I Introduction

Project Location Map

This project scope includes the design of an asphalt trail to replace the dirt foot path from Galloway Street NE to Gallatin Street NE Washington DC The National Park Service (NPS) desires this trail to generally match the Metropolitan Branch Trail in the Fort Totten area

In preparation of developing the report of findings the AE team performed a field investigation of the existing dirt path to ascertain the existing conditions of the site The field investigation included an examination of the existing path the current access from Galloway Street NE and Gallatin Street NE the concrete curb ramps at each street and the topography of the site

II Background

There is currently a series of unofficial trails between Gallatin and Galloway Streets NE in a rapidly growing community in Washington DC The construction of a new permanent trail will improve pedestrian access to the Fort Totten Metrorail Station and associated bus facilities from the North Michigan Park neighborhood in Northeast Washington DC and address public safety concerns

To the extent possible the new trail alignment will follow the existing unofficial (social) trail that has developed over time Unofficial trails in the project area will be closed and restored with native vegetation Clearing may be required

The nearby Metropolitan Branch Trail (httpmetbranchtrailcom) provides a reference for asphalt or finish materials lighting light pole spacing signage lane lines and road markings and will be used as the basis of design for the Fort Totten Trail improvements

The existing conditions described in this report are based on observations from a site visit performed on July 17 2017

The site has rolling topography The portion of the existing dirt path slopes gently from Galloway Street NE but climbs and falls steeply closer to Gallatin Street NE There are small areas of grass adjacent to the dirt path at both ends On either side of the dirt path and beyond the open grass the area is heavily wooded There appears to be a low area with flooding potential in the grass area by Galloway Street NE

At Galloway Street NE there is an existing concrete curb ramp light pole and trash can The curb ramp aligns with a painted crosswalk to 4th Street NE At Gallatin Street NE there is an existing curb cut that lines up with an existing curb ramp at 6th Street NE but no curb ramp on the trail side or crosswalks in the street are provided

A couple of curb inlets are in the vicinity along the southern side of Galloway Street NE There is an existing trench drain in Gallatin Street NE where the dirt path ends along with curb inlets in the vicinity Both streets have street lights and power poles

The trail will be asphalt and 10-feet wide with 2-foot shoulders for about 320 feet between Galloway Street NE and Gallatin Street NE The trail will slope longitudinally no more than 5 and the intent is to follow existing grade and the open areas as much as possible The trail cross-slope will be 1 The section of the trail will be 15-inches minimum of surface course and 6-inches minimum of aggregate base course on compacted subgrade The shoulders will be 4-inches of aggregate and topsoil mix sloped at 2

At Galloway Street NE the trail will line up with the existing curb ramp At the opposite end of the trail at Gallatin Street NE the trail will turn 90-degrees and transition to 6-feet wide with no shoulders along the road and existing curb for approximately 60 feet A new concrete curb ramp will be provided at the existing curb cut across from 6th Street NE along with a new painted crosswalk

A 4-inch dashed yellow line will be provided along the centerline of the 10-foot trail

Approximately five (5) site lights will be provided along the trail A new trashcan will be provided at Gallatin Street NE No enhanced landscaping or benches will be provided However if the trail deviates from the existing dirt foot path revegetation will be provided Also if any substantial existing vegetation is removed trees will be replaced as required by NPS

The intent is to sheet runoff from the trail into the adjacent wooded areas However ditches will be provided if this is not possible A new inlet will likely be needed at the low point in the existing grass area along the trail about 70 feet south of Galloway Street NE and connect to the existing storm sewer system in Galloway

Erosion and sediment controls will be provided and permitted through DCRA and DOEE The contractor staging and laydown areas will likely be in the open grass area by Galloway Street NE and will be within the limits of clearing Contractor parking will be along Gallatin Street NE At a minimum silt fence will be provided along the perimeter of the limits of disturbance as well as inlet protection at all adjacent existing storm inlets The contractor will handle any DDOT permits needed to complete construction

The design will specify light fixtures that comply with the lighting levels recommended by IESNA and to coordinate with PEPCO to provide the power source to the light fixtures

New LED light fixtures will be similar to the fixtures installed at the Metropolitan Branch Trail Project The light fixture will have full cut-offs to prevent light from spilling to the surrounding areas The average lighting illumination level will be no less than 2 foot-candles The light fixtures will be installed 60 feet apart and the total light fixtures in the trail will be five The fixtures will be installed on 12 foot high poles provided with built-in photocells

New electrical service will be provided by PEPCO The minimum size of the electrical service will be 1 00A 120240V The new electrical service will be underground from the nearest available PEPCO power source determined by PEPCO with new 1 underground PVC conduit run for light poles power interconnection New copper weld grounding rods will be used for light pole grounding and electrical service ground A new self-standing electrical meter will have a 1 00A breaker with a built in main service circuit breaker and load center The location will be determined and coordinated with PEPCO

See photometriccalculations in Appendix A for two types of light fixtures proposed The main difference between the two options is the pole material aluminum for Option 1 and cast iron for Option 2

Improve and Formalize Fort Totten Trail Project Narrative

May 22 2018 Page 1

Improve and Formalize Fort Totten Trail Project Narrative

Ill Existing Site amp Topography

A Civil

May 22 2018 Page 3

One side of the trail connects to the Galloway Street which is served by metal halide light fixtures approximately 12 feet high The other end of the trail area terminates at Gallatin Street NE

Photovoltaic solar system will not be used in this project for lightning power per NPS direction due to limited sun exposure at the site

The proposed light fixtures for the new Fort Totten Trail will be similar to the light fixture installed at the Metropolitan Branch Trail Project

May 22 2018 Page 7

Improve and Formalize Fort Totten Trail Project Narrative

B Electrical

Ill Existing Site amp Topography

A Civil

May 22 2018 Page 3

Improve and Formalize Fort Totten Trail Project Narrative

One side of the trail connects to the Galloway Street which is served by metal halide light fixtures approximately 12 feet high The other end of the trail area terminates at Gallatin Street NE

Existing Light Poles at Galloway Street

Gallatin Street NE

May 22 2018 Page 5

Improve and Formalize Fort Totten Trail Project Narrative

Photovoltaic solar system will not be used in this project for lightning power per NPS direction due to limited sun exposure at the site

The proposed light fixtures for the new Fort Totten Trail will be similar to the light fixture installed at the Metropolitan Branch Trail Project

Existing Light Fixture at Metropolitan Branch Trail

IV Site Improvements

ACivil

May 22 2018 Page 7

Improve and Formalize Fort Totten Trail Project Narrative

B Electrical

Page 7: Improve and Formalize Fort Totten Trail - Project Narrative...Trail, Project Narrative . II. Background . There is currently a series of unofficial trails between Gallatin and Galloway

May 22 2018 Page 6

IV Site Improvements

ACivil

May 22 2018 Page 7

B Electrical
