THE STUDY
PURPOSE AND OBJECTIVES
• Create a cohesive, strategic plan that will embrace the City’s Comprehensive Plan and its three cornerstones:
i. Responsible Growth
ii. Infrastructure
iii. Quality of Life
• Enhance the overall quality of life for the Indian River area neighborhoods.
• Highlight the significance of both Indian River Road and Military Highway as important gateways
• Evaluate current conditions along the Indian River Road and Military Highway corridors, as well as surrounding areas:
• Current and Future Land Use Patterns
• Impact of Land Development Regulations
• Market and Economic Development
• Infrastructure Standards
• Accommodate a broad range of future mobility options –including walking, bicycling, and driving

HISTORY
• Collection of neighborhoods stitched together by historic roads, rail lines, and waterways
• Established in 1863, Oaklette is considered the oldest existing neighborhood and the only nationally designated historic district within the study area.
• The area’s ‘oldest roads’ remain the backbone of Indian River’s internal roadway network
COMMUNITY CHARACTER
• The area’s diversity of residential neighborhoods promotes a desirable quality of life, but needs appropriate measures to protect them as redevelopment takes place.
• The commercial corridors of Indian River Road and Military Highwaylack a sense of place and physical identity.
• Opportunity to add industrial uses at existing clusters near former Ford Plant and Conference Center area.
