One of the key elements in the development and endorsement of the Public Arts Strategy was to “Involve Unley” encouraging the community’s direct input to all aspects of devising and creating art. The Council has already engaged the community regarding the Upgrade. The key themes of this engagement are outlined in 6.1 Concept below and should inform the basic concepts presented in the expressions of interest. The aims of all the artworks for the Goodwood Road Streetscape Upgrade are to:

 

enliven and enhance Goodwood Road create a welcoming and inclusive environment establish an art trail on the central section of Goodwood Road reflect the spirit of the area be visually appropriate and relevant to the selected sites be of a scale relevant to the sites and in keeping with the other project

requirements create a strong feeling of identity, public pride and ownership of the public space enhance a sense of community safety demonstrate principles of sustainability and placemaking where possible increase the awareness and enjoyment of public art by all who engage with the

murals develop themes for the expression of art in the public realm between the

Council, artists and the community provide opportunities for artists to express themselves in the public realm produce high quality art express different styles and themes, and be a lasting addition to the significant public art works within the City of Unley.

3 PRE-PROJECT PROCESS OVERVIEW

The commissioning process will involve the City of Unley seeking open expressions of interest from teams of professional artists. On the basis of the expressions of interest, further follow up may by sought by the City of Unley. A panel of representatives from the City of Unley and Groundplay will select and engage a team of artists to develop the design and implementation of the artworks based on the artists’ concepts.

4 BACKGROUND

The City of Unley is located immediately south of the City of Adelaide and is bounded by Greenhill Road in the north, Glen Osmond Road in the east, Cross Road in the south and South Road and the Anzac Highway in the west. The City of Unley has a rich history of creating public art in all of its temporary, ephemeral and permanent forms over many years. Many of these projects have arisen due to programs, projects and spaces which have been identified as part of other wider infrastructure projects, festivals and other events. Goodwood Road has been home to many different pieces of public art in recent times:

Other relevant art works in the area are:

Whirling Stones water feature in front of Goodwood Library Murals on side of Goodwood Community Centre, Gingers Café and Capri

Theatre Temporary artworks on Goodwood Primary School fence Various short performances and events on Goodwood Road and side

streets. Goodwood Road is a major north-south arterial through the City of Unley carrying approximately 30,000 vehicles per day, including high volumes of commuter traffic. The road also serves as one of the main commercial/retail centres of the city. Unley Council recognises the benefits of making places more accessible and age-friendly and encourages an active community. We also recognise the economic benefits of having our commercial and retail-centred streets designed in a way that it supports business. In 2015 a detailed design plan was developed that provided a vision for the enhancement of Goodwood Road, in conjunction with undergrounding of overhead powerlines (PLEC). The Concept Design for Goodwood Main Street was developed between the tram crossing (northern extent) and the pedestrian crossing adjacent to Victoria Street Intersection (southern extent). The Concept also extends into various side streets within the precinct. The Design Principles for the original Concept Design identified were:

Define the Core: incorporate the streetscape, buildings, history, services and diversity

Stitch the street together: Connect the street as a more open and legible pedestrian street

Build on the Community: Respond to how people use the street and where they choose to spend time

Reclaim places for people: Find new spaces for people, to compensate the limitation of the existing

footpaths Green the Precinct: Maximise the opportunity to improve the presentation

and amenity of the village 5 SITE INFORMATION

5.1 Site Characteristics

Attached to this brief are four attachments which detail the locations, installation requirements and parameters for the artworks: Attachment 1 is the Detailed Design for the Goodwood Road Streetscape Upgrade. This can also be found at http://www.unley.sa.gov.au/CityOfUnley/media/CoU-Media-Library/Planning%20and%20Development/Major%20Projects/Goodwood-Rd-Masterplan.pdf Attachment 2 is the Hardscape design which provides an even more detailed plan of the infrastructure of the road’s development. The In the Groove planter boxes are marked as Raised Planting Bed Type 3 (P3) on the key in the second column. Attachment 3 provides details of the specifications of the planter boxes. Attachment 4 details the exact specifications of the space available for artworks and the process of attachment. It should be noted that the artworks could reference past and existing artworks and the other three new art elements of the Goodwood Road Streetscape Upgrade. All the four elements of the Upgrade will be ‘unveiled’ at the same time in June 2017. These are: 1. In the Groove 2. Niche Market – temporary artworks to be installed in 10 other seat/ planter units. 3. Post It – 16 temporary 2D artworks displayed on square and circular panels

attached to 8 side street banner poles. 4. Welcome Mat – the design of concepts for colour stencils to be used in the

installation of Duratherm treatment on the side streets at 6 intersections along the Goodwood Road section.

5.2 Indigenous Significance

Indigenous people have an historical association with the proposed general location. Indigenous symbology can only be used if direct discussion and approval has occurred with the appropriate Indigenous representatives and with Council’s Cultural Development Coordinator. Indigenous artists are encouraged to apply.

5.3 Limitations and Restrictions

The proposed artworks will need to respond to the physical and social environment as well as the thematic content contained in this Brief. The materials for the artworks will be considered critical to the environment.

The artworks must fit in the ‘slot’ provided ie 650mm (h) x 150mm (w) x 25mm (d). 8mm aluminium plates will be provided for artists to either work directly with or fix their artwork to with appropriate adhesives.

5.4 Specific Sites

Artists will need to discuss any issues relevant to their selected sites and proposed artworks with Council representatives during the design proposal stage. 5.5 Installation Installation of the artworks will be undertaken by Groundplay under the supervision of Unley Council.

6. THE WORK OF ART

6.1 Concept The design for the streetscape planter boxes, designed by Groundplay, incorporates a ‘slot’ which has been identified for a permanent artwork element to provide an additional design feature to the planters. There is an opportunity for artists to make their mark/groove on Goodwood Road. There are many approaches the artists could take to achieve the desired sense of intimacy and a welcoming community environment. The artworks could, in a contemporary way, reference or take the form of homely textures such as; lace, knitted patterns, tiles or old-fashion linoleum prints. Artists could explore the use of materials such as; cast glass, metal, wood or ceramic. A team of artists will bring a diversity of style, materials and content which, while exclusive in their own right, have a connection with each other over the 18 planter boxes. The team should consider the ‘order’ of the artworks carefully at the various locations for the planter boxes. This will establish a trail of discovery for art lovers along the central section of Goodwood Road to complement the other three elements of the artworks referred to in 5.1 Site Characteristics. Overall the artworks should reflect the character of the Goodwood Road Precinct: colourful, accessible, casual, surprising, engaging, welcoming, social and playful/whimsical. Extensive community engagement has been undertaken over several years for various projects on Goodwood Road and has revealed some very clear statements from the community about ‘our place’ – both what it is and what they want it to be. Artists should consider the following comments and themes in the development of any artworks for the Street:

A welcoming environment for locals and visitors irrelevant of their cultural and social backgrounds to encourage greater diversity in the community

A love of the local heritage mixed with local shops and local facilities ( e.g. Capri Theatre, Goodwood Institute, Goodwood Primary School, Goodwood Community Centre, Goodwood Library)

Good access to public transport and respect for bike and pedestrian users in a busy environment

A space which creates meeting places and social settings for community interaction – the village feel – a sense of local-ness

A vibrant and animated space with a funky and eclectic vibe including public art, activities and events

A new streetscape where the street furniture talks to each other, new intersections become possible piazzas and event spaces and greater greening opportunities are encouraged.

The interpretation of the themes by artists must consider its appeal for diverse audiences and particularly the proximity of the artworks to private residences, shops, businesses, local facilities and regular users of the immediate area.

6.2 Target Audience

The artworks should be engaging for all age groups. The precinct is a busy retail and entertainment area, catering for a wide range of ages, from long-term elderly residents to young families. This section of Goodwood Road is a popular area for the local community and a destination for many state visitors.

All artworks should reflect inclusivity and diversity to reflect the broad audience demographic. It should be noted that the artworks may be seen individually or collectively by the community.

6.3 Ambience of the Work

The work will:

consider the themes noted above be viewed as respectful and evocative be visually appropriate and relevant to the sites be of a scale relevant to the site and in keeping with the other project

requirements, and appeal to a wide audience.

6.4 Materials

The work will use equipment and materials which:

are made of the most durable, robust, high-quality, low-maintenance materials

available; withstand the potential build up of pollutants where possible; meet all relevant safety standards

The material selection is not only important from a longevity and maintenance perspective but also for public safety. Consideration and attention must be particularly made to sharp edges and finger entrapment. Long term maintenance must be considered when developing the concepts and details of maintenance procedures will need to be prepared by the Artist should the proposals be commissioned.

Consideration should be given to minimising maintenance work and as far as possible discouraging graffiti or damage through the selection of appropriate materials and surface treatments.

7 BUDGET

The budget for this project is $ 25 000 (exclusive of GST). Expressions of interest must outline a potential breakdown of costs associated with this project (excluding GST). This should include:

all costs associated with the design development and production of the work costs including materials, personal safety equipment, transportation and artists'

fees Acknowledgment of the Artist(s), commissioner, any project partners and the project will be considered separately in association with all key stakeholders and at the cost of the Council. All costs incurred by the installation of the artworks will be covered by the City of Unley.

An agreed staged payment schedule will be developed with the successful applicant to cover up-front costs of materials and artists fees on completion of individual murals.

8 PROJECT REFERENCE GROUP

8.1 Project Reference Group (City of Unley)

Cultural Development Coordinator ( Artworks Project Manager) Oliver Pfeuller (Project Manager Goodwood Road Streetscape Upgrade) Representatives from Groundplay Other staff representatives as needed.

8.2 Roles/Responsibilities of Parties in the Project

The Project Reference Group is responsible for the development of the Project. Members will be available to provide advice regarding specific concept design development issues and site requirements relevant to their expertise. The Project Reference Group will establish a panel (along with other representatives where deemed necessary) to assess the expression of interests and make recommendations on which applicant will undertake the commission. The City of Unley will engage the successful applicant, through a contract to design and implement the artworks subject to approval. The contract will clearly outline the responsibilities of all parties during the design and installation stages. Any sub-contracting to other artists will be the responsibility of the applicant or lead artist.

Council’s Cultural Development Coordinator will be the primary contact for the commissioning of the artworks for the Project. The Cultural Development Coordinator will also be the main contact for the approval of all designs. City of Unley will provide all on site support regarding site preparation, equipment, security, safety induction and monitoring. The City of Unley will manage all stakeholder information, communication and media enquiries. City of Unley will be responsible for the ongoing maintenance of the artworks.

9 COMMISSIONING PROCESS AND TIMELINE

9.1 Commissioning Process Overview

Expressions of interest

Open Tuesday 6 December 2016. Submitted by 3pm Friday 10 February 2017. Assessed before Wednesday 22 February 2017. Preferred artists informed by Thursday 23 February 2017.

Commission Contract/Commissioning Agreement developed and signed by Friday 24 February 2017.

Design Development

Completed by the commissioned artist(s) on a site by site basis and approved by the Panel on dates to be negotiated

Purchase of materials

Artist purchase of materials prior to project.

Commission Artworks to be completed and delivered to Groundplay week beginning 22 May 2017.

9.2 Expressions of Interest

Expressions of Interest shall be forwarded to [email protected] by 3pm Friday 10 February 2017 . This should include a written response, budget and relevant curriculum vitae for all members of the team of artists. Expressions of interest should include a written response (maximum 2 pages) to the artist’s brief including:

Broad concept proposal which indicates potential content, style and context Budget breakdown:

o artist fees (design and implementation) o materials o additional costs

Use of materials

The expressions of interest should also contain examples of the applicant’s:

work with a range of artists capable of producing different styles ability to work within timelines and on budget

previous relevant experience in sculptural work and/ or the public realm ability to develop concepts and communicate ideas demonstrated ability to create high quality work that engages with a broad public availability to work within the project timeline demonstrated ability to work on permanent and durable work experience with materials of relevance to the required project outcome ability to work within public safety and general risk management requirements maximum of 10 images of relevant work acknowledging materials, dimension,

location, commissioner and collaborative partners (where appropriate) Public Liability status, and any relevant training qualifications

It is strongly advised that all applicants visit Goodwood Road to determine the scope for their design and implementation. Please note that follow up information may be requested for clarification as part of the selection process. It is acknowledged that all initial concepts remain the property of the artists and confidentiality will be applied to all applicants. 9.3 Expressions of Interest Assessment Criteria

Expressions of interest will be assessed using the following criteria: the artistic merit and quality of the proposed concepts the way in which the project meets the various requirements of the briefing

paper, including its appropriateness in terms of scale and material the proposed budget and timeline aesthetic and practical response to the sites and the brief demonstrated ability to work within timelines and on budget previous relevant experience in sculptural form and in the public realm, and public safety and risk management issues.

Artists must be able to undertake the design development and fabrication of the work once the relevant approvals are secured within the agreed timeframe.
