CONTINENTAL AND REGIONAL INFRASTRUCTURE

PROGRAMS

Presidential Infrastructure Champion

Initiative (PICI)

1. Core Objective of Initiative

Use of Political Championing to accelerate the

Implementation of Prioritized Regional & Continental

Infrastructure Projects in Africa

2. Coherence and Alignment of this

Initiative with Existing African

Infrastructure Frameworks

AU-NEPAD African Action Plan (AAP):2010-2015 and

the Program for Infrastructure Development in Africa

(PIDA): 2011-2040

KEY CONCEPTUAL ISSUES:

3. Implementation Model for Regional

Infrastructure on the Continent

This Initiative will serve as the implementation model for

projects emanating from PIDA , focusing on lessons

learned.

4. Institutional Architecture for Infrastructure

Development in Africa

(IAIDA)

The need for the Initiative to conform with the governance

structure within IAIDA.

What is PIDA? - Program for

Infrastructure Development for Africa.

o Framework to improve infrastructure in support of integration & development

o Partnership: AUC, NPCA, AfDB, UNECA, RECs, MS’, Development Partners

o Anchored on African ownership and priorities implementation in partnership with Private Sector & CSOs

Modern railways

• 30 2200 km

Port capacity

• 1.3 billion tons added

Hydroelectric power generation

• 54 150 MW

Interconnecting power lines

Transport 24 items USD 25 bn

The transport program

links the major

production and

consumption centers,

provides connectivity

among the major

cities, defines the best

hub ports and railway

routes, and opens the

land-locked countries

to improved regional

and continental trade.

12

The energy

infrastructure

program focuses on

major hydroelectric

projects and

interconnects the

power pools to meet

the forecast increase

in demand. One

regional petroleum

products pipeline is

also included.

Energy

USD 40 bn

13

ICT 3 items USD 0.5 bn

The ICT program will

establish an enabling

environment for

completing the land

fiber optic infrastructure

and installing Internet

exchange points in

countries without them.

It will connect each

country to two different

submarine cables to

take advantage of the

expanded capacity.

14

The trans-boundary water

program targets the

development of

multipurpose dams and

builds the capacity of

Africa’s lake and river

basin organizations so

that they can plan and

develop hydraulic

infrastructure. The

program would also help

address the looming food

deficit.

Water, 9 items USD 2 bn

PIDA Priority Action Plan (PAP)

While the overall capital cost

of PIDA’s long-term

implementation to 2040 is

currently estimated at more

than $360 billion, the overall

capital cost of delivering the

PAP through 2020 is expected

to reach $68 billion or about

$7.5 billion annually.
