INFORMATIVE NEWSLETTER OF THE CENTRE FOR VOCATIONAL EDUCATION VET Centre’s Newsletter * Year IV * Number 10 * January/June 2013 INTRODUCTION Dear readers, In this issue of the VET Centre’s Informative Newsletter you will be introduced to the activities which have been carried out from Janu- ary to May 2013. During this period, a number of activities have been organised, such as: Best business plan competition for students from North East Montenegro, third Young Inventors Fair of Monte- negro, participation at the International Fair of Training Firms in Plovdiv, Bulgaria, first State competition in electronics, etc. We organised trainings for teachers teaching Training firms, ICT training for teachers, workshops for development of Programme for counselling and training for potential entrepreneurs in vocational schools, trainings for young and unemployed in the field of ener- gy efficiency, seminar on service offers for vulnerable demograp- hic groups, and also an initiative for founding a regional cluster of knowledge for teacher training. Also, an exchange of experience among the coordinators for professional development from vocational schools and resource centres has been organised, and a poll on decreasing number of students in vocational schools has been conducted. During previous months significant steps were made in develo- pment of new methodological documents regarding the modula- risation and credit evaluation of educational programmes. New occupational standards, standards of qualifications, education and training programmes were created. VET Centre and the Faculty of Economics in Podgorica signed an Agreement on educational, scientific research, professional and te- chnical cooperation, in order to develop and raise the quality of lifelong entrepreneurial education for high school and university students. In February, the final conference of the Tempus project “Develo- pment of the lifelong learning concept at the University of Mon- tenegro – Dellco“ was organised. In April, the implementation of a nine-year project ECO NET, conducted by KulturKontakt from Austria in partnership with Ministry of Education and the VET Centre, was successfully completed. Also, a short film promoting Training firms teaching methods has been made. Also in April, the tenth anniversary of Hanns Seidel Foundation’s cooperation with Montenegrin partners has been celebrated. Montenegro is the first country in which FRAME project is being implemented, and VET Centre is one of the institutions included in this project. We are hoping that the VET Centre will continue being an intere- sting and attractive partner to domestic and foreign organisations with a goal of fostering development and improving vocational edu- cation and lifelong learning in Montenegro. ank you for reading our newsletter! Student competition for the best business plan

� Competition for the best business plan for stu-dents from vocational and mixed schools from Bijelo Polje, Berane, Mojkovac, Andrijevica, Plav and Žabljak, in which the “Youth enterpreneurs“ programme is being implemented, took place in the premises of VET School in Bijelo Polje on 20 February 2013. The event was organised by the VET Centre, Ministry of Education and Project MNE/011.

�This competition was an opportunity for stu-dents to show their enterpreneurial knowledge and skills, and to present their business ideas and business plans achieved through continuous teamwork. Sudent business teams and their pre-sentations were evaluated by a five-member jury, comprised of representatives from Faculty of Eco-nomics in Podgorica, Montenegrin Commercial Bank, Direction for Development of SME, Busi-ness incubator “Inventivnost“ and “Alter Modus“. “Alter Modus“ and Project MNE/011 sponsored the awards.

�The three best business plans were awarded:

� 1. place – tablet computers for students and the-ir mentor

� 2. place - cash prize

� 3. place – cash prize

�The competition organisers from the VET Centre were S. Obradović and S. Brkanović.

International Training Firms Fair in Plovdiv

Author: Sandra Brkanović �Ministry of Education and Science of Bulgaria and Bulgarian Service Centre for training firms organ-ised the International Student Training Firms Fair on 18 and 19 April in the city of Plovdiv. The fair was attended by 150 training firms coming from 10 countries. Eight training firms from Monte-negro (from Podgorica, Tivat, Nikšić, Kotor and Herceg Novi) presented their products and ser-vices. Students from the training firm “Honey bee“ from Secondary School of Economic “Mirko Vešović“ from Podgorica won the second place in the competition, while the “Watt energy“ train-ing firm from the same schools received a special award for a successful presentation at the fair. Par-ticipation of representatives from Montenegro has been organised with support from the Austrian organisation KulturKontakt and other sponsors. Except from students and their teacher mentors, Montenegrin delegation included S. Obradović and S. Brkanović, the coordinators of Montene-grin Service Centre for training firms.

Twenty four teams comprised from students from ten vocational schools and one gymnasium participated in the competitive part of the fair, while the showcase part of the fair included presentations from students from “FTC Montenegro“ team with their award winning ro-bot from Bucharest, students from “FLL“ team with their Lego robot, and students from Facul-ties of Electrotechnics and Mechanical engineer-ing with “Makerspace“.

� General director of the Ministry of Science, D.Petrušić, opened the fair, before prof. dr S. Kadić, president of the “Youth Inventors of Mon-tenegro“ foundation, D. Rajković, VET Centre di-rector and M. Vukčević from Montenegrin Com-mercial Bank, the main sponsor of the fair, also addressed the audience.

� After an analysis, the jury made a decision on best inventions in following categories:

First State Championship in Electronics

� First State Championship in Electronics was or-ganised in the Secondary School of Electrical En-gineering “Vaso Aligrudić“ by the Ministry of Ed-ucation, VET Centre, and the aforementioned school on 25 May 2013. Student parliament from “Vaso Aligrudić“ school initiated this competi-tion, and received funding for the project with-in Juventas, and subsequent support from the VET Centre and the Ministry. Attendees were ad-dressed by the host school headmaster, V. Pićurić, and the VET Centre director, D. Rajković, who opened the competition. Besides the host school, which won the competition, other participants were from VET School from Nikšić (second place), VET School from Pljevlja (third place) and MS “Mladost“ from Tivat (fourth place). The com-petition itself included a theoretical, practical and oral part. The awards were sponsored by Monte-negrin Telecom. S. Brkanović participated in the organisation of the competition as a VET Centre representative.

Methodology of evaluation and monitoring in educationAuthor: Jelena Knežević

� Training entitled “Methodology of evaluation and monitoring in education“ was organised by the Centre for Educational Policies, within the ERI SEE programme, for members of SEEVET-Net network in Skoplje on 17 and 18 December 2012. Due to bad weather conditions, seminar for rep-resentatives from Montenegro and Serbia took place in Belgrade instead. Training programme introduced the attendees to the methodology of evaluation and monitoring in education in order to develop the methodologies for writing, imple-menting and evaluating projects. The seminar was led by Mrs Z. Milivojević, sociologist from the Ministry of Education, Science and Technological Advance of Republic of Serbia. VET Centre rep-resentatives, J. Knežević and V. M. Radošević, at-tended the training.

Workshop for developing the Pro-gramme for counselling and train-ing of potential entrepreneurs in secondary vocational schools

� First Workshop for developing the Programme for counselling and training of potential entre-preneurs in secondary vocational schools, titled “Enterpreneurial centres in secondary vocational schools“, was organised by the VET Centre, Minis-try of Education and Project MNE/011 in Miločer on 30 and 31 January 2013. Besides the represen-tatives from organising institutions, the work-

shop was attended by the representatives from Di-rectorate for development of SMEs, Chamber of Commerce, Employment Agency, Faculty of Eco-nomics and Business Incubator, as well as voca-tional school headmasters from Mojkovac, Bijelo Polje and Berane. The workshop was opened by O. Vodita, technical advisor of Project MNE/011, M. Nikolovska, counsellor with the ETF, and D. Rajković, director of VET Centre. Representa-tives from educational centre Zrinski from Zagreb served as facilitators.

� During the two-day workshop, the working group has analysed the current state of play of entrepre-neurial learning in Montenegro, and drafted its vision of entrepreneurial centres in three munic-ipalities, which would have an educational, ad-visory and research role. At the next workshop, a detailed description of assignments and activi-ties of each institution in this joint project will be agreed upon. VET Centre representatives were S. Obradović, S. Brkanović and I. Vučinić.

Training of teachers teaching Training firms subject

�The seminar for teachers who are teaching Train-ing firms was organised by the Service Centre for training firms and the Austrian organisation Kul-turKontakt on 14 and 15 February 2013 in the Min-istry of Education conference room in Podgorica. The main topic was: communication and presen-tation skills and market research, and the lecturer was prof. Jelena Žugić from the Mediteran Univer-sity. Service centre coordinators, S. Obradović and S. Brkanović, also attended this seminar.

ICT training for Training firms teachers

�The third module of ICT training for teachers who conduct teaching in the field of training firms was organised by KulturKontakt and Service Centre for training firms from 21 to 23 February 2013. The training was attended by fourteen teach-ers from seven secondary mixed and vocation-al schools. The training took place in premises of “Vaso Aligrudić“ high school in Podgorica, and D. Stanić, IT advisor from VET Centre, was the lec-turer.

Cluster of knowledge – teacher training

�With support from the Task Force Fostering and Building Human Capital (TFBHC) and Education Reform Initiative of South Eastern Europe (ERI SEE), VET Centre has started an initiative for cre-ating a regional cluster of knowledge regarding the topic of teacher training. Regarding this idea, on

22 Ferbruary in Podgorica, the kick-off meeting took place, which included representatives from relevant institutions from the following countries: Albania, Kosovo, FYR Macedonia, Romania, Ser-bia and Montenegro. The meeting was also attend-ed by representatives from Centre for Education-al Policy, Regional Cooperation Council (RCC), University of Innsbruck, University of Montene-gro and TFBHC. The participants presented cur-rent state of play in the field of teacher training in their respective countries, and discussed pos-sible forms of future cooperation regarding this is-sue. At the end of the meeting it was decided that the organiser unifies conclusions and propositions in cooperation with the Centre for Educational Policy, and forwards them to all the participants in order to define further steps and activities. At this meeting, VET Centre was represented by D. Rajković – director, R. Kosović, J. Radunović, I. Vučinić and G. Blagojević.

Seminar “Service offerings to the most vulnerable population”Author: Ljiljana Garić

�Ministry of Labour and Social Welfare has organ-ised a three-day seminar “Service offerings to the most vulnerable population”. The seminar was led by experts from France, with whom Ministry and Employment Agency of Montenegro main-tain a successful long-term cooperation. The ex-perts have presented the offer of services to the most vulnerable population in France, with a spe-cial emphasis on offerings for youth, unemployed long-term job seekers, unemployed without per-manent place of residence, addicts, etc. Seminar participants from the Ministry and the Employ-ment Agency presented service offerings for the vulnerable population of Montenegro. Seminar was attended by the representatives from the Min-istry and Employment Agency, as well as Lj. Garić and V. M. Radošević from the VET Centre.

� VET Centre, in cooperation with Project MNE/011, has implemented five training modules on active teaching methods for teachers of theo-

retical and practical subjects in the fields of agri-culture, nutrition and veterinary medicine.

� As a sequel to these activities, a study visit to so-cial partners in Podgorica and Bar, and Second-ary Agricultural School in Bar, and VET School “Spasoje Raspopović“ in Podgorica has been or-ganised. The visit was organised by the VET Cen-tre, with support from Project MNE/011, and it was implemented from 28 February to 2 March 2013. Study visit participants were: 13 teachers from six schools from North Eastern Montenegro in which agricultural educational programmes are being conducted with support from the aforemen-tioned Project, and one representative from both the Project and the VET Centre. During the vis-it to the schools, the teachers have exchanged ex-perience on their work and ways of application of teaching methods in practice through conver-sation and attending classes. Also, it was agreed to organise more frequent meetings, in order to achieve higher quality of teaching in agricultural schools through joint planning and work. During the visits to AD “Plantaže“ in Podgorica and the Veterinary Centre in Bar, future cooperation be-tween schools and economy has been agreed upon in talks with company executives.

Project ”Training of young and unemployed in the field of energy efficiency and citizen education“Author: Ljiljana Garić

� VET Centre is one of the partner institutions in implementation of the project ”Training of young and unemployed in the field of energy efficiency

and citizen education“, which is being carried out by the Chamber of Entrepreneurship and Skilled Crafts of Montenegro. One of the project goals is to introduce the youth to the advantages of en-ergetic efficiency and possibilities of energy con-servation. A number of activities were organised within this project.

� Central Project activity, the workshop titled “En-ergetic efficiency“ was organised for vocational school students and the unemployed at the Facul-ty of Economics in Podgorica on 15 March 2013. Through presentations given by the experts in the field of electrical engineering, architecture and construction, workshop participants were intro-duced to different aspects of energetic efficiency. Results from the workshop evaluation show that main workshop goals have been accomplished, and that around 80% of participants have given the workshop the highest marks in all the aspects evaluated.

Organised training for examiners in the process of acquiring professional qualificationsAuthor: Ljiljana Garić

�The Examination Centre of Montenegro imple-mented the training on conducting the evaluation procedure for examiners in the process of acquir-ing national professional qualifications ”mountain guide” and “raft leader”. The training was conduct-ed by the Examination Centre team, with follow-ing members: G. Jelovac, Z. Minić, T. Čarapić, T. Vujošević, with Lj. Garić from the VET Centre.

Project FRAME Montenegro – component I: Foresight

�The European Commission has trusted ETF with the assignment of providing support to countries in the EU enlargement process with their efforts to empower their human resources. The general goal is to promote sustainable economic development and social cohesion in medium and long term, with special consideration of Europe 2020 strat-egy. The FRAME project has four components: foresight, review of institutional arrangements, monitoring and regional cooperation.

�Montenegro is the first country to implement the FRAME project, and the first component was suc-cessfully implemented on 23 and 24 April, within which representatives of relevant institutions have coordinated a common vision, defined the pri-orities and made a road map for skills for Mon-tenegro in 2020. The institutions involved in this project are: Ministry of Labour and Social Wel-fare, Ministry of Science, Ministry of Education, VET Centre, Employers’ Association, Chamber of Commerce, Employment Agency, MONSTAT, Di-rectorate for Development of SMEs, etc. VET Cen-tre was represented at all three workshops within this first component (starting from 26 February) by D. Bošković, I. Vučinić and G. Blagojević.

Workshop ”From idea to implementation“Author: Srđan Obradović

�Workshop ”From idea to implementation“, dedi-cated to entrepreneurship, was organised by the Employers’ Association and National Partnership for Entrepreneurial Learning in Podgorica on 30 April 2013. Representatives from Employers’ As-sociation, Employment Agency, Faculty of Eco-nomics and National Partnership for Entrepre-neurial Learning spoke about the development and significance of entrepreneurship. Experienc-es about starting their own businesses were shared with students by the representatives from Business incubators from Podgorica and Bar, and successful young entrepreneurs. Students from virtual train-ing firm “Honey Bee” from Secondary School of Economics “Mirko Vešović” from Podgorica pre-sented their firm and its business plan. Students from VET School “Vukadin Vukadinović” from Berane, who won the Best business plan compe-tition, also presented their idea and business plan. VET Centre representative, S. Obradović, intro-duced the participants to the development of en-trepreneurial learning in secondary vocational ed-ucation.

Procedures for the implementation of professional practiceAuthor: Dušan Bošković

�The workshop with a goal of drafting the Proce-dure for the implementation of professional prac-tice in the fields of tourism and hospitality indus-try took place in “City“ hotel in Podgorica on 17 May 2013. The workshop was organised by Kul-turKontakt and the VET Centre, and it was attend-ed by representatives from the Ministry of Edu-cation, Ministry of Sustainable Development and Tourism, headmasters from secondary schools of tourism, teachers of practical subjects and prac-tical education coordinators. The main goal of creating procedures is to establish consistency of quality of implementing the professional practice. After the final version is created, KulturKontakt will publish the Procedures and distribute them to schools and their social partners.

Final conference of the Tempus project “Development of the lifelong learning concept at the University of Montenegro – Dellco“Author: Ljiljana Garić

� University of Montenegro organised the final con-ference of the Tempus project “Development of the lifelong learning concept at the University of Mon-tenegro – Dellco“, which was held on 27 February 2013. This conference marked the end of the Project, which started being implemented in October 2010, and included creation of the strategic document for lifelong learning at the University of Montene-gro, capacity building for creating lifelong learning courses, and promoted lifelong learning in academ-ic and wider communities. Within this project, two pilot modules have been created, and the Centre for Career Development Orientation has been es-tablished at the University of Montenegro. Through these activities we managed to improve the cooper-ation with the Ministry of Education, Employment Agency and Chamber of Commerce, who are the key partners for the University in the process of its opening towards the society and adjusting the edu-cational offer to the needs of society and economy. VET Centre employees Lj. Garić and D. Bošković, who participated in Project implementation, attend-ed this conference.

Project MNE/011 Management Board and award ceremony for the best business plan

Author: Ivana Vučinić �The meeting of the Management Board of Project MNE/011 – “Fostering vocational training in North Eastern Montenegro“, lead by the minister of edu-

cation, Slavoljub Stijepović, took place on 24 April 2013. At this meeting, plan of the activities imple-mented during the past year has been presented, and a new action plan regarding the activities to be implemented in the coming period has been adopt-ed. Also, the plan and budget for implementing the project of opening enterpreneurial learning centres in three vocational schools in Nort Eastern Mon-tenegro (Mojkovac, Berane, Bijelo Polje) has been approved. At this meeting, minister of education handed out awards to the winners of the Best busi-ness plan competition, held in March 2013. Win-ners of this competition were students from VET School “Vukadin Vukadinović“ from Berane, and the awards – tablet computers for each group mem-ber, were provided by the Project MNE/011.

Regional meeting of the training firms’ Service Centres

Author: Sandra Brkanović �The regional meeting of training firms’ Service Cen-tres from Austria, Albania, Bosnia and Herzegovi-na, Moldova, Kosovo, Romania, Serbia and Monte-negro was organised in Podgorica from 7 to 9 May 2013 by KulturKontakt from Austria and TF Service Centre from Montenegro. Since the ECO NET proj-ect is finished or in its final phase in these countries, it was necessary to make an agreement between the countries’ representatives on future cooperation and joint participation in projects. A common portal for communication and exchange of documents, and the signing of a cooperation agreement is planned in the coming period. M. Poll, Austrian expert, moder-ated the meeting, and the participants were greeted by D. Rajković, VET Centre director, R. Mršić, ECO NET project coordinator for Montenegro, and M. Mott, head of the Department for Education at Kul-turKontakt. The meeting was organised by Monte-negrin TF Service Centre coordinators, S. Brkanović and S. Obradović.

Exchange of experiences between the coordinators for professional development from vocational schools and resource centresAuthor: Jadranka Radunović

� The activity “Exchange of experiences during the first cycle of implementing of the Professional develop-ment on school level system in vocational schools and resource centres“ was implemented on 26 April 2013 by VET Centre, and included coordinators for pro-fessional development from these institutions. Co-ordinators from Agricultural School from Bar, VET School from Pljevlja, VET School “I. Uskoković“ from Podgorica and First Vocational School from Nikšić presented the examples of good practice and challenges that existed during the implementation of this model in their schools. Coordinators from re-source centres in Podgorica and Kotor also presented the main characteristics of this process in their insti-tutions, and made common conclusions on experi-ences and activities carried out so far. J. Radunović, counselor at the VET Centre, presented the analysis of plans for professional development on school lev-el and personal professional development plans from the past period, the evaluation procedure from the first cycle, and further steps for the period 2013-2015.

Finalisation conference of the ECO NET project in Montenegro

Author: Sandra Brkanović � POn the occasion of finalisation of the ECO NET project, which the Austian organisation KulturKon-takt had been implementing in Montenegro from 2004 to 2013 in cooperation witt the VET Centre and Ministry of Education, the final conference took place on 8 May 2013 in hotel “Podgorica“.

� The conference was attended by representatives from KulturKontakt, Ministry of Education, VET Centre, Austrian Embassy in Montenegro, Chamber of Com-

merce, Employers’ Federation, Directorate for Devel-opment of SMEs, Faculty of Economics, headmasters and teachers from 15 secondary vocational and mixed schools, and representatives from training firms Ser-vice Centres from Moldova, Romania, Serbia, Bosnia and Herzegovina, Kosovo, Albania and Austria.

� Secretary S. Raičević addressed the participants on behalf of the Ministry of Education, His Excellency Ambassador Martin Pammer did so on behalf of the Austrian Embassy, while director D. Rajković spoke on behalf of the VET Centre. Mrs M. Mott, head of the Department for Education of KulturKontakt , and Mr R. Mršić, head of the KulturKontakt office in Pod-gorica gave speeches about the activities that have been implemented within the ECO NET project. S. Brkanović and S. Obradović, Training firms’ Service Centre of Montenegro coordinators, and advisers at the VET Centre, also addressed the audience.

ETF Conference: ‘Torino Process: Moving Skills Forward’

Author: Rajko Kosović �The main European Training Foundation confer-ence in 2013 took place in Turin on 8-9 May, ti-tled “Torino Process: Moving Skills Forward“. This event has gathered around 200 participants – poli-cy makers, experts and practitioners in the field of vocational education and training from ETF part-ner countries, international organisations and EU institutions. The main goal of this gathering was to discuss the results of Torino Process, which refers to reports on policies in the field of vocational ed-ucation and training in the participating countries. The Montenegrin delegation was made up by repre-sentatives from the Ministry of Education, Ministry of Labour and Social Welfare and VET Centre. The conference was concluded by adopting the Torino Declaration, which contains the main priorities for development of vocational education and training in 25 ETF partner countries.

Decreasing number of students in vocational schoolsAuthor: Vjera Mitrović-Radošević

� In cooperation with professional services and leaders of educational institutions, data on vocational education dropout rates for the academic 2011/12 year has been collected. The main subject to this research was drop-ping out of vocational education, which we define as leaving education before acquiring qualifications, i. e. a diploma or a certificate. The numbers that were gath-ered based on data from 31 schools show that the drop-out rates for students enrolled in vocational education in 2011/2012 are relatively low – 4,18% left school dur-ing the year, while only 2,12% of students received no qualifications by the end of the academic year.

� The dropout rates in previous academic year were somewhat higher in three-year education programmes (9,21%) than in four-year education programmes, and also more male students left education (5,41%) than the female ones (2,55%). Also, higher dropout rates were registered in lower grades. The most often rea-son for high school students expulsion are unjustified absences from classes. Other most common reasons are voluntary abandonment of education for male stu-dents, and marriage for female students.

� Like most other problems, dropouts are best dealt with by preventing the problem before the expulsion from school, so we are left to plan how to preclude the reasons that cause the young people to abandon their education. The aspects that are recognised to require constant and thorough work are: improving quality and attractiveness of vocational education, connect-ing education with the labour market, continuous monitoring of educational system results, etc.

New qualifications in the field of blood transfusionAuthor: Vjera Mitrović-Radošević

� Following an initiative from IPA project “Imple-menting European blood transfusion system in Montenegro“, VET Centre, in cooperation with In-stitute for Blood Transfusion of Montenegro, devel-oped occupational standards “Medical technician of transfusion medicine in the field of collecting and

processing blood“ (level IV-1) and “Higher medi-cal technician of transfusion medicine in the field of collecting and processing blood“ (level V).

� Until now, these duties were done by nurses-techni-cians for work with blood transfusion, who acquired their knowledge and qualifications outside Monte-negro. By establishing the Institute for Blood Trans-fusion as an independent institution, necessary conditions for educating staff in Montenegro have been met. Education for this profession is planned through a higher vocational school programme, within which candidates will acquire the qualifica-tion of Higher medical technician of transfusion medicine, and the vocational qualification of Medi-cal technician of transfusion medicine in the field of collecting and processing blood.

�The standards were created by a group of transfusi-ologists led by the director of the Institute for Blood Transfusion, prim. dr Gordana Rašović, and coordi-nated by V. M. Radošević from the VET Centre.

Short film on working in training firmsAuthor: Srđan Obradović

� KulturKontakt finished filming and production of a short film on working of training firms and Service Centre, in order to promote this innovative teaching method. “Training firm“ teaching method has been presented in the film, on the example of work by stu-dents from Secondary School of Economics “Mirko Vešović“ from Podgorica, and the role and signifi-cance of the Service Centre for training firms, which coordinates the functioning of all virtual firms. The film also includes sequences filmed at the Interna-tional Fair of Student Firms held in Budva in 2012, and it can be watched at the Service Centre website: www.serviscentarpzv.me

sional and technical cooperation was signed by the Dean of Faculty of Economics, late Dragan Lajović, and the VET Centre director Duško Rajković. “Vir-tual training firm“ project is being implemented by the VET Centre during the last 10 years in second-ary schools of economics in Montenegro, and it has proved to be one of the most successful projects in secondary vocational education, with a goal of ac-quiring practical knowledge and skills in the field of enterpreneurship and company leadership and man-agement. At the Faculty of Economics, the Project will be implemented through a pilot project for stu-dents in the final year of studies, who will be given an opportunity to apply their theoretical knowledge and skills in real time and during the development of their future careers through working in virtual firms. Rep-resentatives from the two institutions will also coop-erate in preparation of students for working in firms, and in encouraging students to initiate their own vir-tual firms by applying modern technological, techni-cal and entrepreneurial knowledge and skills.

Tenth Anniversary of the Hanns Seidel Foundation’s cooperation with its partners in MontenegroAuthor: Ljiljana Garić

� Hanns Seidel Foundation organised a ceremony to mark the tenth anniversary of its activity in Monte-negro. All partner institutions that maintain a long-lasting successful cooperation with this foundation have attended the ceremony: Police Administration, Human Resources Administration, Chamber of Com-merce, VET Centre, Police Academy, as well as the in-stitutions that will cooperate with Hanns Seidel Foun-dation in the near future: Constitutional Court and Faculty for State and European Studies. VET Centre director D. Rajković, Lj. Garić and M. Vuković attend-ed this ceremony.

Development of new educational programmesAuthor: Ljiljana Garić

�The Resource Centre for educating and rehabilitat-ing people with speech and hearing disabilities from Kotor has initiated and organised activities in order to develop sign language programmes for people with hearing and speech disabilities. In cooperation with the VET Centre, the Educational programme for learning Montenegrin sign language (level A and B) has been prepared. The programme goal is to ca-pacitate programme participants to use single-hand alphabet and the basics of sign language in order to establish communication with people with speech and hearing disabilities in work and general life situ-ations. The working group that participated in prep-aration of this programme was made up by repre-sentatives from the Resource Centre and Ž. Raičević, Lj. Garić and M. Jovanović from the VET Centre.

� Upon request from the Railways of Montenegro, the VET Centre has developed occupational standards, qualification standards and education programmes for training following vocations: Conductor in the rail traffic and Transport commercialist in rail traf-fic. The working group that participated in develop-ing standards and programmes was made up by rep-resentatives from Railways of Montenegro, and V. Koprivica and Lj. Garić from the VET Centre.

Establishing cooperation between education and economy in the field of tourism and hospitality industryAuthor: Dušan Bošković

� With the goal of connecting vocational schools from the field of tourism and hospitality industry with eco-nomic subjects, in cooperation with the Ministry of Ed-ucation and Ministry of Sustainable Development and Tourism, we conducted a visit to all vocational schools who teach students in this field, in order to assess the possibilities of our educational system and presenting labour market needs. The schools have been visited by Dušan Bošković from the VET Centre and Danijela Šuković from the Ministry of Sustainable Development and Tourism. In direct communication with school headmasters and teachers, especially those teaching practical subjects, there was an information exchange, and certain activities were agreed upon in order to pro-mote this vocation, involve economy in the teaching process and employ our staff during the tourist season.
