Problems in the workplanning

Consolidation of URs across units/divisions difficult due to the provision of resources to URs at the beginning of the year to avoid loosing resources

Difficulties in clearly mapping extrabudgetary resources

Uneven communication between Strategic Teams and regional focal points

Uneven level of mastering RBM planning tools by professional staff

High percentage of errors in planning process identified during quality control but after allocation of financial resources

Uncertainties related to partial contributions to URs by separate entities
