    Human development and knowledge accumulation are the most important sources ofeconomic development and change. Knowledge accumulation and human development are

    intimately connected. It is widely recognized that knowledge plays a crucial role in economicdevelopment, still the understanding of how knowledge is created, diffused and converted

    into human development, is fragmented and partial. An apparent promise of the knowledge

    economy is that physical resources can be almost infinitely stretched through the

    substitution of physical resources by information resources. In other word, application of

    knowledge-based learning cycles makes the use of physical resources ever-more efficient or

    parsimonious, rendering physical resources effectively limitless for practical purposes.

    Amidst such optimistic predictions of a new world of endless plenty, primarily driven by the

    increasingly central role of knowledge and technology rather than traditional physicalmaterials, the recent global chaos evokes a controversial question: which of the two factors,

    knowledge resources or physical resources, is ultimately more vital for the human survival

    and what is the role of intellectual property in the relationship between these two factors?

    In the new policy regime, knowledge ownership, creation and diffusion has shifted

    from public to private ownership domain. It has far reaching consequences for the much

    debated inclusive aspect of growth. Further, different sectors depict a differential behavior

    with respect to the emerging knowledge economy. Thus, it is high time to evaluate, both at

    theoretical and empirical plane, the relation of human development and knowledge economy

    and systems and sub-systems connected with it. The conference proposes to addresses the

    issues relating to human development and knowledge economy. An indicative list of sub-

    topics is as follows:

    - Traditional Knowledge: Patterns and Protection- Modeling Knowledge and Human Development- Privatization, Human Development and Knowledge Economy- Intellectual Property Rights (IPRs) and Human Development- Technology, Education and Copyrights- WTO, Human Development and Knowledge Economy- Knowledge Economy for Inclusive Development- Future Scenario of Human Development and Knowledge Economy

    Knowledge Communities and Knowledge Economy- Knowledge Creation Processes- Knowledge Diffusion Processes- Knowledge related Metrics- Measurement of Intangibles and Knowledge Assets- Intellectual Capital AssessmentAll academics, government leaders, politicians, civil society and business institutions

    are invited to come and deliberate on what can be done to leverage knowledge in the process

    of creating wealth and improving economic growth in under resourced areas. Papers

    on scientific work, government projects, policies, business practices, examples andexperiences are very critical in providing knowledge, mechanisms and techniques which areneeded in the process of leveraging knowledge for economic development. Theoretically

    informed empirical paper with high policy input will be given preference. The selectedpapers from papers presented in the Conference will be published in the edited

    volume/journal. The conference proceedings will be conducted in English language only.

    VenueConference venue is Punjabi University, Patiala (Punjab). It is connected by rail and

    road link to Chandigarh and Delhi. Patiala city is 270 kilometers from Delhi airport and 65kilometers from Chandigarh airport.
