century, the country is undergoing rapid
urbanization and growth. Statistics
suggest that with its young and expanding
population and abundant natural resources,
by 2030, Indonesia could have the world’s

A pioneer and trailblazer in integrated city development, Jababeka has grown to be one of the biggest township developers in Southeast Asia. Along the way, Jababeka has achieved numerous milestones and created real value, directly and indirectly enabling thousands of businesses to thrive by providing a supportive environment with the right mix of elements.
The history of Jababeka began in 1989,
on a bleak plot of land in Cikarang, West
Java.
In 1989, Setyono Djuandi Darmono
looked at a barren plot of land in Cikarang,
West Java, and saw a vision take shape of
a modern industrial city bustling with life
and energy. Previously, the area had been
known for its brick and roof tile industry,
resulting in extensive soil damage as workers
dug up the earth to make the bricks and
tiles. Only a single kapok tree remained to
green the earth. Locals viewed the area as a
virtual ghost town.
Undaunted, Mr. Darmono laid out
an ambitious masterplan for the area with
the goal of unlocking its potential. With a
strategic location close to major highways
and easy access to the capital city of Jakarta,
this undeveloped plot of land had enormous
potential.
Mr. Darmono secured some
5,600 hectares of land for this purpose
and proceeded to invest in industrial
infrastructure, creating an estate that would
be attractive to industrial businesses. His
ideas proved spot on and Kota Jababeka, as
Bekasi Power Plant commenced operations

the township was named, swiftly became a
popular destination for industrial business.
In parallel, Mr. Darmono established
residential housing, commercial and leisure
facilities in order to support the employees
working at these anchor businesses.
By 1994, Jababeka was thriving and the
Company decided to go public, becoming the
first publicly listed industrial estate developer
in Indonesia.
Since then, Jababeka has grown from
strength to strength on the back of its proven
expertise in large-scale industrial estate
and infrastructure development. A mature
township, Kota Jababeka is now home to more
than 1,600 local and multinational companies
from over 30 companies including Australia,
France, Japan, France, Korea, Malaysia, Taiwan
the Netherlands and The United Kingdom
among others.

Profile of the Founders
Mr. Setyono Djuandi Darmono is the
esteemed founder of Jababeka Group. Born
in Yogyakarta, he entered the property
business in 1981 together with future
Jababeka Group founder Hadi Rahardja.
As a leading businessman and
Chairman of Jababeka Group, Mr. Darmono is
active in various sectors. Through visionary
and intelligent leadership, in 1980 he
successfully established Kota Jababeka, the
biggest industrial estate in Southeast Asia.
Under his guidance, Jababeka is currently
developing Tanjung Lesung Special Economic
Zone, Kendal Industrial Estate together with
Sembcorp Development Ltd., and Morotai
Jababeka Special Economic Zone together
with ICDF from Taiwan.

A well known name in the property
business, Mr. Hadi Rahardja is Mr. Darmono’s
long-time partner and a respected founder
of Jababeka Group. From the start of their
partnership in the early 1980s, Mr. Rahardja
contributed crucial insights and effort
towards making the collaboration with Mr.
Darmono an outstanding success.
Building on this solid foundation, in
1989 the dynamic pair decided to realize Mr.
Darmono’s vision of establishing a worldclass
industrial estate Taking Singapore’s Jurong
Industrial Estate as inspiration, they secured
land and successfully brought in investors
attracted to their pioneering concept of an
integrated industry-based township.

Subsequently from 1997 to 2012
Mr. Rahardja served as Vice President
Director of Jababeka. Mr. Rahardja also
served concurrently as the Vice President
Commissioner of Banten West Java Tourism
Development from 1994 to 2006. Since 2012,
he has been an active Commissioner of PT
Jababeka Tbk.
He has also been involved in numerous
other companies where his guidance and
input has made valuable contributions.
An Indonesian national, he completed his
studies in Bandung, West Java.

Besides business, he is also active
in education as the founder of President
University, tourism as the Chairman of the
Indonesian chapter of Pacific Asia Travel
Association (PATA), and culture, as the
Chairman of Tidar Heritage Foundation and
Chairman of Pembangunan Kota Tua Jakarta.
He was previously Chairman of the Indonesia
Australia Business Council, Chairman of
Indonesia Japan Investors Network, and
Chairman of the Indonesia Taiwan Business
Council among others. He was also selected
as Indonesia CEO’s Choice of the Year by Asia
Business Leader Awards (ABLA) in 2005 and
recognized by the Ernst & Young Industry &
Manufacturing award in 2004. An Indonesian
national, he is a graduate of Akademi Tekstil
Berdikari (ATB) Bandung.

Mr. Ruru has served as Vice President Commissioner of PT Jababeka Tbk. since 2006. In his long and distinguished career he was Chairman of the Capital Market Supervisory Agency from 1993 until 1995, Director General of State Owned Enterprises for the Ministry of Finance from 1995 until 1998, Chairman of the Jakarta Initiative Force until 2003 and Secretary for the Ministry of State Owned Enterprises until 2004. He holds a law degree from the University of Indonesia and a Master degree in Law from Harvard Law School, USA.

Mr. Gan was appointed as a Commissioner of PT Jababeka Tbk. in 2013. He was previously President Director of PT Sumber Sarana Baja Utama. Prior to that, he held the positions of President Director and Commissioner of various steel armor and mining companies such as PT Multi Artha BaraMega, PT Cahaya Triwiriana, and PT Tradindo Resources. In addition, he is currently a Director of PT Sumber Mas Mekar Raya, a position he has held since 1985.
Mr. Ketut was appointed as a Commissioner of PT Jababeka Tbk. in 2015. He concurrently serves as President Director of PT Lippo Karawaci Tbk., President Commissioner of PT Gowa Makassar Tourism Development Tbk., President Commissioner of PT Lippo Cikarang Tbk., and Non Executive Director of Bowspirit Capital Corporation Limited, Singapore.

Mr. Liman was appointed as President Director in 2015. Previous to that, he was appointed Corporate Secretary of PT Jababeka Tbk. in 1995, followed by Vice President Director in 2006. An Indonesian national, he completed his studies at the University of New South Wales, Sydney, Australia where he earned a Bachelor degree in Chemical Engineering and Master of Commerce degree in Accounting.
Mr. Wihadhi was appointed as a Director of PT Jababeka Tbk. in 2008. He has also served as Director of several PT Jababeka Tbk. subsidiaries since 2007. An Indonesian national, he completed his studies at Atmajaya University, Yogyakarta.

Mr. Sutedja Darmono was appointed as a Director of PT Jababeka Tbk. in 2014. He concurrently serves as Director of PT Graha Buana Cikarang, a subsidiary of PT Jababeka Tbk., a position he has held since 2013, and Financial Director of Bakerzin Food Service Management Co. Ltd. in Shanghai, China, since 2006. An Indonesian national, he completed his studies in accounting at Monash University, Australia.
Mr. Rahardja was appointed as a Director of PT Jababeka Tbk. in 2014. He has been a Director of PT Banten West Java Tourism Development since 1994. An Indonesian national, he completed his studies in electrical engineering at Carnegie Mellon University, USA. He has been a board member of President University since 2002.
Mr. Mardjuki was appointed as a Director of PT Jababeka Tbk. in 2014. He is concurrently the Director of PT Plaza Indonesia Jababeka, a position he has held since 2013, and President Director of PT Banten West Java Tourism Development, a subsidiary of PT Jababeka Tbk. He holds a Master of Computer Science and Master of Finance degree from California State University, USA.

employees’ capabilities under a unifying
vision and corporate culture, we have
created a high performance organization.
In particular, for each core line of business
we have established a comprehensive range
of expertise with key personnel who have
specific skills, from power plant experts to
golf course managers to urban planners and
more.

Jababeka’s progress through continuous
innovation, coupled with solid execution.
It also sets Jababeka apart from competitors,
most of whom do not possess the same
breadth of knowledge or capability to

Jababeka has always recognized that the
strategic selection and acquisition of land is of key
importance to the business. Over time, Jababeka
has therefore built up a sizeable land bank in areas
that have the right characteristics for the successful
creation for an independent, integrated township.
At the moment these land bank holdings are
primarily in Java, but more projects are in the works
outside of Java in anticipation of higher off-Java
growth going forward.
Among other characteristics, Jababeka’s land
bank holdings are all located with good access
to major roads, and are close to to major existing
urban centers. Moreover, the size of each holding is
considerable, giving ample room for development.
An integrated master plan is developed for each
area that optimizes the land and makes provision for
the complementary elements that are needed in a
fully functioning independent city.

TOLL ROAD TO OPEN UP ACCESS
President Jokowi announced in February 2015 that a direct toll road, spanning 87
kilometers, will be built from Jakarta to Tanjung Lesung within the next three years of his
administration. This, together with a new city airport located just 20 kilometers from the
township proper, will significantly improve access. A 1 kilometers airstrip also exists within the
resort area itself.

KIP offers manufacturers a young

compared to West and East Java, as well

universities and vocational institutes. It

Moreover, surrounded by smaller
islands and pristine waters as well as a many
World War II relics, Morotai is a natural
tourist destination with the potential to draw
both domestic and international interest.
With Jababeka at the helm, the Morotai
SEZ has attracted considerable investor
interest including interest from international
investors. Jababeka has created a detailed
plan and feasibility study, encompassing
the development of 1,200 hectare at an

estimated total investment cost of Rp 6.8
trillion. A masterplan has been devised
that divides the area into various zones as
categorized by land use, including but not

• resort and tourism
• commercial
• logistics hub
• fisheries
• tourism
Roads, electricity, water treatment
plants and waste water plants have been
established. A ready pool of local labor is
also available, supporting the development
of industry and tourism.
With a working seaport and two
airports, Leo Wattimena and Pitu airports,
already operating on the island, Morotai is
set for rapid expansion, welcoming industry
and tourism alike.
GOVERNMENT SUPPORT
In the fourth quarter of 2015, the
Government of Indonesia published
Economic Policy Package Volume V and VI
including incentives for Morotai as a Special
Economic Zones. These incentives range
from tax discounts to the acceleration of the
licensing process.
These policy packages are expected to
help boost the swift development of Morotai.
With the feasibility study and
masterplan in place, development on Morotai
is now moving to the execution phase,
in discussion with local government and
investors abroad.

With a GDP that will hit US$1 trillion in 2014 and over 260 million people, there are diverse opportunities in all parts of Indonesia.
