TENDER NOTICE FOR HIRING OF MECHANISED HOUSEKEEPING SERVICES
On behalf of The President of India, the Income Tax Department, Surat invites bids
for Hiring Mechanised Housekeeping Services from reputed service providers. Hiring shall be
initially for the period of 3 months from the date of commencement and may be extended
for further period at the discretion of Chief Commissioner of Income-tax, Surat. Tender
documents containing detailed terms and conditions for such hiring and the Proforma for
bidding may be obtained from the office of the ITO (HQ)- II, Ground Floor, Aayakar
Bhavan, Majura Gate, Surat during office hours till 23/04/2018 The same can also be
downloaded from the website www.incometaxindia.gov.in. Last date for submission of
completed tender forms is 24/04/2018 before 11.30 AM.

TERMS AND CONDITIONS FOR HIRING MECHANISED CLEANING SERVICES
The terms and conditions for hiring mechanised cleaning services on contract basis are as under:-
1) Notwithstanding anything contained herein, this office reserves the right to terminate the
services of the Contracting Agency/Service Provider at any time without giving any notice
or reasons whatsoever. The decision of the "CCIT", Surat in this regard shall be final and
binding on the "Agency".
2) The Contractor/service provider shall be responsible for payment of wages to the
manpower deployed as per law. It shall also be the duty of the service provider to make all
statutory compliances in respect of the personnel provided by him including adherence to
provisions of Minimum Wages Act, Labour Laws and various other statutory provisions
applicable. The Service Provider shall ensure that wages are paid to personnel deployed
on time every month. The scope of work to be performed is as per Annexure ‘A’.3) Insurance cover protecting the agency against all claims applicable under the Workmen’s
Compensation Act, 1948 shall be taken by the Service Provider. The service provider shall
arrange necessary insurance cover for any persons deployed by him even for short
duration. This office shall not entertain any claim arising out of mishap, if any, that may
take place due to carelessness /negligence or any other act on the part of service provider
or its manpower. In the event of any liability/claim falling on this office, same shall be
reimbursed/ indemnified by the Service Provider.
4) The work shall be done on all days during the contract period from Monday to Saturday
except Closed Gazetted Holidays. However, in special circumstance like occasion of
Republic Day, Independence Day etc. the agency will be required to carry out the cleaning
work. Further if required on administrative grounds, the agency shall be required to carry
out the work even on Sunday. The scope of work will be as per Annexure-‘A’ and if need
arises, some extra cleaning work will have to carried out by the agency as per the

instructions from this office. All the cleaning material, consumables and equipments
including machines required for cleaning, like vacuum cleaner, auto scrubber dryer,
broom, mop, garbage bag, acid, phenyl, phenyl/naphthalene balls, air freshener for toilet
etc. will have to be provided by the agency.
5) (i) It has to be ensured by the agency that all material and equipments/machines used for
cleaning work are of standard quality and there should be adequate supply of all such
items.
(ii)The personnel deployed shall be well experienced, trained adequately in their field and
of sound health. They shall be disciplined and well mannered. They shall not have any
criminal background and any Police verification in this regard shall be the exclusive
responsibility of the Contractor/service provider only.They shall be provided with proper
and tidy uniforms, which are to be kept clean.They shall be provided with identity cards,
which shall be displayed prominently by each personnel. Photographs, full current address
and telephone number of all personnel shall be provided to this office for record.
(ii) The age of the persons put on duty as housekeeping workers shall not be less than 18
years.
6) The personnel deployed shall be punctual and shall promptly and meticulously complete
the work assigned to them.
7) The personnel shall report to the officer-in-charge assigned by the office for daily
attendance. If any personnel is found absent during duty hours, the payment for such
personnel for that particular day will be deducted besides penal consequences that may
arise as per other provisions.
8) All existing statutory regulations of both the State Government as well as the Central
Government shall be adhered to by the Service Provider and all records maintained
thereof shall be made available for scrutiny by this office. Any failure to comply with any of
the above regulations or any deficiency in service will render contract liable for immediate
termination.
9) Agency shall be responsible for fulfilling all its obligations under various laws and Acts,
such as Minimum Wages Act, EPF Act, ESI Act, Bonus Act, GST Act etc., whichever
applicable in its case and under any other statutory requirements as applicable to the Govt.

of Gujarat/Govt. of India and the rules/regulations as amended from time to time, in respect
of the manpower deployment and also to present the relevant documents as and when
required or asked for by the CCIT, Surat.
10) The Contractor shall quote fixed rate for the entire period of contract. No request for
enhancement of rates will be entertained during the period of contract except the situation
when there is revision of minimum wages. The contractor may enhance the rates to comply
with the Minimum Wages Act. However, the enhancement shall be made only to the extent
of revision in Minimum wages. No request for enhancement of service charges during the
contract period will be entertained. Further, while quoting the rates, contractor shall provide
the break-up of the same clearly specifying the amount to be paid to each personnel,
Provident Fund and other statutory charges/taxes to be paid and his service charges etc.
11) At the end of every month, the Agency shall submit to the CCIT, Surat pre-receipt &
stamped bills in three copies along with a copy of the attendance register for the month
duly certified by the authorized representative of the "Employer" and a certificate (in
prescribed format) duly signed by the Agency to the effect that he/she had paid the wages
to the personnel deployed at Income tax premises, Majura Gate, Surat for the previous
month based on the monthly rate fixed for the service.
12)The persons engaged by the Contracting Agency/Service Provider shall be in the
employment of the Agency/Service Provider only. They shall not be considered employees
of the Income Tax Department. There will be no obligation on the part of the Department
towards such personnel. In no case, a relationship of employer and employee between the
CCIT, Surat and said manpower shall accrue implicitly or explicitly.
13)The Contractor/Service Provider shall indemnify and keep this office indemnified against
the consequences arising out of/relatable to all acts of omission, commission, negligence,
dishonesty, criminal act or misconduct of the contracting agency or the personnel deployed
by it and this office shall not be liable for any damages or compensation to any personnel

or third party on account of such act of the personnel deployed or the contractor. All such
claims shall be the exclusive responsibility of Contractor/service provider only.
14) Any damage to the property caused by the intentional act or due to
carelessness/negligence by the contracting agency or the personnel deployed by it shall
be borne by the Agency and such loss should be brought to the notice of the Caretaker/In-
charge Maintenance or to the CCIT, Surat by the firm/agency/contractor.
15) The contract will be initially for a period of 3 months. On basis of performance during this
period of 3 months, contract will be extended for a further period of 21 months (i.e total
period of two years). The contract can be extended further by CCIT, Surat, subject to
satisfactory performance of the Service Provider.
16) The present requirement is of 26 personnel and 2 supervisors, which, depending upon
requirement can be increased or decreased after intimation to contractor.
17) The department shall have right to make inquiry and call for records from contractor to
check adherence to above mentioned terms and conditions.
18) The contractor shall, in no case, appoint sub-contractor for this work and shall not
transfer/assign his right to any other person/agency.
19) If the contractor fails to meet the requirements of the department on any particular day
then the department shall have the right to make alternate arrangement and any charges
in this regard shall be borne by the contractor besides the proportionate deduction from
the bill without prejudice to levy of penalty, which may be levied as per the provisions.
20) Contractor/Service provider can terminate the contract also by giving 60 days notice in
writing to office of CCIT, Surat. The contract can be terminated by CCIT, Surat in case of
poor performance or non-compliance of terms and conditions without any notice period.
21) The bidder shall be required to make an Earnest Money Deposit [EMD] of 1,00,000/-
(Rupees One lac only) along with the tender in the Form of Demand Draft/Pay
order/Banker's cheque drawn in favour of ZAO, CBDT, Surat. The EMD of unsuccessful

bidders will be returned back, whereas in case of successful bidder, the EMD shall be
retained as Security Deposit. The same shall be returned to the contractor after successful
completion of the contract or termination of contract due to mutual consent. However, the
security deposit will stand forfeited if the contract is terminated due to failure of contractor
to abide by terms and conditions mentioned herein.
22) Payment shall be made on the basis of attendance of persons and pro-rata deduction shall
be made for the absence of any person on any day/part of the day. The Agency shall have
to make alternate arrangements if a personnel does not report for work due to one reason
or other.
23) The department shall have the right to recover any amount form the contractor’s pending
dues, Security Deposit and by any other means, if such recovery is necessitated for the
department due to violation of any terms and conditions of the contract, levy of penalty or
excess payment made to the contractor.
24) In case any lapse in the work is noted or services provided are not upto the mark or there is
any other contravention of the terms and conditions of the contract, it will result in levy of
penalty upon the contractor by the Department. The penalty levied can be up to the extent
of 2000/- per instance. However, the exact amount of the penalty to be levied shall be
decided by the CCIT, Surat depending upon the nature of lapse and other relevant factors.
CCIT’s decision shall be final and binding in this regard. The department shall have the
liberty to recover the amount of penalty levied from the pending bills/Security Deposit of the
contractor.
25) In case, any of the persons so deployed by the Agency is not found upto the mark in terms
of general discipline or does not perform his duty properly or indulges in any unlawful
activity including riots or disorderly conduct, the Agency on the order of the CCIT, Surat
shall immediately withdraw such persons(s) form the premises of Aayakar Bhavan, Surat
and provide replacement.

26) On award of the contract, the successful Agency shall be required to execute an
agreement with department. The security deposit will be refundable after the expiry of the
contract period. Any loss/damage sustained to the property of Income tax department
during the currency of agreement or any amount to be recovered from contractor would be
adjusted/ recovered from the amount of such security deposit and / or the amount due to
the contractor.
27) Tax at source and surcharge (i.e. TDS) as applicable shall be deducted from the payment
made to agency as per provisions of I.T. Act.
28) The Agency or personnel deployed by it will not do any act, which hampers the functioning
of the office. The personnel deployed by agency shall not do any private work in the office
premises other than the assigned duties.
29)The "Agency", which is finally awarded the contract by the competent authority, shall have to
start providing the services from 1st July, 2018 onwards after undertaking the following
tasks:-
a) Agency shall submit a consent letter agreeing to all the conditions stated here, after
receipt of work order.
b) The agency shall enter into a written agreement with CCIT, Surat.
30) The CCIT, Surat, is the competent authority and reserves all right in this behalf including the
right to reject or partially accept any or all of the tenders and to modify any or all the terms &
conditions stipulated without assigning any reason.
31) In case of any dispute or question of interpretation of any condition laid down in the tender
document, the decision of the CCIT, Surat will be final.

Subject: Hiring of Mechanised Housekeeping Services at Aaykar Bhavan,Majura Gate & Anavil Business Centre, Adajan, Surat-reg

The Chief Commissioner of Income Tax, Surat on behalf of the President of India invites
quotations in sealed covers from reputed parties latest by 11.30 AM on 24/04/2018 for providing the Mechanized Cleaning Services at Aaykar Bhavan,Majura Gate & Anavil Business Centre, Adajan, Surat. The approximate number of manpower required is 26 housekeeping personnel and 2 Supervisors.
The bid shall consist of two parts – Technical Bid and Financial Bid’. Both bids
are to be placed in two separate sealed envelops (clearly super scribing ‘Technical Bid’
and ‘Financial Bid’) which, in turn, are to be placed in one sealed cover. Demand
Draft/Pay order/Banker's cheque towards the EMD should be kept in the envelope
containing technical bid only. Bids of all the parties whose Financial Bid’are not in a separate sealed cover or the rates quoted by them find mention in their Technical Bid, shall be rejected forthwith. The forms for both the technical and financial bid
should be completely filled up. The Financial Bid of only those parties shall be opened
whose Technical Bids are found to be eligible as per the terms and conditions mentioned
in this document, while financial bids of the technically disqualified bidders’ shall be
returned unopened.

The bids shall be opened at 03.30 PM on 24/04/2018 in the Conference Room-304, 3rd
Floor, Aayakar Bhavan, Majura Gate, Surat in the presence of bidder or one representative of
the bidder, who wishes to remain present. In this regard, the authorized representative should
be duly authorized by the bidder.
A. Eligibility Criteria for Bidder: Technical BidFollowing conditions must be fulfilled by the bidder. The required details and supporting documents in this regard should be submitted along with the form for Technical bid (Tender Form– A). All the documents should be numbered and enclosed as per the annexure with the technical bid.
I. The applicant Contractor/Agency should have at least 5 years’ experience in providing
Mechanized Cleaning Services. The documentary evidence for the same should be
submitted.
II. The applicant’s Annual Turnover in last 2 years i.e. F. Y. 2015-16 & 2016-17 should not
be less than 5 Crore in each year from the business of providing Mechanised Cleaning
Services and net worth should not be less than 3 crores in at least one of the financial
years from F.Ys. 2014-15 to 2016-17. Authentic evidence should be submitted in this
regard such as copies of Income Tax Return along with copies of Balance Sheet and Profit
and Loss Account for the relevant years.
III. However, while considering the net worth & annual turnover from the business of Cleaning
Services, net worth & turnover of immediate family members in case of proprietorship
concern will be taken into consideration. Similarly in case of applicant firm/company while
considering the net worth & annual turnover from the business housekeeping, net worth &
turnover from the business of housekeeping of Directors/partners and of related
concern(in which partner of Directors have substantial interest), will be included. In support
of this, the applicants should submit their copies of Return of Income along with Balance
Sheet & Profit and Loss Account for relevant year. The decision of Purchase Committee
shall be final about inclusion of the turnover & net worth of related
person/concerns/immediate family members. For the purpose of the above clauses, the
immediate family members shall mean son, daughter, spouse and parents only.

IV. The applicant agency should have over 50 numbers of mechanized cleaning
equipments/machines such as high pressure jet waste cleaners, vacuum cleaners, etc.
and at least 100 cleaning personnel at its payroll for whom the P.F deductions are being
made and deposited to the Government Account continuously for at least last six months.
The documentary evidence regarding the strength of personnel on payroll and the
deductions of Provident Fund and its deposit in the Government Account should be
submitted alongwith the technical bid. Similarly, the documentary evidence such as
invoices, certificate from the auditor etc regarding the number of mechanized cleaning
equipments/machines should also be submitted alongwith the technical bid. ID proof of
inventory of cleaning equipments and manpower on its pay roll should be submitted along
with technical bid.
V. The applicant agency should have reputed client base such as Govt.
Departments/PSU/Banks/corporate etc. The client list along with proof of work order
received from some reputed parties should be submitted in support of the same.
VI. The applicant should also furnish copies of all the registration certificates under the
various statutes/rules & regulations as applicable in its case such as PF, ESI, Minimum
Wages Act, GST Act, etc.
VII. The applicant should be registered with various authorities/department as per the
requirement of various statutes, rules & regulations as applicable in its case such as
Provident Fund Act, ESI Act, Minimum Wages Act, Labour Act, GST Tax Department etc.
The documentary evidences such registration certificate etc should be submitted along
with the technical bid.
The technical bids shall be evaluated based on the available documents submitted by the
bidder. To assist in the examination, evaluation, and comparison of the bids, and qualification of
the bidders, the Department may, at its discretion, ask any bidder for a clarification of its bid. Any
clarification submitted by a bidder that is not in response to a request by the Department shall not
be considered. The Department’s request for clarification and the response shall be in writing. If a
bidder does not provide clarifications of its bid by the date and time set in the Department’s
request for clarification, its bid may be rejected.

Note: The Department reserves the right to relax all or any of the afore mentioned conditions if adequate number of bids are not received.

FINANCIAL BID
The Financial (price) bid should be submitted in the format given in Tender Form– B.
Following points should be taken into consideration while making price bid.
i. All the rates must be written both in figures and words. Corrections, if any, should
be authenticated by countersigning.
ii. The rates quoted should be exclusive of any taxes, Govt. duties etc. as applicable.
iii. Details of all applicable taxes, Govt duties etc should be mentioned separately.
Quotation should be sent in sealed covers super-scribed as QUOTATION FOR HIRING OF Mechanised Cleaning Services & should reach the office of the Income Tax Officer (PR), Room No.007, Ground Floor, Aayakar Bhavan, Majura Gate, Surat-395001 on or before 24/04/2018 by 11.30 A.M. The quotation will be opened on 24/04/2018 at 3.30 P.M. in the Room No. 304 (Conference Room), Aayakar Bhavan, Majuragate, Surat in the presence of the applicants or their representative, who wish to remain present.

4. Experience in the field (Please furnish details of number of existing as well as earlier clients. The experience details should be supported by copies of the contract .

iii) Rates of wages should be in conformity with the Minimum Wages Act, Notification regarding
minimum wages issued by the Ministry of Labour & Employment, Government of India should
be followed.
iv) It is to be noted that rates of wages prescribed by the Minimum Wages Act are applicable for
nine hours of work including one hour of lunch-break and for 26 days in a month.
v) No modification to be made in Tender Form – ‘A’ & ‘B’. Tender forms in any other format shall
be rejected.
vi) The rate quoted should be exclusive of any govt. duty, tax etc. as applicable, however, the
same should be inclusive of all the material / equipment as well as the wages including ESI, PF
etc. to be paid to the personnel which has been discussed in the terms and condition given in
the tender document.
