A Piece of History

Between the years of 1921-1962, the Village of Bayville was patrolled by its own police force. The first few years, the force had only one officer (two during the busy summer months).

In 1924, the department grew to five officers. Their headquarters included many various locations until 1950 when they moved to the current Village Hall location. In 1962, the Village Board voted to close the department and merge with Nassau County Police

Fall 2016 Address

Dear Fellow Bayville Resident: The Village of Bayville has long been an anchor on the North Shore of Long Island and is the place “We are Proud to Call Home.” As we continue through Fall and begin to celebrate the holidays, I would like to report on significant milestones, events, and challenges facing our community. FINANCIAL IMPROVEMENTS

1. Preliminary calculations based on year ending financial statements, indicates the Village at the same fiscal

stress designation as last year, “no designation.” This again indicates that the Village is moving in the right

direction financially.

2. The Village’s General Fund balance again increased year over year. This year’s increment was $758,250

from $1,098,329 to $1,856,579 as a result of continued prudent fiscal practices.

3. Continue to ensure our reserve accounts are properly funded allowing the Village to make necessary

infrastructure improvements.

INFRASTRUCTURE IMPROVEMENTS 1. Road repair and re-pavement of portions of Mountain Avenue.

2. Awarded the contract to remove the old Salt Storage Shed, build a new Salt Storage Shed, improve

drainage, and pave areas in the rear of Village Hall.

3. The front portico of Village Hall has been renovated with new pillars and fascia.

4. In process of obtaining grant funding for the refurbishment of West Harbor.

5. Completed installation of Bayville’s first rain garden, see story inside.

CAPITAL EQUIPMENT 1. Awarded contract for the procurement of a Village Street Sweeper.

2. In process of procuring a new truck with salt and sanding capabilities.

WATER DEPARTMENT 1. Ensured that all 235 fire hydrants within the Village are operable. Repaired and restored several fire

hydrants which had been non-operational for many years. A vast majority of fire hydrants have also been

repainted.

2. Continued restoration of Well 2-1, expected availability early 2017.

3. Began preparation of a 5 year capital infrastructure plan.

REDEVELOPMENT EFFORTS

1. Received additional funding under the Community Development Block Grant Program for the

rehabilitation of commercial and residential properties. If interested in applying, contact Village Hall.

In Memoriam: Sergeant Paul J. Tuozzolo August 1, 1975 – November 4, 2016

Rain Garden

Bayville's first rain garden was installed on November 4th in front of the Village Museum. The installation of the garden was made possible due to a grant from the Long Island Sound Future's Fund, a program of the National Fish and Wildlife Foundation, and volunteer master gardeners from Cornell Cooperative Extension of Nassau County. A rain garden is a planted depression that allows runoff from impervious urban areas to be absorbed. This reduces rain runoff by allowing storm water to soak into the ground as opposed to flowing into storm drains and surface waters causing water pollution. Their primary function is to improve water quality in nearby bodies of water. The plants that were placed in the vicinity will be fed by this absorbed water to create a healthy and beautiful spot for all to enjoy. Stop by and take a look.

NYPD Sergeant Paul J. Tuozzolo tragically lost his life on Friday, November 4, 2016 while at work - serving and protecting the Bronx, New York community. Paul was 41 years young, a member of the New York Police Department for 19 years, a resident of Huntington, a husband, and a father of two young children under 5 years old. Sergeant Tuozzolo was a graduate of Locust Valley High School and members of his family live in Bayville.

New Fire Boat Springs into Action On August 30th, the Bayville and Centre Island Communities saw the true value in the recent acquisition of the Bayville Fire Boat which was obtained in part, by grants secured by the Bayville Fire Company #1 and with the approval and assistance of the Village Board. Tragically a private family home in Centre Island became engulfed in flames that were fast moving and threatening nearby property and landscape. A fact not everyone is aware of is that Centre Island does not have fire hydrant access, so obtaining a source of water to extinguish fires was incredibly difficult and time-consuming prior to the acquisition of the fire boat The Bayville Fire Company #1 utilized their new fire boat to obtain a fast and reliable source of water to transport to

the fire site. Tragically, the home could not be saved – but nearby structures were kept safe and most importantly no loss of life or major injuries occurred. The team did a remarkable and commendable job! Thank you to everyone involved for your bravery and service!

New Hardware Store

On September 6th, Bayville officially welcomed Bayville Hardware & Home to the Village! It has been many years since our community has had a hardware store to give us quick access to all our home needs.

Store owner Mr. Pecorara has done a wonderful job of stocking the store with so many of the items we need, and has shown a commitment to providing personalized customer service by telling customers "if we don’t have it in stock, we will try to get it." He has hired community members and is providing employment opportunities to our local teens.

We welcome Mr. Pecorara and his friendly competent staff to our community. The store hours are Monday-Friday 8:00-7:00pm, Saturday 8:00-6:00pm and Sunday 9:00-5:00pm.

Commission Updates

Bayville Environmental Conservation Commission The BECC is actively working on two major initiatives. First, after displaying at its Waterfront Festival

booth an impressive Osprey pole and platform constructed by Commissioner Jim Jones, the BECC has scheduled its installation in Mill Neck Preserve behind "the Stands." All are hopeful it will be occupied by a new family of Osprey next April!

BECC Commissioners have also begun a door to door educational program and survey on septic systems/cesspools. These systems have been determined by the Nature Conservancy and other groups to be the single largest contributor to nitrogen loading in the Sound, Bay and Creek. This is a fact finding and educational effort only, which has been well received by the residents that have participated to date. They were happy to learn about best practices and recommended maintenance intervals. It's a win-win for residents to learn more about these essential systems which have such a big impact on our local environment. The BECC would like to remind residents, as they do their fall clean up, to recycle leaves by placing them in clear bags,

which can be purchased at the new local hardware store, at the curb on their respective recycling day.

Recreation Commission

To kick off the fall season of events, the Recreation Commission hosted the annual Ragamuffin Parade and Halloween Party on October 26th. It was a great success with so many adorable children coming out to indulge in the joys of candy and community. Refreshments and pumpkins were available to all, while our children and their parents lined the stage wearing their costumes. It was very difficult for the judges to decide the winning costumes! Our youngest attendee, in one of the photos below, was delivered right here in Bayville - quite unexpectedly according to Mom! Mom was very thankful to our Village Fire Company members who assisted her in this miraculous event. We are truly blessed to live in a Village that takes care of its own.

WELCOME!  In June, the Mayor expressed a need to improve communication between Village residents and the Board, and asked for volunteers to form a group to do the work required to open new lines of communication and revitalize existing methods. Out of this request, the Communications Working Group was formed in August.   

One of our first tasks was to bring back the quarterly Village Newsletter. Our second task, which you will find inside here, was to create a survey to learn more about what, how, and when residents want to receive information from the Village. Please take a few minutes to fill out the survey and provide your feedback. You can also reach us via email at [email protected]. We look forward to your feedback! 

End of Summer Season Address  

Dear Fellow Bayville Resident:  

I hope that the school year has kicked off well for everyone. As I reflect on the Summer of 2016, I am thankful to have spent time with so many residents who utilized the Village’s recreational facilities and had the opportunity to enjoy Bayville as a charming seaside community. Residents had the privilege to attend our summer concert series, fish, benefit from our boating facilities, swim and sunbathe at our beaches, and use our parks and ball fields. Many residents and visitors to our village also took pleasure in what Bayville has to offer as far as outdoor dining experiences. Bayville comes to life during the summer, and this year was no exception. The weather played a significant role in it being another successful and enjoyable summer season for both residents and business owners.  

Effective June 2016, new Board of Trustees members were elected in the Incorporated Village of Bayville. I can assure you that this administration will continue to work hard to ensure Bayville’s financial health, enhance our Village aesthetics, make our Government more open and transparent, and more importantly overall – improve our quality of life.  

Thank you for all your support and kind words over the course of the past two summer seasons. I would like to especially thank the Village staff, all the lifeguards, and security guards who provided safety and security throughout this summer season.

A Piece of History 

 

From 1920‐1937, the property currently occupied by the Crescent Club was home to a ferry. The ferry ran from Bayville, NY to Stamford, CT. It also made trips to Rye, NY. The land was then known as "Ferry Beach".

Commission Updates  

Bayville Environmental Conservation Commission 

BECC's inaugural Earth Day Community Clean Up was a big success thanks to all the community members who came out help, including the Boy Scouts, Girl Scouts, Bayville‐Centre Island Rotary Club and American Legion. An Osprey platform will soon be installed in Bayville's beautiful Mill Neck Preserve. 

 

BECC members will be launching a Septic/Cesspool Education program, starting by distributing helpful information to residents about the function and maintenance of these systems as well as their effect on our local environment and waterways. This will be done door‐to‐door this fall, starting in low lying areas adjacent to Bayville's wetlands. Please contact a BECC member if you have questions or would like to volunteer!  

Recreation Commission The Rec Commission was very busy this summer. The Friday Night Concert Series was well attended and enjoyed by many. The Bayville 5k Run hosted a wonderful crew of residents of all ages who ran, walked, and finished the race with great times. It was wonderful to see so many happy faces at the finish line! 

 

Looking ahead to Fall, we will be hosting the Matthew Fetzer Turkey Trot on November 19th, and the Ragamuffin Halloween Parade and Party on October 28th. These events are time honored traditions in our Community and we encourage everyone to come out and participate!    

The Village offers low‐cost, professional tennis lessons for adults and children at West Harbor Beach this fall. This is a great opportunity to learn new skills or take your game to the next level! Please contact Village Hall for info.   

One of our greatest resources continues to be our dedicated Lifeguard team who serve at two locations – West Harbor and Soundside beaches. Their training and dedication came into play on July 17th, when Lifeguard Nicole Riso identified a struggling resident in the water. Nicole is a new addition to the Lifeguard team, but her ability to identify the situation, organize assistance, and maintain a calm, professional demeanor throughout was commended by onlookers – including local volunteer firefighters who were on the beach that day. Bella Charon was noted by witnesses to perform calmly and administer appropriate care, while Sean Meringolo, Danielle DeStenfanis, and Ryan Meringolo called 911 and kept the beach organized and safe until the ambulance arrived. We cannot commend them enough for their efforts that day and are so happy to know our beaches are in their safe hands! 

Our Lifeguards also completed another successful year of Swimming Lessons for all our children ending the season with the annual swim races and ceremony. Our Bayville children love their days spent learning and then playing on our beautiful West Harbor beach with our caring and fun team of Lifeguards. Thank you to this season’s dedicated and wonderful team of lifesavers!!  

The Recreation Commission is looking for new ideas, and we encourage residents to get involved both as participants in activities and as volunteers when events are taking place. If you are interested in volunteering, please contact Rec Commission Liaison Michele Principe or any member of the Recreation Commission.

NOTICE TO ALL PROPERTY OWNERS REGARDING

FLOOD PROTECTION INFORMATION Dear Property Owner: You are being sent this letter to inform you that your property is located in or near a flood hazard area known for past flooding problems, called a floodplain. The Village of Bayville is located on a land mass known as the Bayville/Centre Island Peninsula. It is only accessible by the Bayville Bridge and a narrow spit of land connecting to Lattingtown/Locust Valley. Floodwaters come from Mill Neck Creek, Mill Neck Bay and Long Island Sound. The Hurricane of 1938 flooded the lower portion of Bayville with approximately 6 feet of water, and in more recent times the Nor’easters of 1992 and 1996 along with the Halloween Storm of 1991, Hurricane Irene and Superstorm Sandy have cost residents in our area millions of dollars in damage. There are ways you can protect your building and/or its contents in the event of future floods.

Flood Safety Handouts on flood safety measures and procedures are available at Village Hall and the Bayville Free Library. Some of the precautions included are shutting off gas and electricity, staying away from power lines, not walking through flowing water, and not driving in flooded areas. Drowning is the number one cause of death during a flood; electrocution is the number two cause of death. Don’t smoke, use candles or any other open flames unless you know that the gas has been turned off in the area; try using a flashlight instead. In addition, the Bayville Free Library also has, as part of its collection, several reference books on these subjects.

Flood Insurance Get a flood insurance policy. It will help pay for repairs after a flood and, in some cases, it will help pay for the cost of elevating a substantially damaged building. Approximately half of the homes in Bayville are located in the Flood Hazard area. Flood Insurance is available to all properties, owners and/or renters for building and/or contents coverage, not just for those located in flood zones. If you do not already carry flood insurance on your property, contact your insurance agent, as damage caused by flooding is not covered by the basic homeowner’s insurance policy. Because the Village of Bayville participates in the National Flood Insurance Program (NFIP), you can purchase a separate flood insurance policy. This flood insurance is backed by the Federal Government and is available to everyone. Carrying such a policy, even if you’re not in a flood zone, is prudent because hurricanes and Nor’easters occur relatively often in our area. Make sure your flood insurance policy covers both the property and its contents. The Village has a handout on flood insurance requirements that may help people who are applying for a mortgage on a property that is in a flood hazard area. Flood Insurance Maps You can learn more about your property by checking the Flood Insurance Rate Map (FIRM) and the Village’s Geographical Information System (GIS) Map located at the Bayville Free Library and in the Building Department. Additional flood data for a property, such as its FIRM zone and base flood elevation, may also be obtained in the Building Department. There is no fee for any of this information. If you are located in a floodplain, you may also be considered a Repetitive Loss (RL) property. The Building Department can also inform you whether or not your property is considered a RL property. There are approximately 80 RL properties in our Village.

Retrofitting and Flood proofing

You can protect your property by retrofitting, flood proofing and installing backflow devices on water lines and septic systems. Some simple measures include raising water heaters, furnaces and electrical panels and outlets above flood elevations. Re-grading your property or creating a small flood wall or earthen berm may help keep water away. This type of work would require a permit. Another option is to waterproof parts of your property by placing airtight closures over doorways and other openings; it is only recommended for homes without basements. Keep valuable items in the upper levels of the property or move them to the upper levels during a flood warning. The Building Inspector can visit your property and make recommendations regarding flood mitigation measures.

What you can do to help The Village strives to protect the grasses and other plants that grow along its shoreline of Mill Neck Creek, Mill Neck Bay and Long Island Sound. This vegetation provides the natural and beneficial function of protecting against erosion and improving water quality. Please avoid disturbing the sand dune protection areas on Long Island Sound and the Oyster Bay Natural Refuge Area on Mill Neck Creek and Mill Neck Bay. If you are witness to any wrongdoing, please report it to the Building Department. Please make sure to register for SWIFT 911 on the Village’s website (http://bayvilleny.gov/). SWIFT 911 is an alert system that will contact residents in the event of a flood warning or other emergency. The Village receives flood warnings from the Nassau County Office of Emergency Management and the National Weather Service. Flood warnings from these other agencies will be passed along to residents via SWIFT 911. The Village of Bayville requires a permit for all development and alterations, in floodplain and non-floodplain areas, especially those that may affect a change in grade. For all substantial improvements to a property in a floodplain, flood protection measures must be incorporated into the initial plan. Please contact the Building Department if you are considering a change or if you witness work being done without a permit. The Village has also implemented a drainage maintenance program to check drains throughout the Village periodically to determine their effectiveness. Dumping in drains is strictly prohibited. Report any clogged or damaged drains to the Building Department. Our environment thrives on a delicate balance between people, property, and the natural surroundings. By following the requirements and recommendations outlined in this letter, you can help keep Bayville prepared for floods that may occur in the future.
