J.R Marcellana The University of Perpetual Help System Laguna (UPHSL) has remained steadfast in its mission to be a leader in quality tertiary education and be dedicated to the development of the Filipino as a leader. This is reflected in the institution's performance in the recent Librarian's Licensure Examina- tion (LLE) held last September 18-19, 2018. The Professional Regulation Commission (PRC) announced that 466 out of 951 passed the Librarian Licensure Examination given by the Board for Librarians in the cities of Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo, Legazpi, Tacloban and Tuguegarao. Out of four hundred sixty-six (466) passers, nine (9) Perpetualites passed the exam namely: Kathleen M. Aquino; Janna D. Arevalo; Honey Grace De Leon; Elierose M. Locriana; Judy May B. The University of Perpetual Help System Laguna (UPHSL) has remained

steadfast in its mission to be a leader in quality tertiary education and be

dedicated to the development of the Filipino as a leader. This is reflected in

the institution's performance in the recent Librarian's Licensure Examina-

tion (LLE) held last September 18-19, 2018.

Maria Gen E. Esmilla; Ma. Lovenario T. Cortez; while Flora A. Marbella and

Mary Grace C. Doctor are currently MLIS students. The passers are over-

joyed to finally become library and information professionals and to share

their expertise in the profession.

These momentous achievements prove that the University is a home and

provider of registered librarians in the country.

It is my chance to reflect on the changes that

were accomplished for this academic year 2017-

2018. Most significant is the technology we

have added to our library services. The details

of these technologies are indicated in my report

as part of the library services.

All of these were made possible thru the

support of the management with special mention as the Presi-

dent, Col. Antonio L. Tamayo, GSC, FPCHA, Ph.D; Executive

School Director-JONELTA, Dr. Ferdinand C. Somido and the

other support services.

I am very glad that we are one in purpose, that is to satisfy

our clients.

Last December 5-7, 2017, the UPHSL Main Library facilitated various activities in celebra-

tion of National Book Week 2017 with the theme “Libraries Take Action: Providing Access and Op-

portunity for All”. Under the supervision of the Director of Libraries, Dr. Elizabeth Malabanan and

the pillar of library staffs facilitated, the said three-day event was successfully conducted commemo-

rating the importance of books and reading in the everyday lives of the academic community.

On the first day, December 5, 2017, a morning mass was held at the Main Library, followed

by an inspirational message from the Executive School Director, Dr. Ferdinand C. Somido. This

was followed in the afternoon by a seminar workshop sponsored by NOCEI and UPHSL, conducted

at the Main Library with Hon. Lourdes T. David as the guest speaker. She discussed about Records

Management: Recovery, Organization, Disaster Preparedness, Risks, Response and Recovery.

On the second day, the library staff together with the COP Director Ms. Grace de Guzman

conducted a Community Outreach and Book Giving Program at Palma Elementary School. The ob-

jective of the said activity was to encourage the pupils to give importance to reading and exploring

new ideas for them to be productive, knowledgeable and skillful in the future. The outreach activity

was an overall success, which is a testimony to the willingness of the library staff to carry out the

services of the library outside the four corners of the institution.

On the third day, an ECHO seminar was conducted, the speakers are Dr. Elizabeth D. Mala-

banan, Director of Libraries; Dr. Lindie Masalinto, Medical Librarian; Ms. Myla P. Bernat, Head

Readers Service, Ms. Jenalyn M. Estrella, Librarian, Technical Services; and Ms. Allaine Jean Ni-

ñofranco, Basic Education Librarian. The National Book Week 2017 was successfully ended with

the awarding program wherein Top Library Users (Student/Faculty) and Library Staff of the Year

was awarded. Ms. Jocelyn Mendoza was the Top Faculty Library User and Ms. Myla P. Bernat,

Head Readers Service was recognized as the Library Staff of the Year.

Director of Libraries Achievement

Last September 6, 2017, a Faculty Library Committee

Meeting was held in the Technical Section of the

Main Library.

The Faculty Library Committee serves as an advi-

sory body of to the Administration and is responsible

for the collection development with regards to poli-

cies and priorities of the library holdings.

All colleges sent a representative to be a member

of the Faculty Library Committee. The Director of

Libraries gave a brief discussion about the status of

the library. Furthermore, the Acquisition Librarian of

the Library also presented the flow of acquisition to-

gether with the list of library holdings in each depart-

ment. Journals/E-resources updates, Library utiliza-

tion and 2017 MIBF Book Fair were also discussed

on the said meeting.

Dr. Elizabeth D. Malabanan the Director of Libraries received a award for her out-

standing leadership as past President of University of the East and Information Science

Alumni Association, Inc. (UEISAAI) for the year 2001-2002.

Furthermore, Dr. Malabanan is also a member of the following associations: Regular

Member, American Library Associations; Chairman of NOCEI Library Committee; Auditor

of PLAI-STRLC; Member, NUTRINET; and Member, PATLS.

Book Fare

The SMX Convention Center in Manila looked like a

Giant Bookstore when it was chosen as the venue of the

Biggest Book Fair in the Philippines. This was held last

September 13-17, 2017 from 10:00am to 8:00pm. Differ-

ent Book Exhibitors participated on the said event. Par-

ticipating publishers exhibited and promoted their New

Best Selling Publications. The School Directors, Deans,

as well as the Library Personnel/ staff attended the afore-

mentioned event.

This event leads an opportunity to meet different

booksellers as well as a chance to select, purchase and

update the reference materials in the Main Library.

UPHSL-Main Library Conducts Orientation

To promote maximum utilization of the resources, facilities,

and services of the library, the University Library conducts its

instruction and general service orientation regularly at the

start of every semester. This service is provided for the

information and instruction of freshmen students, transfer-

ees, and newly hired faculty members who wish to avail of

library resources and facilities. During the said orientation,

the rules and regulation of the library is explained. It also

provides special trainings on the use of our online services,

and bibliography; and conduct group discussions with

students and faculty members.

The public library in Cebu City was founded in 1919 and is one of the oldest

provincial libraries in the country. It made history as the first ever public library

to open and offer services 24 hours, 7 days a week in response to a special request

from a student on Facebook, who is concerned with students who are more comfortable

studying with books and other information resources around them.

After reading a student’s plea on social media, Cebu City Mayor Tommy Osmeña

flexed his executive power and got things done immediately by opening the Rizal Public

Library in Cebu City 24/7 as a safe and free study area.

Mitch Roldan, in her senior year in Electronics Engineering at the Cebu Insti-

tute of Technology-University, requested the mayor on his Facebook page to “consider

having the public library be open 24/7 for us students who really need to study in a

library setting.”

It is a common practice for students all over the country to study in a café or

eatery or where it is usually relatively quiet, safe, and free from distractions such

as television. Such places are also popular for study meetings and group work. Howev-

er, there is cost involved which is often a burden on the students and their parents

footing their bills.

Roldan said opening the library, even at a minimal cost, would be helpful to

students. “I think students would be glad to pay a little amount to keep the services

good, kaysa magsige mig spent sa Mcdo nya papahawaon ra diay after pila ka hours

[rather than keep on spending at McDonald’s where they will ask you to leave after

several hours].” Mayor Osmeña replied within three minutes, saying, “Ok! Give me a

week.”

Doing even better, the mayor got the library running full swing in less than a

week, on March 8, with air conditioning and security. WiFi is also available. CCTV

cameras are to be installed. There are areas for quiet study and group discussions.

Food and drinks such as coffee are allowed, and snacks will later be sold for the con-

venience of patrons.

Osmeña told Roldan, “I did not know how important this was to students until you

brought it up. You made it happen. Thank you.”

Students are happy about the library’s extension of service hours, and parents

too, citing that their concerns about their children’s safety were alleviated. Enthu-

siasm for the library has spread to other citizens, who are clamoring to donate “books

or even money to the city library,” according to FB commenter Jerard de la Victoria.

The latter added, “I am impressed by your achievement”, it shows that you really lis-

tened to your fellow Cebuanos.”

Now that’s a public servant with the political will to serve his constituents.

Osmeña’s swift response shows that it is possible for mayors and other local govern-

ment officials to cut red tape and respond immediately.

In contrast, Quezon City, which is now considering following Cebu City’s example

at the QC Public Library, is still “studying the proposal,” according to Mary Ann

Bernal, head of QCPL Readers Services. On March 8, she said that the approval to re-

main open round the clock would come from QC Mayor Herbert Bautista.

Last September 5, 2018, the Light Rail Transit launched the Gabay Guro train, a special train

that contained the interior of a library.

The education-themed train is expected to traverse through the railway lines for a year. It fea-

tures library materials such as books, continuing resources, etc. and school-related details such

as handrails which designs were modified to resemble crayons, printed graduation caps on the

train windows, and inspirational quotes about education posted on different parts of the train.

According to the president of Light Rail Manila Corporation, the specially-themed train is part

of an initiative to promote the importance of reading and books outside the four corners of the

school. It aims to inform people, particularly young students, on the significance of education ac-

companied by reading to achieve success in life.

In addition, the train, which looks like very much a library on the inside, features trivia ques-

tions about grammar, logic, and history on the handrails. Commuters from various walks of life

are invited to post their answers through the use of social media sites.

Bernal also said that the library section heads would still have to compute the

necessary budget and draw up the logistics to present to Bautista. QCPL, which was

recently renovated, touts itself as the country’s “premier public library.” It is

open from 8:00 a.m to 5:00 p.m. on weekdays, up to 4:00 p.m. on Saturdays, and is

closed on Sundays.

According to the library administration, while the public library's doors are

open to all, it prioritizes students. The library also plans to open the so-called

Sinulog Hall at the third floor of the library to accommodate more users.

Libraries are important institutions within a community. They serve to promote

and spread literacy and support public and private educational efforts. They are qui-

et spaces that allow for reading and rumination. They should not be allowed to close,

as is happening now in first world countries such as the United Kingdom and the Unit-

ed States.

Information is a vital and an indispensable component of

any academic environment . Both faculty and students need to

use information daily in their different academic endeavors. For

decades, faculty and students have actively used the library as

the main information source.

For learning, knowledge, research and insights, the UPHSL Graduate School has

their own library to support the services and research functions of the school as well as the in

formational needs of the students. It has full internet connectivity, to enhance the opportunity

ties to use the online information for the student’s academic and research work. The Library

collections includes more than thousands items including General References, documents,

thesis and dissertations, books and magazines. It has friendly and knowledgeable staff to help

you find what you need, looking for an articles, primary sources data or statistics to support

research.

Students are allowed to borrow materials and have access to the use of electronics

services in accordance with the library rules and regulations. The Library collaborate with cam

pus staff and faculty on the design development of effective and high quality learning materials
