THE POSITION The Information Technology Manager(s) manage information technology services,

including strategic direction and goals, operational execution, and oversight of technology

governance and enterprise architecture portfolios. Under the general guidance of the IT

Director, manages the organizational interface to users and provides frontline supervision

in the delivery of services.

IDEAL CANDIDATE PROFILE

The ideal candidate will be a curious and creative leader who understands the critical role that Information Technology plays in business success. Preferred candidates will demonstrate an understanding of using best practice and continuous improvement to optimize technology service delivery with a customer service orientation. The position effectively manages and inspires a team of highly talented and passionate professionals to achieve department goals, business continuity and team success. City of Bend Information Technology’s mission is to “Partner with the City’s business units to deliver quality and innovative technology solutions”. Ideal candidates must have information technology service management experience. This resourceful professional understands the current technology landscape, predicts trends in technology and develops plans and strategies to keep the City of Bend at the forefront of technology leadership.

CRITICAL FUNCTIONS, DUTIES AND RESPONSIBILITIES INCLUDE:

Oversees assigned programs, including managing staff, establishing priorities and planning to achieve goals and objectives, making decisions regarding budget and purchases/procurements, evaluating performance, identifying and implementing solutions, developing policies and procedures and ensuring the continuous improvement of them.

Establishes and maintains standards and methodologies for service management, configuration management, security practices and business continuity readiness.

Manages Enterprise Architecture domains and IT Governance elements within portfolio. Ensures that management strategies are current best practice and meeting customer business needs.

Develops plans for deployment and support of technical solutions that address the City's business needs and technical infrastructure; measure performance through the establishment, implementation, and evaluation of metrics and report on effectiveness.

Develops and implements procedures to improve efficiency of activities; assesses, monitors and evaluates service delivery methods and procedures; directs and implements quality assurance and other various programs to ensure compliance with Federal, State and Local laws, permits and regulations.

Manages and directs compliance efforts related to licensing and information protection. Ensures compliance with defined incident response guidelines and classify incidents correctly within the technical environment with appropriate response and analysis; addresses risks and develops plans for future corrective action. Manages projects for new systems implementations and infrastructure enhancements.

Develops life cycle management strategies to facilitate the implementation of new technologies that maximize the service life of existing investments in core infrastructure components.

Evaluates, updates and aligns department procurement processes, including development of specifications, RFP, bid packages, contracting selection and contract development and management, ensuring compliance with all related regulations.

Collaborates with business units to identify and implement quality and innovative technology solutions to support their service delivery.

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

Any equivalent combination of education and experience providing the incumbent with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be a bachelor's degree and at least 9 years’ experience in a similar position and/or performing similar tasks with 4 to 6 years of people management experience. Experience leading and maintaining a centrally controlled configuration management environment providing application delivery and patch management.

COMPENSATION AND BENEFITS

The pay range for this position is $80,185-$104,146. Benefits include:

15 Vacation days per year The City of Bend participates in the PERS Retirement System. Employees become PERS members after working six full calendar months in a qualifying position requiring at least 600 hours worked per 12-month period. Contributions on the employee’s behalf begin following completion of the six-month waiting period. The City makes “employer” contribution based on the employee’s Tier I, II or OPSRP member status.
