Indian Institute of Technology Kharagpur invites sealed two part bids from reputed Original

Equipment Manufacturers (OEMs) OR their Authorized Dealers/Distributor who have adequate

credential for supplying, installing and maintaining surveillance system for large organization,

IITs or similar Autonomous Institutions /Universities, Government /Public Sector Undertakings,

etc., for supplying and implementation of CCTV Surveillance System along with all necessary

Accessories for Computer & Informatics Centre(CIC), IIT Kharagpur on TURN KEY BASIS with

one year comprehensive onsite warranty at CIC IIT Kharagpur. The entire job must be

completed within 30 days from the issue of Purchase Order.

Interested OEM or their authorized dealers/distributors are requested to send their sealed bids

under a two cover system as per requirement mentioned in tender document, along with the

Technical Specifications & Compliance Certificate as mentioned in Annexure – 1 (Technical

Features) and the quantity as specified in tender document.

The proposal has to be sent in a sealed packet, containing two separate sealed

envelopes (Technical Bid and Price Bid) duly superscripted with Reference Number (Tender

CCTV SURVEILLANCE SYSTEM AND ACCESSORIES FOR COMPUTER &

INFORMATICS CENTRE, IIT KHARAGPUR

Indian Institute of Technology, Kharagpur has a huge state-of-the-art IT infrastructure to provide

IT related services to the campus community. It has couple of PC Labs, Server Labs,

networking Lab & helpdesk functioning on 24x7 basis in Computer & Informatics Centre (CIC).

In view of this Institute has decided to procure CCTV surveillance system for Computer &

Informatics Centre to strengthen its security.

1. Scope of work:

The scope of the work includes supply, installation, commissioning and integration of 14 nos. of

IP based CCTV Surveillance system at different location of Computer & Informatics Centre,

IIT Kharagpur as per the tender specifications. The work includes

I. Supply and installation of the IP Cameras on walls/ceilings with proper wall/ceiling

mounting arrangement. IIT Kharagpur will provide the list of locations where the cameras

are to be deployed.

II. Complete configuration and integration of all the components of the security surveillance

system on the existing IP network of the Institute will have to be carried out by the

selected vendor.

III. Monitoring of the digital video signal from all cameras on large screen LED display units

for online monitoring of all camera outputs in tiled display format at the specified location

and additional stations over web browsers will be the responsibility of the selected

vendor.

IV. The Central Monitoring Station (CMS) has necessary network connectivity and UPS to

power the centralized equipment like NVR, Monitors, Storage system etc.

V. The CMS should have the video recorder facility for storing signals from all 14 cameras

for a period of 30 days with 720p resolution.

VI. The 32 ports of the NVR (Network Video Recorder) should be achieved by cascading a

maximum of two NVR’s for future requirement.

VII. Provision must be there for taking backup of the recorded video on external HDD.

VIII. All equipment and accessories of the whole system are to be as per technical

specifications given in Annexure-1 (Technical Features).

IX. All the items supplied shall be designed for smooth, efficient and trouble free operation

in tropical humid climate of 45 degree Celsius ambient temperature and a humidity of

90%.

X. All the items supplied shall be complete with approved safety devices, wherever a

potential hazard to personnel exists, and with provision for safe access to personnel to

and around the instrument for operational and maintenance functions.

XI. It is to be noted again that any item not covered in the specification but essential for

proper installation, operation and maintenance of the CCTV System shall be included

and executed by the vendor without any additional cost.

XII. The system should be scalable and support multi branded IP cameras. Complete

delivery of the material (hardware and software) and installation has to be accomplished

within thirty days of receipt of the purchase order, failing which Liquidation Damage (LD)

can be imposed as per Institute purchase rules.

XIII. The vendor should supply all required hardware, software and licenses to meet the

technical specifications. Part bid will not be entertained. All licenses provided must be

perpetual.

XIV. The onsite comprehensive warranty period of one year will start after successful

installation, commissioning and integration of CCTV surveillance system Final

acceptance and certification will be done by Head, Computer & Informatics Centre, IIT

Kharagpur.

XV. Replacement of defective equipment item and shipment of the same should be

the responsibility of the selected vendor without any financial commitment from IIT

Kharagpur. The same has to complete within five working days.

XVI. In case of any future expansion/up-gradation necessary changes in the configuration

has to be done by the selected vendor for smooth integration/migration without any extra

cost during warranty period.

XVII. All necessary documentation related to time-to-time configuration has to done by the

selected vendor.

XVIII. The vendor will be liable for any hardware and software up-gradation for maintenance

without any extra cost during warranty period.

XIX. The vendor should supply all required hardware, software and licenses to meet the

technical specifications. Part bid will not be entertained.

XX. The entire job must be completed within 30 days from the issue of Purchase Order.

2. Submissions of Bids:

I. Technical bid (should also contain detailed un-priced bill of material) and price bids

should be sealed and quoted separately. The technical bid will be evaluated first for

technical suitability. If necessary, the bidder may be asked to demonstrate the features

of their product at IIT Kharagpur before final technical qualification. Only technically

qualified bids would be considered for price comparison. Price bid should contain the

priced bill of material showing prices for hardware, software, and services with

applicable taxes for each shown separately, as well as a total price shown in the given

format (Annexure-2) inclusive of all taxes. Total price quoted in the given price bid

format as per tender should match the total price calculated from the priced bill of

material. In case of any ambiguity, the unit rate quoted in the priced bill of material will

be considered as the final price.

II. The technical bid should contain the technical solution as per the requirement specified

in Annexure-1 (Technical Features). For each of the features specified in Annexure-1,

the technical solution should have a description of how the proposed solution achieves

that feature. If necessary, the bidder may point to the relevant page number of any

technical documentation of the OEM that contains the description of the feature.

III. Bill of Materials should mention model number indicating relevant part numbers for each

component wherever applicable.

IV. Technical bid should contain the tender document signed by authorized signatory of the

bidder as a token of acceptance of specifications, requirements and terms and

conditions.

V. Technical bid should contain all relevant technical details; printed technical leaflet of

models quoted and other details, which may be necessary to ensure that the bid is

complete in all respect e.g. technical specification must also contain a point wise

compliance statement from the vendor.

VI. Technical bid should also contain a signed “compliance certificate” Annexure – 1

(Technical Features) duly counter signed by the manufacturer or bidder.

VII. The authorization letter issued by the OEM (specifically against this tender) should be

enclosed in original for the Dealers/Distributors.

VIII. If necessary, the vendor may be required to give presentation/demonstration on the

systems offered as well as arrange site visit, where vendor has installed and integrated

similar solution.

IX. Bidder should have their own office, support and implementation team in Kolkata.

X. Bidders should also enclose the following documents in the technical bid as proof of their

credential:

Tender fee

Earnest Money Deposit (EMD)

Trade License / Certificate of Registration

Copies of PAN Card, GST registration no.

Copies of IT return for last three years

Signed tender document as a token of acceptance for the Terms &

Conditions specified in various sections of the tender document

Three order copies as a proof of successful completion of similar type of job

in three different organizations within three years.

3. Delivery, Installation & Liquidated Damage:

I. Complete delivery of the material and installation has to be accomplished within 30 days

of receipt of the purchase order, failing which Liquidation Damage (LD) can be imposed

as per Institute rules.

4. Warranty & Maintenance:

I. The vendor should provide onsite comprehensive OEM warranty for ONE YEAR on all

items supplied. All products should have 1 year 8x5xNBD support commitment with

back-to- back agreement with OEM. For the entire warranty period, latest software

updates for all products should be available free of any additional cost.

II. During the warranty period, the vendor will undertake the comprehensive maintenance

of the entire components (hardware, software and accessories supplied by them) as

described in Scope of Work. Vendor’s appointed personnel should attend and resolve

any call of defect or non-functionality of newly installed surveillance system within 24

hours after intimation from IIT Kharagpur.

III. Replacement of defective equipment and shipment of the same should be the

responsibility of the selected vendor without any financial commitment from IIT

Kharagpur. The same has to complete within five working days.

5. General Terms & Conditions:

I. Last Date of Submission of Sealed Bids: 14th November, 2017 by 03:00 pm. (In the

Office of the Head, Computer & Informatics Centre, IIT Kharagpur, Indian Institute of

Technology Kharagpur).

II. Date of opening of the Technical Bids: 14th November, 2017 by 03:30 pm. (In the

Office of the Head, Computer & Informatics Centre, Indian Institute of Technology

Kharagpur).

III. Payment Terms: No advance payment will be made. However 90% (value of the

purchase order) payment will be made after successful completion of installation and

balance 10% of the payment will be made on submission of Bank Guarantee of 10% of

the total purchase value valid for a period of one year plus sixty days issued by

any Nationalized /Commercial bank.

IV. Price: Price should be quoted in Indian Rupees only on free delivery at site inclusive of

all taxes and incidental charges.

V. Custom Duty Exemption Certificate (51/96) / Excise Duty (10/97) Exemption Certificate

will be issued to the Selected Bidders as applicable in Institute rules.

VI. Tender Fee: An amount of Rs.1000.00 (Rupees One thousand only) as tender fee

(nonrefundable) has to be paid in the form of Demand Draft from any Bank in favour of

“Indian Institute of Technology Kharagpur”, payable at “Kharagpur”. Quotation will not be

accepted without the Tender Fee. Tender fee should be enclosed separately in an

envelope and stapled with the Technical Bid.

VII. Earnest Money Deposit (EMD): An amount of Rs.30, 000.00 (Rupees thirty thousand

only) (Refundable) in the form of Demand Draft drawn in favour of “Indian Institute of

Technology Kharagpur”, payable at Kharagpur. E.M.D. should be enclosed separately in

an envelope and stapled with the Technical Bid document superscripting EMD. The

validity of the EMD should be 6 (six) months from the date of issue. Any bid without EMD

will summarily be rejected. No interest is payable on EMD. EMD will be refunded to the

unsuccessful bidder after finalization of the tender process. The EMD of vendor awarded

with the contract to be treated as part of security deposit towards Performance

Guarantee. No interest is payable on Security Deposit. Security Deposit shall be

forfeited if the selected vendor fails to execute the contract after receiving the same.

VIII. Conditional Offer will not be accepted.

IX. Period of Validity: Bids shall remain valid for acceptance for a period of 120 days from

the date of opening of the price bid but any benefit for downward revision of prices

should be extended to the IIT Authority.

X. Past Performance of the Vendors will be judged at the time of Technical evaluation.

XI. All necessary passive networking work will be taken care by CIC separately before the

installation of surveillance system.

6. Acceptance of Tender

I. The Institute does not bind itself to offer any explanation to those bidders whose

technical bids have not been found acceptable by the evaluation.

II. The Institute does not bind itself to accept the lowest tender and reserves the right to

reject any or the entire tender received without assigning any reason thereof.

III. The bids (technical and price bids) once submitted shall be the property of the Institute

and shall not be returned to the vendor in future.

IV. A bid submitted with false information will not only be rejected but the vendor may also

be debarred from participation in future tendering processes.

V. Canvassing in any form not only invites disqualification in this tender but also debar the

vendor participation in the future tendering processes.

VI. Opening of Price Bids: The Price Bid(s) of only those vendor(s) who are found

technically qualified will be opened. The date and time will be informed separately.

VII. Authorized representative (with proper authorization letter to attend opening of technical

bids and also for opening of price bids) may be present at the time of opening of

Technical Bids/Price Bids.

VIII. Director may accept or reject any or all the bids in part or in full without assigning any

reason and does not bind himself to accept the lowest bid. The Institute at its discretion

may change the quantity/upgrade the criteria/drop any item or part thereof at any time

before placing the Purchase Order. In case of any dispute, the decision of the Director of

this Institute shall be final and binding on the bidders.

IX. All components in tender must qualify in technical specification. If any component fails to

qualify in technical evaluation this will lead to rejection of the bid.

7. Governing Laws

This Tender Document and the Contract shall be governed by and interpreted in

accordance with Laws in force in India. The Courts at Midnapur shall have exclusive

jurisdiction in all matters arising under the contract.
