     Example 1: 

     A city program provides funds to low income

     families for winterizing homes. To qualify for 

     program funds, applicants must provide certain

     family and financial information. ecause the

    administrator of the program would li!e to protect 

    the applicants" privacy, #ut has no specific legal #asis for !eeping the applications confidential, the

    administrator requires only such   personal 

    information as is necessary to operate the

     program.

     Example $: 

     A home#uyer receives what she considers to #e

    deficient service from her real estate #ro!er. %n

    response, she writes a letter to the municipality
