Singapore is a business, financial and tourism hub with a large foreign diplomatic and economic presence. All these make Singapore an attractive target for terrorists.

Workplaces, such as shop fronts and office premises, can be targets for terror attacks. Taking active steps to strengthen Vigilance, Cohesion, and Resilience measures in your organisation’s architecture will help Singapore counter terrorism.

VIGILANCEBe attentive to activities or behaviour within your organisation that may be indicators of radicalisation, e.g. people who

Express the belief that violence is justified, and who idolise, or sympathise with terrorists and their causes

Try to influence others to support terror-ism and/or participate in terrorist activities

Display insignia or symbols in support of

•terrorist groups

COHESION

Be alert to tell-tale indicators of suspicious intent, e.g.

Acts of terror threaten to weaken our society’s social fabric. Fostering an inclusive work environment and cohesive workforce during peacetime will help us weather crises.

Anyone who acts to hide his identity, purpose of visit, or objects on his body

Anyone loitering for an extended period of time

Any item left unattended in public areas,

•or abandoned in ways that seem out of place

Do not approach the suspicious persons or touch the suspicious items. Inform the security officer or call the Police (‘999’) for urgent assistance.

Don’t forget to address the psychological, emotional and social impact of terrorism. For example, business and union leaders must be prepared to help calm the ground and introduce measures to facilitate employees’ resumption of work. Employers may wish to provide counselling services or compassionate leave for affected employees.
