First IUCN European overseas roundtable on biodiversity and climate changeBrussels June 30/July 1 2011Brussels, June 30/July 1, 2011
OEs and the CBD’s IBPoW OE are Europe’s key biodiversity and bio-resources (ABS)
stewards – more than 60% of recorded extinctions over the last 50 years were on islands!y
Challenges on governance structures for OEs and biodiversity for some Parties
Insufficient regional coordination between OEs and island States on biodiversity and ecosystem services
OEs as testing ground for synergetic solutions (climate OEs as testing ground for synergetic solutions (climate change, land management, biodiversity, other MEAs and development)
Many OEs are also sub-national governments (decision Many OEs are also sub-national governments (decision X/22 requests Parties to involve SNGs and LAs in CBD implementation)
Adopted March 2006 by the Conference of the P i (COP) h C i Bi l i lParties (COP) to the Convention on Biological Diversity (CBD) at its eighth meeting, in Brazil,(decision VIII/1)
The first-ever programme of work dedicated solely t th i d f ilit f i l dto the uniqueness and fragility of island biodiversity (a space for islands)
One-stop shop on the Convention for island Parties – objective is not to duplicate tasks
11 goals, 22 targets, 50 priority actions, seven focal areas:
1. Protect the components of biodiversity (10% of all ecosystems, protected areas network traditional crops gene banks)protected areas network, traditional crops, gene banks)
2. Promote sustainable use (production and consumption, trade) 3. Address threats to biodiversity (loss and degradation, invasives,
climate change and pollution)climate change and pollution)4. Maintain goods and services from biodiversity to support human
well-being (disaster plans, health, poverty alleviation)5. Protect traditional knowledge and practices g p6. Fair and equitable sharing of benefits arising out of the use of
genetic resources (ABS Nagoya Protocol) 7. Ensure provision of adequate resources (new and additional
