Advance Diploma in Clinical Laboratory Techniques (ADCLT) is offered as an Add-on Course
for regular students admitted to I Year B.Sc. Course of M.L. Sukhadia University. Candidate who
have passed 10+2 Examination with Physics, Chemistry and Biology from Board of Rajasthan/
CBSE or equivalent. Total Number of seats will be 20. Admission will be made purely on the basis of
merit. Reservations for SC/ST and OBC will be made as per University Rules.

Special Rules Regarding Foreign Students
A. ADMISSION
1. Candidates who have qualification from outside India and are now willing to join any course
with the University must first apply to Association of Indian Universities (AIU) Delhi for equivalence
certificate, having obtained such certificate, they should apply for eligibility letter for admission
to the University. In order to obtain eligibility letter for admission to Ph.D. Programme, the
candidate must also submit approved synopsis of Ph.D. by a recognised supervisor, along with
the application.
2. In respect of those students who produce letter of admission eligibility form this University, the
Indian mission abroad will issue Student Visa/ Research Visa.
3. The foreign students seeking admission to any course of the University including Ph.D. should
apply through their embassy/high commission. Those who have passed their qualifying
examination from a University, within India (other then MLSU) should also apply under intimation
to their embassy/high commission. They also have to submit migration certificate within one
month from the date of provisional admission.
4. A foreign national shall be eligible for admission to any course of this University provided he/
she has obtained minimum 60% marks in the qualifying examination. This rule, however, will
not apply in case of those candidates who qualify their graduation from this University.
5. For admission to First Year of Three Year Degree Course in any faculty, only those candidates
shall be eligible who had English as a subject in their qualifying examination.

6. For admission to First Year of the Three-Year Degree Course in science faculty, only those
candidates shall be eligible who had General Science as a subject in their qualifying
examination.
7. The Dean, P.G. Studies will decide the cases for Ph.D. enrollment of foreign students in
consultation with the International Students Advisor.
8. The foreign students are required to submit a Medical Fitness Certificate from the specified
authority by the Ministry of Home at the time of their admission. They will also submit an AIDS
Test Report from S.M.S. Hospital, Jaipur /R.N.T. Medical College, Udaipur for ICMR AIDS
SURVEILLANCE Centre.
9. Residential permit granted for studies and entry-visa for more than six months will be treated at
par with student visa.
10. All foreign students seeking admission to this University shall be apprised that the medium of
instruction in the University is generally Hindi at the Undergraduate level.
11. All foreign students will be admitted, if otherwise found eligible only as regular students in the
college concerned. Foreign students are not eligible to appear as a Non-Collegiate (Private)
candidate at any examination of this University.
12. Failure students shall be allowed to take regular admission in the same class only twice in the
immediate successive session. He/she shall not be entitled to become Ex-students in any
case. In case he/she does not pass any class within three years, he/she has to go back to his/
her country.
13. The University shall not accept any admission on transfer and/or
allow to change his/her admission from other educational institutes/from any other University
into this University during packaged programme of study.
14. Foreign students is required to submit a copy of the registration with Criminal Investigation
Department, Udaipur after he/she is admitted.
15. Foreign students are required to submit all original documents for verification to the Head of the
Institution while seeking admission in the college concerned.
16. Students who fail to furnish the required documents at the time of admission, his/her admission
shall remain provisional for a period not beyond 31st December every year. Thereafter
provisional admission shall be cancelled by the University/Institution and the matter shall be
reported to the Ministry and Embassy concerned.

B. FEE
1. Tuition Fee

2. University shall charge Rs.100 (One Hundred only) as Eligibility verification fee on admission.
3. Fees under all other heads charged from local students, shall be payable by foreign students
at the same rates.
C. DISCIPLINE
Foreighn students are required to maintain good conduct during the course of studies in the
University and are to act according to the advice of the Dean Students Welfare, International
Students Advisor, Head of the Institution concerned and other University authorities. Otherwise
disciplinary action shall be taken as per provisions existing in the Information Bulletin of the
University/Institute. They shall not participate into local politics and local franchise except students
Union Election wherein they will be eligible to cast a vote only.
2. The student shall make payment of college fee and University dues punctually on the prescribed dates.
3. If the foreign students remain absent from the class for one month continuously, his/her admission
will stand cancelled and he/she will be no more a student of the college.
D. MISCELLANEOUS
1. In case, a foreign student desires to leave for abroad during the course of study, he/she should
obgain No Objection Certificate from the Head of Institution/Department and Immediately on
return. He/She should submit a certificate of medical fitness to the concerned Institution/
Department.
2. So long, the student is not registered for any of the course, the University authorities will not
issue a bonafide students certificate to him.
3. The Head of the Institution/Dean P.G. Studies will send the details of the foreign students
immediately after their admission to the Registrar and the International Students Advisor.
4. All other rules and regulations for local students shall apply for foreign students also.

1. Norms of Punishment
1.1 Where a candidate is found having in his possession or within his reach any material
relevant to the syllabus of the Examination paper concerned but has not copied from or
used it :
(a) If the behaviour of the Present Examination shall be cancelled, provided that if
andidate on being the material found in possession of the candidate is or
caught is satisfactory insignificant nature, the punishment may be relaxed to the
extent of cancellation of the examination of the particular
paper (theory or practical) as the case may be and he/she
will be treated as having obtained "Zero" mark in that paper
with all the consequences to follow. However, if the
candidate so desires, he/she will be given the option of
appearing in the subsequent whole examination by
canceling the present examination as a whole. If the
material found in possession of the candidate is of
significant nature then present examination of all papers
shall be cancelled.
(b) If the behaviour of the Present examination shall be cancelled and he/she shall
candidate on being be further debarred for one subsequent examination if the
caught is unsatisfactory examination is held once a year or two subsequent
examination if the examination is held twice a year (i.e.
Semester Exam.).
1.2 Where a candidate is found to have copied from or used the material caught :
(a) If the behaviour of Present examination shall be cancelled and he shall be
candidate on being further debarred for one subsequent examination. If the
caught is satisfactory examination is held once a year or two subsequent
examination, if the examination is held twice a year (i.e.
Semester exam.), provided that if the material found in

possession of the candidate and/or the extent of copying
done by the candidate is of insignificant nature the
punishment may be relaxed to the extent of canceling the
present examination only by Unfairmeans Committee.
(b) If the bahaviour of the Present examination shall be cancelled and he/she shall
candidate on being be further debarred from appearing at two subsequent

Note :
(1) If the candidate uses resistance or violence against the invigilator or any person on examination
duty or consistently refuses to obey the instructions of the superintendent, the above punishment
may be enhanced according to the gravity of the offence.
(2) The present examination is cancelled in 1.1 (a & b), 1.2 (a & b), 1.3 (b & c) and 1.4 refers to
cancellation of only theory papers. However, if a candidate has offered dissertation/viva/voce/
field work in lieu of any paper and the sessional work (marks)/internal assessment worki
(marks) / practical work (marks) will not be cancelled in case the whole examination is cancelled.
However, if unfairmeans case is reported during practical examination 1.1 (a) would refer to
that particular practical examination only. In case of 1.2 a and b and c & 1.4 theory as well as
practical examinations both shall be cancelled.
(3) After completion of punishment period, if the candidate is reappearing in the subsequent
examination, he/she shall have to appear according to the existing scheme as well as syllabus
of the class/course. In case scheme of subject/course paper etc. changed, the candidate
exempted to appear in sessional examination and obtained theory paper marks will be
proportionate out of the maximum marks of that paper (theory + sessional).
1.5 Where a candidate is appearing simultaneously in two examinations, the examination in
which he/she has been found using unfairmeans will be cancelled, and he/she shall not be
allowed to appear in any examination of the University during the period for which he/she
is debarred.
1.6 The cases of employee candidates, indulging in unfairmeans and resorting to violence and
misbehaviour, will be reported to the officers of the department concerned besides the
punishment provided under the rules. All such cases of misconduct will be reported to the
University forth with for action by the Centre Superintendent on the prescribed from for
departmental action.
1.7 Notwithstanding the provisions regarding punishment provided in clause (3) above, the
Superintendent of the Centre is empowered to expel a candidate from the examination hall
in case of misconduct or misbehaviour as defined above.
1.8 Cases not covered under any of the above categories will be decided by the appropriate
commiteee on their merit.

Additional Provision for Dealing with the cases of Using Unfairmeans during the Examination
In addition to the provisions laid down from Page No. 61 to 68 to deal with cases of unfairmeans
during the examination by the University, such candidates will also be dealt with additionally in
pursuance of the Rajasthan Public Examination (Prevention of Unfairmeans) Act, 1992 which is
reproduced below.

THE RAJASTHAN PUBLIC EXAMINATION
(PREVENTION OF UNFAIRMEANS) ACT, 1992
(Received the assent of The Governor on the 8th day of November, 1992)
An
Act
to prevent the leakage of question papers and use of unfairmeans of Public Examinations and
to provide for matter connected there with the incidental thereto.
Be it enacted by the Rajasthan State Legislature in the Forty-third Year of the Republic of India
as follows :
1. Short title, extent and commencement :
(1) This Act may be called the Rajasthan Public Examination (Prevention of Unfairmeans)
Act, 1992.
(2) It shall extend to the whole of the State of Rajasthan.
(3) It shall come into force at once.
2. Definitions - In the Act -
(a) "examination centre" means any place fixed for holding public examination and includes
the entire premises attached thereto.
(b) "public examination" means any examination specified in the schedule.
(c) "unfairmeans" in relation to an examination while answering question in a public
examination, means the unauthorised help from any person, or from any material written,
recorded or printed, in any form whatsoever or the use of any unauthorised telephone,
wireless or electronic or other instrument or gadget; and
(d) the words and expression used herein and not defined in the Indian Penal Code (45 of
1960) have the meaning, respectively assigned to then in that code.
3. Prohibition to use of Unfairmeans : No person shall use unfairmeans at any public examination.
4. Unauthorised possession or disclosure of question paper : No person who is not lawfully
authorised or permitted by virtue of his duties so to do shall before the time fixed for distribution
of question papers to examinees at a public examination.
(a) procedure or attempt to procure of possess, such question paper or any portion or copy
thereof; or
(b) impart or offer to impart, information which he knows or has reason to believe to be
related to or derived from or to have a beating upon such question paper.
5. Prevention of Leakage by person entrusted with examination work : No person who is
entrusted with any work pertaining to public examination shall, except where he is permitted by
virtue of his duties so to do directly or indirectly divulge or cause to be divulged or make known
to any other person any information or part thereof which has come to his knowledge by virtue
of the work being so entrusted to him.

6. Penalty : Whoever contravenes or attempts to contravene or abets the contravention of the
provisions of section 3 or section 4 or section 5, shall be punished with imprisonment for a term
which may extend to three years of with fine which may extend to two thousand rupees or with
both.
7. Penalty for offence with preparation to cause hurt : Whoever commits an offence punishable
under section 6 having made preparation for, causing death of any person or causing hurt to
any person or assaulting any person or for putting any person in fear of death or hurt or assault
or wrongful restraint shall be punished with imprisonment for a term which may extend to three
years and shall also be liable to fine which may extend to five thousand rupees.
8. Power to amend Schedule : The Statement Government may be notification in the Official
Gazette, include in the Schedule any other public examination in respecft of which it considers
necessary to apply the provision of this Act and upon the publication in the Official Gazette the
Schedule shall be deemed to have amended accordingly.
The Schedule
(Section 2)
1. Any examination conducted by the Board of Secondary Education of Rajasthan under the
Rajasthan Secondary Examination Act, (Act No.42 of 1957).
2. Any examination conducted by any University established by law in India.
3. Any examination conducted by the Rajasthan Public Service Commissions or Union Public
Service Commission.

The main Computer Centre of the University, located in the University Campus, at Vigyan
Bhawan in running MCA Programme. The intake capacity of MCA course is 60. Out of these, 30
seats are on self-financing basis. It also conduct training programme for faculties as well as other
staff of the university utilise the facilities available in the computer center. The computer center is well
equipped with modern computing facilities consisting of UNIX (RISC based Digital Alpha System),
Linux (IBM Xeon Server), Windows NT (Compaq Proliant), and Windows 2003 (Wipro Netpower
Itanium based servers)., It also has number of PCs (which can work as clients to all the servers as
well as can access Internet), multimedia syatems, thin clints, Laser, Line Printers, Network Printer,
multifunction printer etc. In addition to standard, thin clients, Laser, Center also has software like
Oracle Database Server, Web Developer suite, Visual Studio, SPSS, Mathematica, Matlab, Rational
Rose, Dview (Network Software), MSDN academic alliance etc. University also has an Internet
Centre has optical fiber cabling as well as wireless networking, 100 Mbps/ 1Gbps switches to
provide fast and reliable access across the campus. MCA students use these facilities freely for
unlimited hour for e-mail, web surfing, down loading lecture notes/technical articles etc. Laboratory
facilities are also available for computer hardware, microprocessor, networking and communication
practical. Main facilities are listed below :
Hardware : RISC based Digital Alpha 500au workstations, Compaq Proliant work-stations, SGI
Octane workstation, IBM Xenon Server (Dual Processor), Sun Netra Server, Compaq workstations,
Wipro Netpower, Pentium based PC's with different configurations, 512 Kbps VSAT, cable based
internet connection.
Software : Operating Systems - Digital Tru65 Unix, Microsoft Windows NT Server/ Workstation,
Windows 2003 Server, Sun Solaris, Novell Netware, Redhat Linux, Microsoft Window Vista/XP/
2000/98 MS-DOS, Database Systems : Oracle Web Developer Suite, Sun Java Workshop, Microsoft
Visual Basic, Microsoft Visual C++, Microsoft Visual Studio, WSAD Eclipse. Compilers : C, C++,
Cobol, Pascal, Fortran 90, Application Packages : MS Office 2007, SPSS, Adobe Photoshop, Chem
Office, Mathematica, Matlab, Rational Rose, Dview etc.
The University Computer Center also offers the research programme. Presently, active research
programme going on at University Computer Center are image and analysis, embedded system and
computer security. The University Computer Center also organise training programme on IBM
Products for its MCA Students time. University Computer Center has its own Software Development
Center to develop Software for the University and MCA Students are normally encouraged to
participate in the programme.

INTERNET CENTREThe University has a campus network of computers known as Sukhadia University Network (SUNet)connecting all University Departments, constituent colleges, various units and centres, hostels etc.situated in the both campuses of the university. The University Internet Centre located in the VigyanBhavan Block-A is responsible for operation and maintenance of the University network. Thecampus network is a 1000/100Mbps network with about 600 computers using Optical Fiber Cableback bone connectivity to all main buildings and Wireless connectivity between the campuses. TheUniversity has also installed Wi-Fi network connectivities in almost all main buildings. The campusnetwork of the University is fully protected and secured using “CyberRoam” ( firewalls and Intruderdetection system). The network is also protected from external computer viruses using on-linesubscription to latest network antivirus software. Following facilities are available to the studentsand staff of the University.
Internet AccessThe university has a 1Gbps leased line Internet connectivity at the University Internet Centre withBSNL India under UGC Infonet programme. Internet access is available to all the regular students,research students and faculty members for academic purposes through the campus network fromcomputers installed in the departments, libraries, colleges, offices and hostels.
The undergraduate, post graduate and research students can access Internet for educational andresearch purpose from following locations :
1. e-library, University Central Library
2. e-library, College of Science
3. e-library, College of Commerce and Management studies
4. e-library, College of Social Sc. & Humanities
Internet access facilities are also available at college of Law, Vigyan Bhawan Block-A and B,Pharmacy building and hostels for the students.
Internet facilities available in the department can also be used by the post graduate and researchstudents.
E-Journal AccessAccess to about 5000 electronic research journals and 3 database under UGC Infonet programmeare available from the computers installed in the campus. The computers installed in all the facultyrooms and research laboratories, e-libraries are provided with unlimited access to e-journals. Freetraining to access e-journals and to search Internet for research materials are provided by theInternet centre and University Central Library. Interested research students can register their namesby sending e-mail to [email protected] with subject: Training.

Intranet Facilities 1. University Information system : Student and staff databases, details of the courses, syllabus,
Performa and formats for various purposes etc. are available on the University intranet.
2. Educational Resources: Tutorials, Power point presentations, digital herbarium, articles etc.

3. Student feedback System: Students can submit their feed back about courses, classes,teachers etc. using the feed back management system. Students are free to express theirviews using the system without identifying their name.
4. Student Grievance Submission System: Students can submit their grievances related toharassments/difficulties faced in courses and examinations.
5. Departmental Information System: A departmental Information System to collect and viewdepartment level data related to teaching and Research

Important NoteUser Id and password to access University network can be obtained from Internet Centre by fillingup an application form freely available from all libraries and department offices. The application formcan be downloaded from University intranet. All students and staff of the University are herebyinformed that use of Internet and Intranet from the University campus is allowed only form academicpurpose and access of Information is governed under IT act of the country. Un authorized access ofinformation, use of id and password of other users to gain access to campus network are criminaloffenses and punishable.
All students and staff are hereby notified that access of information from Internet and intranet arerecorded automatically by the Access server and Cyber Roam system and information is regularlymonitored. Strict action including reporting to University and civil authorities and filing of cases willbe made those who violate the IT act of the country.
