Dear Friends,

Welcome to the African Rising 2nd Edition conference on “Infrastructure for the Development of Africa”, hosted by the Canadian Council on Africa in partnership with the Government of Quebec and Foreign Affairs and International Trade Canada. The theme of the conference, is in recognition of the fact that infrastructure is a key guiding principle for the continuing economic development of Africa.

Under the umbrella of CCafrica’s mission to facilitate and promote mutually beneficial economic, investment and trade relations between Canada and Africa, this highly anticipated conference will allow both the public and private sectors from within Canada and Africa to dialogue on doing business and promote investment opportunities on key sectors such as transportation, energy, water, and ICT.

The conference will be held in Montreal which takes place on March 18th to 20th, 2013, at Delta Centre-Ville Hotel, and is already has drawn the attention of African and Canadian government officials to take the matter as part of a strengthening role in Canada-Africa’s political and economic relations. Africa’s on-going economic development achievement in the past few years cannot be denied, and Canada’s know-how and expertise in the infrastructure industry will play a major role in supporting Africa’s economic growth.

CCafrica is also pleased to welcome Key speakers from both Canadian and African public and private sectors. To mention a few, South African High Commissioner His Excellency Membathisi Mdladlana and directly from Ghana The Honorable Colins Dauda, Minister for Water Resources, Works and Housing, and from the Canadian side Mr. Ned Goodman, Chairman of the Board of Directors, His Excellency Christopher Cooter, High Commissioner of Canada to Nigeria, will be our key speakers.

Holder of a Law degree and a Master degree in Communications from the Université du Québec à Montréal, M. Jean-François Lisée started his career as a reporter in Paris and Washington for different Quebec and French media. During that time, he wrote the Governor General’s Award winning book “In the Eye of the Eagle”, published in 1990. His political career began when he became the special advisor to Parti Quebecois Premier Jacques Parizeau in 1994, then to his successor, Lucien Bouchard. In the early 2000’s, he invested his time as a visiting scholar at Sciences Po, Paris, and at the department of Political Science of the Université de Montréal. He then became the co-founder and

He is currently deputy permanent representative of the Canadian Joint Delegation to the North Atlantic Council, in Brussels. Mr. Cooter succeeds Denis Kingsley.

His Excellency Membathisi Mdladlana,South African High Commissioner to CanadaHigh Commissioner Membathisi (Mphumzi Shepherd) Mdladlana was born in Keiskammahoek, South Africa on 12 May 1952.Before being appointed as High Commissioner to Canada, he served as the South African Minister of Labour from July 1998 – 30 October 2010. Thereby, forming part of former presidents Nelson Mandela, Thabo Mbeki and Kgalema Motlanthe, as well as current President Jacob Zuma’s cabinets.

His professional career began as a teacher at Vukukhanye Primary School, in Gugulethu, Cape Town in 1972. Upon which he then accepted the position of principal at Andile Primary School in Crossroads, Cape Town from 1982-1994. During this period, he also served as a Regional Organiser for the South Western African Teachers Association (SWATA), which later became Peninsula African Teachers Association (PENATA) (1980 – 1983), as Deputy Secretary of Cape African Teachers Union (CATU) (1984 - 1985), and as a founding Member and later Chairperson of the South African Democratic Teachers Union (SADTU) (1985 – 1990).

Mr. Joachim Ouedraogo, from Burkina Faso, holds a PhD in Economics option “Money-Finance-Bank” of the Social Sciences University of Grenoble. While working for Burkina Faso’s Administration, he served in the Treasury Department and the Prime Ministry Offices successively as Head of Economy and Finance. Recruited in 1996 by the WAEMU Commission, Mr. Ouedraogo was promoted in 1997 as Director of Multilateral Surveillance. Since May 2007, he is Director of the Commissioner’s Office for Regional Market, Trade, Competition and Cooperation.

He served as Foreign Minister of Nigeria from July 26, 2007 until March 2010 when the then Acting President Goodluck Jonathan dissolved his cabinet. He was National Secretary of the ruling political party, the Peo-ples Democratic Party (PDP).Previously, he had been appointed Culture and Tourism Minister in 1999 and Minister of Transport in 2001.He comes to represent Nigeria in Canada with a wealth of experience and contacts. He is determined to take the bi-lateral relationship between both countries to a new height.

Founder Paul Hinks is the driving force behind Symbion Power. He has spent his life in the power industry where he has been responsible for the construction of power plants, transmission lines and substations. His career spans 30 years and in that period, he has worked in the USA, Africa, the Middle East and Asia. Since 2003 Paul has been at the fore-front of US wartime contracting efforts. Peter Kieran is the President of CPCS, a specialty firm providing strategic advisory services in transportation, energy and urban development. Since 1990, Peter has been working with international financial institutions, as well numerous governments, to develop new approaches to the reform and privatization of transportation systems and other critical infrastructure. He has played a key role in developing the policies and practices used to concession railways and ports in Africa and until recently was the Chairman of the Canadian Council on Africa. Mr. La Salle is a Fellow Chartered Accountant (FCPA, FCA), a member of the Canadian Institute of Chartered Accountants and holds a Commerce Degree and a Masters of Business Administration. In 1980, Mr. La Salle founded Grou, La Salle & Associates, Chartered Accountants. In 1995, Mr. La Salle founded SEMAFO Inc. and held the position of President and Chief Executive Officer of the organization until August 2012. Ms. Malikail joined the Department of External Affairs in 1981. She has served in Canberra, Beijing and Singapore. While Deputy Director of the China Division (1994-1996), Ms. Malikail was awarded a Government of Canada Merit Award. Her assignments have spanned relations with Korea, international energy issues and trade and development issues. Ms. Malikail led the team which formulated Canada’s Least Developed Countries Market Access Initiative. The initiative came in to effect in 2003. From 2004-2008, Ms. Malikail was Director of the International

During this period, she managed a wide range of economic, trade, investment and security files for eight G8 and APEC Leaders Summits and assisted Canada’s G8 Sherpa. From 2008-2011, Ms. Malikail served as Executive Director of the Science, Technology and Innovation Council Secretariat. The Council is an advisory body appointed by the Minister of Industry and is made-up of 18 eminent Canadians from business, academia and government. Ms. Malikail oversaw the preparation of independent advice to the government and major reports on the performance of Canada’s science, technology and innovation system. After serving as Acting Director General of the Africa Bureau of the Department of Foreign Affairs and International Trade Canada since October 2011, Ms. Malikail was appointed Director General on 11 July 2012. Ms. Malikail is married and has two sons.

Back in Quebec, she worked as the CN optimization business specialist before joining PwC team in 2005 where she was able to apply sound knowledge in finance, marketing and large projects management of various mandates in areas as diverse as housing, transportation, health and energy. Ms. Audette has been involved in many public and private tender processes for high profile and complex projects, where she served as a bridge between the client, the seller and potential bidders, in addition to participating in the drafting of solicitation documents and tender evaluation. These tenders were based on transparency, fairness and good governance principles. She participated in the highway 25 perfection project. She has also worked for several years on the McGill University Health Centre project, where she supported the PPP Québec in developing the market attribution strategy, in the preparation of the financial proposals, the revision of the partnership agreement the workshops with bidders and evaluation of financial proposals. Recently, Ms. Audette supported Hydro-Québec in the bidding process for the dismantling, the acquisition and the disposition of Tracy thermal power’s components.

David Fulton serves as Head of the USA and Canada unit at the International Finance Corporation, where he leads a program to broaden and deepen IFC relations with the U.S. and Canada. IFC is the world’s largest development finance institution focused on emerging and frontier markets. The IFC finances client firms directly and through intermediaries such as banks, leasing companies, and private equity funds.

Prior to this position, Mr. Fulton served as a career U.S. diplomat with the rank of Minister Counselor. He has more than twenty years experience supporting trade and investment interests abroad, including assignments at the U.S. Embassies in Bangladesh, Australia, Italy, Singapore, Poland, and the Philippines. He also served in Washington as Acting Deputy Assistant Secretary for International Operations and Director of Strategic Planning for the Foreign Commercial Service, and as Advisor to the U.S. Executive Director at the World Bank Group. Mr. Fulton has a law degree from the College of William and Mary, and a Master’s degree in Foreign Affairs from the University of Virginia.

He holds a Bachelor of Arts Degree in Economics from the American University in Cairo (1985) and an MBA in Finance from City University, USA (2001).He has a twenty seven year career in banking during which he worked with several international banks, including Bank of America and J.P. Mr. Lichti has been with CPCS since 2004. The head of CPCS’s modeling practice, he has developed operations, traffic, and financial models on numerous rail, port, urban transit, and power mandates. Mr. Lichti has worked in Canada, Nigeria, Saudi Arabia, Botswana, South Africa, Namibia, Tanzania, Kenya, Sierra Leone, Liberia, Mozambique, and Zimbabwe for both public and private sector clients. Most recently, he has completed railway rehabilitation studies in Tanzania and Zimbabwe as part of larger CPCS teams. Mr. Tim Turner a Canadian national is the director of the private sector and microfinance department at the African Development Bank (AfDB). Tim joined the AfDB in 1996 as the inaugural head of risk management. Previously, he worked for Smith Barney, an American Investment Bank-ing firm, in both London and New York. He holds an engineering degree from the University of Toronto and an MBA from IMD in Switzerland.
