INSTALLATION OF FILTRATION PLANTS IN DISTRICT LAHORE
1. INTRODUCTIO
N 1.1 GENERAL
Water and Sanitation Agency (WASA), Lahore, under the direction of Govt. of Punjab,
intends to install Water Filtration Plants in District Lahore each of 4000 liter/hour capacity,
for the removal of Arsenic and biological contamination from the water of tubewells, which
are discharging water having Arsenic concentration beyond the WHO Guideline Values.
These plants shall reduce the Arsenic concentration maximum to the level of said guideline
values. In addition, the plants will also remove microbiological contamination (if any) from
the water through Ultrafiltration, so that the people may get the clean water from the plants for
drinking purpose, which meet the said values. The filtered water shall also meet the Pakistan
Standards, which appears to have been harmonized with the above mentioned Guideline
Values.
1.2. PURPOSE OF THE DOCUMENT
The purpose of this document is to shortlist /pre-qualify experienced Firms/ Joint Venture
(JV) for the Project “Installation of Filtration Plants in District Lahore”. The firms should
be capable of supplying and installing, complete water filtration plants Civil, Mechanical,
Electrical and all allied works as well as operate and maintain these plants for the period of
03-years.
1.3. PROJECT AREA
Under this Contract, the plants shall be installed in the premises of WASA Lahore at different
places in Lahore as identified by WASA.
1.4. BRIEF SCOPE OF WORK
The Brief Scope of Work is given in this section. The detailed scope including amendments
will be mentioned in the Bidding Documents.
1. The plants will be supplied, installed and will be operated and maintained for three
(03) years after commissioning.
2. The plants will be installed in the fabricated plant houses.
3. The capacity of the plants will be 4000 liters /hour.
4. The plant must be capable of removing bacteria upto 99.9999% and virus upto

99.999%. In addition, it must be capable of removing turbidity, suspended material,
and contamination such as arsenic, fluoride, nitrate and hardness etc, as depending
upon the feed water quality.
5. The specific plant components must be certified by an international product certifier,
such as NSF.
6. All related civil, electrical and mechanical works will be executed.
7. Train the WASA staff/community based organization (CBO) to operate and maintain
the installed plants.
8. Prepare a training manual for the operating staff.
9. To ensure continuous availability of safe drinking water as per PSQCA Standards.
10. To establish supervisory control & data acquisition (SCADA) control system.
11. The contractors will be solely responsible for the satisfactory performance of filtration
plants for continued supply of clean water as per PSQCA/ WHO standards at all times,
during currency of O&M period.

3. INSTRUCTIONS TO APPLICANTS
3.1 Submission of Application
The applications for prequalification (two hard copies and two soft copies) should be
submitted separately in sealed envelopes to:-
Director (Procurement & Stores), WASA LDA, 59-F, Gulshan-e-Ravi, Lahore,
not later than 07th
December, 2017 and be clearly marked “Applications for Prequalification for “Installation of Filtration Plants in District Lahore”.
The applications are to be prepared in English language. Response to all questions should be
provided complete along with supporting documents and certified copies of Registration with
Pakistan Engineering Council. No column is to be left blank. Applicants may request to the
office of Director (P&S), WASA LDA, Lahore, for the clarification about the Project or the
Pre-qualification during office hours before the deadline for submission but no document will
be received/ considered after the due date. All documents submitted by the firms should
preferably be delivered in one packet/parcel for case of handling and to avoid loss of
documents.

3.1.1 Basic Eligibility
The firms fulfilling the following basic requirements shall only be considered for
further evaluation (relevant documents to be attached):
1 Experience of at least one similar nature and complexity work during last 10-years
2 Registration with Income Tax Authorities, PRA & FBR
3 Taxpayer Status for the last three (03) Years
4 Income Tax Returns for Duration Correspondence with Taxpayer Status
5 Registration with Registrar of Firms (Certified copy of Partnership Deed) OR SECP
along with latest certified copy of Form 29 and A/B.
6 Registration with PEC having valid license in C-3 category with relevant code.
7 Affidavit on Legal Paper that firm is not blacklisted, nor in Litigation with any Govt, Semi
Govt, Agency / Private Organization
8 Registration with HUD & PHED renewed for 2017-18.
In case of joint venture, all the members / firms in individual must have to meet in full
the aforementioned Basic Eligibility criteria. Further, each will have to produce PEC
licence in category C-3 and above along with bid in separate envelope.
3.2 Qualification Criteria
3.2.1 General
Pre -qualification will be based on all the criterion given in succeeding Paras regarding
the Applicant’s Experience Record, Personnel Capabilities, Equipment Capabilities
and Financial Soundness etc. as demonstrated by the Applicant’s responses in the
forms given in this document. The Client “Water and Sanitation Agency (WASA),
LDA, Government of Punjab” reserves the right to waive minor deviations, if these
don’t materially affect the capability of an applicant to perform the contract. Sub-
contractor’s experience and resources shall not be taken into account in determining
the Applicant’s compliance with the qualifying criteria. However, Joint Venture
experience & resources shall be considered. The following criterion is evolved keeping
in view the complexity of the project.

1. The Firms/JV securing 50% marks in each sector and 65% overall shall be considered
qualified to participate in the bidding.
2. WASA, LDA, the Client reserves the right to verify the originality and genuineness of the
submitted documents, in case of defective information the firm/JV may be disqualified.

3.2.6 Litigation History
The applicant and partners of a Joint Venture should provide accurate information on
any litigation or arbitration resulting from contracts completed or under execution over
the last five years. A consistent history of litigations against the applicant or any
partner of a joint venture may result in rejection of the application.
3.3 Joint Venture (JV)
3.3.1 Joint Venture must comply with the following requirements:-
a) Following are minimum qualification requirements:-
i) The lead partner shall meet not less than 40% percent of all qualifying
criteria given in paras heretofore.
ii) Each of the partners shall meet not less than 25% percent of all the
qualifying criteria given in paras heretofore.
iii) The joint venture must collectively satisfy the criteria of paras 3.2, 3.3 & 3.4 heretofore, for which purpose the relevant figures for each of the
partners shall be added together to arrive at the JV’s total capacity.
Individual members must satisfy each of the requirements of paras
3.1,3.5
& 3.6 heretofore.
b) Any change in a prequalified JV after prequalification, shall be subject to the
written approval of the Client prior to the deadline for submission of bids. Such
approval may be denied if:-
i) Partner(s) withdraw from a JV and remaining partners do not meet the
qualifying requirements;
ii) The new partners to a JV are not qualified individually or as another
JV; or
iii) In the opinion of the Client, a substantial reduction in competition would result.

c) Bid shall be signed by all members in the JV so as to legally bind all partners,
jointly and severally, and any bid shall be submitted with a copy of the JV
agreement providing the joint and several liabilities with respect to the
contract.
3.3.2 The prequalification of a JV does not necessarily prequalify any of its partners
individually or as a partner in any other JV or association. In case of dissolution of a
JV, each one of the constituent firms may prequalify if they meet all the
prequalification requirements and any partner of J.V has requested/shall request for the
same and then his prequalification shall be subject to the written approval of the
Client.
3.4 Conflict of Interest
The Applicant (including all members of a JV) must not be associated, nor have been
associated in the past, with the consultant or any other entity that has prepared the
design, specifications, and other prequalification and bidding documents for the
project, or was proposed as Engineer for the contract, over the last five years. Any
such association may result in disqualification of the Applicant.
3.5 Updating Prequalification Information
3.5.1 Bidders shall be required to update the financial, personnel and equipment information
used for prequalification at the time of submitting their bids, to confirm their continued
compliance with the qualification criteria and verification of the information provided
at the time of prequalification. A bid shall be rejected if the Applicant’s qualification
thresholds are no longer met at the time of bidding.
3.6 Other Factors
3.6.1 Only firms and JVs that have been prequalified under this procedure shall be invited to
bid. A qualified firm or a qualified JV may participate only in one bid for the contract.
If a firm submits more than one bid, singly or as a JV, all bids including that bidder
will be rejected. This rule will not apply in respect of bids which include specialist
sub-contractors who are used by more than one bidder.
3.6.2 a) The scope of work mentioned under Para 1.4 is provisional and the Client reserves
the right to amend it in the Bidding Documents.
b) Cancel the prequalification process and reject all applications.
The Client shall neither be liable for any such actions nor be under any obligation to
inform the Applicant of the grounds for rejection, however, may be debriefed.
3.6.3 Only Prequalified Firms/Applicants will be informed in writing by fax or mail. The
Client may also choose to inform the firms not prequalified for this particular project.
However, on the request of firms the result of their applications may be debriefed.

4. EVALUATION CRITERIA
Applicants meeting the eligibility criteria specified in Para 3.1.1 and the minimum
requirements mentioned in Para 3.2 besides other factors shall be considered for pre-
qualification. No compromise shall be made on minimum requirements of 50% score in each
category and 60% overall score. The evaluation of the Firms/ Joint Ventures (JVs) will be
carried out as per criteria attached as Annexure-I. 5. ADDITIONAL CLAUSES
5.1 Answers must be given to all questions in the attached Forms. If necessary, additional sheets
may be attached. Failure to provide complete information may result in disqualification.
5.2 Each sheet shall be duly signed by the applicant or by the duly authorized representative of the
applicant. Such authorization shall be indicated by a written power of attorney which shall be
attached with the application.
5.3 All the documents submitted by the applicants shall be treated as confidential and shall not be
returned.
5.4 If necessary, additional sheets may be added to the Forms. Each page of each Form shall be
clearly marked in the right top corner as follows: Form I, Page 1 of 2, Form I, Page 2 of 2 etc.
5.5 Only those Pakistani Firms/JVs can apply or participate in Joint Ventures for the purpose of
pre-qualification who have valid registration in “C-3 CATEGORY" with the Pakistan
Engineering Council.
5.6 The Firms/JVs must provide clear evidence through documentations that their Manufacturer
has the requisite capacity, expertise and specialized technology regarding the relevant
machinery/ equipment to be installed under the project.
5.7 All the forms given in the documents shall be completely filled in.

(a) Bids by prequalified applicants will be subject to verification of all information
submitted for prequalification at the time of bidding;
(b) The Director (P&S), WASA LDA, Lahore reserves the right to:
(i) amend the scope and value of any contract under this project; in such event bids

6. Appended to this application, we give details of the participation of each party, including
capital contribution and profit/loss agreements, to the joint venture or association. We also
specify the financial commitment in terms of the percentage of the value of the (each)
contract, and the responsibilities for execution of the (each) contract. 7. We confirm that in the event that we bid, that bid as well as any resulting contract will be.

for foreign owners or applicants who are forming part of the Joint Ventures as required under the

Particular Experience Record
Name of Applicant or partner of a joint venture
To prequalify, the Applicant shall be required to pass the specified requirements applicable to this
form, as set out in the : Instructions to Applicants”.
On a separate page, using the format of Application Form A- 5, each applicant or partner of a
Joint Venture is required to list all contracts of a value equivalent to Pak Rs.-(User/Employer to
provide the amount) million, of a similar nature and complexity to the contract for which the
Applicant wishes to qualify, undertaken during the last five years1. The information is to be
