New deadline for submitting information papers for CST3: 30 October 2012

Still interested in submitting an information paper(s) to share country experiences and good practices with other participants at the upcoming third session of the Committee on Statistics?

If your information papers are submitted to the secretariat (email: [email protected]) before 30 October 2012, they will be printed and distributed as part of the documentation of the Committee session. After this date, Committee members are still welcome to use the format of information papers to share their experiences and good practices with other participants. However, they will have to bring copies on their own for distribution.

The country experiences and good practices should be relevant to the issues of discussion of the Committee session (see provisional agenda athttp://www.unescap.org/stat/cst/3/CST3_L1E.pdf). An information paper should be concise and not exceed 4,500 words or 8 pages.

The third session of the Committee on Statisticsis to take place from 12 to 14 December 2012 in Bangkok, Thailand.

The Steering Group for the Regional Programme on Economic Statistics (SGRPES) held its second meeting on 22-24 August 2012 in Bangkok. The main topic on the agenda of SGRPES was the development of an Implementation Plan for the Regional Programme. Ideas for the Implementation Plan have been discussed throughout the year via email consultations and at a Technical Meeting held on 10-11 July 2012 also in Bangkok.

The purpose of the July Technical Meeting was to synthesize the consultations of three sub-groups of the Steering Group which each focused on a priority component of the Regional Programme, namely: technical capacity, institutional setting, and capacity assessment. The Technical Meeting was attended by the leaders of each Sub-Group (Ms Bahareh Akhavan, Islamic Republic of Iran; Mr Jeffrey Cope, New Zealand; and Mr Neo Poh Cheem, Singapore) and the two Steering Group Co-Chairs (Mr Michael Smedes, Australia; and Ms Estela T. de Guzman, Philippines). The outcomes from this Technical Meeting were further discussed in detail at the second meeting of the Steering Group in August.

In addition to development of a detailed Implementation Plan for the Regional Programme on Economic Statistics, the Steering Group has also been actively involved with designing a process and tool for Capacity Screening of national statistical systems in relation to the Core Set of Economic Statistics. The Core Set of Economic Statistics was adopted by the ESCAP Commission in Resolution 67/10 as the framework for regional capacity development activities. The Steering Group has proposed to conduct the capacity screening exercise in the first quarter of 2013. The purpose of the Capacity Screening is to gather summary information on the key strengths and weaknesses of the institutional setting, technical skills and infrastructure in each national statistical system that impact the sustained capacity for producing and disseminating the Core Set of Economic Statistics in line with the supporting international standards and guidelines. The Capacity Screening will be followed with more in-depth assessments, as needed, and the production of national activity plans for economic statistics development in order to help international development partners to coordinate their capacity-building work in the countries.

A report on the activities of the Steering Group and its decisions will be presented to the Committee on Statistics at its 3rd Session in December. The next meeting of the Steering Group will be organized in 2013.

The Statistical Institute for Asia and the Pacific (SIAP), a regional institution of ESCAP, in collaboration with the Tokushima University, is conducting a 2-month e-Learning Course on the System of National Accounts 2008 from 1 August – 30 September 2012. This has been extended for another two weeks though mainly caused by some technical problems.

This internet-based learning course utilizes the distance training system developed by Tokushima University, a national university in Japan. The conduct of online courses is supplementing SIAP’s regular Tokyo-Metropolitan-Area based training courses and outreach programme. As this is the second e-learning course on the SNA conducted by the SIAP, its content and guidance modality was developed based on the lessons learnt from the first SNA e-learning course conducted in November – December 2011.

The main objective of the course is to strengthen the capacity of national statistical offices in compilation of national accounts. The course provides an overview of the 2008 SNA as a framework for macroeconomic statistics. It is designed for junior-level government statisticians engaged in national accounts compilation and use of economic statistics or performing tasks relating to compilation of national accounts. Those with long experiences in compiling national accounts may also find the course useful to update their knowledge on the 2008 SNA.

As many as 152 nominations from 22 different countries were received for the course. However, owing to limited capacity of guiding the participants, the number was restricted to 52 officials. Of these, about 40 participants are expected to successfully complete the course and will then take a test. Certificates of completion will be awarded to the participants with scores 60 per cent or higher otherwise a certificate of participation will be given.

SIAP intends to conduct the same e-learning course during the period November - December 2012.

 

Four-month Course in Production and Development of Official Statistics in support for National Development including the Achievement of MDGs, Chiba, Japan, started 21 August 2012

The opening ceremony of the Third Group Training Course in Production and Development of Official Statistics in support for National Development including the Achievement of MDGs (PDOS-3) was held at SIAP premises in Chiba, Japan on 21 August 2012. Ms. Margarita F. Guerrero, Director of SIAP; Mr. Nobuhiko Hanazato, Director General, Japan International Cooperation Agency (JICA), Tokyo International Center; and Mr. Takao Itou, Director General for Policy Planning (Statistical Standards), Ministry of Internal Affairs and Communications (MIC) welcomed the participants. Representatives from the Ministry of Foreign Affairs, Government of Japan and Institute of Developing Economies, Japan External Trade Organization (IDE-JETRO) also joined the ceremony to welcome the course participants.

This course brings together 25 participants from 15 countries namely: Afghanistan, Bangladesh, Cambodia, Ethiopia, India, Iraq, Lao PDR, Lesotho, Micronesia, Mongolia, Pakistan, Philippines, Samoa, Syria and Tanzania.

The course which would run for 4 months consists of three modules. The first module covers statistical methods and software, survey methodologies – planning, dissemination, and sample design. Module II covers economic statistics including 2008 SNA, business surveys, consumer price indexes, and household income and expenditure survey. Module III covers demographic and social statistics including population census, vital statistics, health and education statistics, labor force statistics and MDG indicators. It also features project-based training where a model survey is planned and conducted by participants to apply the

knowledge and skills learned in the course.

The participants will go on a field study trip to a Japanese local statistical office, to some respondent families of the Japanese Family Income and Expenditure Survey, and other field visits. These field trips are not only an integral part of the PDOS-3 but they are aimed to deepen the understanding of Japanese economy, society and culture.

 

Regional Workshop on Production and Use of Vital Statistics, Daejeon, Republic of Korea, 3–7 September 2012

Improving accuracy and timeliness of vital statistics demands better coordination and stronger collaboration among statistical agencies, ministries of health and civil registration authorities. This is especially needed for improving completeness of death registrations and recording causes of death. These issues were discussed at the Regional Workshop on Production and Use of Vital Statistics by 15 participants from 12 countries, mainly statisticians working in the areas of vital statistics compilation from registration records and estimating key vital statistics from population censuses and change surveys and demographic and health surveys. 

Participants discussed the principles and recommendations for a vital statistics system, the key indicators derived from vital statistics and the sources of vital statistics as the foundations for assessing their existing systems. The workshop topics also included tools for assessing completeness and quality of data on vital events. Participants carried out self-assessments using the WHO-UQ rapid assessment tool as the basis for identifying specific goals that statisticians could aim for in contributing to the improvement of vitals in their countries.

The workshop facilitated the sharing of information on the characteristics, strengths and weaknesses and data sources of the vital statistics systems of

China, Georgia, India, Islamic Republic of Iran, Maldives, Mongolia, Myanmar, Nepal, Philippines, Republic of Korea, Sri Lanka and Thailand. Philippines and Maldives discussed the strategic plans for improving vital statistics and civil registration arising from the conduct of a comprehensive assessment of the systems.

The workshop was conducted by the United Nations Statistical Institute for Asia and the Pacific (ESCAP-SIAP) and organized in collaboration with the ESCAP Statistics Division and Statistics Korea and support from the ADB-ESCAP-UNDP project: Supporting the Achievement of the MDGs in Asia and the Pacific (Phase III).

The Statistical Institute for Asia and the Pacific (SIAP), in collaboration with the Statistics Korea and the Bank of Korea, conducted a Regional Training Course on the System of National Accounts 2008 from 11-15 September 2012 at the Training Institute of the Bank, Incheon, Republic of Korea. Besides the SIAP faculty, resource persons for the course were from UNSD, ESCAP Statistics Division and Bank of Korea.

The main objective of the course was to strengthen the capacity of national statistical offices in implementing the recommendations of 2008 SNA. The course focused on the newly introduced concepts and recommendations, mainly relating to treatment of multi-national enterprises, external transactions and financial transactions of the 2008 SNA. In addition, the course also provided a brief overview of the new features of the System of Environmental and Economic Accounts 2012.

A total of 17 participants – 8 from Republic of Korea and 9 from other member countries – attended the training course. From Korea, there were 3 participants from its National Statistical Office and 5 from the Bank of Korea. The other 9 participants were selected by SIAP from among the nominations received from different member countries. They were from: China, Fiji, Hong Kong (China), Macao (China), Mongolia, Singapore and Vietnam. Most of these participants were middle- or senior-level government statisticians with long experience in the compilation of national accounts.

After attending the course, the participants are expected to have been equipped with the ability to identify the additional data needs for implementation of the 2008 SNA.

The course materials – lecture handouts, group discussion materials, pre-course reading materials and reference materials - were assessed to be ‘very useful’ by a majority (73%) of the participants. More than 50 % of the participants found the duration of the course too short.

 

Country Training Workshop on Introduction to STATA Software for Data Analysis, Male’, Maldives, 12 – 20 September 2012

The Statistical Institute for Asia and the Pacific (SIAP), in collaboration with the ESCAP Statistics Division (ESCAP-SD) and the Department of National Planning (DNP), Government of Maldives, conducted a Country Training Workshop on Introduction to STATA Software for Data Analysis from 12-20 September 2012.  The DNP and SIAP consider the training of officials of the statistical offices in the Government of Maldives on STATA software for survey data analysis of utmost importance for strengthening the statistical capability of the country.

The main objectives of the training workshop were to:

introduce the participants to basic commands of Stata software and concepts and definitions of complex survey design;

enhance the skills of participants in methods of descriptive analysis and basic inferential analysis of data from household surveys with complex design; and

increase the knowledge and enhance ability of participants, through hands-on practices and group projects, to utilize Stata

software for descriptive and inferential analysis and presenting the results.

A total of 20 participants attended the training workshop; 13 from Statistics Division of DNP and 7 from Ministry of Health, Ministry of Fisheries, Customs, Faculty of Management and Computing, Maldives Island Revenue Authority and Maldives Monetary Authority. The participants went through hands-on practices using micro-data from Household Income and Expenditure Survey of Maldives. All participants evaluated the course as useful/very useful to their work assignment and about 90 per cent indicated that they are confident to apply the acquired skills to their work.

 

Collaboration

 

Mission to Myanmar, 2–6 July 2012

A mission to Myanmar was conducted on 2-6 July 2012 by ESCAP Statistics Division staff together with other development partners - the Asian Development Bank, European Union, Swedish International Development Cooperation Agency, United Nations Country Team (Millennium Development Goals Monitoring and Evaluation Group) and United Nations Population Fund Asia and the Pacific Regional Office, to discuss the joint strategy to support statistical capacity building in Myanmar.

On 4-5 July, a consultative meeting with key ministries and national stakeholders to identify and prioritize statistical capacity building needs in Myanmar was conducted. During the meeting participants from the various Ministries highlighted the institutional set-up and statistics-related activities of their respective ministries/departments and discussion was conducted on common challenges, including data needs and gaps and statistical capacity building needs.

Development partners introduced participants to the UN Fundamental Principles of Official Statistics and statistical processes in national statistical systems. Participants were also informed about the benefits of a national strategy for development of statistics (NSDS) and experiences in developing the NSDS in other countries such as Lao PDR and Cambodia.

Small group discussions among national participants were held to identify possible solutions to common challenges faced among entities comprising the statistical system and to outline the possible elements for a NSDS in Myanmar, key steps, suggested timelines, and support expected from development partners. The plenary and small group discussions provided opportunity for dialogue and discussion on statistics-related issues among representatives from the various ministries.

Stakeholders involved in the consultative meeting recognized that a realistic approach needs to be adopted to address immediate data needs in Myanmar, while pursuing longer-term statistics development.

Second Meeting of the Working Group on the Regional Coordination of Statistical Training, Daejeon, Republic of Korea, 16–18 July 2012

The second meeting of the Working Group on Regional Coordination of Statistical Training (WG-RCST) was held in Daejeon, Republic of Korea on 16-18 July 2012 and was hosted by Statistical Training Institute of the Republic of Korea. The main purpose of the meeting was to (a) review and firm-up recommendations on the overall strategy for regional coordination of statistical training as well as map out specific mechanisms for implementing the proposed strategy, including relevant terms of references; and (b) prepare a plan for a region-wide consultation on the recommendations of the Working Group and the finalization of the report to be submitted to the Committee on Statistics (CST).

In its second meeting, members of the Working Group agreed upon the (i) objectives and expected results of a strategy to improve regional coordination of statistical training; (ii) mechanisms for coordination of statistical training; (iii) work plan for region-wide consultation with stakeholders; (iv) content outline and structure of the Final Report of the WG-RCST to the 3rd session of the Committee on Statistics (CST); and (v) timetable for Preparation of the Final Report.

 

Second meeting of the Steering Group for Agricultural Statistics (SGAS), Bangkok, 18-20 July 2012

The second meeting of the Steering Group for Agricultural Statistics (SGAS) was held during 18-20 July 2012, in UNCC, Bangkok. The meeting was chaired by Mr Romeo Recide (the Philippines) and Mr Karpo Dukpa (Bhutan) in their capacity as the Chair and Vice-chair, respectively, of the SGAS.

In the meeting, the SGAS members reviewed the Asia-Pacific Regional Action Plan to Improve Agricultural and Rural Statistics (RAP), and provided concrete recommendations for the finalization of the RAP and its three components (technical assistance, training, and research components) for consideration by the Asia-Pacific Commission on Agricultural Statistics (APCAS, October 2012) and the ESCAP Committee on Statistics (CST, December 2012). Stakeholder meeting: Comprehensive assessment of the civil registration and vital statistics (CRVS) systems of Indonesia, Jakarta, 13 August 2012

The objective of the meeting was to present and review the results of the comprehensive assessment of the CRVS systems and recommendations on how to improve them. The meeting brought together representatives from different government agencies involved in civil registration and vital statistics in Indonesia as well as international organizations. Participants had the opportunity to review the consolidated results of the exercise and share their experiences and views on the recommendations.  Some of the discussions and suggestions during the meeting included: the need to train medical coders; ensuring the common understanding of the importance of civil registration and the production of vital statistics among the responsible authorities; and improvement of

the coordination through regular meetings and the possible establishment of a national steering committee as an overarching governance structure to provide direction and common vision.

 

Regional Training Course (Advanced) on the 2008 System of National Accounts, 11–15 September 2012 and International Seminar on the Implementation of the 2008 SNA in Asia and the Pacific Region and its Challenges, 18–19 September 2012, Seoul, Republic of Korea

 

The Statistical Institute for Asia and the Pacific (SIAP) and the Bank of Korea organized an Advanced Regional Training Course on the 2008 System of National Accounts from 11-15 September in the Republic of Korea. The training was attended by professionals from the Bank of Korea, the National Statistical Office of Korea, and the statistical offices from China, Macao, Hong Kong, Fiji, Mongolia, Singapore, and Viet Nam. Three United Nations officials contributed as lecturers: Mr. Aloke Kar from SIAP, Mr. Gulab Singh from UNSD, and Mr. Daniel Clarke from ESCAP Statistics Division. In a concluding session, participants also heard a lecture by Mr. Yungtaek Jung, Director of the National Accounts Division of the Bank of Korea, on implementation of the 2008 SNA in the Republic of Korea. 

The advanced training was followed by the International Seminar on the Implementation of the 2008 SNA in Asia and the Pacific Region and its Challenges, 18-19 September 2012, organized by the Bank of Korea in

collaboration with ESCAP and UNSD. Mr. Jun Il Kim, Deputy Governor of the Bank of Korea delivered a Welcome Address for the Seminar. A Keynote Speech was delivered by Mr. Mr Byung Sam Yoo of Yonsei University and Chair of the Advisory Committee on Korean National Accounts. Mr. Gulab Singh also delivered opening remarks on behalf of Mr. Paul Cheung, Director of UNSD.

During the 2-day event, participants in the Seminar shared experiences with the specific steps necessary for updating from the 1993 SNA to the 2008 standard. Discussions during the Seminar helped to illuminate the specific challenges and innovative approaches related to topics such as the capitalization of R&D expenditures and the treatments of goods sent for processing and other external transactions.  Both the International Seminar and preceding Training Course received very positive feedback from the participants.

Accounts (NTA), Bangkok, 17–20 September 2012

The Population Division of the United Nations Department for Economic and Social Affairs (DESA) in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations Economic and Social Commission for Western Asia (ESCWA), and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) organized a training workshop on “Measuring and analyzing the generational economy with National Transfer Accounts (NTA)”, which took place in Bangkok from 17 to 20 September 2012.

The goal of NTA is to provide a systematic and comprehensive approach to measuring the economic flows from a generational perspective. A fundamental feature of all societies is the presence of economic lifecycles, with patterns of consumption and earning changing across ages. Institutions - such as families, markets and governments – are important mediators of the reallocation of economic resources from one age group to another. For example, families support children and elderly; financial markets allow individuals to borrow at one age and lend at another, or to accumulate assets that can support consumption later in life; governments tax those in working ages most heavily and provide support for children and elderly. The importance of each institution in the lifecycle various between countries and around the world, but understanding the role they play is crucial to address changes in the population age structures.

The workshop was a component of the Development Account project on “Strengthening capacity of national policy analysts in the social and economic sectors of developing countries in the production and use of NTA”. One important product of the project is the production of a user-friendly manual with technical material, including definitions and standards of the NTA framework, guidelines for its implementation and examples based on existing methodologies and best practices. During the four days of the workshop, participants from countries in Asia and the Pacific,

Western Asia, Latin America and the Caribbean, and Europe worked together with world experts towards applying and developing the draft manual. By the end of the workshop, participants were able to successfully present their initial estimations for NTA components using data from countries in these regions.

Staff movement

 

Arman Bakhtnia, who has been with ESCAP Statistics Division for two years as an Associate Statistician, has joined the Statistical Institute for Asia and the Pacific (SIAP) as Statistician/Lecturer.

Jan Smit was the Chief of the Statistical Development and Analysis Section, Statistics Division before moving to PPD as Senior Programme Officer of the Partnerships and Resource Mobilization Section.

Pornrat Lertyosthanavath who has been with ESCAP for the last 34 years is now having her well deserved retirement. She has loyally served Statistics Division since 10 July 1978.

 

New faces in Statistics Division

Jonathan Chamberlain arrived as an intern in the Statistics Division on the 6th of August 2012, and is currently working on the improvement of Civil Registration and Vital Statistics in Asia and the Pacific. 

Jonathan is a graduate of Monash University, Australia, having undertaken undergraduate studies - majoring in Banking and Finance - and current postgraduate studies - in Law. Jonathan is currently completing his minor-thesis focusing upon the state and practice of civil registration law in Asia and the Pacific.

Jonathan is interested immensely  in the socio-economic development field - particularly the legal and ethical aspects of Corporate Social Responsibility, having previously been awarded for his work on Corporate Social Responsibility in the Coal Seam Gas Mining Industry.

Jonathan Marskell joined the Statistics Division in July 2012 as an intern. Currently, he is a graduate student of King’s College, London and has previously studied at Copenhagen Business School in Denmark and Macquarie University in Sydney, Australia. Jonathan is responsible for project coordination for the civil registration and vital statistics programme, as well as helping organize a High-level Meeting in December 2012.

A native of Australia, Jonathan’s interests are in development, international business, international relations and how actors in each of these areas can work together for a better world. In September 2012, he submitted his Master’s dissertation on the financial integration of

ASEAN for marking.

 

Kanlaya Kamonwatin joined the Statistics Division, on a short-term assignment, on 20 June to 30 September, as a Statistics Assistant to support the work on the improvement of Civil Registration and Vital Statistics in Asia and the Pacific.

Prior to joining the Statistics Division, Kanlaya worked as a Staff Development Assistant since 2007 for the Division of Administration at ESCAP, where she was responsible for staff learning and development programmes. Kanlaya holds a master’s degree of Political Science in International Relations from Thammasat University.

Effective from October, Kanlaya will assume a new role as a Programme Assistant in Transport Division at ESCAP.

 

Nan Ye joined the Statistics Division of ESCAP in September 2012 as an intern. His is currently assisting SD staffs with the production of the Statistical Yearbook for 2012.

Nan has duel bachelor degree from China and Australia. He received his first bachelor degree in Information Management and Information System from Shanghai University and obtained another bachelor degree in Management from University of Technology, Sydney. Currently, he is pursuing a Master of Science degree in Finance from Bocconi University in Milan, Italy and he is in the final year.

Nan is interested in many areas, including social responsibility of entrepreneur and government, financial accounting, global strategy and politics, information management and processing, as well as statistics.
