based in Singapore, Temasek Foundation is a

Singapore philanthropic organisation that seeks

to build a more prosperous, stable and connected

Asia through building human and social capital.

…many of the focus areas of Temasek Foundation’s work – education (in particular technical and vocational education), public policy and administration, urban governance and management, international trade, and so on – are inextricably linked to Mr Lee’s foresight, vision and hands-on leadership in these areas.”

As we entered the last quarter of Financial

Year 2014/2015 and into calendar year

2015, we in Singapore experienced

the gradual ramping up of events to

commemorate 50 years of Singapore’s

nationhood. As a small island nation, with

no hinterland and no resources other than

our people, Singapore owes its current

success to our pioneer generation of

leaders and people who sacrificed much

and worked hard. Our pioneer leaders had

the foresight to invest in our people in

education and health care, to build public

institutions to support the development

of Singapore well beyond the pioneer

phase, to develop urban Singapore as a

liveable and sustainable city, to promote

international trade and attract foreign

investments to drive our economy, and to

imbue values such as integrity, meritocracy

and multi-racialism.

The last quarter of the financial year also

saw the passing of Singapore’s first Prime

Minister and our nation’s founding father,

Mr Lee Kuan Yew on 23 March 2015. We at

Temasek Foundation joined the nation to

mourn our loss. Leaders from across the

globe paid tribute to Mr Lee, recognising

his pivotal role in the development of

modern Singapore and his considerable

contributions in the areas of international

economy, development and relations in

Asia and, indeed in the world. For us at

Temasek Foundation, he was a leader who

fought hard to build modern Singapore,

a man utterly devoted and dedicated to

Singapore, and a man whom we are deeply

indebted and grateful to and immensely

proud of. It is no coincidence that many of

the focus areas of Temasek Foundation’s

work – education (in particular technical

and vocational education), public policy

and administration, urban governance and

management, international trade, and so

on – are inextricably linked to Mr Lee’s

foresight, vision and hands-on leadership in

these areas. We are indeed honoured and

privileged to facilitate the sharing of the

development journeys and promote mutual

learning with our friends and neighbours

in the region, and in this way, play a small

part in furthering the legacy of Mr Lee and

his pioneer leadership team.

For Financial Year 2014/2015, Temasek

Foundation supported 42 programmes

with a total grant commitment of S$19.5

million. Although there is a slight drop

in total grant commitment from the

previous year, the number of programmes

supported remains above 40. Our partners,

especially the partner institutions from our

host communities and our steady content

partner institutions from Singapore, have

continued to contribute high levels of

co-funding towards the programmes. This

has enabled us to stretch our funding.

My team and I are deeply grateful for the

steadfast leadership and active ownership

of the programmes shown by our partner

institutions.

The past financial year has also been

one of finding the right balance between

keeping focus and innovating in new

programmes. This is not something that

happens as a matter of course. Given the

resources available, we worked at getting

this balance right. In 2007, we started off

by supporting programmes in many areas

within our mandate. In subsequent years,

we honed in on a few core areas according

to the needs of our host communities.

Technical and Vocational Education and

Training (TVET) continues to be a focus

area for us as requests for collaborations

continue to stream in. In Financial Year

2014/2015, we supported 9 programmes

with a total grant of S$4.2 million in this

area. Building capabilities in nursing is also

a focus area – we supported 5 programmes

with a total grant of S$2.7 million.

Beyond these two core areas, we recognise

that there are many other programmes

that are relevant and useful to our host

communities. Continuing on our journey

of innovation, in 2011, we began to focus

more on the areas of urban management

and public administration. Many cities in

Asia are growing at such a rapid pace

that pose potentially serious challenges

in urban management issues like housing,

water, transport and in the larger scale

of things, the environment. At the same

time, many communities in Asia are

enhancing their public institutions to lead

their development efforts more effectively.

To meet these needs, we have stepped

up our programmes in these areas. For

Financial Year 2014/2015, we supported

4 programmes with a total grant of S$1.8

million in urban management and another

9 programmes with a total grant of S$4.3

million in public administration.

Balancing between focus and innovation

can throw up interesting potential

dilemmas in grant allocation. On the

one hand, we need to keep focus to

achieve longer-lasting impact through

our programmes. By “gnawing” at an area

one bit at a time, our partner institutions

work together to bring about systemic,

institutional and community-wide

improvements. This has clearly been our

experience in many of our programmes.

For instance, in two public policy and

administration programmes that we

supported through the Monitoring Office

of Programme 165 of the Government

of Viet Nam since 2012, some of the 250

leaders trained have adapted their learning

and implemented changes in attracting

foreign investment, and in training of public

officials, and have also made amendments

to laws relating to women’s rights. We are

pleased to support a third programme

in Viet Nam targeted at senior central

government leaders. In another example,

our partnership with the Bangalore Water

Supply and Sewerage Board in India on

the recycling and reuse of waste water has

yielded the production of a communication

booklet for public outreach, information

and education on water use. Their officials

are in the process of developing a tender

documentation for a water reuse plant.

We have now committed funds for a

second programme to build capabilities

in governance for water projects and in

sustainable water management.

On the other hand, it is important for

us to keep innovating and trying new

programmes in tandem with newly-

identified needs or programme areas. In

the past Financial Year, we created three

new leadership programmes.

In Bangladesh, we are supporting the

training of public officials to transform

e-Government service design and

delivery. In Lao PDR, senior officials are

learning to design, develop and deliver

a leadership programme to nurture and

develop emerging leaders for their civil

service. We are also supporting a new

executive leadership programme for top

public health leaders from across Asia on

health care governance, leadership and

management.

In the spirit of fostering innovation

among youth leaders, our pilot Temasek

Foundation Specialists’ Community Action

programme was completed last year with

success. A total of 299 polytechnic and

technical institute students from Cambodia,

Indonesia, the Philippines, Singapore,

Thailand and Viet Nam participated in

joint learning and community projects. The

feedback from the students has been so

inspiring that we have decided to support

the programme for a second year. I am

pleased to share that we will have all five

polytechnics in Singapore on board this

second edition of TF SCALE, and we look

forward to welcoming a new batch of

student leaders in the new Financial Year.

As we conclude another Financial Year

of the foundation’s work, I thank all our

partners in the host communities and in

Singapore for their leadership, innovation

and diligence in developing and running

the programmes. I also thank Temasek and

Temasek Trust for entrusting us with such a

meaningful enterprise, and my fellow Board

Directors for their insights and active

participation in our collective conversations

and decisions. Last but not least, thanks

go out to our staff team who takes on the

arduous tasks of working out the details

with our partners, piecing information for

the Board to gain useful insights and make

appropriate decisions, and keeping us

focused even as we innovate. Together, let

us continue to build a shared future in Asia.

Through this programme, I hope that Muhammadiyah will be able to

establish good training centres spread all around in Indonesia, and

that, in partnership with other partners, Muhammadiyah will be able to

play a leading role in providing life support. My hope is that someday,

Indonesia will have a national council for life support training, so that

there will be consistent standards of life support training modules

knowledge. It is also about enriching the academic and cultural exchange

between fellow professionals between Singapore and China. Besides

The health care sector is constantly evolving and nurses are always learning new skills to remain at the forefront of patient care in the community.

Health Care Management

Hospitals and public health care systems are complex organisations to manage, and good

leadership and management can go a long way to bring about high quality patient care.

As part of our on-going efforts to innovate and create programmes aligned with newly-

identified needs, Temasek Foundation is supporting its first health care governance and

leadership executive programme for senior public officials in Asia. The programme will

provide a platform for health care leaders in Asia to build networks of cooperation and

share knowledge in public administration, leadership and management of health care

policies, implementation strategies and practices.

The foundation has also teamed up with Singapore’s Tan Tock Seng Hospital to run

programmes in Cambodia and Indonesia focusing on trauma injury care and life support

resuscitation skills.

PROGRAMMES:Technical and Vocational Education and Training

Technical and Vocational Education and Training (TVET) is an integral part of a holistic

national education system. It develops not just technical knowledge, but also skills that are

integral across a wide variety of economic sectors.

This area of training has remained as one of the key priorities of Temasek Foundation’s

funding of education capability programmes. For FY2014/2015, the foundation has

committed funding to train about 1,000 leaders and specialists in curriculum, pedagogy,

and technical training in areas such as ship building and design, and electrical installation

and precision.

English Language Capability

Communities have shared with the foundation that English is widely used in their business

communication for networking, negotiating and exchange of information globally, and is

thus important for leaders and specialists alike.

To provide students with a good foundation in learning English Language, Temasek

Foundation is supporting the efforts of school leaders and educators in Indonesia and

Thailand to design and customise materials and methodology in the teaching of English

Language.

PROGRAMMES:Student Leaders Exchange

Student-leader exchange programmes provide opportunities for young leaders from diverse

backgrounds and cultures to develop connections, participate in cross-border community

projects, and in the process, develop a better understanding of Asia and its peoples.

The Temasek Foundation Leadership Enrichment and Regional Networking (TF LEaRN)

programme for Asian university student leaders, and the Temasek Foundation Specialists’

Community Action and Leadership Exchange (TF SCALE) programme for students from

technical institutes and polytechnics in Asia will provide about 1,000 students with exciting

opportunities for learning and exchange, and to develop long-lasting friendships.

Leaders Network

All across Asia where Temasek Foundation programmes have been implemented, leaders

and senior-level administrators from the various host communities have been instrumental

in steering and managing the implementation of the programmes and ensuring their

success. The foundation continues to actively engage these leaders and facilitate

opportunities for further learning.

Run for the second year, the Temasek Foundation Asia Leaders Connect 2014 saw

27 Asian government and public sector leaders gathered in Singapore for a two-day

forum to foster learning and networking, and exchange views on governance and public

administration challenges affecting Asia.

Journalism Fellowship

Since 2008, Temasek Foundation has been funding an annual three-month fellowship

programme for regional mid-career journalists to engage in professional and cultural

exchange. Hosted in Singapore, the fellowship provides a platform to the journalists to

hone their understanding of media trends and issues across Asia.

The Temasek Foundation – Nanyang Technological University Asia Journalism Fellowship

2014 was attended by 16 editors and senior journalists. Highlights of the 2014 Fellowship

included the Temasek Foundation Asia Journalism Forum 2014, a workshop on data-

driven journalism conducted by trainers from the Philippine Center for Investigative

Journalism, and a dialogue session with Singapore’s Deputy Prime Minister and Finance

Minister Tharman Shanmugaratnam.

PROGRAMMES:Urban Management

As cities and their urban populations continue to grow, policy makers and city planners

face immense challenges in ensuring that their cities are sustainable and liveable.

The urban development of cities is guided by a myriad of considerations such as

environmental and natural resources, which needs to be balanced with planning and

optimising the use of land and space to provide for the community’s needs.

In FY2014/2015, Temasek Foundation funded four urban management programmes in

Indonesia, India and Sri Lanka that look into key challenges in urban planning such as

transportation, water management and integrated master planning.

Due to rapid growth of population and industrialisation in the state of

Rajasthan, water demand is increasing. Although the state has started

executing Surface Water based projects, it is important to focus on water

conservation, recycling and reuse. This partnership will focus on building

capacities and knowledge in sustainable water management and waste water

reuse within the government. I expect that after this program, we will be able

to implement the best practices in water recycling and reuse in Jaipur City and

other parts of the state.”

Public Administration

Public institutions lead the efforts in economic, social and cultural progress of a

community. The roles and functions of public administration are dynamic and constantly

evolving in response to the changing needs and demands of society.

With an increasing demand for relevant capability building programmes in this area, in

FY2014/2015, Temasek Foundation supported nine programmes that covered different

aspects of public administration. New programmes were initiated in e-Government public

services in Bangladesh, in talent management of the civil service in Lao PDR, and in

innovation in productivity for the public service sector in Indonesia.

The foundation also continued its support for programmes such as the third run of

the Temasek Foundation Governance and Public Administration programme, capacity

building in trade and negotiations under the “Temasek Foundation Series on Trade &

Negotiations”, and the third phase of a public policy and administration programme in

Viet Nam.

PROGRAMME:

Disaster Preparedness

From time to time, where natural disasters have occurred, communities often take a long

time to recover from the extensive damage to infrastructure and disruption to their daily

lives and livelihoods.

Since 2008, Temasek Foundation has been working with Singapore’s Nanyang

Technological University to share knowledge and skills in good construction practices and

techniques to increase seismic resistance in low-rise public buildings in earthquake-prone

regions in Asia. The provinces of Chiang Mai and Chiang Rai in Thailand will be the latest

addition to the series of training programmes conducted in China, India, Nepal and the

Philippines.

Since inception, Temasek Foundation has reached out to thousands of participants across

Asia. Our programmes bring together different resources – grants from Temasek Foundation,

the expertise of various institutions, and the commitment and resources of host community

organisations, and collectively, we contribute to Asia’s human and social capital development.

Our grant-making is grounded in these core principles:

• Outcomes - Focus

We support programmes that contain a strong focus on outcomes with a multiplier

effect, through the transfer of learning by leaders and trainers to their peers and

colleagues, to bring about sustained improvements in their communities.

• Partnerships

From defining needs to co-developing and co-implementing programmes, host

community and content partners are critical in all phases of a programme, to ensure

that programmes are relevant, meaningful and well-implemented.

• Ownership

By co-owning the planning and implementation of programmes, leaders of partner

organisations signify the importance of the programmes and drive them to success.

AT A GLANCE

Temasek Foundation was established in May 2007 by Temasek with an endowment for

the programme grants and operating expenses of the foundation. The endowment is

placed under the stewardship of Temasek Trust which decides on the aggregate annual

amounts to be made available for use by the foundation.

Financial Year (FY) 2014/2015 was another meaningful year for Temasek Foundation.

Although the sum committed has decreased slightly, the number of programmes

has remained around the same and this shows the foundation’s steady outreach to

communities and commitment to programmes. The high level of co-funding from host

community partners that manifests their leadership and ownership of the programmes

has helped the foundation sustain these levels of work.

PRIORITY PROGRAMMES

In FY 2014/2015, in tandem with the needs and requests from the host communities

Temasek Foundation continued to accord high priority to capability-building programmes

in the area of Technical and Vocational Education and Training (TVET). A total of S$4.21

million was committed to 9 programmes in this area for the financial year. Another high-

priority area is urban management, again in response to the growing challenges and

increasing number of requests for programmes in this area. The high pace of growth

of cities all across Asia have led to challenges in urban planning and management, for

instance, in public housing, urban transport, water and waste management, and, more

broadly, the urban environment. For FY 2014/2015, the foundation committed a total

of S$1.79 million to 4 programmes in this area. A third area of priority is health care, in

particular, programmes that build capabilities in nursing. For FY 2014/2015, the foundation

committed a total of S$2.72 million to 5 programmes in this area.

An emerging area of priority is public policy and public administration. Host communities

recognise that they need well-trained public officials leading and managing strong public

institutions to devise and implement their development plans and programmes to their

fruition. At the same time, communities need to have in place the proper regulatory

frameworks, policies and processes to foster and facilitate development. Temasek

Foundation appreciates the inputs on this area that have come from host communities

and have in the past few years started to do more work in this area, committing a total of

S$4.31 million to 9 programmes in FY 2014/2015.

Temasek Foundation has been supporting leadership exchange programmes for university

students since inception. Over the past eight years, the foundation has committed

S$12.3 million to a total of 1,867 students from universities across Asia. Each student

from a university in Asia (aside from Singapore) spends a semester of learning exchange

and community service at a Singapore university. Likewise students from Singapore

universities spend a semester at a university in an Asian city. This programme called the

Leadership Exchange and Regional Networking (LEaRN) programme has been successful

in fostering close friendships and mutual learning among the student leaders.

Following from a successful pilot of the Temasek Foundation Specialists’ Community

Action and Leadership Exchange (TF SCALE) programme, the foundation has decided

to support the TF SCALE programme in Financial Year 2014/2015 and possibly beyond

as well. This programme brings together polytechnic students from Singapore and

equivalent institutions in Asian cities for 4 to 6 weeks to participate in joint learning and

community projects, and to foster ties and friendships.

FINANCIAL MANAGEMENT

To minimise the financial risks associated with programme funding, the foundation

disburses committed funds only in tranches to partner organisations in accordance to an

agreed-to schedule and progress of implementation of the programmes. For FY 2014/2015,

the foundation disbursed a sum of S$19.04 million to programmes that were approved since

inception. The amount of disbursements is about the same as in the last few years with

programme activities being implemented progressively and a consistent pace.

As at 31 March 2015, some 61 programmes were concluded, bringing the total number of

concluded programmes to 158 out of a total of 262 programmes that the foundation has

committed to. As circumstances may change, some programmes are modified during

the course of implementation and funding revised so that they remain relevant to the

needs. A very small number of programmes have had to be discontinued, mainly due to

the restructuring of institutions or re-prioritisation of needs by the host communities.

Consequently, the committed amounts for each financial year published in the annual

reports will be updated to reflect these adjustments.

The decrease in operating expenses is attributable mainly to a decrease of one in the

foundation’s staff strength. The foundation has kept staff strength at a steady level.

However, as the number of programmes being implemented and monitored and the

foundation’s engagement with host community partners continue to grow, expenses

on travel and transport have also increased. For FY 2014/2015, the “expense-to-grants”

ratio of Temasek Foundation’s annual operating expenses (including depreciation) to

annual committed programme grants was 16.14%. The foundation continues to work

with host communities and expertise content partner institutions to derive a level of co-

funding from partners. Such co-funding helps to stretch the resources of the foundation

so that more programmes can be committed to. However, this also means that staff-

associated and travel expenses are incurred in the process. The intensive programme

co-development and co-monitoring work and the regular engagement of partners done

by the foundation differentiates it from pure grant-making foundations. Given this, the

“expense-to-grants” ratio compares favourably with international norms.

Report on the financial statements

We have audited the accompanying financial statements of Temasek Foundation CLG

Limited (“Foundation”), which comprise the statement of financial position as at 31

March 2015, and the statement of financial activities, statement of changes in funds and

statement of cash flows for the reporting year then ended, and a summary of significant

accounting policies and other explanatory information.

Foundation’s responsibility for the financial statements

The Foundation is responsible for the preparation of financial statements that give a

true and fair view in accordance with the provisions of the Singapore Companies Act,

Chapter 50 (the “Act”) and Singapore Financial Reporting Standards, and for devising and

maintaining a system of internal accounting controls sufficient to provide a reasonable

assurance that assets are safeguarded against loss from unauthorised use or disposition;

and transactions are properly authorised and that they are recorded as necessary to

permit the preparation of true and fair statements of financial activities and statements of

financial position and to maintain accountability of assets.

Auditor’s responsibility

Our responsibility is to express an opinion on these financial statements based on our

audit. We conducted our audit in accordance with Singapore Standards on Auditing.

Those standards require that we comply with ethical requirements and plan and perform

the audit to obtain reasonable assurance whether the financial statements are free from

material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and

disclosures in the financial statements. The procedures selected depend on the auditor’s

judgment, including the assessment of the risks of material misstatement of the financial

statements, whether due to fraud or error. In making those risk assessments, the auditor

considers internal control relevant to the Foundation’s preparation and fair presentation

of the financial statements in order to design audit procedures that are appropriate in the

circumstances, but not for the purpose of expressing an opinion on the effectiveness of

the Foundation’s internal control. An audit also includes evaluating the appropriateness

management, as well as evaluating the overall presentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to

provide a basis for our audit opinion.

Opinion

In our opinion, the accompanying financial statements are properly drawn up in

accordance with the provisions of the Act and the Singapore Financial Reporting

Standards so as to give a true and fair view of the state of affairs of the Foundation as at

31 March 2015 and the result, changes in funds and cash flows of the Foundation for the

reporting year ended on that date.

Report on other legal and regulatory requirements
