The Forest Hill 20mph zone
Introduction
In recent years the Council has been working on a programme to introduce 20mph zones, wherever practical, throughout the borough’s residential areas.Currently, about 60% of the borough’s residential road space is located within20mph zones. Earlier this year, the Mayor of Lewisham gave approval toproceed with the development of a 20mph zone in the area bounded by WoodVale, Forest Hill Road, Honor Oak Park, the Forest Hill/Honor Oak Park railwayline and London Road.
The Metropolitan Police has indicated that they have insufficient resources atthe moment to enforce effectively a 20mph speed limit. It is vital therefore, anda condition of the Department for Transport’s regulations, that every streetwithin a 20mph zone has effective, self-enforcing, traffic-calming features.
Many of the streets in this part of the borough already have long-establishedtraffic calming features such as speed humps. However, in order to create anarea-wide zone, it would be necessary for us to introduce similar features inother roads within the proposed zone (please see below). It may also benecessary, in order to conform with the latest Department for Transportregulations, for us to modify or supplement the existing traffic calmingfeatures.
Our proposals
To conform with current regulations for 20mph zones it would be necessary forus to install traffic-calming in the following roads:
• David's Road• Fairlie Gardens• Horniman Drive• Liphook Crescent• Manor Mount• Pearcefield Avenue• Ringmore Rise• Rocombe Crescent• Tewkesbury Avenue• Waldenshaw Road
Zone entry and exit signs and road markings would be installed at the boundaryroad junctions.
Honor Oak Road
Honor Oak Road is a busy distributor route, used regularly by emergencyservice vehicles and the P4 bus. It already has a number of traffic-calmingfeatures including speed cushions and a raised zebra crossing. In keeping withthe operational needs of the police, fire and ambulance services, we do notpropose to make any modifications or add to the existing traffic-calmingfeatures in Honor Oak Road. We propose therefore that the speed limit alongHonor Oak Road should remain at 30 mph. Enforcement of the speed limit inHonor Oak Road will therefore remain with the Metropolitan Police.
Help for people with disabilities
We intend to improve access for people with disabilities byconstructing more dropped kerbs at crossing points. All of these newcrossing points will be highlighted by coloured, tactile paving slabs.
Cycle provision
In all the roads where traffic calming is proposed all new speedhumps will be constructed to a sinusoidal profile. This form of speedhump is similar to the more commonly used round top hump, but hasa shallower initial rise. Cyclists are of the view that the sinusoidalprofile provides a more comfortable ride.
Our aims
In carrying out this work, we aim to:
• reduce vehicle speeds • improve safety for all road users• reduce the number and severity of personal injury, road accidents
within the area• reduce traffic hazards for schoolchildren• improve conditions for people with disabilities• encourage cyclists to use the area
