Theknow-how,capabilityandtechnologieswhichsecureournationaredeliveredbytheUKGovernmentinpartnershipwiththeUKsecurityindustry.
TheGovernmentisfullycommittedtosupportingoursecurityindustry,notablyinexportmarkets.TheUKseekstobethepartnerofchoiceforthosecountrieswhoareseekingworldleading,trustedandprovensecuritysolutions.ThisstrategysetsouttheUK’sstrengthsandcapabilitiesinsevenareasofsecurity.ItdescribeshowtheGovernmentwillprovideimmediateandpracticalassistancetoUKexportersandtooverseascustomerswhohaverequirementsintheseareas.
UKTI’sDefenceandSecurityOrganisationandtheHomeOfficewillcontinuetoworkcloselytogetherindeliveringthisstrategy.WeneedtobuildonthealreadystrongpartnershipbetweenindustryandgovernmentandworkhandinhandtoachieveourobjectivetoincreaseUKsecurityexports.

The United Kingdom has a wealth of security expertise refined over many years of countering terrorism and other crime, controlling borders and most recently, through the safe and secure delivery of the London 2012 Olympic and Paralympic Games.

IntroductionThe UK has a strong reputation for security. Our agencies and police are amongst the best in the world. Our strategies for tackling terrorism and crime are well regarded. The security operation to protect the London 2012 Olympic and Paralympic Games was rightly regarded as a major success.
Fromhomelandsecurityandbordercontroltosurveillanceanddetectionequipment,UKcompaniesareattheforefrontofdesigning,manufacturingandsellingsecurity-relatedgoodsandservicesallovertheworld.
Incomparisonwiththedefencesector,whichconsistentlycapturesabout20percentoftheglobaldefenceexportmarket,theUKsecuritysectorcurrentlyachievesjustoverfourpercentoftheglobalsecurityexportmarket.
TheDefenceandSecurityWhitePaperNational Security through TechnologypublishedinFebruary20121recognisedthatahealthyandcompetitiveUKsecurityindustrycanmakeasignificantcontributiontoournationalsecurity.Itcancreatejobs,maintainskillsandsustainadvancedmanufacturingandtechnologicalcapabilities.TheWhitePapernotedthatwhilsttheUKisthesecondlargestdefenceexporterintheworld,ourperformanceinthesecurityexportmarketisnotconsistentwithourreputationandexpertise.TheWhitePaperconcludedthattheGovernmentshouldprovidefurthersupporttoindustrytoimproveitsexportperformance.
TheWhitePapercommittedtheGovernmenttocreatinganewSeniorResponsibleOwner(SRO)role,witharemittocoordinategovernment’ssupporttothesecurityindustry.TheSRO,DirectorofSecurityIndustryEngagement,wasappointedinJune2013,workingwithintheOfficeforSecurityandCounterTerrorismintheHomeOfficeandreportingtoHomeOfficeMinisters.
Thisstrategy,producedbyUKTrade&InvestmentDefenceandSecurityOrganisation(UKTIDSO)andtheHomeOfficesetsoutourapproachtothesecurityexportmarket.Itwillbesupplementedwithsectorspecificreports,thefirstofwhichcoveringcybersecurityexportswaspublishedinMay20132.
AchievingasignificantincreaseinsecurityexportsisimportanttoindustryaswellastoourNationalSecurityStrategy.Securityexportsfacilitatesecuritycooperationandcontributetoourprosperity.

Thestrategyappliestoallpartsofthesecuritysector,drawingontheexperienceofPrimesandSmallandMediumEnterprises(SMEs).Itfocusesonpartsofthesectorwhichwillbenefitfromgovernmentsupportandwhereinterventioncanhavethegreatestimpact–wheretheendcustomerisanticipatedtobeanoverseasgovernmentorganisation.ThegeneralservicesprovidedbyUKTI,eitherbyDSOortheregionalorinternationalnetworkwillbeofbenefittoanysecuritycompanylookingtoexport,regardlessofspecialisation.Insomepartsofthesector,forexamplecybersecurity,themajorityofexportopportunitiesarelikelytoariseinthebusinesstobusinessspace,whereUKGovernmentcanalsooffersupport.

The global security market and UK performance Theglobalsecuritymarket3wasestimatedtobe£410billionin2012andisforecasttoriseto£571billionin2016throughexpectedaverageannualgrowthofninepercent.Theexportmarketin2012wasestimatedtobe£64billion,ariseofthreepercenton2011.
MuchoftheglobalgrowthshowninFigure1willbedrivenbydoubledigitincreasesincybersecurityexportactivities.

Figure2showsthatUKsecurityexportfigureshavegrownsteadilyoverthelastfouryearsreaching£2.7billionin2012,anincreaseoffourpercentoverthepreviousyear.The2012performancegivestheUKa4.2percentshareoftheglobalmarket.
Between2011and2012thesub-sectorsexperiencingthehighestgrowth,ofatleastsevenpercent,werecyberthreatintelligence,situationalawarenessandsystemrecovery.Exportgrowthforallothersubsectorswasmuchlower,rangingfrom0.4percent(accesscontrolsystems)to2.3percent(mannedsecurity).
Thirteenexportdestinationsaccountfor67percentofallUKexports.TheleadingdestinationsaretheUSA(21percent),China(13percent),Japan(sevenpercent)andIndia(sixpercent).ThisrankingofUKsecurityexportshasremainedunchangedforthelastthreeyears.Figure3showsthetop13UKexportdestinationsbyvalue.

Identify
To IDENTIFY target markets and opportunities for UK industry overseas, we will:
– Continuetocommissionannualmarketresearchonthesecurityexportmarketandsharethiswithindustry.
– SourceregularanalysisfromourHighCommissionsandEmbassiesonsecurityopportunitiesincountrytobesharedwithindustry.
– Whereappropriate,offerUKGovernmentsecurityauditstohelpprioritycountriesidentifyanddesigntheirrequirementsandhighlightcapabilitygaps.
Keytomarketanalysisistargetedquantitativeandqualitativedata.Forthelastfouryearswehavecommissionedresearchwhichhasprovideduswithinformationregardingthesizeoftheglobalsecuritymarket,togetherwithimportandexportstatisticsforindividualcountriesandfordifferenttypesofsecurityequipment.Wewillcontinuetoobtainthisinformationandshareitaswidelyaspossible.
However,quantitativedataaloneonlyprovideslimitedinformationonthefutureglobalsecuritymarketandtheopportunitiesforUKcompanies.WerecognisethatUKcompaniesalsoneedinformationaboutspecificfuturerequirementsandforthatreasonwewillaskBritishEmbassiesandHighCommissionstoupdatethesecuritysurveytheycompletedin2010onaregularbasistoinformsecurityopportunitiesineachmarket.Thiswillensurethatwecaptureemergingrequirementsfromnon-traditionalmarkets.
CompanieswillstillbeabletocommissiondedicatedbespokeresearchwithUKTIteamsinaparticularmarketthroughtheOverseasMarketIntroductoryService(OMIS)andouroverseasteamswillcontinuetopublishtenderopportunitiesthroughtheUKTIwebsite.WewillalsoworkacrossUKGovernmenttounderstandanypoliticalornationalcapabilityrisksconnectedwithsecurityexportstocertaincountries.ThiswillhelpinformUKTIDSO’sannualreviewofitsprioritymarkets.

– Supporttrademissionstoprioritycountries,wherepossibletobeledbyUKMinisters.
– ImplementaprogrammeofsystematicengagementbetweenUKgovernmentandkeydecisionmakersinprioritycountries:Ministerswillbemorepersonallyinvolvedinsupportingsecurityexports.
– RepresenttheUKsecurityindustryatdomesticandinternationaltradeexhibitionsandfacilitateasignificantinternationalpresenceattheUKannualSecurity&Policingexhibition.
– Arrange,hostandsupportinwardandoutwardvisitsbyoverseasdelegationstoshowcaseUKsecuritycapabilities.
– Supportindustrypromotionalevents,suchasproductlaunchesconductedinBritishEmbassiesorHighCommissions.
OneoftheUKGovernment’skeyrolesistofacilitatemarketaccessforUKcompanies.Thiscanbedoneinanumberofdifferentwaysincluding:
– GovernmenttoGovernment(G2G)agreements.
– Trademissions(thesecanbeparticularlyeffectiveifledbyaMinister).
– Exhibitions(egSecurity&PolicingandMilipol).

TheUKGovernmentcanaddvaluetoaUKofferthroughaG2Gagreement.Theseagreementstakedifferentforms,butinprincipleenableprovisionofbothUKgovernmentexpertiseinsecurityandtheworldleadingcapabilitiesofUKindustry.
ThroughaG2Gagreementwewouldoffer,whereappropriate:accesstosecurityexpertiseandstrategicthinkingwithingovernment,policeandagencies;supporttooverseasgovernmentstoidentifyandspecifytheirsecurityrequirements;andassistanceinaccessingthenecessarycapabilitiesfromtheUKsecurityindustry.
OverseasgovernmentsandpublicorganisationsplaceahighvalueontheinvolvementoftheUKGovernmentinrespectofsignificanttradedeals,particularwheretheyseekcompletepackagesofcapability,includingequipment,support,andtraining.TheUKGovernmentwillworktoensurethat,whereappropriate,industrycanofferaroundedpackagetosetusaboveourcompetitors.
TheUKwillconsiderenteringintonewG2Garrangementswheretheseareofsecurity,economicandstrategicvalueandinthenationalinterest.

– WorkwiththeUKsecurityindustrytounderstandexistingandprospectiveinterestsinprioritycountries.
– Explainclearlytoindustryourcountryprioritiesandthesupportwecanoffer.
– PromotepartneringbetweentheUKsecurityindustryandindustriesinprioritycountries.
– ProvidesectororcountryspecificbriefingdaysforindustryincludingopportunitiestoengagedirectlywithUKAmbassadorsandHighCommissioners.
– ConsiderwaystoensureSMEsareabletocontributemoreeasilytomeetingsecurityrequirements,bothdirectlyandthroughthesupplychain.
WhilstaUKsecurityindustrySMEcanbesuccessfulinoverseasmarketswithoutexternalassistance,especiallywithabespokesolutionforaparticularrequirement,manyoverseasgovernmentshavestatedapreferencefordealingwithoneUKPrimecontractor.ThisarrangementwouldseethePrimeleadingallengagementbetweenthegovernmentandtheUKconsortium,acrossallcapabilityareas.
UKGovernmentwillassesstheapplicationofthisapproachtoexportopportunitiesonacasebycasebasisandencouragediscussionsbetweencompaniestoagreeaUKlead.WewillfacilitatediscussionsbetweenUKPrimesandSMEsviaeventssuchasUKTIDSO’sSMESymposium.

To SUPPORT UK industry to convert opportunities to outcomes, we will:
– InfluencegovernmentsinprioritycountriestoimprovetheirenvironmentinwayswhichmakeinvestmentbyUKindustrymoreconducive.
– PilotaUKsecuritybrandingsystemtoaccreditcredibleandresponsibleUKsecuritycompanies.
– Whereappropriate,providegovernmentlettersofsupportorpresentationstoendorsecampaigns/technologies.
– EstablishaSecurityandResilienceGrowthPartnershiptoidentifywaysinwhichUKGovernment,industryandacademiacandemonstratetheUK’ssecurityexpertiseandcapabilities
– DevelopaUKsecuritybrandtoincreaseconfidenceinUKsecurityproductandservices
– Usegovernmentnetworkstosupportbusinesstobusinessopportunities
The Security and Resilience Growth Partnership will identify ways in which UK Government, industry and academia can demonstrate the UK’s security expertise and capabilities, especially our ability to innovate and respond to new and emerging threats. The partnership will:
– ShowcaseUKinnovationinaction,improvethedeliveryofcapabilitiestoUKcustomersandestablishUKcredibilityforcapacitybuildingoverseas.
– ProvideoverseasgovernmentswithappropriateaccesstoUKexpertise,innovativetechnologiesandnovelwaysofworkingaspartofbuildinglongertermpartnershiparrangements.
– EncourageconsiderationofexportabilityatthepointofinvestmentinR&D.
– PreparethesecuritysupplychaintocaptureandexploittheexportopportunitiesinsupportofGovernmenttoGovernment,BusinesstoGovernmentandBusinesstoBusinessprogrammes.
– Improvethespeedwithwhichnewideasandexportprogrammesarebroughtforwardintoquickbusinesscasewins.
WearealsoworkingwithindustrytodevelopaUKsecuritybrandtosupporttheexportofUKsecurityproducts.Thisbrandwouldincreaseconfidenceinthequalityandreliabilityofbusinessesoperatinginthesecuritysector.ItwouldbeusedtomarkettheUK’ssecuritycapabilityinglobalexportmarkets.
Weanticipatethatthebrandwouldfeatureprominentlyonmarketingandpromotionalmaterials.Itwillnotinterferewithexistingproductandserviceaccreditations.Anyproposedbrandingprocesswouldbevoluntary,useexistinginfrastructure,andbelowcosttoindustrytoimplement.
Inabusinesstobusinesssale(themajorityofwhichareseeninthecommercialsecurity,safetyandfiresegmentsofthesector),theUKoffermaysimplycomprisetheproductsandservicesinquestion.However,UKGovernmentsupportviaarrangementandsponsoringof‘MeettheBuyer’sessionsandpromotionalmeetings,oftenatUKandoverseasexhibitions,canbeavaluableasset.InitialGovernmenttoGovernmentdiscussionswilloftenalsoleadtopromotionalbusinesstobusinessdiscussions.
