PART A – GENERAL DETAILS
1.0 AUTHOR AND EXPERIENCE I am the author of this report and have the following relevant background:
• Over 20 years experience in construction, project management, building defects investigation and property development, • Civil engineering and building qualifications, • Member of NSW Master Builders Association.
I am the director of GPM Pty Limited located at Castle Hill. Its core business is to provide building reports to:
• Clients prior to purchasing properties, • Solicitors whose client’s are in dispute with builders/owners, • Developers/authorities prior to and after undertaking construction works adjacent to established areas.
2.0 TERMS OF REFERENCE In response to your request we have undertaken a post construction condition survey of the property and council assets adjacent to the recently constructed duplex development at XX XXXXX Road, XXXXX. The specific purpose of this report is to document the general condition of the structures present on the adjoining properties and council land after the completed construction works and compare these to the general condition prior to construction as per Item # 89 in the Development Application Conditions of Consent for DA/XX/2012 determined by XXXX City Council on 21 May 2012. It should be noted that the pre-construction Dilapidation report prepared by XXXXX Consultants and dated 30 July 2012 has been used as a reference point and the Photograph numbers indexed in this report correlate to the same numbers (where applicable) in the original report. As we are not structural engineers we have not inspected, assessed, recorded or commented on any property or structure in terms of its structural capability or suitability. 3.0 IMPORTANT INFORMATION Nothing contained in the Report implies that any inaccessible or partly inaccessible area(s) or section(s) of the property being inspected by the Inspector on the date of the inspection were free from defects latent or otherwise. No responsibility can be accepted for defects, which are latent or otherwise not reasonably detected on a visual inspection without interference with or removal of any of the structure including fixtures or fittings within the building. No liability shall be accepted on account of failure of the Report to notify any problems in any areas(s) or section(s) of the subject property physically inaccessible for inspection, or to which access for Inspection is denied by or to the Inspector (including but not limited to any area(s) or section(s) so specified by the Report). It is impossible to predict what alterations, additions or extensions may be made to a property after our site inspection and the liability of GPM Pty Limited extends only to the status of the property when GPM Pty Limited inspected it. That liability does not extend to any alteration, addition or extension to the property after our site inspection.

This report is made solely for the use and benefit of the Client named at the front of this report and must not be distributed to anyone else without the agreement of GPM Pty Limited, which agreement will not be unreasonably withheld. It is intended that this report will be read in full and GPM Pty Limited accepts no responsibility for later extractions, amendments, interpretations or partial distribution of the contents of this report. 4.0 REASONABLE ACCESS AS DEFINED IN AS 4349.1 Only the areas to which reasonable access was available were inspected. The Australian Standard AS4349.1 defines reasonable access as “areas where safe, unobstructed access is provided and the minimum clearances specified below are available, or where these clearances are not available, areas within the Inspector’s unobstructed line of sight and within arm’s length. Reasonable access does not include removing screws and bolts to access covers.” Reasonable access does not include the use of destructive or invasive inspection methods nor does it include cutting or making access traps or moving furniture, floor coverings or stored goods. Roof Interior - Access opening = 450 x 450mm, Crawl Space = 600 x 600mm, Height accessible from 2.1m step ladder or 3.6m ladder placed against a wall. Subfloor - Access opening = 500 x 400mm, Crawl Space (timber floor) = 400mm to
bearer, joist or other obstruction, (concrete floor) = 500mm. Roof Exterior - Must be accessible from a 3.6m ladder or 2.1m step ladder.

5.0 CONCLUSION On 19 October 2013 a photograph survey was conducted on the council assets and on the property at XX XXXX Road, XXXXX. The condition of the assets and structure identified in the original report prepared by XXXX Consultants and dated 30 July 2012 was compared to the condition after the completion of the construction works and no adverse structural damage that can be clearly attributed to the construction works at XX XXXX Road, XXXXX was observed.
