Thank you for your interest about the current opportunities within our Policy and Influencing Division.

We are entering a new and exciting chapter within our organisation. We have raised our ambitions for older people based on the lives they want to live. Too often, older people are just managing to survive, rather than thrive in later life. We are determined to change that. That is why we are investing in our policy and influencing capabilities to be more responsive, bold and innovative in our approach, putting older people at the heart of what we say and do, reaching out and engaging with government, parliamentarians, the NHS, local government; as well as businesses and organisations, communities and individuals who all want to join our movement for change.

Want to join a highly ambitious charity committed to investing in its staff and pioneering innovative ways of working? Here in our Policy and Influencing Division, we are creating a newly formed dynamic function centred at the heart of the charity driving forward the views and involvement of older people; delivering first-class policy analysis and innovative local and national influencing through strategic political engagement and leading dynamic, transformational campaigns.

This pack provides some further information about our organisation and details about the current opportunities within the Policy and Influencing Division.

Our journey so far

Over the past 10 years, Independent Age has been through a major transformation. We’ve moved from operating as a benevolent trust, to establishing ourselves as a charity that provides impact at scale for older people. We’ve successfully re-engineered our core service offering, developed our profile in thought leadership, and begun to build an evidence base through policy, research and media. We are already punching above our weight and are incredibly proud of the successes we have achieved so far.

We are now entering a new phase in our journey where we can take our learnings to date and enhance our policy and influencing activities on the issues that really matter to people in later life. To maximise the impact of our work we are enhancing the way we work internally to create the most powerful case possible to end the injustice, discrimination and lack of opportunity that many older people face in later life. We will also lead the delivery of whole-organisational campaigns creating a vibrant movement for change.

Our ambition is clear, but we are also not unaware of the scale of challenge we face. Developing and making a unique contribution to the debate in a very crowded field will be essential. We have a unique tone of voice – fearless and courageous and are willing to take up the most thorny issues that often remains untouched in the discourse about what older people need to live well in later life.

This is a hugely exciting opportunity. It is unlikely that there will be similar opportunities within our sector to be part of a brand new high-calibre team. One that is responsible for shaping and driving the public growth of a charity with such a universal cause, and momentum for positive transformational change. And that is supported by the ambitions of our Board of Trustees to build on our successes to date and increase significantly the impact Independent Age makes to the lives of older people, their families and friends.

Investing in our Division and its people is a key priority. Our ambition is simple: to be the most effective dynamic force in the sector, working with older people to transform their lives through policy and influencing. This can only be achieved through highly motivated, informed and confident individuals.Building on our successes, we are now expanding our capacities to deliver more for older people.

In 2015 we began an ambitious 5 year programme to greatly increase the impact of Independent Age by significantly expanding our services and campaigning activities. By 2020 we aim to:

• Have increased our support for the most vulnerable and in need by tenfold.• Distribute our resources to over one million people annually.• Respond to over 100,000 enquires each year.• Double the number of regular visits and calls to lonely older people.• Increase our influence on government.

Role description

Job Purpose

The Public Affairs Manager will be responsible for the development and delivery of Independent Age’s public affairs strategy, with the objective to ensure that improving the lives of older people is high on the political agenda for decision-makers in government, parliament, and more widely. The post holder will also have a leading role in the development and delivery of wider integrated influencing campaigns aimed at creating positive change for older people and their families.

Position in organisation

• The Public Affairs Manager will report to the Head of Influencing.• Member of the Influencing Management Team.• Liaise with colleagues all levels within the organisation.• Line manages the Public Affairs Officer.

Main Duties

The main duties are as follows:

• Develop and oversee the delivery of Independent Age’s public affairs strategy, in line with the organisational strategy, and be responsible for KPIs relating to its success.

• Manage the Public Affairs team to deliver its strategy, and work with other teams to ensure the strategy has national and local components.

Role description

• Ensure that older people are at the heart of all of our engagement.

• Manage relationships with stakeholders inside and outside parliament.

• Actively identify opportunities to put issues affecting older people on the political and public policy agenda by devising tactics to approach key opinion formers.

• Oversee the organisation’s activity at the annual political party conferences.

• Internally liaise at all levels throughout the organisation, being an ambassador for our public affairs work to deliver change for older people, and supporting senior colleagues to engage with decision makers.

• Provide advice for staff and volunteers across the organisation on how to engage and influence MPs at local and national level.

• Represent the organization externally, building relationships with key stakeholders.

• Speak publicly on occasion on the organisation’s behalf, for example at conferences and events.

• Be responsible and accountable for the Public Affairs Team and budget.

• Engage in the annual business planning process as part of the Influencing Management Team.

• Deputise for the Head of Influencing as required.

• Ensure progress reporting of our political influenced campaigns to senior leadership and the board where required.

PART ONEEDUCATION & QUALIFICATIONSEssential• Educated to degree level, or to have equivalent experience.

EXPERIENCE & KNOWLEDGEEssential evidence of:• Excellent knowledge of the political system, parliamentary structures and

the ways of influencing government, MPs and Peers.

• Experience of managing and supporting a team.

• Significant experience in devising and managing well focused activities and events to achieve agreed public affairs objectives.

• Knowledge of the political, health and social care, and wider landscape that impact on older people.

• Experience of influencing the range and diversity of decision-makers that affect the lives of older people.

• Experience in business planning, budget management.

• Leads by example, influencing and inspiring confidence in others.

• Excellent project management skills.

• Excellent IT skills including Microsoft Office.

• Able to establish priorities and manage a complex workload in order to meet tight deadlines.

• Ability to work flexibly and adapt to changing priorities and demands.

• Willing to travel and stay overnight across England.

Desirable evidence of:• Understanding of the issues affecting older people.

• Experience and knowledge of creating and delivering compelling digital campaigns to deliver change.

Role description

Job Purpose

To develop and deliver high impact campaigns that lead to changes in policy and practice, nationally and locally, that improve the lives of older people. To build and support Independent Age’s network of campaigners, especially older people themselves.

Main Duties

The main duties are as follows: Working with the Campaigns Manager, Campaigns team members, and colleagues in other teams, you will:

• Develop and deliver effective campaigns that make a significant contribution to the impact of our influencing work.

• Write campaign actions and other materials that are creative, accessible, delivered to deadline, and maximise supporter participation.

• Maximise the recruitment and retention of active campaign supporters.

• Identify and recruit people with lived experiences for our campaigns activity, ensuring that this is done in accordance with organisational policy.

• Develop and maintain online campaign content such as website pages and online actions.

• Collect relevant data and produce regular evaluation reports, and updates on campaigns, against agreed targets.

• Delivering accessible and engaging news about our policy and campaigns work to colleagues and volunteers using relevant internal communications channels.

• Assist Independent Age’s campaigns activities by taking on ad hoc tasks at the request of the Campaigns Manager and Head of Campaigns and Influencing as required.

Contract These are permanent, full-time appointments.

Location Independent Age 18 Avonmore Road London W14 8RR

Annual leave 28 days per annum for all full-time staff plus public holidays. The leave year runs from 1 January to the 31 December.

Hours Full-time staff work 35 hours per week. Senior staff are expected to work such hours as the role requires.

Employee assistance programme

Dedicated information and counselling support service for employees, their family and those close to them. It provides information and practical help, as well as financial, legal and emotional support to our staff should it be required.

As a new employee of Independent Age you are eligible to join our pension scheme, known as Flexible Pension Plan, from your first day of employment.

Season ticket loan Interest free loan to cover the purchase of your season ticket for travel.

Ride 2 Work scheme

Savings on the purchase of a bicycle to use for work through a salary sacrifice scheme. The cost can be spread over 12 months.

Eye Test

All Independent Age staff are entitled to an eye test every 12 months free of charge if they are VDU users. Staff are also entitled to claim £22 to cover the cost of an eye test and if as a result of the test, upon the optician’s recommendation, Independent Age will reimburse staff up to £50 to cover the cost of a basic pair of glasses suitable for VDU usage from most opticians.
