Per a recent FederalRegister notification, varioususer fees collected by CBPwill increase effectiveJanuary 1st, 2018. Thesefees, adjusted for inflation,include the minimumMerchandise Processing Fee(new amount $25.67), themaximum MPF (newmaximum $497.99), theCustoms Broker Permit UserFee (new amount $141.70),and others. Spread the cheer; the holidays are here! But here,some port news to share! Port News: Please note the Port of Oakland 2017Holiday Terminal Gate Schedule. Terminal Yard andGate operations are closed for Thanksgiving,Christmas and New Years Day.
TraPac announced new gate for fall 2017 which wasproposed to open before Thanksgiving. Unfortunately, their new gate system will need moretesting before being opened. Per Brian Bauer, AVPOperations “we have moved back our targeted “golive” to Wednesday, December 20th. Our Main Gateand Berth 25 Gate will continue to operate as normaluntil then”. Also effective November 27th, TraPac willno longer be offering night gates for import andempties terminal deliveries.

CES News: San Francisco CBP Info Notice 728-18-02 dated November 20, 2017 updated exam serviceavailability and updated phone numbers for BobacCES as selected examination site. North American3PL location and exam contact numbers are nolonger available. Until further updated by CBP SanFrancisco for new selection and site approval foranother CES, all CBP (seaport) exams will beconducted at Bobac CES. Current contact numbers are as follows:

While the tradecommunity should continue tomake every effort to ensure thatall in-bonds are submittedelectronically from that date,CBP ports will not beginenforcement of those regulationson that date. CBP is working onan enforcement strategy toaddress identified issues. CBPfield offices and the tradecommunity will receive additionalinformation when final decisionsare made.

Otherwise, the ElectronicLogging Device regulation deadline of December 18,2017 is still implementation date for all othertrucking. The ELD mandate is nationwide,comprehensive in enforcement actions and will shakeup trucking industry as well as drive up logisticscosts. Learned during recent Truck Work Groupseminar and meeting, definitions on intra-stateversus inter-state service is crucial as wellsafeguarding for audits on Hours of Service. CBFANC and the Pacific Coast Council (PCC)joined as signatories to a letter sent onNovember 14, 2017, from the GSP Coalition tothe leaders in the U.S. House and Senate,urging renewal of GSP which is set to expireon December 31, 2017. You can view this letter by clicking here: It’s déjà vu all over again as we reach anotheryear’s end with an imminent expiration of GSPbenefits. GSP is important to trade and helpscreate jobs in the U.S., while also serving as avaluable diplomatic tool. We will be watchingthe efforts to renew GSP and will report to youas events unfold.

At approximately 3:30 p.m. ESTyesterday November 14, 2017,CBP experienced issues with anAutomated CommercialEnvironment (ACE) database. Asa result, the ACE Portal and EDIcapabilities were renderedunavailable to all users andmultiple modules were unable toprocess cargo.
At 4:57 p.m. EST, November 14,2017 CBP provided instructionsto the field to invoke downtimeprocedures at all ports of entry.These downtime procedureswere established consistent withnational policy.
CBP intends to provide on anational basis one additional dayfor payments attempted to bemade on November 14, 2017.CBP will work with members ofthe trade community that wereimpacted by this outage. Ifneeded, CBP will provide supporton an individual basis andaddress any payment issuesduring this outage.

Conference Summary
From Networking, hands-on workshops, panels, anddiscussions, I am truly grateful for winning the 2017scholarship and the opportunity to be part of such a wonderfulexperience. I wanted to thank The Pacific Coast Council ofCustoms Brokers & Freight Forwarders Associations (PCC),Avalon Risk Management, CBFANC, all Sponsors, and theWESCCON Committee.
I have nothing but great things to say about my experience atWESCCON. Participating throughout the day in panels allowedme to gain the latest information about our industry that I wasnot attuned with. For example, the session “West Coast Ports”was informative not only in the sense that they discusseddeveloping issues, but also spoke about the solutions that areto come in resolving these problems. In addition to listeningabout issues and resolutions, it was essential to speak andattend discussions about all aspects of the industry. Forexample, being able to move from one panel to anotherdiffering from imports, exports, and compliance, truly coversall point of views and angles of the business.
Moreover, providing networking and coffee break sessionsallowed me to form partnerships with diverse companies andprovided opportunity to be further educated. I was able tohave direct one on one talks with Lawyers who specialize inthe industry, all different types of government agencypersonnel, and one of the very first female attendees ofWESCCON. I received and gave a countless number ofbusiness cards, while forming relationships that will continueto develop over the years.
Overall, WESCCON was an amazing experience that I willnever forget and I am exceptionally grateful to have had theopportunity to attend. That being said, I definitely plan toattend WESCCON again in the future as the entire event wasinvaluable for me and my continued career.

The Division of FDA West Coast Imports will conducta one-day workshop for the purpose of trainingparticipants in the area of Product Code Building andFDA Information Requirements. The session willconsist of the basic requirements for building the FDAProduct Codes for Foods, Dietary Supplements, andCosmetics & Radiation Emitting Products.
This workshop will give participants a betterunderstanding for building common FDA ProductCodes. It will cover the Industry, Product Class andmost importantly the Process Indicator Codes. Inaddition, FDA will explain the affirmation ofcompliance codes for products such as canned foods,radiation emitting products and medical devices.
