Purpose of RFS

The State of Indiana is evaluating vendors capable of delivering an IP based “Voice as a Service” including SIP Services to a population of approximately 28,000 users. This request identifies requirements for the final Voice as a Service solution starting with

requirements for a NO COST pilot program designed to evaluate proposed solution’s technology and functionality and solution delivery capabilities. Cost proposal requests in this RFS will be used for budgetary purposes.

The Indiana Office of Technology would like to streamline and consolidate the State’s telecom infrastructure in an effort to provide more effective and efficient telecom services to the supported State agencies. Our goals are to leverage our existing data network infrastructure to support voice traffic state-wide, migrate to a common state-wide IP voice platform and consolidate off-network call flows through the use of centralized SIP services.The desired final solution will deliver IP-based Voice as a Service including desk sets and softphones for stationary and mobile users, and toll free and long distance services. Installation, maintenance and repair services are to be included. The desire is for all services in the overall solution to be provided for a fixed monthly cost with little or no up-front investment.

Prior to selecting a vendor or solution, the State of Indiana is requesting proposals to implement a 60 day NO COST pilot of ~50 endpoints for IP voice services based on one of three identified vendor platforms – Cisco, Interactive Intelligence, or Microsoft (given major investments already made by the State).

The State plans to choose a vendor for each of the platforms to perform three separate pilots that will run concurrently. The purpose of the pilots is to evaluate the technology and service delivery of the three providers and to narrow platform options.

Term of RFS

• Contract Term– The term of the contract shall be for a period of five (5) years

from the date of contract execution. There may be two (2) one-year renewals for a total of seven (7) years at the State’s option.

Proposal Preparation

• Indiana Economic Impact, Attachment C– Definition of FTE (Full-Time Equivalent)– Example: If a Respondent has 5 full time employees and is bidding on

Minority and Women’s Business Enterprises

Prime Contractors must ensure that the proposed subcontractors meet the following criteria:• Must be listed on the IDOA Directory of Certified Firms• Each firm may only serve as once classification – MBE or WBE• A Prime Contractor who is an MBE or WBE must meet subcontractor goals by using

other listed certified firms. Certified Prime Contractors cannot count their own workforce or companies to meet this requirement.

• Must serve a commercially useful function. The firm must serve a value-added purpose on the engagement.
