Schools are an important social context in which young people’s socio-political opinions and
inter-group attitudes are shaped. The role of teachers in this process is paramount, and a
large body of research has shown that teachers’ inter-group attitudes and stereotypes
appear to have an important impact on pupils’ academic performance. But clearly the nature
of inter-group attitudes and behaviour, which teachers impart to their pupils, may have an
impact far beyond pupils’ academic achievements, and may in the long term affect society at
large. While a growing body of research has studied teachers’ attitudes and stereotypes in
Western contexts, extremely little research has been conducted on these issues in Africa.
The current paper aims to address this important academic void, by studying and analysing
the extent of ethnic stereotyping among secondary school teachers in Kenya, an ethnically
diverse country where ethnic tensions have periodically run high. Using data from a large-
scale survey of secondary school teachers (N=925) from 64 secondary schools in Nairobi,
we examine teachers’ inter-group attitudes as well as the extent to which their attitudes
inform their behaviour towards pupils. An important finding of our study is that while teachers
appear to hold very common ethnic stereotypes, at the same time, they appear to be
concerned about the possible nefarious impact of ethnic stereotyping and favouritism, and
equally seem to be very careful of not letting their own ethnic stereotypes influence their
actual behaviour towards their pupils.

1. Introduction
Stereotypes about ethnic groups are very prominent in the diverse society of Kenya, which is
home to more than 40 ethnic groups among which the Kikuyu, Luhya, Luo, Kalenjin, and
Kamba are predominant (e.g. Branch, 2011; Ishiyama et al., 2016; Kagwanja, 2003).
Stereotypes are overgeneralizations of character traits to group members (Allport, 1954;
Hamilton et al., 2009, 179). Often heard stereotypes in Kenya include the exploitative money-
loving Kikuyu; the intelligence, as well as the aggressiveness of the Luo; the cooking skills of
the Luhya; the talent for athletics of the Kalenjin; and the stereotype that Maasai value
nothing more than they value cattle and grass (Hornsby, 2013, 788; Ndonye et al., 2015, 47-
48). Whereas stereotypes are commonly used to make jokes, they have become entrenched
within Kenyan politics and have been used as a tool to fuel ethnic hatred, as was the case
during the 2007-2008 post-electoral violence that erupted after opposition leader Raila
Odinga, a Luo, contested the electoral victory of incumbent president Mwai Kibaki, a Kikuyu.
The ensuing violence had a clear ethnic dimension, opposing mainly the leaders’ ethnic
groups (HRW, 2008, 2011; Ndonye et al., 2015, 48; Yieke, 2008).
Stereotypes can be random and meaningless, but they may also foster prejudice, a generally
negative evaluation of, and/or attitude towards members of a group (Albarracin et al., 2008,
19; Allport, 1954, 8; Beelmann and Heinemann, 2014; Stangor, 2009, 2). Such negative
inter-group attitudes are associated with diverse social problems, such as social exclusion
and discrimination, and can even contribute to inter-group conflict, of which the post-election
violence of 2007-2008 in Kenya is an example (Allport, 1954; Beelmann and Heinemann,
2014, 10; Brown and Bigler, 2002, 79; Reyna, 2000, 86). To avoid these vices, researchers
have studied ways to improve inter-group attitudes, including inter-group contact (e.g. Allport,
1954; Pettigrew and Tropp, 2006).
Many prejudice-reducing interventions are set in a school context given that schools play an
important role in shaping the political and social attitudes of young people (e.g. Jennings and
Niemi, 1974; Torney-Purta, 2002). Examples range from integrated schooling, bilingual
education, multicultural education, and training on social-cognitive skills and role-playing
(Aboud and Levy, 2000; Beelmann and Heinemann, 2014). Peace education, likewise, seeks
to improve inter-group attitudes and perceptions, and to foster greater tolerance between
(formerly) opposing groups in divided and post-conflict societies through school (e.g. Bar-Tal
et al., 2010; Salomon and Nevo, 2002). In Kenya, a Peace Education course was introduced
at the primary and secondary level in the aftermath of the post-electoral violence to ‘equip

young people with requisite knowledge, skills and attitudes for building peace as well as
values for constructive intrapersonal, interpersonal and intergroup relations at the national
and international levels’ (Ministry of Education, Science and Technology, 2014, 2).1
These interventions commonly target pupils. Teachers may have negative inter-group
attitudes too, however. Like their pupils, teachers belong to cultural communities that define
their identity, views, and attitudes, which in turn influence their behaviour (see Horner et al.,
2015; Kumar et al., 2015; Kuppens and Langer, 2016). Large-scale research on teachers’
stereotypes in Western settings has shown, for example, that teachers’ inter-group attitudes
inform their behaviour and, by consequence, impact pupils’ academic achievement and
wellbeing in the classroom (see e.g. Chang and Demyan, 2007; Tenenbaum and Ruck,
2007; Thomas et al., 2009). Yet, to our knowledge, there are no large-scale studies that have
analysed teachers’ inter-group attitudes and their effects in post-conflict and divided
societies.2 Teachers in these contexts would, nevertheless, be much more likely to harbour
negative inter-group attitudes as they have experienced inter-group tensions, and, possibly,
violence (e.g. Bentrovato et al., 2016; Lopes Cardozo and Shah, 2016; Zembylas et al.,
2016). Likewise, their negative inter-group attitudes may be considerably stronger than those
of teachers living in relatively peaceful societies. On top of affecting the wellbeing and
achievement of pupils, such negative inter-group attitudes could, if left unaddressed,
compromise the peace education and prejudice reducing programs in these countries:
Instead of acting like role models who exemplify positive inter-group attitudes (Bar-Tal,
2002), teachers portraying negative inter-group attitudes could stimulate rather than
dissuade prejudices and stereotypes among their pupils (Bekerman and McGlynn, 2007, in
Zembylas et al., 2012, 1073; Bush and Saltarelli, 2000; Zembylas et al., 2016).
The current article examines to what extent these concerns are empirically supported by
analysing the inter-group attitudes of secondary school teachers and their impact on
teachers’ judgment of pupil behaviour in the divided society of Kenya. The analyses are
based on a sample of 925 secondary school teachers collected by the authors between April
and June 2016 in 64 secondary schools in Nairobi. The survey contained three semantic-
differential scales to measure to what extent commonly heard ethnic stereotypes prevail
among secondary school teachers, as well as two vignette experiments that examine

whether there is a relation between teachers’ stereotypes and their assessment of student
behaviour. Although the survey exposed stereotypical thoughts among the teachers, the
results indicate that teachers’ judgment of pupil behaviour is not affected by their inter-group
attitudes. The more, in-depth follow-up interviews with a subsample of 68 teachers indicated
that teachers not only try to avoid stereotyping in the classroom, but also actively aim to
refute existing stereotypes and promote inter-group tolerance instead. Whereas stereotypes
are automatically activated, people can indeed inhibit a prejudiced response by consciously
deciding to disregard stereotypical information (see e.g. Devine, 1989; Fazio, 1990).
The article will proceed as follows. First, we briefly review the theory on stereotypes (Section
2), and discuss why teachers and their inter-group attitudes matter to the success of peace
education and prejudice reducing programs (Section 3). Section four, next, introduces the
case study of Kenya, while Section 5 presents the data and methodology. Afterwards, we
analyse and discuss the results of the survey. Section six concludes.
2. Stereotypes
People inevitably think in groups or categories in order to simplify and anticipate an
otherwise overwhelmingly complex social environment (Allport, 1954, 19; Devine and Sharp,
2009, 61; Glock and Krolak-Schwerdt, 2014, 590; Reyna, 2000, 92). Once these groups are
formed, they tend to be very stable given that people are attentive to differences between
groups, while minimizing within-group differences (Brewer and Miller, 1996). Stereotypes,
then, are the sets of knowledge, beliefs and expectancies that we attribute to social groups,
and that we apply to all group-members irrespective of their individual differences (Hamilton
et al., 2009, 179; Reyna, 2000, 92). They are overgeneralizations of character traits to group
members (Hamilton et al., 2009, 179) or ‘exaggerated beliefs’ about those group members
(Allport, 1954, 187). Stereotypes are closely interrelated with prejudice and discrimination –
the three components of inter-group attitudes. Whereas stereotypes represent the cognitive
component of inter-group attitudes (attributing a characteristic), prejudice and discrimination
respectively represent the emotional (e.g. antipathy or dislike) and behavioural component
(e.g. excluding, insulting) (e.g. Aboud and Amato, 2001; Beelmann and Heinemann, 2014;
Devine, 1989).
People rely on stereotypes to judge members from other groups and to anticipate their
behaviour. They do so particularly when group membership – often ethnic or religious group
membership (see McKown and Weinstein, 2008, 238), is the only information they have

about a person or whenever they are not interested in getting to know the person better
(Glock and Krolak-Schwerdt, 2014, 590; Stangor, 2009, 10). Stereotypes thus raise
expectations that, in turn, inform our behaviour. As such, stereotyping has consistently been
found to lead to out-group discrimination (Brown and Bigler, 2002, 79; Reyna, 2000, 86;
Stangor, 2009, 5).3 Discrimination can take many forms, ranging from exclusion of out-group
members, to the absence of showing positive affect toward the out-group, such as sympathy
and trust, (Brewer and Miller, 1996, 75), or the withholding of prosocial behaviour, such as
helping and cooperation (Brewer and Miller, 1996, 5).
While group-membership automatically activates stereotypes, people can ‘correct’ for their
bias towards other groups if they are aware of its existence. Indeed, while attitudes usually
spontaneously guide behaviour, people can deliberately take into consideration their
attitudes and their behavioural consequences and decide not to act in conformity (e.g.
Devine, 1989; Fazio, 1990; Lepore and Brown, 1997; Wegener and Petty, 1995 in Olson and
Kendrick, 2008, 120). Merely holding stereotypes, hence, is not necessarily problematic, yet
applying them is (Stangor, 2009, 5).
3. Why Teachers Matter
Like anybody else, teachers rely on stereotypes. This can be problematic in a classroom
setting. Pupils’ group characteristics may activate stereotypical information that, if not
corrected for, will trigger stereotype-congruent expectations and behaviour on behalf of the
teacher (Reyna, 2000, 87). This phenomenon is commonly known as the ‘Pygmalion effect’,
named after the seminal study on the effects of interpersonal expectations in the classroom
by Rosenthal and Jacobsen (1968). The effects of interpersonal expectations have been
studied widely ever since. Teachers were found, for example, to expect less from students
belonging to stereotyped groups than from pupils from non-stereotyped groups with a similar
performance record (McKown and Weinstein, 2008; Glock and Krolak-Schwerdt, 2014; van
den Berg et al., 2010; van Ewijk, 2011); to evaluate their performances poorer (e.g.
Guttmann and Bar-Tal, 1982; Jussim and Harber, 2005; Riley and Ungerleider, 2012); to
punish them more severely (Dunkake and Schuchart, 2015); and to have less supportive
relations with pupils from stereotyped groups (Thijs and Fleischmann, 2015). Even small
cues, such as students’ names, were found to cause such effects (Figlio, 2005; Riley and
Ungerleider, 2012).

Pupils, in turn, sense teachers’ expectations and internalize them, which decreases their self-
esteem and affects their performances (Agirdag et al., 2012; McKown and Weinstein, 2008;
Riley and Ungerleider, 2012). More generally, when pupils are confronted with a situation to
which a stereotype applies, they fear to conform to the existing stereotype or to be judged
accordingly. Steele (1997) accurately defined this phenomenon as the ‘stereotype threat’, or
‘the threat that others’ judgments or their own actions will negatively stereotype them in the
domain’ (Steele, 1997, 613).
In this way, teachers’ expectations, notwithstanding their accuracy, are likely to trigger the
behaviour they anticipate, thereby perpetuating and cementing existing stereotypes
(Diamond et al., 2004; Gershenson et al., 2016; van den Bergh et al., 2010): When teachers’
stereotype-congruent expectations are based on false conceptions and cause a new
behaviour, expectancy effects act as self-fulfilling prophecies. Whenever stereotype-
congruent expectations are based on ‘real’ differences, on the other hand, they perpetuate
low expectations and are referred to as self-maintaining expectations (van den Bergh et al.,
2010, 500). Furthermore, teachers influence pupils’ inter-group attitudes merely by reason of
their authority and their role as ‘secondary attachment’ figures, providing pupils with support
and emotional security (Thijs and Verkuyten, 2002, 261).
Teachers can also suppress their stereotypical expectations (Glock and Krolak-Schwerdt,
2014; van Ewijk, 2011, 1046; for a meta-analysis, see Tenenbaum and Ruck, 2007), or even
discourage stereotypes, both actively as well as passively.4 Mere contact of in-group pupils
with an out-group teacher, for example, can facilitate out-group learning and reduce inter-
group anxiety, at least if the relationship is characterized by mutual trust and positive affect
(Allport, 1954; Pettigrew and Tropp, 2011).5 Such inter-group contact would have a greater
impact on inter-group attitudes than teaching pupils about ethnic diversity (Thijs and
Verkuyten, 2002, 266). Inter-group contact does not, however, diminish children’s in-group
bias (Brown and Bigler, 2002, 91),6 and risks to strengthen group boundaries and confirm
stereotypes in the rare case that the contact experience is negative (see Albarracin et al.,
2008, 21; Thijs and Verkuyten, 2002, 261). Teachers can also actively discourage
stereotyping by ‘correcting’ for their stereotypes, or by introducing prejudice-reducing topics

in the classroom.
If teachers’ stereotypes are not ‘corrected’ for, however, peace education and prejudice-
reducing programs may be introduced in vain. It is commonly argued in the literature that for
peace education programs to be effective, teachers have to practice what they preach (Bar-
Tal, 2002; Brewer and Miller, 1996). Particularly teachers in divided and post-conflict
societies may have very biased views of ‘the other’, nevertheless, as they have experienced,
or continue to experience, inter-group tensions and conflict themselves (Bar-Tal, 2004, in
Zembylas et al., 2012, 1073; Kuppens and Langer, 2016). Some of them may even have
actively instigated inter-group divisions. Rather than dissuading, teachers in these contexts
may stimulate prejudices and stereotypes among their pupils, whether consciously or not.
Qualitative studies in the field of peace education have already reported instances of
stereotyping and discriminatory behaviour by teachers in post-conflict and divided societies
(see e.g. Bekerman and McGlynn, 2007, in Zembylas et al., 2012, 1073; Bush and Saltarelli,
2000; Zembylas et al., 2016). So far, there are no studies, however, that have measured the
occurrence and effects of stereotyping by teachers in divided or post-conflict societies
quantitatively. Such research could, nevertheless, give insight into the extent and deep-
rootedness of the phenomena.
4. The Case Study of Kenya
4.1. Ethnicity and Ethnic Stereotyping in Kenya
More than 40 ethnic communities are living together in Kenya, among which the Kikuyu,
Luhya, Luo, Kalenjin, and Kamba are predominant. Whereas the Kikuyu account for about
20% of the population, the four other groups each represent roughly 10% to 15% of the
Kenyan population (Branch, 2011, 4; Ishiyama et al., 2016, 307; Kagwanja, 2003, 26). In
general, ethnic differences in Kenya are apparent in names, appearance, skin colour, and
accents (Hornsby, 2013, 312). Stereotypes about ethnic groups are very prominent in
Kenyan society, and include the untrustworthy money-loving Kikuyu; the intelligence, as well
as the aggressiveness of the Luo; the cooking skills of the Luhya; the talent for athletics of
the Kalenjin; and the stereotype that Maasai value nothing more than they value cattle and
grass, whence the perception that Maasai are primitive (Ndonye et al., 2015, 47-48; Hornsby,
2013, 788).
Whereas these stereotypes are commonly used to make jokes, they have become
entrenched within Kenyan politics and have even been used to instigate ethnic hatred,

particularly around election times (Ndonye et al., 2015, 48). The 2007-2008 post-election
violence is the most notorious example hereof. In the aftermath of the presidential elections
of December 2007, ethnic Kikuyu clashed with Kalenjin warriors and ethnic Luo after then
incumbent President Mwai Kibaki, a Kikuyu, won a contested electoral bid by a small margin
of 232,000 votes from Luo opposition leader Raila Odinga, who until shortly had led the
tallies by more than one million votes. The violence caused the death of an estimated 1,113
people and wounded another 3,561 (Dercon and Guitérrez-Romero, 2012, 735; Harneit-
Sievers and Peters, 2008, 137; HRW, 2008, 22). Ethnic hate messages were spread most
vehemently via local radio stations (Kituri, 2013, 68) and text messaging (Abdi Ismail and
Deane, 2008; Makinen and Kuira, 2008, 331), and echoed common ethnic stereotypes:
Kibaki was referred to as ‘a snake we have to get rid of’ (HRW, 2008, 36) – symbolizing
mistrust towards the cunning, money loving Kikuyu (Hornsby, 2013, 748), while Odinga was
described as ‘the beast from the West’ (Yieke, 2008, 16) – hinting to the idea that the Luo,
who are originally from Western Kenya, are violent. It was also said that Odinga was unable
to lead given that he is a ‘child’ (HRW, 2008, 4) – contrary to most other ethnic groups in
Kenya, the Luo do not practice circumcision to symbolize the transition from child- to
manhood.
These stereotypes can be traced back to the early days of independence and the ensuing
history of mutual fear of ethnic domination through economic and political exclusion. Upon
independence, the Kikuyu political elite felt that it was their right to rule as they perceived
themselves to be smarter and more entrepreneurial than the other groups7, and because
they had played a leading role in the Mau Mau rebellion, the struggle for independence
(Hornsby, 2013, 257). A Kikuyu was subsequently chosen to lead the first independent
government (i.e. Kenyatta), yet they felt threatened by the populous Luo group and the
popularity of its leaders, including Jaramogi Oginga Odinga and Tom Mboya (see Ajulu,
2002, 260-261; Battera, 2012, 115; Kituri, 2013, 78). To eliminate this threat, the Kikuyu
government marginalized the Luo politically.8 The then exclusion of the Luo heralded the
Luo’s seemingly permanent opposition in, and contestation of, national politics ever since. At
the same time, the government redistributed former British lands to Kikuyu even though they
had originally belonged to the Luo and Kalenjin (Kituri, 2013, 72). These events shaped and
embedded the stereotypes of the untrustworthy, grabbing Kikuyu and the rebellious Luo in
popular imagination (Hornsby, 2013, 258).

4.2. Ethnicity at School
Policies in Kenya aim to fend schools off from ethnic tensions. Ethnic differences are
minimized within the school compound through, among others, the mandatory wearing of a
school uniform and the prohibition to speak local languages.9 The more, the national goals of
education aim to promote national unity (Mwaka et al., 2013). Inter-group contact is
promoted through the application of regional quota, at least in public secondary schools.
Kenyan public schools are divided into a four-tier hierarchy, ranging from least to most
prestigious in terms of access – admission to secondary schooling is based upon pupils’
performance on the national exams at the end of primary school (cf. Kenyan Certificate for
Primary Education or KCPE). The more prestigious the school, the more diverse is the pupil
population: district schools admit principally low-range performing pupils (or, importantly,
pupils who cannot financially afford better schools) from within the district; county schools
recruit middle-range performing pupils among whom 60% are from the district the school is
located in, 35% is from other districts within the former province, and 5% from other former
provinces; extra-county schools recruit 40% of students nationally, 40% at county level, and
20% from within the district; national schools, lastly, select the best performing pupils from all
over the country (Nyatuka and Bota, 2014). At the same time, inter-group contact is also
promoted by the national policy on teacher deployment, which encourages teachers to seek
deployment outside of their region of origin. Teachers appear reluctant, however, to be
posted elsewhere (Smith et al., 2016).
At times ethnic discrimination has nevertheless penetrated the Kenyan school walls. During
the post-election violence, in particular, children were asked sensitive ethnic-related
questions at school, such as why their community is so rebellious (cf. Luo) or why they are
not going to school in Kisumu (the region of origin of the Luo community) (Yieke, 2008, 24).
Moreover, in areas affected by the violence, students as well as teachers were forced to
leave school for safety reasons (Smith et al., 2016, 68). This suggests that the current
educational policies and practices do not suffice to keep the country’s divisive ethnic politics
out of the school compound in times of increased tensions.

5. Stereotyping among Secondary School Teachers in Kenya
5.1. Data
The current study is part of a larger study on the role of education in building sustainable
peace in Kenya, which focuses on the role of teachers in enhancing peaceful relations
among formerly opposing groups through a mixed-method approach. A large-scale survey
was conducted between April and June 2016 among 925 secondary school teachers in
Nairobi.10 During the post-electoral violence of 2007-2008, the capital city was one of the
pockets where ethnic violence took place, next to areas in former Western province, Nyanza
and the Rift Valley. In addition to its history of ethnic tensions, it is an interesting case study
given that all types of schools can be found there in proximity. The survey was self-
administered on a tablet, using the software package ‘Qualtrics’ (Qualtrics LLC, Provo, Utah).
Additionally, in-depth follow-up interviews were conducted with 68 teachers to gain deeper
insight into the data collected.
Schools were selected systematically by number of pupils after stratification by district and
type of school.11 In total, 64 secondary schools were selected among the 258 recognized
schools (176 private and 82 public schools).12 Upon an introductory visit to the school, all
school boards agreed to participate. Schools varied largely in size: the smallest school in the
sample taught only 21 pupils, while 1500 students attended the largest school (M=384.86,
SD= 390.229). In terms of teacher deployment, schools deployed 21 teachers on average
(Min= 5, Max= 80, SD= 18.443). Table 1 summarizes more school characteristics.

Within every school, all teachers were invited to participate. However, only those teachers
participated who were present at the time of the survey. Schools, in which less than half of all
teachers participated, were visited multiple times. Sporadically, teachers refused participation
because of their workload (cooperation rate of nearly 100% and response rate of 69%). Item
non-response, on the other hand, was avoided due to the use of tablets.15 In total, 925
teachers participated. 52.2% of teachers are male compared to 47.8% female teachers. average, teachers are 33.04 years old (SD=9.97) and have a teaching experience of 9.39
years (SD=9.21). There are almost as many teachers active in the field of the social sciences
(42.5%), as there are in the exact sciences (43.9%). 35.1% of the sampled teachers teaches
a language and 37% some other course – teachers can be active in more than one field.16
There are hardly any Muslim teachers in our sample (0.8%) – nearly all teachers are
Christian (98.2%). Table 2 summarizes the ethnic background of the teachers.

5.2. Methodology
5.2.1. Measuring Stereotypes
To measure teachers’ inter-group attitudes, we make use of three semantic-differential
scales on an 11-point scale ranging from –5 to 5 with 0 indicating a neutral position: e.g.
untrustworthy-trustworthy, unintelligent-intelligent, violent-gentle. The study of inter-group
attitudes in a society as diverse as Kenya poses some challenges: rather than analysing
single minority-majority relations – as is the case in the large bulk of literature on
stereotyping in Western research settings, none of the more than 40 ethnic groups in Kenya
constitutes a clear majority. In the current study, teachers had to rate only four ethnic groups
on each scale: Kikuyu, Luo, Kalenjin, and Maasai. The first three groups were chosen

because of their share in the population, as well as their prominence in the political history of
and public debate in Kenya. Whereas the Luhya and Kamba also represent important shares
of the population, these groups were not included in the survey since, unlike the previous
three, they have not been mobilized ethnically due to the absence of a strong ethnic
leadership and because of their peripheral position in Kenya’s power play (Battera, 2012,
123). The Maasai, then, were included in spite of their low population share because of the
strong and topical stereotype surrounding the group: being perceived as backward may have
a particularly detrimental impact on their experiences at school. We expect teachers’
responses on these semantic-differential scales to reflect popular stereotypes. As such, we
hypothesize that teachers rate Kikuyu as untrustworthy; Luo as intelligent, and violent; and
Maasai as unintelligent.17 Moreover, in line with Western research findings, we hypothesize
that teachers are prone to an in-group bias.
Next, we are interested in the strength of these stereotypes and how it varies between
teachers and schools. At the level of the teacher, we control for effects of age, gender, and
level of education. In line with previous research, we expect that older, male, and less
educated teachers are more prejudiced than younger, female, and higher educated teachers
(see Meeusen and Kern, 2016, 6). We also control for years of teaching experience given
that teachers may have changed their practices based on classroom experiences. At the
level of the school, then, we are interested in examining whether the strength of stereotyping
and in-group bias depends on the level of school diversity. In the absence of any data on
pupils’ ethnic background, we use type of school as a proxy for ethnic diversity because of
the use of regional entry quota. This only applies to public schools, nevertheless.
Because the teacher data is nested in schools, we make use of multilevel modelling
(multilevel package in RStudio version 1.0.136). Whereas the original dataset consists of 925
teachers, we restructure the dataset to the level of the stereotype so that every score on one
of the three semantic differential scales represents a single case. For matters of simplicity,
we created a separate dataset for every semantic scale. Hence, we obtain a three-level
structure: level 1, teacher-level, and school-level (n=3700 per semantic-differential format:
925 teachers x 4 ethnic groups). First, we estimate the unconditional model in order to obtain
the degree of variance at each level. Next, we add predictor and control variables at every
level, starting at the lowest.

5.2.2. Measuring the Effects of Stereotyping
In the second part of the analyses, we examine to what extent these stereotypes inform
teachers’ expectations of pupils belonging to stereotyped groups. This is important given that
expectations determine what educational opportunities pupils are offered (see above).18
Hereto, we make use of two vignette experiments. Vignettes are short stories that represent
hypothetical situations in order to elicit respondents’ preferences, judgments, and/or
anticipated behaviour (Artzmüller and Steiner, 2010; Caro et al., 2012; McFadden et al.,
2005). The vignette scenarios involved two ambiguous situations that are realistic depictions
of school events that have a bearing on the semantic-differential scales. The ambiguity
allows the differential interpretation of the event, hence serving as an important independent
determinant of how the teacher responds to the ethnicity of the pupil. American children from
European descent, for example, interpret the behaviour of a Black character more negatively
than the same behaviour by a White character (see McGlothlin and Killen, 2006, 1375). In
our study, we used names as a proxy for ethnic group belonging, and randomly varied them
among teachers. In effect, Kenyans perceive names as an indicator of ethnic group
belonging (Hornsby, 2013, 312; Kasara, 2013, 926). Likewise, studies on pupil assessment
have used names to elicit ethnic group belonging in other contexts (e.g. Figlio, 2005; Riley &
Ungerleider, 2012; van Ewijk, 2011). It is important to note, nevertheless, that ethnic cues
such as names may solicit less outspoken responses than racial cues, which are often more
easy to perceive.19
We included four names per vignette reflective of the four groups used in the semantic-
differential scales: Kamau and Muriuki (Kikuyu), Otieno and Odhiambo (Luo), Kipsang and
Cheruiyot (Kalenjin), and Ole Riamit and Ole Sankale (Maasai).20 These names make group
belonging salient to facilitate the interpretation of affectively negative events consistent with
the stereotype of that group (Brewer and Miller, 1996, 63). The vignettes were framed as
follows:

[1] Upon your arrival at school, you find [NAME] and EVANS, two of your pupils,
fighting. Allegedly, the fight started when [NAME] hit EVANS, because the latter had
insulted his family.
[2] As part of the English course, your pupils have to write an essay in class on a
topic you have specified. The assignment is especially important for [NAME], who has
not been performing well in these essay assignments. He has however been
practicing a lot in order to improve his writing skills. As it turns out, his current essay
is of outstanding quality. When correcting your pupils’ essays, you notice that
[NAME]’s essay appears to be similar to PETER’s essay. PETER sits next to [NAME]
and usually gets excellent marks on his essay assignments.
Upon reading the vignette, teachers were asked to rate the pupil’s behaviour in the situation
on a 7-point scale, and to indicate how many pupils out of one hundred would behave
similarly in the same situation. 21 To avoid social desirability and self-representation bias, the
two vignette experiments were put at the beginning of the survey and teachers were not
informed of the true purpose of the study – the study was framed as a study on teachers’
practices and views in Nairobi.
We hypothesize that teachers’ responses to the two vignette situations are influenced by
expectations prompted by stereotypes. As such, we expect that the violent behaviour of Luo
pupils will be considered to be less appropriate than violent behaviour by others since they
are stereotyped as violent, whereas Kikuyu and Maasai pupils in the second vignette will be
trusted less than others, because their groups are perceived respectively to be untrustworthy
and backward. However, whenever the pupil belongs to the in-group of the teacher, we
expect that teachers will attenuate their evaluation in order to save the positive image of the
in-group and protect it from the negative implications of bad behaviour – this phenomenon is
captured by the ultimate attribution error by Pettigrew (1979) (Brewer and Miller, 1996, 13).
Differences in student evaluations are measured applying a one-way independent measures
ANOVA.

5.3. Results
5.3.1. Stereotypes
Graph 1 visualizes the aggregated mean score of the semantic differential (SD) scales by
ethnic group.22 Overall, none of the semantic differential ratings are very outspoken. Yet, the
scores might underestimate the true values due to a social desirability and self-
representation bias: semantic-differential formats are direct measures that reflect deliberate
processes, which are informed by norms and other information (van den Bergh et al., 2010,
500). Nevertheless, they illustrate that teachers’ inter-group attitudes are conform to
stereotypes in Kenyan society. In line with the stereotypes, Kikuyu are perceived to be the
least trustworthy; Luo are rated the most intelligent, as well as violent; and Maasai are
perceived to be the least intelligent.

Graphs 2 to 4 visualize the mean semantic differential (SD) scores by teachers’ in-group or
out-group belonging for each ethnic group concerned. Comparing the ratings of in-group and
out-group teachers, we notice clear differences in favour of the own group.23 It is interesting
to note, moreover, that even the in-group ratings themselves are affected by the prevailing

stereotypes: of all in-group scores, the Kikuyu have the lowest score on trustworthiness; and
the Luo have the highest on intelligence, while having the lowest score on the violent-gentle
semantic scale. Lastly, it is remarkable that the out-group ratings for the non-stereotyped
groups are rather similar when it comes to intelligence or violence. With regards to
trustworthiness, however, we notice that the Maasai are rated trustworthier than the Luo and
Kalenjin. This is likely because of the modest role of the Maasai on the political scene
compared to the other groups.

To test whether these differences are significant, we fit a three-level model including ethnic
group stereotyped and in- or out-group belonging of the teacher as fixed effects. We first fit
the unconditional models, which yield estimates of the degree of variance attributable to the
different levels per semantic-differential scale (see Table 3). Schools do not seem to
contribute much variance – the Intraclass Correlation Coefficient of schools is at maximum
0.01 (in the case of the violent-gentle scale).24 The proportion of variance between teachers,
on the contrary, amounts to respectively 28.5%, 39.3% and 40% for the scales on
trustworthiness, intelligence, and violent-gentle behaviour. Next, we add the fixed effects of
ethnic group stereotyped and teachers’ group belonging. For each semantic-differential
format, we choose that ethnic group as a reference category that conforms to the popular
stereotype. It follows that the ratings effectively differ significantly between ethnic groups.
The effect of in-group belonging is also significant (see Table 3).

The follow-up interviews that were organized in the aftermath of the survey confirm these
stereotypes: “You tell me you come from Kiambu, I know oh this is a Kikuyu. Maybe this
could be a thief” (Female, 45 years old, Lang’ata). Other examples include:
“The Kikuyu tend to view themselves as the business minded people. Whenever it
comes to matters of doing business, they want to make profit. So whenever it comes
to that side, they look at them as untrustworthy, not as hardworking.” (Male, 25 years
old, Embakasi)

“In our country, mostly, the ones who will go to the streets are the Luo. They want to
fight and they want to throw stones. I think it is their nature.” (Female, 33 years old,
Langa’ata)
“When you are known to be a Maasai, they consider them to be illiterate. So when
they come with those attires, they won’t [hesitates]. Ok, most people won’t look
beyond their attires. They just look at what they have in their mind. They just treat
them generally as, they consider them as illiterate and more concerned with
pastoralism. Learning, there is little learning with them.” (Male, 24 years old,
Kasarani)
Interestingly, teachers seem to dissociate these stereotypes from the school context. After
confirming the stereotype of the violent Luo, the above teacher continued, “when we come to
school, I don’t really have cases of the Luo being more violent. It is probably based on the
political view, but in school, they don’t fight.” Interestingly, a number of teachers also put
these stereotypes in historical perspective. For example,
“Once the first President of Kenya, Jomo Kenyatta, was a Kikuyu, then the vice-
President was a Luo. So they view that since the vice-President who was a Luo was
the one who helped Kenyatta to go the presidency, they wanted it back [...] Again,
there was that union between the Kikuyu and the Luo in 2002 when we had the Luo
and the Kikuyu united for the same post. After going for the same post, then they had
an agreement that you go for President, so the Kikuyu go for President and the Luo
will go for the Prime Minister. After the Kikuyu went for President, they never gave
room for the Prime Minister. […] So they tend to view a certain group as
untrustworthy because they never gave back the work they had agreed.” (Male, 25,
Embakasi)
5.3.2. Explaining the Strength of Stereotypes
Interestingly, the above analyses uncovered that the variance in stereotyping can hardly be
explained by school differences. Hence, not surprisingly, addition of the school variable does
not yield significant effects (see Appendix A): there are no significant differences in terms of
type of school (cf. national, extra-county, county, district or private). Hence, we did not find
any support that stereotyping decreases when schools are more diverse. The absence of
any significant effect could be due, however, to the characteristics of our sample: all schools
are within Nairobi, a highly diverse city of itself. Looking into teacher diversity within the

sampled schools, we do indeed find that the teaching staff is quite diverse with the exception
of three private schools, where diversity is very low and teachers’ ethnic background
corresponds to the ethnic background of the principal (see Figure 1).

Interestingly, the teachers do seem appreciative of inter-group contact to combat
stereotyping:
“If for example you think that a Kikuyu is a thief, and then you move further from
Kisumu and you go to my school, then you find that in my school, there are Kikuyus
there, but they don’t steal. I can leave my items there on the table and I still find it
then, it disapproves whatever you know. But if you stay in Kisumu, learn in Kisumu
then you will still continue having the same stereotype in your mind. So that
movement is important. It is still the best tool.” (Male, 24, Kasarani)
While there is little to no variation attributable to the school level, about one third of the
variance in ratings on the three scales is explained by differences at the teacher-level. To
explain this variation between teachers, we included the control variables of teachers’

gender, age, teaching experience and education level to the equation.25 Instead of a three-
level model, we fit a two-level model (level 1 & teacher) given that it is not significantly worse
(χ² (1) = 0, p = 0.9983 for trustworthiness; χ² (1) = 1.98, p = 0.1594 for intelligence; χ² (1) =
1.97, p = 0.1604 for violent-gentle). With the exception of an effect of gender on the violent-
gentle scale (β=-0.36 (0.15), p<0.05), however, there are no significant differences between
teachers in terms of gender, age, teaching experience or education level (see Appendix B for
the full table of effects). Further research is hence needed to establish what variables then
explain the variation at the teacher level.26
5.3.3. The Impact of Stereotypes
Table 4 reports the ANOVA-results of the two vignette experiments using ethnic group of the
pupil, and ethnic overlap between teacher and pupil as factors. In terms of the ethnic group
of the pupil, teachers make no difference in their evaluations of the pupil irrespective of the
situation, nor do they think certain groups are more or less likely to engage in the
hypothesized behaviours. Furthermore, we do not find any support for the ultimate attribution
error: teachers do not minimize the gravity of the behaviour of pupils belonging to their ethnic
group compared to others, despite the ambiguity in the situations. There is one significant
finding, nevertheless: whenever a Maasai student hypothetically reacts aggressive at school,
teachers think fewer students would react in the same way than when it concerns a pupil
from the Kikuyu, Luo or Kalenjin – the behaviour itself is also considered to be less
appropriate than the same behaviour by other groups, although the difference is not
significant. This finding cannot be explained by the hypotheses we formulated. However, it
could be that the dominant groups identify with one another, and hence attenuate the gravity
of their behaviour not only for their own but also for other dominant groups, extending the
ultimate attribution error to similar sized groups.

6. Discussion
Our findings expose the presence of stereotypes among Kenyan secondary school teachers,
as well as a significant in-group bias. The vignette experiments, on the other hand, show that
prevailing stereotypes do not necessarily inform teachers’ evaluations of pupils’ behaviour:
hypothetical untrustworthy behaviour (cf. cheating on a task) by a Kikuyu – stereotypically
perceived as untrustworthy, or aggressive behaviour (cf. fighting at school) by a Luo pupil –
generally stereotyped to be violent, was not rejected stronger than the same behaviour by
other pupils; nor was the estimate of the occurrence of such behaviour among pupils in
general dependent on the ethnic group of the pupil in the vignette. While the absence of any
effect could be due to a social desirability bias or the design of the vignette experiment,28 the

follow-up interviews indicate a propensity among teachers to avoid stereotyping in the
classroom in spite of their stereotypes. A head teacher explained, “Teachers are a bit careful.
Maybe by filling the form (cf. survey), they may have mentioned <stereotypes>, but when it
comes to class, the student would actually report you did that (cf. stereotyping). So teachers
avoid to do that in class” (Female, 53, Kasarani). What is more, rather than avoiding
stereotyping out of fear of students’ complaints, many teachers rejected stereotyping itself:
“If you ask me individually, you should judge somebody as an individual, not as a
group, because somebody comes from a certain community they are… okay this
generalization, that people generalize that people from this society do a,b,c,d, this is
their character, but probably there is one off. Not everyone in that community
behaves in the same way.” (Male, 41, Langa’ata)
“I think being violent mainly narrows down to the individual, not the community as a
whole. It is so wrong for us to conclude something or a character trait to all of the
members of this community.” (Female, 20, Starehe)
Another teacher explained it as follows: “You know a teacher is somebody who should be a
role model; a teacher is not like a politician” (Male, 27 years old, Kasarani). These outright
rejections of stereotyping in the classroom could explain the absence of any effect in the
experiment. Prior research has shown that negative group evaluations indeed do not
necessarily translate into prejudiced behaviour (Ajzen and Fishbein, 1977, in Van Ewijk,
1056; Devine, 1989; Fazio, 1990). If people are aware of their own bias and are motivated to
react unbiased, they can renounce prejudiced behaviour by controlling the unwanted
influence of stereotypes on behaviour. If they are not aware of their bias, nevertheless, they
are likely to behave in a prejudiced manner even when they renounce it (Devine and Sharp,
2009, 61-67). Self-insight, as exemplified by the following teachers, is hence a first step to
avoid prejudiced behaviour (Allport, 1954, 321):
As teachers, we are not immune from that. When I hear you come from this
community you know back in my mind I have those stereotypes, so sometimes you, I
identify them. Sometimes you have to totally ignore them you know. (Male, 46 years

classroom, while the capitalization of the names may have attracted their attention. Yet, the hypothetical nature of the vignettes would create the necessary distance for respondents to be comfortable enough to express socially undesirable responses (Vargas et al., 2004, 199). Vignettes, moreover, would be less successful in measuring teacher expectations than viewing photographs or videotapes, or listing to an audiotape (Tenenbaum and Ruck, 2007, 263).

Even a teacher can tend to love a student better than the other one – because I know
he’s from a community – without even awareness. You know we do things without,
even me personally maybe I can listen to the other and I leave the other one. But
something comes in mind that I need to balance it, strike a balance, so that I bring
that good relationship with others. (Male, age missing, Embakasi)
The majority of the teachers interviewed did not only express self-insight nonetheless, but
also the willingness to combat stereotyping: “First of all, you need (to be) aware of that
stereotype so that you will be able to now know how to deal with it, and try to help students
also try to avoid it for the same” (Male, 29 years old, Kasarani). A Kiswahili teacher explained
how she used her course material to fight stereotypes: “When you are teaching literature, we
have texts – the novels and plays and the short stories – some of them actually refer to those
stereotypes. As a teacher we are expected now to explain to the students how damaging
those stereotypes can be” (Female, 49 years old, Dagoretti). Also, another teacher
encouraged his pupils to “not see the other party as a Kikuyu, a Luo, a Luyha” (Male, 25,
Embakasi), but to “see themselves as Kenyans” (Female, 45, Westlands). This teacher’s way
of thinking is an illustration of the recategorization or common in-group identity model: he
focuses attention on a superordinate category, the Kenyan nationality, which entails all ethnic
groups in a single identity (Gaertner and Dovidio, 2000).
The insightful stances of these teachers are promising in a country that was torn apart by
ethnic rivalry. Yet, not all teachers are as optimistic. Some admitted that stereotyping
continues to take place: “Somehow it (cf. stereotyping) comes out in one way or another (…)
Once in a while it can create some bias of accounts, but it is really on a very small
magnitude” (Female, 45 years old, Lang’ata). Yet, stereotyping would no longer be as blunt
as it used to be:
We have <stereotypes>, it does not come out in the open. Because it is like as
teachers, we understand everything too well – we know what is right, we know what is
wrong. You know that if I, the kind of comment I can make, it may not offer well (for)
this group or to the other group. But now when you come here, we pretend to forge
unity, I will say forge unity. But if you stay with our staff members for a long time, you
will see it slowly by slowly. Although it is not pronouncing, it is reflected by the
groupings people will have (…) It is on a tribal basis (Female, 47 years old, Kasarani).

Another teacher depicted inter-group interactions as a ‘cold war’ in which stereotypes ‘quietly
affect’ student and teacher relations (Male, 52 years old, Starehe). A few teachers did,
moreover, portray prejudiced behaviours during the interviews: Do you know almost all Luo
are of choleric temperament, you understand? So when I’m there in the classroom teaching,
if you’re not careful, they can control you” (Female, 42 years old, Dagoretti). Or, “the Luo feel
more advantageous than the other communities, that is how they behave” (Female, 25 years
old, Lang’ata). Again others confirmed stereotypes while trying to reject them:
I may not, let me say I have never looked at it from a tribal point of view. I look at
them as students. But something really comes out well that for sure the Luo,
somehow, they perform well. From my own observations that most of the Kikuyus that
we have, and they are majority, do not do well. You find them in most indiscipline
cases – theft cases- they are the ones who will steal textbooks. (Female, 47 years
old, Kasarani)
Conversely, teachers attested that pupils continue to use stereotypes too: “When you hear
students comment about the ability of the teacher to deliver, they always align them to
certain tribes” (Male, 30 years old, Kasarani). Likewise, “You may be teaching and then you
ask for maybe a comment and then you will hear someone throw a stereotype from a corner”
(Female, 49 years old, Dagoretti). Rather than discriminating out-groups, moreover, there
was evidence that teachers favour the in-group: “Maybe some teachers, especially when
they are punishing they may tend to favour those of their own, but not so openly” (Male, 30
years old, Kasarani). In spite of these instances, another teacher concluded: “but at least
now people are aware it is wrong. It is in their subconscious. Even if they do it, when they sit
down, they will see that they have done a mistake” (Male, 33, Dagoretti). Other teachers, yet
again, put stereotyping in perspective: “Whatever stereotypes there are in our school and
majorly in the country, it is the oversimplified version. We have not gotten to a point where it
is that dark ethnicity. It is not. (Though) occasionally, it may come up, especially during
political contestations” (Male, 54 years old, Starehe). The challenge is, however, exactly to
avoid stereotyping from turning into such ‘dark ethnicity’ in times of elections.
7. Conclusion
Stereotypes are overgeneralizations of character traits to group members. Although
stereotypes can be positive, stereotyping is commonly associated with social exclusion,
discrimination, and even inter-group conflict. In Kenya, ethnic stereotypes are deeply

embedded in society. Throughout Kenya’s recent history, politicians have used stereotypes
to build political support and spread ethnic hatred. The post-election violence of 2007-2008 is
the most notorious example hereof. Schools are believed to play an important role in refuting
stereotypes and promoting positive inter-group attitudes given that they are the place where
societal values and norms are transmitted from one generation to another. Peace education
and prejudice-reducing programs are therefore often set in a school context, such as the
Kenyan course of Peace Education. Usually, these programs target pupils. Yet, teachers
hold negative inter-group attitudes too. What is more, teachers’ stereotypes have been found
to have a detrimental effect on pupils’ performance and well being at school. These studies
were, however, predominantly conducted in Western research settings. So far, little research
has been carried out to study teachers’ stereotypes and their impact in divided and post-
conflict settings. These teachers’ stereotypes are nonetheless likely to be deeply entrenched
as a result of having experienced inter-group conflict and/or tensions. This study, therefore,
examined teachers’ stereotypes in the ethnically divided society of Kenya. Based on a
sample of 925 secondary school teachers from Nairobi and 68 in-depth follow-up interviews,
we analysed teachers’ inter-group attitudes and measured to what extent stereotypes inform
teachers’ behaviour using two vignette experiments on ambiguous pupil behaviour that has a
bearing on stereotypical information.
Our findings show that social stereotypes are present among secondary school teachers in
Nairobi: Kikuyu are perceived to be more untrustworthy than others; Luo as more intelligent,
yet more violent; and Maasai as less intelligent than other groups. These stereotypes were
largely confirmed in the in-depth interviews. The prevalence of these social stereotypes did
neither depend on school characteristics, such as type of school, nor on teacher
characteristics, including age, level of education, and gender. Notwithstanding, our multi-
level model indicated a great deal of variation at the teacher level – further research is
needed to examine which variables explain this variation. We also discovered that teachers
rate their own ethnic group more favourably than teachers from out-groups do, indicating a
clear in-group bias among the teachers. Similarly, in-depth interviews attested of ethnic
favouritism.
Despite their stereotype-congruent thoughts, the vignette experiments did not show any
significant differences between ethnic groups in terms of teachers’ evaluations of ambiguous
pupil behaviour: Hypothetical untrustworthy behaviour (cf. cheating on a task) by a Kikuyu, or
aggressive behaviour by a Luo pupil (cf. fighting at school) was not rejected stronger than the
same behaviour by pupils from other ethnic groups, nor was the estimate of the occurrence
of such behaviour among pupils in general dependent on the ethnic group of the pupil in the

vignette. Although the evidence from the vignettes is not conclusive, interviewed teachers
confirm that they do not discriminate pupils in the classroom based on their ethnic
background. Stronger, the majority among them disapproves of judging pupils based on their
ethnic background and many even tried to refute ethnic stereotypes in the classroom,
conversely promoting a Kenyan identity. Prior research has demonstrated that it is indeed
possible to renounce prejudiced behaviour in spite of one’s stereotype-congruent thoughts
whenever one is aware of his/her bias and determined to react without it. Classroom
observations are recommended nevertheless to find out to what extent these testimonies are
truthful to reality – not only could teachers deny socially undesirable behaviour such as
discrimination, they could also just not be aware of discriminating behaviour on their behalf.
Our results hence point towards a curious straddle: whilst teachers continue to think
stereotypically, they seem to behave as nationalists in the classroom. Whereas it remains
important to refute teachers’ own stereotypes, this suggests that their negative inter-group
attitudes may neither harm the overall classroom climate, nor the aims and objectives of the
peace education in particular. Although these findings are rather promising, it is not entirely
rosy. Notwithstanding the absence of stereotyping in the vignette experiments and the
positive accounts during the interviews, the latter also revealed that stereotyping does
nonetheless remain present: rather than very overt forms of out-group discrimination,
stereotyping would mostly inform subtle forms of in-group favouritism. The more, the risk
remains that stereotypes turn into a form of ‘dark ethnicity’ in times of elections or political
unrest. Further research therefore is required to develop interventions that can help to
prevent stereotyping from turning into ‘dark ethnicity’ at crucial points in time. While also
targeting pupils, these interventions will have to include teachers as well. Only when
teachers eradicate all forms of prejudiced behaviour in the classroom and teach pupils to
critically analyse the use of ethnic stereotyping for political gain, ethnic stereotypes may no
longer be effective in inciting ethnic hatred and violence in a divided society like Kenya.
