the tribals and ensuring their comprehensive development would go a long way in weaning them away from the Naxal movement. Shri V. Balasubramanian, IAS (Retd.) Vice-Chairman of the Branch also spoke, corroborating the findings of the speaker.

M.P. and Chhattisgarh BranchMadhya Pradesh and Chhattisgarh

Regional Branch organised a seminar on February 16, 2013 on the subject “Recruitment and training of senior civil servants”. The main speaker was Smt. Aruna Sharma, Additional Chief Secretary, Government of MP. Her thrust was on linking the training modules to the actual requirements of the field duties. A large number of retired senior civil servants contributed their views from various fields such as police, education and administration. Shri Kewal Krishan Sethi presided.

Odisha Regional Branch The Odisha branch of IIPA organized

a seminar on the “Human Rights for Security Personnel & Other people in Left Extremist Regions” in collaboration with the Department of Political Science Prananath Autonomous College, Khurda. The Odisha Human Rights Commission sponsored the seminar. Madurai Local BranchThe branch organized a lecture

meeting on 27 January, 2013 at Madurai Institute of Social Sciences, Madurai. Shri N. Dhilip Kumar, Advocate, Madras High Court Madurai Branch delivered a lecture on Right to Information Act, and laws relating to Senior Citizens. Mrs. G. Venkidusamy Chairman of the branch presided over the meeting Shri G. Balakrishnan, Hon. Secretary, welcomed the gathering and Shri G. Chakarapani, Honorary Treasurer proposed a vote of thanks.

The branch conducted a workshop on “Food Security in India – Issues and Challenges” on 24th February 2013. This was sponsored by Food Supplies & Consumer Welfare Department, Government of Odisha. Sri Madu Sudan Padhi, Commissioner cum Secretary of the Department was the Chief Guest in the inaugural session and addressed the members. Dr. Debi Prasad Ray, former Vice Chancellor of Odisha University of Agriculture & Technology delivered the key note address. Prof (Retd.) Dibakar Naik, Shri Karunakar Patnaik,I.A.S.(Retd.), Ms. Usha Padhee, Secretary, School & Mass Education, Government of Odisha and Prof. Ashit Ranjan Mohanty of Xavier Institute of Management were speakers in different technical sessions. Valedictory address was given by Dr. Ajit Kumar Tripathy, a Life Member of IIPA and presently State Election Commissioner, Odisha. Shri Sanjib Chandra Hota, Chairman of the branch presided over the inaugural and valedictory sessions. Dr. Pratip Kumar Mishra, Hony. Secretary introduced the guests and Shri D.Pradhani,Honorary Treasurer of the branch offered vote of thanks.
