Temporary Certification Requirements

Florida Statute provides an avenue for an individual to be issued a teaching certificate while requirements are completed for the Professional Certificate. The Temporary Certificate is valid for three school years (July 1 - June 30) and is nonrenewable.

Submits passing scores on the following Florida Teacher Certification Examinations (FTCE):

For experienced teachers with non-Florida certificates, a Professional Certificate may be obtained by documenting the following:

Hold a valid standard teaching certificate from another state; Apply for Florida certification in the subject(s) shown on the out of state

Overview

Florida offers a number of traditional and alternative educator preparation routes that lead to full Professional certification. Some routes are direct pathways to the Professional Certificate. For other routes, the individual first teaches under a Temporary Certificate and then moves to the Professional Certificate.

Educator Preparation Routes

The Routes to a Florida Professional Certificate Chart (PDF) shows all of the educator preparation options, traditional and alternative, leading to the full Professional Certificate. Pathways to a Temporary Certificate

Applicants who do not currently meet all requirements for a Professional Certificate, can qualify for the Temporary Certificate with one of these pathways:

1. Bachelor's Degree with a Passing Score on the Florida Subject Area Examination (for subjects that require no more than a bachelor's degree)

2. Bachelor's Degree with a Valid Certificate Issued by American Board for Certification of Teacher Excellence (ABCTE)

3. Bachelor's Degree with a Major in the Content Area 4. Bachelor's Degree with Required Courses and 2.5 GPA in the Content Area

Pathways to Upgrade from a Temporary to a Professional Certificate

The individual who has been teaching under a Temporary Certificate can move to the Professional Certificate with one of these pathways:

1. Valid Certificate Issued by American Board for Certification of Teacher Excellence (ABCTE) and Demonstration of Professional Education Competence in the Classroom

2. Florida Professional Development Certification Program and Passing Florida Certification Examinations

3. College Professional Training Option, Teaching Experience, Demonstration of Professional Education Competence in the Classroom, and Passing Florida Certification Examinations

4. Professional Preparation College Courses, Teaching Experience, Demonstration of Professional Education Competence in the Classroom, and Passing Florida Certification Examinations

Step 1: Completing Your Initial Application Package

All completed application packages must have:

A completed CG-10 application form (More Info?) Appropriate processing fee for each subject you request (More Info?) Official transcripts showing all degrees and credits (More Info?) If applicable, copies of teaching certificate(s) you hold from U.S. states or

territories (More Info?)

Your application package cannot be evaluated until it is completed, submitted and all items received in the Bureau of Educator Certification.

Completing the Application (Form CG-10)

The best way to complete and submit your application is via the Online Licensing Service site. At the end of the Steps to Certification, you will be given instructions on how to complete your application online or, if necessary, how to obtain a hard copy application form. If you completed an education program from an institution outside the United States, special information about documenting your educational training will be found under Applicants with Foreign Academic Training.

Read and follow the application instructions carefully! Applications with blank or improperly completed sections will not be evaluated.

Common Errors

If you acknowledge (select "Yes") a criminal offense record or sanction of a certificate in the Legal Disclosure section, you must provide the details of the offense record or sanction. If no information is listed to explain an offense or sanction, the application will be considered incomplete and will not be evaluated.

You must acknowledge all criminal offense records and certificate sanctions on each application you submit, even if you acknowledged them and they were previously reviewed. Acknowledgement is required in accordance with the Principles of Professional Conduct for the Education Profession in Florida.

Submitting the Correct Processing Fee

When you apply for a Florida Educator's Certificate your application package must include the appropriate processing feefor each subject or endorsement you request on your application. The online application will automatically calculate the appropriate processing fees for the application actions you select.

You may submit your payment online using a VISA or

MasterCard debit or credit card. Processing fees are nonrefundable. If necessary, you may submit payment by cashier's check, personal check or

money order.

Common Errors

Place your social security number or Florida DOE License# on your check or money order to ensure proper accounting. If you do not have a U.S. social security number or Florida DOE License# then include your date of birth.

If a personal check is returned by your bank, a $30.00 bad check fee will be assessed in addition to the amount of the check you submitted. Your application will not be evaluated until all fees have been received.

Submitting Official Transcripts

You must submit an official transcript showing at least a bachelor's degree from an accredited or approved U.S. institution to apply for a certificate. College level credits awarded by the American Council on Education (ACE) are also acceptable.

It is recommended that you submit official transcripts from all accredited or approved U.S. institutions at which you earned postsecondary credit.

If you have earned your degree(s) from outside the United States, you must hold a degree that is determined to be equivalent to a U.S. accredited bachelor's degree. This initial determination of degree equivalency is made by a credential evaluation agency. Common Errors

Only official transcripts will be evaluated. Do not submit photocopies, grade reports, or internet printouts.

Submit official transcripts from all colleges attended. Your evaluation may be incomplete and you may be deemed ineligible for certification without all of your postsecondary credit and relevant credentials officially documented in your file.

Be sure that your social security number or Florida DOE License# is on each transcript. Some institutions do not display the social security number without a specific request from the student. Therefore, ask the registrar's office when you request transcripts that your social security number be shown on your transcript. You may also write your social security number or Florida DOE License# on the document.

Submitting Out-of-State Certificates

If you hold a valid standard certificate from a state other than Florida or a U.S. territory, submit a photocopy of the front and back of your valid certificate with your completed application. The certificate photcopy must include:

a certificate or license title that clearly designates its stage or level; the subject area(s) and endorsement(s) for which you qualified; the ages and/or instructional grade levels of students for each subject or

endorsement; the date(s) the certificate or license is valid; and the educator's name and unique identification number.

This documentation must be sufficient for validation of the certificate or license against official records maintained by the state or national issuing authority.

Common Errors

Be sure that your social security number or Florida DOE License# is shown on each page you submit.

Submit all valid certificates that you hold, regardless of whether you have recently taught in that state. Your evaluation may be incomplete and you may be deemed ineligible for certification without all of your relevant credentials officially documented in your file.

If your certificate shows any information in code (i.e. numbers or letters that are not defined on the certificate), submit a list of what the codes represent.

Step 2: The Official Statement Of Status Of Eligibility

What is an Official Statement of Eligibility (SOE)?

When you send a complete application package to the Bureau or Educator Certification requesting a Florida certificate, your complete package is evaluated to determine your eligibility for a Florida certificate. The result of that determination is sent to you as an Official Statement of Status of Eligibility.

The Official Statement is valid for three years and has two functions:

to officially state that "you are eligible" or "you are not eligible" for a Temporary Certificate or a Professional Certificate in the subject area you requested, and

to provide you with a customized list of the requirements you must complete to be issued full state certification in Florida.

If Your Official Statement Shows that "You Are Eligible" for a Certificate

1. Your Florida Temporary Certificate is issued when: o your Official Statement states that "you are eligible" for at least a

Temporary Certificate, and o you are employed as a teacher and your fingerprints are processed before

your Official Statement expires. 2. When your certificate is issued, the list of requirements on your Official

Statement must be completed before the expiration date of your Temporary Certificate.

3. If your Official SOE expires before you are employed in a Florida school, you may re-apply for a new evaluation. Your eligibility will be based upon the certification laws and rules in effect at the time your new application is received.

Steps to Take If "You Are Not Eligible" for a Certificate

1. You must qualify for at least a Temporary Certificate to be employed as a teacher. If your Official SOE indicates that "you are not eligible" for a Florida certificate, it will provide you with options for completing necessary requirements to become eligible for certification.

2. When you have completed the requirements listed on your Official SOE for the Temporary Certificate, send official documentation to the Bureau of Educator Certification. Then, your application package will be scheduled for a re-evaluation, and you will receive a "revised" Official SOE indicating that "you are eligible" for a Florida certificate.

3. Once you receive your Official SOE indicating "you are eligible" for a Temporary Certificate, you may then seek employment in a Florida elementary or secondary school.

Step 3: Employment In A Florida Elementary Or Secondary School

To be issued a Florida Temporary Certificate, an individual must be employed either in a public school or a nonpublic school that has a state-approved program for demonstration of professional education competence (a requirement for issuance of a Florida Professional Certificate).

The following sites will assist you in contacting school districts or other school employers:

Traditional Public Schools

Florida has 67 public school districts (each county is a school district) and several developmental research schools and state-supported schools which operate as independent school districts. Each school district is responsible for employing teachers from among those eligible for certification. Please make direct contact with each school district in which you might like to teach.

Charter Public Schools

Charter schools in Florida are public schools and are sponsored by the school district in which they reside. Each charter school employs its own teachers and administrators, but the school district's personnel staff provide the necessary certification assistance for charter school instructional employees. If you are employed by a charter school, you should work with the local school district for fingerprinting and other educator certification procedures.

Florida Virtual Schools

The Florida Virtual School is the largest state virtual school in the nation and each school district operates online schools, programs and/or courses for their students. Florida's virtual schools and programs provide high quality online instruction and curriculum, which meet state and national standards, and are held accountable for student and school performance. The Florida Virtual School is responsible for employing teachers from among those eligible for certification. If you are employed by an approved virtual education provider, you should work with the local school district for fingerprinting and other educator certification procedures.

Private Schools

Florida has a number of private or nonpublic schools, which serve many of Florida's students both independently and through various affiliations and associations. Several of the Florida nonpublic school associations have state-approved programs for

demonstrating professional education competence which are implemented in each of their member schools.

Individuals Not Seeking Florida Employment

The individual who is a citizen of the United States and holds an Official Statement of Status of Eligibility (SOE) verifying eligibility for a Florida Professional Certificate is issued the certificate after his/her fingerprint screening results have been cleared. Proceed to Step 4 (Submitting Fingerprints for Certification) and review the section entitled "Individuals Not Seeking Florida Employment."

The Florida Temporary Certificate is not issued until the individual is employed in an approved Florida school. Please refer back to the above sections for information on employment in Florida’s traditional public schools, charter public schools, the Florida virtual schools, or private schools.

Step 4: Submitting Fingerprints For Certification

INFO GIVEN FROM IVY HAWN: Changes have been made to the "Fingerprint Processing Instructions" Please read carefully!

Each person who seeks certification in Florida must be fingerprinted and screened in accordance with Florida Statutes and must not have been convicted of a disqualifying offense. A person may not receive a certificate until the person's background screening is completed and the results submitted to Educator Certification.

Fingerprints are submitted to the Florida Department of Law Enforcement (FDLE) for statewide and to the Federal Bureau of Investigation (FBI) for federal criminal records checks. The fingerprint processing fees for the required background screening (state and federal) may be borne by the district school board, charter school, employee, or contractor.

Employees of Public Schools

Employees of Florida traditional and charter public schools have fingerprints taken through the school district's personnel office for employment. Background screening results are returned to the employing school district and most often automatically forwarded to Educator Certification.

If the results of your fingerprints are clear, your certificate is issued within 30 days of our Bureau's receipt of your district's request.

If the results of your fingerprint processing reflect any criminal offense record or if you reported a record on your application for a Florida Educator's Certificate, your application will be referred to Professional Practices Services for review. That office will contact you regarding information needed to review your records for determination of eligibility for a certificate. Issuance of your certificate will be pending the results of this review.

If your fingerprint results were rejected due to being illegible, you will be notified by your employer in writing with additional instructions.

Employees of Nonpublic Schools

Individuals who hold a Statement of Status of Eligibility (SOE) verifying eligibility for a Florida Temporary Certificate may be issued a Florida certificate if the employing nonpublic school has a state-approved program for demonstration of professional education competence (PEC).

If you are employed in an approved nonpublic school, follow the required fingerprint processing instructions and consult with your employer. Upon completion of the specific certification fingerprint requirements, your school administrator will forward a request to issue your certificate either directly to our Bureau or to the accrediting association to which your school belongs.

The individual who is a citizen of the United States and holds a Statement of Status of Eligibility verifying eligibility for a Florida Professional Certificate is issued the certificate after his/her fingerprints have been cleared. The U.S. citizen, eligible for the Professional Certificate, who is not seeking employment in Florida or has an immediate need for issuance of the Professional Certificate should follow the fingerprint processing instructions.

Please note: If an individual chooses to have his/her fingerprints processed prior to Florida employment for issuance of the Professional Certificate, it may be necessary to have the fingerprints reprocessed, and the individual may have to pay a second fingerprint processing fee as a condition of employment in a Florida public or charter school.

Carefully follow the fingerprint processing instructions If the results of your fingerprints are clear, your Professional Certificate is issued

within 30 days of Educator Certification's receipt of the cleared records from both the Florida Department of Law Enforcement (FDLE) and the Federal Bureau of Investigation (FBI).

The Florida Department of Education launched its new Educator Certification System on November 20, 2017. All educators and applicants must establish a new online user account for access to the Online Licensing Service system. Visit EdCert VERSA Conversion for more information.

You may use the secure Online Licensing Service site to:

Submit your Application for Educator Certification in Florida (see instructions below)

Access current information about your Florida certification record Update your legal name and/or address in your Florida certification record Make payment for any unpaid fee balance using your major credit card.

Completing your application using the new Online Licensing Service site

1. Click Begin Here for Sign-up to create a new online user account and retrieve your temporary password sent via email.

2. Enter your User ID and password then click Sign In to access this secure site. 3. Once successfully signed in, educators will be prompted to complete an Initial

Onboarding process to match your account to existing Florida certification records. Your social security number1 and date of birth are required to complete the onboarding process.

4. The Quick Start Menu provides you a choice of options available based on your current Florida certification record.

5. For new applicants, you may Start a New Application for the available Florida certifications issued via the Bureau of Educator Certification:

o Evaluation of eligibility for Educator Certification o Evaluation of eligibility for Athletic Coaching Certification o Evaluation of eligibility for Speech Language Impaired Certification o Evaluation of eligibility for Exchange Teacher Certification.

6. If you are a certified educator, you may choose an application option to Manage

your license information, including: o Upgrade from a Temporary to a Professional Educator's Certificate

7. Complete the chosen application by entering your information as requested in each of the application sections.

o A valid social security number1 issued by the United States Social Security Administration is required for issuance of a Florida Educator's Certificate.

8. Verify and attest via Affidavit that the information you enter is true, accurate, and complete.

9. Authorize payment of non-refundable application processing fees using your VISA or MasterCard credit card.

o You will be charged the appropriate processing fee according to the certificate action or service you request.

o You will be requested to authorize payment for your application using your

VISA or MasterCard . 10. Submit additional documentation as directed.

Ensure that your social security number or Florida DOE License Number is clearly printed on all accompanying documents.

o Additional documentation may include, but is not limited to: o An official transcript bearing the registrar's seal and signature from each

Applicants with degrees from colleges or universities outside the United States should review the information for Foreign Trained Graduates or contact our office for an explanation of appropriate documentation of foreign degrees and credits.

Your application package cannot be evaluated until it is complete and received in the Bureau of Educator Certification. You may refer to the Complete Application Package instructions within the Certification Steps section of our website for more information.

1SSN Statement: Collection of your social security number (SSN) is required pursuant to §1012.56, Florida Statutes, for the purpose of promoting the public policy of Florida relating to child support. Your SSN is used by the Department as a unique identifier for maintaining your certification and related personnel records as required under the same statute. Your SSN may be disclosed to the Department of Revenue, as authorized under §1012.21, Florida Statutes, as Florida’s agency for administration of the Title IV-D program of the federal Social Security Act for child support enforcement. Failure to provide your SSN to Educator Certification will prevent issuance of your Florida Educator’s Certificate.

Certification Application Fee Schedule

The following nonrefundable application fees are authorized by State Board of Education Rule 6A-4.0012.

Initial Florida Certificate If you are applying for an Initial Florida Certificate (i.e., you have never held a Florida Certificate or your Florida Certificate has been expired for more than one year), the application fee is $75 per subject.

Moving from a Temporary to a Professional Certificate If you are applying for a Professional Certificate in one or more of the subjects on your Temporary Certificate, and the Temporary Certificate is currently valid or expired within the past year, the application fee is $75.

Addition of a Subject If you are applying to add a subject (a coverage or endorsement) to a currently valid Temporary or Professional Certificate, the application fee is $75 per subject.

Deletion of a Subject If you are applying to remove a subject (a coverage or endorsement) from a currently valid Temporary or Professional Certificate, the application fee is $20 per subject.

Renewal of a Valid Professional Certificate If you are applying to renew a currently valid Professional Certificate (with one subject or more than one subject), the application fee is $75.

Late Renewal of a Professional Certificate If your Professional Certificate expired within the past year, and you completed all of your renewal credits before the certificate expired, the total application fee is $105 ($75 basic renewal fee plus a $30 late application fee).

Reinstatement of an Expired Professional Certificate If you are applying to reinstate an expired Professional Certificate, the application fee is $75.

Athletic Coaching Certificate If you are applying for an Athletic Coaching Certificate, the application fee is $75.

Name Change If you are applying to change the name on a currently valid certificate, the application fee is $20.

Duplicate Certificate If you are applying for a duplicate of a currently valid certificate, the application fee is $20.

To complete the required fingerprint background screening, applicants may incur a fingerprint processing fee, applicable retention fees and/or additional costs assessed by individual school districts and live scan service providers. Employees of public or approved nonpublic schools must consult their employer.

Certificate Additions

Educators who hold a currently valid Florida Temporary or Professional Certificate may be eligible to add another subject coverage or endorsement. At a minimum, the educator must submit a complete application package and satisfy the subject specialization requirements outlined in State Board Rule to qualify for adding each certificate subject or endorsement.

Certified Teacher Or Administrator

Reciprocity for Out-of-state Teachers and Administrators

Florida has two reciprocity routes for certified teachers and administrators to qualify for our Professional Certificate.

Route 1: Valid Standard Certificate Issued by a State Other than Florida

The certificate shall be the valid standard educator's certificate issued by that state which is comparable to a Florida Professional Certificate, and

Be issued in a subject comparable to a Florida certification subject, and Require the same or higher level of training required for certification in that

subject in Florida, and The certificate must be currently valid (not expired or revoked).

Route 2: Certificate Issued by the National Board for Professional Teaching Standards (NBPTS)

The NBPTS certificate must be currently valid. The Florida certificate will reflect the Florida subject considered comparable to

the NBPTS subject.
