    The meeting for Secretaries, District Training Officers of District Red Cross/St. John

    Branches in Haryana was held on 23rd December, 2016 at Skylark Tourist Resort, Panipat

    under the Chairmanship of Dr. Mukesh Agarwal, Vice-Chairman, Indian Red Cross Society,

    National Council Meeting of St. John

    Ambulance (India), National Headquarters,

    New Delhi was held on 21st March, 2014. In

    this meeting it was suggested by the

    Haryana State Centre to enhance the fee

    for First Aid & Home Nursing training from

    Rs. 300/- to Rs. 500/- per candidate for

    professionals, which was approved by

    them. The revised rates are applicable

    from 1st May, 2014 in all District St. John

    Centres of Haryana.

    It has been observed that some of

    the District St. John Centres have

    enhanced training charges at their own

    level. All District St. John Centres have

    been requested vide this office letter No.

    St. John/Ruling/2016-17/2812-2832 dated

    :

    Sh. Sanjeev Dhiman, State Training Supervisor,

    St. John Ambulance (India), Haryana State Centre

    informed the House that First Aid/Home Nursing

    Professional training fee have been enhanced in

    the National Council Meeting of St. John

    Ambulance (India), National Headquarters, New

    Delhi held on 21st March, 2014 from Rs. 300/- to

    Rs. 500/- per candidate for w.e.f. 1st May, 2014.

    But the training charges for Students were

    Rs. 30/- for Sr. and Rs. 25/- for Jr. as per past

    practice. He informed that District St. John

    Centres were requested to provide the information

    within 10 days about the training fee being taken

    by them vide this office letter dated

    28th November, 2016.

    Only 10 District St. John Centres i.e.

    Faridabad, Gurgaon, Hisar, Jhajjar, Kurukshetra,

    Palwal, Panchkula, Rewari, Sirsa and Yamuna

    Nagar have provided the information. District

    St. John Centre, Gurgaon is collecting Rs. 1,000/-

    per candidate, Hisar is collecting Rs. 600/- per

    candidate and Sirsa has fixed Rs. 500/-

    per candidate alongwith Rs. 50/-

    for enrolling Annual Member. Remaining

    First Aid & Home Nursing Professional Training

    Charges. Information from 11 Districts is still

    pending.

    Sh. D.R. Sharma, State Secretary, St.

    John Ambulance (India), Haryana State Centre

    informed that House that any District St. John

    Centre should not enhance the First Aid/Home

    Nursing training charges at their own level. He

    said that in future all District St. John Centres in

    Haryana will collect Rs. 500/- per candidate for

    First Aid professional and Rs. 500/- per

    candidate for Home Nursing professional training

    charges. He suggested the District St. John

    Centre can enroll the candidates as Life Member

    and Annual Member of the St. John Ambulance

    (India) and they can also be motivated for

    donations to St. John to generate the funds for St.

    John. He also directed that if it will come in the

    notice of State Headquarters that excess

    amount Rs. 500/- per subject for First Aid/

    Home Nursing trainnig is being charged by

    any District St. John Centre, then strict action

    will be taken against the Hony. Secretary of

    the concerned branch.

    2. GRANT-IN-AID FOR IMPARTING FIRST AID/HOME NURSING TRAINING TO THE STUDENTS FROM 8TH TO 12TH STANDARD IN GOVT. SCHOOLS OF HARYANA.

    From the session 2014-15, First Aid

    & Home Nursing Training in each district

    is being imparted upto 6,200 students from

    8th to 12th Standard in Govt. Schools of

    Haryana.

    Out of total training of 6,200,

    maximum 2,200 Students of 8th & 9th

    State Training Supervisor informed the House that

    every District St. John Centre has to impart First

    Aid & Home Nursing Training upto 6,200 students

    from 8th to 12th Standard in Govt. Schools of

    Haryana free of charge. Under this policy 100%

    schools are to be covered for training by rotation

    in due course of time. The schools which have

    been covered during last three years will not be

    repeated during 2016-17. He told that District St.

    John Centre Ambala, Gurgaon, Jind, Kaithal,

    standard are considered in Junior Categories

    and maximum 4,000 students from 10th to

    12th standard will be considered in Senior

    Categories of students.

    10% training for girls students from

    each category (Junior & Senior) in both

    subjects First Aid & Home Nursing is

    mandatory for formation of Nursing Divisions

    in the schools.

    Training in both subjects can not be

    given to the same students at the same time

    except 10% training for girl students.

    Cost of Certificates and Incidental

    Charges payable to National Headquarters,

    State Levy, Honorarium to Instructors and

    share to District St. John Centre including

    fee of Dr. Examiner will be paid by St.

    John Ambulance, Haryana State Centre

    after receiving examination reports from

    District St. John Centres.

    After the completion of financial

    year, District St. John Centres will submit

    the Utilization Certificate of grant-in-aid to

    the State Headquarters alongwith details of

    schools covered and no. of students

    imparted training.

    During the year 2016-17, details

    of First Aid/Home Nursing Trainig

    imparted by the District St. John Centres

    Mewat, Rohtak, Rewari and Sonipat have not

    imparted training in schools till date against the

    free training to 6,200 students.

    Sh. Anil Joshi, Secretary, District St. John

    Centre, Ambala said that there is neither District

    Training Officer nor lecturers of First Aid & Home

    Nursing in Ambala district. Therefore, they could

    not start the training in schools

    State Secretary clarified that Lecturers of

    First Aid & Home Nursing registered with State

    Branch are authorized to impart training in the

    entire State. He emphasized to utilize the services

    of trained lecturers of First Aid & Home Nursing

    from the neighboring districts and directed to hold

    a meeting of all Authorized Lecturers of First Aid &

    Home Nursing to brief them for planning and

    conducting the training in smooth manner.

    After detailed deliberation the House

    unanimously approved the resolutions as under:-

    1. During the session 2016-17, all District St. John

    Centres will impart First Aid & Home Nursing

    Training upto 6,200 students from 8th to 12th

    Standard in Govt. Schools of Haryana latest by

    25th February, 2017.

    2. District St. John Centres can utilize the service

    of First Aid & Home Nursing Lecturers from the

    entire State to achieve their training targets.

    3. 10% training for girls students from each

    category (Junior & Senior) in both subjects First

    Aid & Home Nursing is mandatory for formation

    of Nursing Divisions in the schools.

    4. Training in both subjects will not be given to the

    same students at the same time except 10%

    training for girl students.

    5. After the completion of financial year, District

    St. John Centres will submit the Utilization

    Certificate of grant-in-aid duly signed by the

    Hony. Secretary and Accountant of the District

    Branch to the State Headquarters alongwith

    details of schools covered and no. of students

    imparted training since 2011-12 to 2016-17

    latest by 15th April, 2017.

    All the Hony. Secretaries assured

    to complete the training target of 6,200

    latest by 25th February, 2016.

    3. GRANT-IN-AID FOR IMPARTING FIRST PROFESSIONAL TRAINING FREE OF COST TO 30 STUDENTS OF EACH COLLEGE/ INSTITUTION AND AMENDMENT IN THE POLICY FOR PROVIDING FIRST AID PROFESSIONAL TRAINING FROM THE SESSION 2016-17.

    From the current financial year 2016-17, Indian Red Cross Society, Haryana State Branch had made a budget provision of Rs. 33 lacs to impart First Aid & Home Nursing Training to a batch of 30 students of each College/Institution free of cost out of Youth Red Cross fund. Maximuum 10 Colleges are to be covered during the year 2016-17. The main aim of the training was to for the formation of Ambulance Brigade Divisions and Nursing Brigade Divisions in the Colleges/ Institutions so that at the time of any emergency or events, the brigade divisions can provide First Aid/medical help to any injured/sick persons.

    i. First Aid Professional training to 30 students of each University (UTD) and 30 students of 10 Colleges/Institutions of every district affiliated with the University concern will be imparted by rotation.

    ii. Programme Coordinator, Youth Red Cross of the University concern has to provide District Wise list of such 10 Colleges/Institutions of the every district to the Secretary of respective District

    State Training Supervisor informed the House that

    from the current session 2016-17, First Aid

    Professional training to 30 students of each

    University (UTD) and 30 students of each college/

    institutions (10 Colleges/Institutions of every

    district) affiliated with the University concern will

    be imparted by rotation free of cost. Rs. 500/- per

    student for First Aid Professional Training would

    be borne by Indian Red Cross Society, Haryana

    State Branch out of Youth Red Cross funds. The

    list of 10 colleges of every district was to be

    provided by the Programme Coordinator, Youth

    Red Cross of the University concern to the District

    St. John Centres. Kurukshetra University,

    Kurukshetra has already provided list of colleges

    to the State Headquarters and the same has been

    given to the concern District St. John Centres by

    the State Headquarters for imparting training.

    Similarly, the list of colleges affiliated with M.D.

    University, Rohtak can be collected from Sh. R. S.

  • Red Cross/St. John Branch for imparting training. Kurukshetra University, Kurukshetra has already provided list tocolleges to the District St. John concerned for imparting training.

    iii. Rs. 500/- per student for First Aid Professional Training would be borne by Indian Red Cross Society, Haryana State Branch out of Youth Red Cross funds. Therefore, the entire budgeted amount of Rs. 33 lacs for First Aid training will be transferred to St. John Ambulance (India), Haryana State Branch from Youth Red Cross funds by the Haryana State Red Cross Branch.

    iv. Cost of Certificates and Incidental Charges payable to St. John Ambulance (India), National Headquarters, State Levy, Honorarium to Instructors and share to District St. John Centre including fee of Dr. Examiner will be paid by St. John Ambulance, Haryana State Centre after receiving examination reports from District St. John Centres.

    During the year 2016-17, the following District St. John Centres imparted First Aid/Home Nursing Training against the First Aid Professional training target of 300 students (30 students from each college (10 colleges) till November, 2016:-

    He further said that till November, 2016,

    only 09 District St. John Centres i.e. Faridabad,

    Hisar, Jhajjar, Karnal, Kurukshetra, Kaithal,

    Panchkula, Panipat and Yamuna Nagar have

    imparted the First Aid professional training in the

    Colleges. Rests of the districts have not taken any

    initiative in this regard.

    State Secretary directed that all the

    District St. John Centres will impart First Aid

    training in the Colleges by the end of

    February, 2017.

    All the Hony. Secretaries assured that

    First Aid Professional training to 10 colleges

    (30 students form each college) will be

    imparted latest by 25th February, 2017.

  • 4. ENROLLMENT THE TEACHERS OF UNIVERSITIES AND COLLEGES/ INSTITUIONS AS LECTURERS OF FIRST AID AND HOME NURSING IN SHORT DURATION.

    St. John Ambulance (India) has given special

    relaxation to the members of teaching

    professions including retired teachers and

    Professors to qualify the Medallion Certificates

    in First Aid/Home Nursing within two months

    the shortest term. After obtaining the Medallion

    Certificates, they can become Lectures in First

    Aid & Home Nursing. These trained Lecturers

    of First Aid & Home Nursing from Colleges and

    Universities would act as Master Trainers. Thus

    we would be able to improve qualitative First

    Aid & Home Nursing training in the Universities,

    Colleges and Institutions. Rs. 500/- per

    participant fixed by St. John Ambulance (India),

    National Headquarters for one subject would be

    borne by the University or College/Institution

    concerned out of Youth Red Cross Fund

    retained by them for First Aid training to

    teachers. District St. John Centres should take

    initiatives and list of such trained teachers

    should be sent to State Centre.

    : State Secretary said that Rs. 500/- per

    teacher for First Aid/ Home Nursing

    professional training would be borne by the

    University or College/Institution concerned out of

    Youth Red Cross Fund retained by them. All

    District St. John Centres should take initiatives

    to impart First Aid & Home Nursing training to

    the teachers in the Universities, Colleges and

    Institutions. After getting Medallion Certificates,

    these teachers would be able to impart First

    Aid/Home Nursing training in their institutions

    from their district so that honorarium of Rs.

    150/- to every Brigade Officer for each

    quarterly parade may be released by

    Haryana State Centre. There is yearly

    parade. But none of District St. John

    Centre approached this office so the

    9. GRANT-IN-AID FOR UNIFORM TWO NEWLY FORMED BRIGADE DIVISONS OF 15 MEMBERS @Rs. 500/- EACH MEMBER INCLUDING BRIGADE OFFICERS. During the year 2013-14, it was decided by

    St. John Ambulance (India), Haryana State

    Centre that each District St. John Centre will

    form two new Brigade Divisions in

    High/Higher Secondary schools consisting of

    15 members in each Division for which

    Rs.500/- per member for preparation of

    Uniform were to be paid by the Haryana

    State Branch. But none of the District St.

    John Centre approached to State Centre for

    releasing the funds.

    State Secretary emphasized that

    maximum Brigade Divisions should be formed by

    the District St. John Centres so that at the time of

    any emergency/disasters the services of trained

    Brigade volunteers may be utilized. He also

    requested that District St. John Centres should

    form the Brigade Divisions so that the amount

    may be released accordingly.

    All Hony. Secretaries of District St. John

    Centres assured that new Brigade Divisions will

    be formed during the current financial year

    2016-17 before 31st March, 2017 in High/Higher

    Secondary schools of the their respective district.

    EXAMINATION REPORT SHEETS OF FIRST AID.

    Examination reports of First Aid &

    Home Nursing training are being sent by

    the District St. John Centres to State

    Centre for issuance of certificates. It has

    been observed that many times examination

    reports are found incomplete in many

    respects as under:-

    1. All the columns of examination report are not being filled up by the Lecturers.

    2. Neither the photos of the candidates are

    pasted on the forms at appropriate place

    nor the gum of superior quality used to

    paste the photo. With the result, the photo

    of candidates may be misplaced either at

    District/State or National Headquarters

    during dispatch.

    3. Some of the examination reports are

    being forwarded without signature of the

    candidates in appropriate box.

    Incomplete examination report sheets

    will not be entertained at State Centre for

    onward submission to National

    Headquarters.

    State Training Supervisor informed the House that

    examination reports of First Aid & Home Nursing

    training are being sent by the District St.

    John Centre to State Branch for issuance of

    certificates.

    It has been observed that many times

    examination reports are found incomplete in

    State Secretary directed that District

    Training Officers must forward the examination

    report sheets to State Centre after proper scrutiny

    and check list should be duly signed by the

    District Training Officer and Secretary of the

    District St. John Centre. Incomplete examination

    report sheets will not be entertained at State

    Headquarters.

    All District Training Officers ensured that in

    future no such observations will be found in the

    examination reports to be forwarded by them for

    issuance of First Aid & Home Nursing certificates.

    It has been observed that the activities reports of Brigade Divisions are not received this office.

    State Training Supervisor informed the House that

    existing Brigade Divisions in the Districts are not

    active and reports of Brigade Divisions are not

    received at State Headquarters from District St.

    John Centres.

    State Secretary emphasized that all District

    St. John Centres should form maximum Brigade

    Divisions and reports of Brigade Divisions should

    be sent to State Headquarters for onward

    submission to National Headquarters and to

    incorporate the same in the Annual Report. He

    also said that provisional registration number to

    the Brigade Divisions will be allocated by the State

    Centre from the next financial year 2017-18 so

    that the Brigade Divisions can do work actively.

    It has come to our notice that the

    Lecturers of First Aid & Home Nursing have

    to pay the cost of forms @ Rs.2/- per form to

    the District St. John Centre. This is the

    responsibility of District St. John Centres to

    provide examination forms free of cost to the

    Lecturers for filling the names of candidates.

    Any District St. John Centre will not charge

    cost of forms (Rs.2/- per form) from the

    Lecturers of First Aid/Home Nursing.

    State Training Supervisor informed the House that

    some District St. John Centres are charging cost

    of forms @ Rs. 2/- per form from the Lecturers of

    First Aid & Home Nursing. He clarified that this is

    the responsibility of District St. John Centres to

    provide examination forms free of cost to the

    Lecturers for filling the names of candidates. Any

    District St. John Centre should not charge the cost

    13. STARTING OF “RED CROSS PATIENT CARE ASSISTANCE PROJECT”

    It is submitted that every year St. John Ambulance, Haryana State Centre

    is giving training to large number of

    volunteers in First Aid & Home Nursing

    through the District St. John Centres in

    Haryana by the trained persons i.e.

    District Training Officers and qualified

    Lecturers of First Aid & Home Nursing.

    There are sufficient trained persons in

    First Aid & Home Nursing in the State.

    It has been observed that sick

    persons/bed ridden elders require

    attendant services at their home after

    discharge from hospital, but they are

    State Secretary said that the service of sick or

    bed ridden elders by providing attendants at

    home is a humanitarian cause. All District St.

    John Centres should start this “Red Cross

    Patient Care Assistance Project”. The

    guidelines of the project have already been

    sent to all District St. John Centres. This

    project will also provide employment to the

    unemployed youths. He said that all District

    St. John Centres should start this project

    during the current year 2016-17.

    Sirsa, Sonipat and Yamuna Nagar vide

    this office letter No. St. John/PCAP/

    2015-16/162-73 dated 16-04-2015 with

    the request to start this project on priority

    basis as a service to humanity. Copy of

    the same was endorsed to all

    Secretaries, District Red Cross Branches

    in Haryana alongwith details of the

    project. But the project cannot be started

    by the Districts.

    In the Executive Committee

    of St. Johh Ambulance (India), Haryana

    State Centre held on 10th September,

    2016, Hon’ble Governor and Chief Minister Haryana desired that these

    services for taking care of elderly sick &

    wounded persons at home should be

    started by all District St. John Centres in

    Haryana and Deputy Commissioners

    assured to take necessary initiatives.

    All Secretaries ensured that they will start

    this project and information will be sent to

    State Headquarters.

    14. 14. PAYMENTS FOR ISSUANCE OF FIRST AID/HOME NURSING CERTIFICATES.

    It has been observed that some times

    cheques received at State Centre are

    dishonoured due to differ in signatures,

    insufficient balance in account, date differ

    etc. So all the payments to State Centre on

    State Training Supervisor informed the House that

    payment for issuance of First Aid & Home Nursing

    Certificates is being paid by the District St. John

    Centres through RTGS in the accounts of St. John

    Ambulance, Haryana State Branch for State Levy.

    State Secretary clarified that if the payment

    payable to National Headquarters comes to State

    Centre through RTGS in the accounts of St. John

    Ambulance, Haryana State Branch, the State

    Centre has to prepare a separate Demand Draft in

    favour of St. John Ambulance payable at New

    Delhi. This process will take a long process and

    delaying in issuance of Certificates.

    It was unanimously resolved by the House

    that the payments to State Centre on a/c of

    State Levy will be paid through RTGS or

    Demand Draft and payments to National

    Headquarters on a/c of cost of certificates

    would be continued as per past practice

    through Demand Drafts only in favour of

    St. John Ambulance.

    15. ISSUANCE OF IDENTITY CARD TO THE LECTURERS OF FIRST AID/HOME NURSING.

    District St. John Centres should issue

    Identity Card to the Lecturers of First Aid &

    Home Nursing of their respective district.

    This I.Card shall be valid for the period of five

    year from the date of issuance. The Lecturer

    registration No. should be mentioned on the

    I. Card alongwith date of issue and validity so

    that they may not face any difficulty for

    imparting training in the schools and other

    institutions.

    State Secretary emphasized that Identity

    Cards should be issued to the Lecturers of First

    Aid & Home Nursing by the respective District

    St. John Centre. The Lecturer registration number

    issued by the St. John Ambulance (India), National

    Headquarters alongwith issuing date and validity

    should be mentioned on the Identity Card. This will

    give identity to the Lecturers and increase their

    confidence for imparting training in the Schools,

    Colleges, Universities and other institutions.

    All Hony. Secretaries of District St. John

    Centres in Haryana assured to implement the

    same.

    16. 1. FORMATION OF DISASTER RESPONDS TEAM.

    Every district should form atleast 20

    teams for Disaster Respond. 50 members

    should be in a team. Doctors, First Aid &

    Home Nursing Lecturers, First Aiders,

    Sarpanch, Panch, Chowkidar and other

    technicians can be taken in a team. The

    details of such teams should be sent to State

    Centre within one month so that a compiled

    directory of such persons may be prepared

    by the State Branch.

    State Secretary informed that it has been

    observed that during disaster, the respond

    remains poor. He suggested that there should be

    atleast 20 teams in each district for Disaster

    respond consisting of 50 members in a team. He

    further said that every District St. John Centre will

    form 20 teams and details of such teams will be

    sent to State Centre latest by 28th February, 2017.

    After receiving the details, State Centre will print a

    compiled directory of such teams.

    17. FORMATION OF ST. JOHN AMBULANCE ROAD SAFETY BRIGADE TEAMS

    2. The analysis of road accident data 2015

    reveals that about 1,374 accidents and 400

    District Training Officer consisting of Name,

    Father’s Name, Date of Birth, Educational

    Qualification, Residential and office address,

    email, contact No. (landline and mobile),

    Lecturer registration number (First Aid &

    Home Nursing), experience if any and other

    informations. Two photographs of Lecturers

    should be pasted on the form. The State

    Centre will publish a directory of such

    State Secretary emphasized that every District St.

    John Centre should prepare a detailed data base

    of Lecturers of First Aid & Home Nursing including

    District Training Officer and details will be sent to

    State Centre latest by 28th February, 2017. The

    State Centre will publish a directory of such

    Lecturers and will send to all District St. John

    Centres so that their services may be utilized in

    the entire State for imparting First Aid & Home

    Nursing Training.

    the districts.

    Some of the Secretaries, District Red

    Crosss Branches informed that there are financial

    crises in the districts and they have not sufficient

    funds to meet out the expenditure of salary of

    staff. They also have to pay the audit fee to the

    Chartered Accountants engaged by them. They

    requested to waive off the pending Audit fee from

    th AG (Audit) keeping in view their financial

    problem.

    General Secretary assured that their

    request will be forwarded to AG (Audit), Haryana

    to waive off the pending Audit fee. However, he

    suggested that outstanding dues of audit fee

    should be remitted by those districts who are in

    position to pay the Audit fee without any further

    dely. He also informed that A.G. (Audit), Haryana

    will not do audit of District Red Cross Branches in

    future. The audit will be conducted by the

    Chartered Accountant duly appointed/approved by

    the Managing Body/Executive Committee of the

    respective branches as per past practice.

    The Social Justice & Empowerment

    Department, Haryana has already

    issued orders vide their letter No.

    1l0d0(4)&2012 dated 10-01-2012

    vide which it was clearly mentioned

    that Project related management/

    maintenance of record/salary budget

    and other allowances etc. will be

    considered by the Deptt. which has

    also been forwarded to all District Red

    Cross Branches, Haryana on

    16-01-2012. But it has been found that

    transfer cases of Blind Master

    Trainers, salary budget and other

    related matters has been approached

    by the District Branches to State

    Branch.

    Noted

    The General secretary, Indian Red Cross Society,

    Haryana State Branch informed in the House that

    Blind Master Trainers Project will be withdrawn

    from all the District Red Cross Branches on the

    pattern of State Headquarters. The State

    Headquarters will write a letter to the Director

    Social Justice & Empowerment Department,

    Haryana to take over the project of Blind Master

    Trainer and same may be handed over to the

    District Social Welfare Officer as this project does

    not relates with the Red Cross.

    ….25… 31. ACCOUNTS BRANCH

    OBSERVATIONS Whenever payment made through

    RTGS by Distt. Branches to State Headquarter they should inform us by sending a copy of RTGS/Transfer/NEFT to us.

    Every Distt. Branch should use their own PAN Number. In this regard this office has already informed all District Red Cross Branches also to stop using PAN umber of State Headquarters.

    Every Distt. Branch should adopt proper accounting procedure as per instructions given the State Headquarters.

    Annual audit of accounts is

    mandatory. Whenever any requirement of

    advance by District Red Cross Branches they should submit proper bank details i.e. Name and address of the Bank, IFSC code, Account Number and beneficiary name so

    Mrs. Meekakshi Khanna, Accountant informed the

    House that some of the District Red Cross

    Branches do not send the copy of RTGS details to

    the State Branch resulting this the State Branch

    does not know the source of income received.

    She also said that every District Red Cross

    Branch should have their own PAN number. They

    cannot use the PAN of State Branch. Every

    District Branch should adopt the proper accouting

    procedure and annual audit of accounts should be

    mandatory.

    Cross Branch, Gurgaon asked about the collection

    of donations by District Red Cross Branches

    under 80-G.

    Sh. D. R. Sharma, General Secretary

    informed that every District Red Cross Branch has

    to seek registration under Section 12AA

    separately to avail exemption under section 11 as

    all branches are being treated as separate entities

    for the purpose of Income Tax Act, 1961.

    He also informed that District Red Cross

    Branches receive donations and issue exemption

    certificate U/s 80 G of Income Tax to the donors.

    This receipt will not be valid if District Red Cross

    Branch is not registered u/s 80-G (5) of the

    Income Tax Act, 1961. He requested that District

    Red Cross Branch should be registered U/s 80-G

    (5) of the Income Tax. He further informed that

    every District Red Cross Branch should have

    separate PAN Number, so that annually returns

    can be filed under the respective PAN.

    4. If any donations come to District Red Cross
