INTRODUCTION

The development of Pencak Silat today indicating a very rapid progress, therefore it is necessary to have Competition Regulations to anticipate all the problems that may occur in a competition of Pencak Silat. Persekutuan Pencak Silat Antarabangsa (PERSILAT) as the international federation of Pencak Silat worldwide has held meetings to refine Pencak Silat Competition Regulation, until finally in a Technical Meeting of PERSILAT’s Founding Countries held on 1 to 3 April 2012 in Jakarta completed Pencak Silat Competition Regulation that must be adhered to and implemented by all members of PERSILAT in all levels. Pencak Silat competition can be done well and properly, if the competition officials in charge can act in accordance with the purpose and objective as expected by Regulation. Refereeing and Judging system as the implementation of the provisions stipulated in the Competition Regulation must truly implementations competition in accordance with the basis and purpose of the competition itself. It is therefore really required Referee and Jury’s personnel whose knowledge of Competition Regulation can actually be accounted for and could describe the implementation of the Competition Regulation. Success or failure of Referee and Jury on carrying out the tasks assigned to them, will determine the image of Pencak Silat in the eyes of the World. It is therefore necessary to have the same language in the refereeing and judging, that is not enough to just what is expressed explicitly or implicitly in any Competition Regulation, but it needs a guideline of implementation with have the same spirit of the fundamental provisions. Guidelines for Referee Jury duty provides "signals" for the implementation of the Referee and Jury to be able to translate the Competition Regulation, as well as a provision to carry out their duties properly and right. Duties of Referee in the arena duties of Jury as assessor are specifically outlined and regulated in order to coordinate its work in determining outcome of the game. Through the experiences of the competitions in Pencak Silat worldwide and tirelessly efforts for improvements implemented by Persekutuan Pencak Silat Antarabangsa, this guidelines will be a strong foundation for the technical officers of competition, coaches and Pesilat as well as a strong foundation for Pencak Silat development in the future. Improvement efforts will continue to be implemented through assessment on the implementation of Pencak Silat competition, and the results will be scheduled and discussed in the Technical Meeting PERSILAT, then conducts upgrading, so as the competition of Pencak Silat is expected to improve its image in the eyes of the world, as well as one way for ‘silaturrahmi’ relations in general, and friendship within Persekutuan Pencak Silat Antarabangsa in particular.

CHAPTER I. GUIDELINES OF REFREEING PENCAK SILAT

The main provision of a Referee and Jury is to understand the rules of competition properly and correctly which includes everything that relates to the soul of regulation and its technical implementation. Pencak Silat competition has appreciated principle of "welcome" technique, which is the attack preceded by a defense is scored more higher than a direct attack. Pesilat who is using pattern tactics of "buying and selling" is more likely to be victorious. The patterns of tactic that need to be developed are how Pesilat avoids or destroys an opponent's attack and retaliate with a successful attack. This pattern is what needs to be examined and observed by the Referee and Jury, especially in terms of providing score by Jury. Rules of play that needs to be developed is the start of a Pesilat made his stance with kuda-kuda, perform step pattern to achieve ideal distance to do the attacking defense with good coordination (up to 6 types of attacks for a Pesilat) and again made his stance with kuda-kuda. It is expected that Pesilat do not just punches and kicks, but developed a technique that has the possibility of true score, which is a welcomed technique and drop techniques. If a Pesilat can be guided / directed to make a good competition, meaning can put back stance with kuda-kuda after the attack defense coordinated properly, the techniques and tactics can be developed. The competition will take place smoothly and Pesilat is expected to concentrate to use common mind to develop tactics. Observations on the provisions of violation should be taken as carefully as possible. Effort to attack the part that is not a legitimate target directly and intentionally deserves punishment. How to provide guidance and punishment must be carried clearly through sign language, for it can be understood by the Pesilat and audience/public. Good Referee is a teacher for Pesilat to enforce the refereeing and competing regulation, so the Pesilat will know what is right and what is wrong in the implementation of the game. As a judge, Referee should be able to decide the punishment for violations made by Pesilat firmly. Referee itself as the leader of the game should have the authority to lead, both in physical appearance and action. UNDERSTANDING THE ELEMENTS OF COMPETITION REGULATION

To more clearly understand the elements of Pencak Silat competition; let us look at the scheme of the game below:

dropping techniques. Pencak Silat Competition has basis including:

1. Sport Principle, it means the game is done based on the spirit and norms of the sport, where real

athlete has to develop sportsmanship as well as must compete in the spirit of a nobleman. Attempts to injure/destroy opponents must be deliberately prevented.

2. Pencak Silat Regulation, it means that the development of technical and tactical should follow the

rules of Pencak Silat, which is the ready position, step patterns and coordination in performing attack and defense and return to ready position. Technique and tactics of welcome is more preferable to be developed, and have a higher value than a direct attack.

In assessing the results, guidelines that can be used are the observation of action and reaction (buying and selling). In a series of attack-defense which is likely composed of 6 species, actions and reactions of the two Pesilat need to be carefully observed. With the trading guidance begins ready position, a Referee-Jury should be able to observe the attack-defense motion of the two Pesilat, is it a direct attack which is welcomed or direct attack continuously. The possibility of a tactical Pesilat after the attack then defended for receiving opponent's attack.

In a series of attack-defense, a Jury must be able to record the score with the observations in the attack including its tactics. If an incoming attack begins with defense (dodger/defense), the Pesilat is entitled to get additional score:

1 (one) + “x” . (1 + 1 / 1 + 2 / 1 + 3).

Target of achievement that may be achieved by the Pesilat became the basis for the assessment. The jury concentrates to watch the attack entered by hand (punch) and incoming attacks with a foot (kick) performed by Pesilat. Including the additional score of 1 (one) + "x" if the Pesilat welcomes the opponent's attack. Score of successful dropping technique is written based on valid Referee's decision. Observed carefully dropping technique that begins with the defense, where the Pesilat are entitled to an additional score of 1 (one) + 3. Referee’s decision on dropping score must be written by the Jury. If decision of Jury is different with the decision of Referee, it should be written in the notes field (manual). When assessment is using digital systems then Jury can press a specified button. A referee and jury must understand the types of decisions and the winners of its elements, namely:

1. Win by Number

a. If a match can last for 2 (two) round for early-age and pre-teenager and 3 (three) rounds for

teenage, adult and master, the number of jury that determines victory over a Pesilat more than the opponent, was declared the winner. Determination of victory carried by each jury.

b. If the result is still the same, then Pesilat who got no punishment or Pesilat who got least

penalties is the winner.

c. If the result is still the same, then the winner is Pesilat who managed to collect the highest technical score.

d. If the result is still the same, then add the game 1 more round.

e. If the score is still the same, then see the results of weighing 15 minutes before the match.

The lighter weights Pesilat declared as the winner.

f. If the result is still the same, then held a lottery by the presence of the Competition Chairman, Technical Delegate and Manager of both Teams.

The jury announced the results of the assessment in board value (manual), after determining victory

completed. Unless assessment using digital systems.

2. Win by Technique

a. Demand from the Pesilat themselves

Requests from Pesilat not to continue the match becomes the basis of a decision win by technique, although coaches/official wanted to continue the match.

b. Request coach of Pesilat

Requests from coach not to continue the match becomes the basis of the decision win by techniques. Although Pesilat still want to continue the match, referee must decide as an element that absolutely must be met.

c. Decision of Competition’s Doctor

Decision of Competition’s Doctor of "unfit" of Pesilat (partly because of injury cases), must be given, not protracted. Referee in determining win by technique decision with firm after elements are met without hesitation.

d. Referee decisions.

Pesilat cannot continue the game after Referee technique count of 10.

3. Absolute Win

Caused by Pesilat dropped due to legitimate attack and being unable to get up and or dazed, then

after the referee count to 10 (10 seconds) cannot stand with stance with kuda-kuda. N o t e : First thing to consider is whether the incoming attack is a legitimate incoming attacks or

illegitimate incoming attacks. If an incoming attack is legitimate, then the referee should immediately start technical counting in accordance with the procedure prescribed. Similarly, if an incoming attack is not valid, the Referee shall immediately give punishment (reprimand / warning) corresponding to the violation level to the Pesilat who carried out the attack.

4. Win by RSC (Referee Stop Contest)

The referee has the authority to decide the game is not balanced. It needs to be observed / noted

whether it is really not balanced or just tactics of Pesilat in the preliminary round. If it really is not balanced, for the safety of Pesilat, referees must have the courage to decide to stop the match. Before giving decision Win by RSC, a Referee should ask in advance to Pesilat or coach of Competition Chairman on the condition of the game.

5. Win by Disqualification

a. Since the opponent gets warning III after warning II (Warning to III must be declared by the

referee with sign)

b. Opponents did the first degree violation, which cause injury and cannot continue the match due to a decision Doctor Game. In this case Pesilat who committed the violation should be punished, do not have to wait for results of the Game Doctor. If the Competition Doctor who examined Pesilat being violated decides 'unfit', it will automatically be a disqualification penalty (Referee reported disqualification to the Competition Chairman to make the decision of the winner)

c. Opponents did an action contrary to the values of sportsmanship and breaking sports norms.

d. Opponents at the time of weighing (15 minutes before the match), not in accordance with the

provisions of the weight classes he attended.

6. Win by WO

Because the opponent is not present in the arena after the third call. The period between each call is

30 (thirty) seconds. Six possible winning decisions should be very well understood by the referee and jury as guidance in leading Pencak Silat competition.

CHAPTER II. REFEREEING GUIDELINES

Before a Referee performing the duties leading the game, there are things that should be a guideline in the implementation of the task, namely:

1. Opening Procedures 2. Closing Procedures 3. The attitude to lead a match 4. Observation and Decision Making

1. PROCEDURE FOR OPENING

After Pesilat from each corner are checked on everything relating to the implementation of the game including the following: nails of Pesilat, cap protector, joint protector and other (outside the arena), then the next procession is as follows:

a. Referee enters the area with five jurors from right side of Competition Chairman in a row with the following order: Jury 2, Jury 1, Jury 5, Jury 4 and Jury 3 (Referee in front of Jury), then led by the Referee gives salute and report to the Competition Chairman (Wasit dan Juri siap melaksanakan tugas-Referee and Jury ready to perform the task).

b. Under command from Referee, all "U turn right" and give salute to the audience (hormat gerak /

tegak gerak).

c. Referee and Jury move forward and occupy their seats in the following order: Jury2, Jury 1 and Referee enter the arena from the neutral corner on the left to the other corner in diagonal direction and Jury 3, Jury 4 and Jury 5 toward their seats through Blue corner.

d. Before sitting down in the chair, all Jury are in standing position, and under the command of the

Referee to sit, the five Jurors sitting all at once.

e. After all the Jurors sitting in their position, Referee calls Pesilat from Red corner and Blue corner to enter the arena, give salute to the Referee and Competition Chairman alternately and then both Pesilat may demonstrate 5 (five) to 10 (ten) jurus of his own perguruan.

f. The referee calls the two Pesilat to enter arena, allowing the two Pesilat shake hands and give

direction firmly (without too wordy) on the implementation of the game, put the Pesilat in their respective positions outside the small circle (diameter 3 meter), gives signal to the entire competition officers that the game is ready to be started.

g. The Referee gives the signal BERSEDIA – Pesilat must carry out stance with kuda-kuda, at least

one hand on the navel-followed by a MULAI command. 2. CLOSING PROCEDURES

Upon completion of the game, few things that should be done by the Referee are as follows:

a. In the implementation of decision of winner, Referee orders the two Pesilat to enter a race (in small circles) where the position of Referee is in between the two Pesilat facing Competition Chairman and holding hands of both Pesilat. The views of Referee must constantly direct to the Competition Chairman / winner’s light located in front Competition Chairman.

b. After the whistle sounded and the lights Winner lit (winner flag is raised by the Competition

Chairman when the light is not lit), Referee raised Pesilat’s hand that won for 5 seconds, then lowered back with their heads down.

c. Both Pesilat are asked to shake hands in the middle of arena

d. After the Pesilat leaving the arena, the Referee with the five judges leaving the arena towards

Competition Chairman

e. The Referee reports to the Competition Chairman (“Wasit Juri telah melaksanakan tugas laporan selesai” - Referee Jury has completed the task), and a salutes to the Competition Chairman (Hormat gerak / tegak gerak).

f. Referee and all 5 Jurors return to their place from the left side of the Competition Chairman (hadap

kanan maju jalan). In marching position with the following order: Jury 2, Jury 1, Jury 5, Jury 4, Jury 3, and Referee.

3. ATTITUDE LEADING GAME

a. Position and Steps

1. In leading the match, Referee should be in a triangle isosceles position with both Pesilat.

Taking the distance is not too close or too far to Pesilat.

2. In taking steps to follow Pesilat’s movement, do not making too short or jog, but the tactical and efficient long steps. Do not making too many moves if not necessary.

3. The early position to begin the game is by taking stance with kuda-kuda up front in a triangular

position with both Pesilat (the right leg and right arm stretched forward), by uttering the command BERSEDIA” (without loud voice).

4. If Pesilat do not in ready position, Referee can add the command “PASANG”. If both Pesilat

are in ready position, then while saying the command “MULAI” draws right leg in front / step

back to the rear and moves right hand toward the body.

5. Referee should seek positions in such a way so as not to block the view of the Jury against both Pesilat.

b. Attitude to Breaking Up

1. Try to take a stand erect with arms straight beside the body. Attitude to breaking up is done by

approaching the two Pesilat with signal to stop, raised his hand forward while calling on cue “BERHENTI”, with fore leg position

2. Approach Pesilat if intervene is necessary, position the hand to keep motion of Pesilat, the

elbow is not directed at Pesilat. The position should not be turned Pesilat who carried out the attack.

3. If both Pesilat wrestled, tapping the body of Pesilat with not too strong tap while shouting cue

“BERHENTI” once again.

c. Attitude Giving Reprimand and Warning

1. While game running, Referee may directs Pesilat with signal or with a short instruction as

needed such as step, ready, and fight.

2. The Referee gives the first coaching for Pesilat’s minor violation with gesture the right hand index finger in front of the chest horizontally for 5 seconds.

3. Reprimand is given with both feet of Referee close together, calls the Pesilat and indicates the

fault by signal, and gives penalty by lifting the index finger of the right hand up for Reprimand-1, forefinger and middle finger for Reprimand-2 in 5 seconds in order to be seen clearly by the jury.

4. Warning is given with the right hand index finger raised up for Warning-1, index finger and

middle finger for Warning-2, and left hand of Referee holding right hand Pesilat for 5 seconds, done by rotating the body parallel to Pesilat who gets a warning.

d. The Attitude of the Fall-Out Technique

1. If there is a dropped technique carried out by Pesilat, watching actions and reactions of both

Pesilat is needed. Dropping technique, sweeping, tilting, and cutting or for a direct attack, if done steadily and the opponent falls, Referee stopped the match and give an indication by pointing open hand clenched thumb directed from the horizontal down, while the other hand (palms facing upwards) directed to the Pesilat who brought down for 5 seconds.

2. Dropping techniques by tilting should be observed whether it was done by holding or not. If

Pesilat do handles before committing lever, the fallout is not valid.

3. Dropping techniques by catching, given the opportunity within 5 (five) seconds, if dropped is managed properly without the dropper falling, the Referee approves falling.

4. If in the process of dropping are the prolonged handles (more than 5 seconds) or wrestling, immediately stopped and marked invalid by moving Referee’s arms crossed in front of the body as much as 2 times.

5. Dropping the opponent with limb fell underlined field is declared legal action, whereas the fall-

out line of the game field is declared invalid. (the criterion is a limb that fell first time on-line or off-line)

6. Grip or embrace of Pesilat who made an effort hold the balance, if it can be dropped his

opponent in less than 5 (five) seconds, dropping still considered valid

7. If dropper Pesilat attacks on the fallen opponent, Referee stopped the match and the Pesilat who carried out the attack were given Reprimand.

8. If dropping attack by sweeping the front or back was fail, the opponent can counter-attack 1

time within 1 second at a legitimate target by not using the load weight (which allowed swing kicks, punches).

9. Dropping attacks by lay down (front and rear under strokes), conducted with the aim of

delaying time more than 1 (one) time in 1 (one) round will be given reprimand by the Referee. Sweep down front / rear without strength or with distance beyond the target range is an indication of stalling.

e. Attitude of Win by Absolute

1. Absolute Winning is when Pesilat falls due to the legitimate attacks made on legitimate targets.

In this case the Referee must stop the match, and approve the fall, followed by ordering Pesilat attacker to occupy the neutral corner. The Referee should be in a position between the two Pesilat, and still be able to see both Pesilat and see Time Keeper.

2. With guidance signals from Time Keeper, Referee starts counting by straightening arm back

and swing forward to count to 9 (nine) even though Pesilat is standing upright already, then the Pesilat is asked on his ability to continue the match. If Pesilat is still able to play, then the game continued.

3. If until counting to 9 (nine), a Pesilat cannot stand up straight or still dizzy, then count

continued until 10 (ten). If a Pesilat cannot get up then the game is declared over by absolute winning.

4. If during the counting, Pesilat who dropped moves closer to the dropped opponent, Referee

stops counting and orders Pesilat to return to the neutral corner. The count resumes when the Pesilat was in a neutral corner.

5. If Pesilat falls outside of the arena, then the counting procedure carried out by the Referee is

the same procedure as in the case mentioned above (Point 2, 3, 4).

6. In the event of an attack on a legitimate target simultaneously and both Pesilat fell and did not rise, then Referee signaled legitimate falls to both Pesilat. The Referee gave a sign with his clenched thumb open directed from the horizontal down to the bottom (45 degrees) for 5 seconds. Furthermore, Referee start absolute counting to both Pesilat.

f. Technical Error Defense

1. Legitimate attack with right target movement, if due to fault defense techniques (dodger leading

towards the attack movement), then is not stated as a violation and the Referee immediately stopped the match.

2. If Pesilat hit by wrong defense and get harms (injuries) and not get up, the referee immediately

calls Competition Doctor. If the Doctor decides that the Pesilat is "unfit", then Pesilat is declared lost by techniques. But if the Competition Doctor declares "fit", Referee immediately count to 9 count technique (9 seconds). If Pesilat does not want to get up, the Referee continues to count technique until 10.

4. OBSERVATIONS AND DECISION MAKING

A very important thing to use as base/guidance in decision-making is CAUSE and EFFECT. Referee should

look for cause first, and examine the effect. Do not be influenced by the consequences suffered by the Pesilat,

thus losing reason to make the right decisions. In assessing an event Referee should have a chronological `view of the technical or coherent and should not be jumping up and down. For example, in assessing the Pesilat who falls for an attack, then action that should be taken by the Referee before making a decision are as follows:

1. The referee must assess the cause of the fall of the Pesilat, whether due to legitimate attack or

because of violations.

2. If due to a legitimate attack, the Referee immediately validates the fallout. And if Pesilat who gets an attack cannot get up or dizzy, Referee must orders Pesilat who dropped to occupy a neutral corner and start absolute counting.

3. If due to illegitimate attack (violation), Referee immediately gives sentence Pesilat who violate and

help the fallen Pesilat, and if medical help is needed, then immediately called Competition Doctor.

If doctors declared “fit” then the match continue. If the doctor declared “unfit” then increase penalty to a disqualification

Observations of the Referee must be chronological (coherent) from one event to the next event, starts from cause and effect, then observe the process. Similarly, in observing hit as a violation (of the neck and above), Referee should look for, whether caused by a direct attack or by wrong defense. If a direct attack then Referee must give punishment to the Pesilat who violate. And if due to the error defense techniques, the error must be explained briefly that it was not a violation of the attacking Pesilat. In this case tactics of "sacrifice himself" to be attacked by the opponent in order to get a disqualification victory need to be considered and prevented. 5. DIRECTING COMPETITION REGULATION

Good Referee is a Referee who can direct the game so it can run and develop in accordance with the principles of the competition regulation. Besides, Pesilat is expected to know and understand the things which constitute violation. Referees should also be able to direct Pesilat so that Pesilat can make a well-coordinated attack ranging from ready position, a pattern of steps and proceed with the attack. Pesilat who does not perform step pattern should be guided by the Referee and if after being guided 1 (one) time Pesilat still does not perform step pattern that has been determined, then the referee will give reprimand. The referee must be able to perform leadership so that guidance and decision will obviously be accepted by the Pesilat and learning to understand that the Competition Regulation is good and right.

Guidelines of Refereeing according to Competition Regulation can be seen in the chart below:

1. When Referee gives the command "BERSEDIA", both Pesilat are in position A/1 and B/1 with stance with kuda-kuda. After the Referee gives the command "MULAI" both Pesilat move closer to each other (A-1 to A2 and B-1 to B-2).

2. Step of Pesilat should be investigated, whether it is a good step among other step angkatan

(walking), step geseran (shearing), step lompatan (jumping), step ingsutan/seseran (moving) or rounding. It is not allowed to use the step running in approaching the opponent. Pesilat should

try to get the ideal distance/coverage which is good for an attack (position A / 2 and B / 2). Pesilat must perform step pattern. If the Pesilat does not do this, the Pesilat concerned should be guided. And after being given a guide Pesilat remains did not perform intended pattern, then the Pesilat immediately given reprimand.

3. Stance with kuda-kuda is an important technique to be developed in the game.

Various stance with kuda-kuda that can be done include:

3.1. Stance with kuda-kuda, Front feet in a line with the back feet 3.2. Stance with kuda-kuda, Body twisted 3.3. Stance with kuda-kuda, Forward diagonally 3.4. Stance with kuda-kuda, Middle, facing forward 3.5. Stance with kuda-kuda, Legs crossed (Behind) 3.6. Stance with kuda-kuda, Middle, facing sideways 3.7. Stance with kuda-kuda, Legs crossed (In front) 3.8. Stance with kuda-kuda, One leg raised

Position of hand’s Pesilat’s hand in stance with kuda-kuda:

1. Minimum of one hand over the navel. 2. If both hands above the navel, one should be opened or both opened. 3. If both hands above the navel, both hand fist is not allowed.

Stance with kuda-kuda that can be done are top stance with kuda-kuda (light stance with kuda-kuda), middle stance with kuda-kuda (heavy stance with kuda-kuda). While low stance with kuda-kuda (limbs lies on the mat) is not allowed.

4. Observations for the attack-defense (buzz) should really be considered as well as scrutiny. The

series of attack-defense of more than 6 types of attacks by 1 (one) Pesilat must be stopped, and the Pesilat is given guidance/direction by code 6 (six) finger hand code, i.e., 5 right hand fingers and 1 left hand index finger exposed parallel in front of the chest.

5. If struggle happens, Referee shall immediately stop the match, to prevent the wrong punch or falling.

6. If the Pesilat after a series of attack-defense, re-create stance with kuda-kuda, then the game can

be resumed with hand signal. If the Pesilat after a series of attack-defense was not immediately stance with kuda-kuda/hesitating, then Referee gives command “PASANG” and “MULAI”.

7. In principle, the Pesilat can attack-defense coherently as long as it return to initial stance with kuda-

kuda after attacking and can perform the match well. If the Referee can lay the foundation to compete according to the Competition Regulation and led both Pesilat to uphold sportsmanship, the game will develop well. Both Pesilat are expected to use their mind in making and developing tactics of the game. The main tactic is to avoid or destroy the opponent's attack to be greeted with a counterattack.

CHAPTER III

GUIDELINES OF DUTY OF REFEREE

1. ATTITUDE OF REFEREE

1. The Referee must show convincing attitude and did not show off attitude of hesitation at all.

2. Referees should eliminate the siding on one Pesilat, because if it shows in expression, eye gaze,

especially to the deeds then Referee will fail, because siding act would cause dangerous excesses.

3. Referees must act decisively, quickly, fairly and wisely.

4. Sense of dedication and delighted to the task is very valuable for a referee, and this is a factor

that can overcome obstacles Convincing attitude will influence or impress:

a. Feeling secure for the Pesilat who are lead

b. Confidence of both Pesilat as well as public

c. Eliminate doubt of Jury and Competition Chairman (including the public) that the Referee contains lacks.

2. PROHIBITIONS FOR REFEREES

A Referee shall not:

a. Handle Pesilat, in a manner not in accordance with the norms of sport includes: separate with the punch, kick, slap and any other rude actions.

b. Shows the attitude of angry when getting ridicule or derision from the public.

c. Lost concentrations of both Pesilat competing.

d. Lost control / supervision of desperation, anger or emotional pressure.

e. Influenced by everything around them, which is affecting concentration and mind that causes lost

from its guidelines.

3. PROCEDURE IN THE ARENA

A referee in duty is not just the lead the match, but also acts as a leader in implementing all the

procedures that must be carried by a Pesilat or even by Referee themselves. A few things to be noted as well performed by a Referee, since prior to entering the arena, until the end of the game are as follows:

a. Before entering the arena, the Referee must self prepare seriously. Physically a Referee must

appear to the arena in order, clean and courteous. Mentally a Referee is ready to perform to the arena and ready with all the consequences that is ready to face all possibilities that can happen in the arena.

b. Entering the arena from neutral corner, and walks with the customary polite and not contrived.

c. Carefully examine the condition of the arena, watch the sweat stains or blood.

d. The Referee signals the two Pesilat to enter arena by alternate. Furthermore Pesilat salute

Referee and Competition Chairman (Pesilat is allowed to carry out a series of moves motion of perguruan up to five to ten movements), after both Pesilat are ready then Referee calls the two Pesilat to shake hands with each other. At the time of re-examination is done to each Pesilat conduct in a way that is not flashy - try as neat as possible, especially regarding the use of match fixtures (genital protector, joints protector etc.) and use other prohibited goods. Note also the health of Pesilat is there any scars or bruises. If the referee doubts on freshness and health of Pesilat, immediately ask for help Competition Doctor to re-check. Time during examination can be used by the Referee to give directions about the game briefly.

e. Referee led the match in accordance with valid Competition Regulations.

f. Between each round, Referee -if necessary- once again checks the arena, and then wait for the next round in a neutral corner with a break position while looking to Time Keeper and Competition Chairman.

g. After the third round ended, the referee gives the opportunity to both Pesilat to rest a while

before the name of the winner is announced (with sign of lights/flags) calls the two Pesilat. Furthermore for Pesilat who wins, one hand is raised in a notice to the public. Except in using digital scoring system in which the decision of the winner is announced immediately after the third round ended.

h. The Referee takes both Pesilat to shake hands, and salute to the public.

i. After task ending, Referee reports to the Competition Chairman with regard to the completion

of duty of Referee-Jury.

4. IMPLEMENTATION OF REFREEING

a. A referee should really understand and appreciate the provisions outlined in Competition

Regulation. The relationship between the provisions of competition in an article with another article must be a unity understanding of attitudes and actions of the Referee. The things that must be understood properly by the Referee are:

1. The procedure for playing. 2. Provisions of competing covering the following:

2.1. Game rules 2.2. Cue used 2.3. Target 2.4. Restrictions 2.5. Terms of Punishment

3. Assessment, which covers terms and conditions of fundamentals scoring comprising legitimate dodger/parry, legitimate attack and drop techniques that were assessed.

Task coordination between Referee and Jury in the unity of action to lead and determine the

outcome of the game had to be met effectively. In essence Referee assignment is to lead the implementation of the Competition Regulation and prevent the occurrence of violations and possible harm for safety of both Pesilat as well as violation of norms sport.

b. The decision to make as a Referee assignment technically should be implemented firmly and

clearly, and without hesitation.

If in determining the decision the referee did not conducted with full authority firmly and clearly, it can lead to excesses and make the things difficult, not only for the Referee, but also for the other Competition Officers and even the Competition Organizer. Decision victory that the factors must be understood correctly are:

: 1. Win by Techniques

Win by technique can be caused by the demand from Pesilat and trainers not to continue the match, decision of Competition Doctor and decision of Referee. Referees should accept and endorse and decided victory without hesitation. Refutation of any party should be ignored.

2. Win by Absolute

Win Absolute is entirely the authority of Referees to judge and decide. Implementation of counting up to decision of victory should be done for certain and firm and did not hesitate.

3. Win by Disqualification

The Referee has the full right to give warnings to Pesilat in accordance with the provisions of the Competition Regulation, especially regarding restrictions. Things that are indeed a serious violation of the norms of sportsmanship and deliberate sentence must be clearly determined by the Referee.

4. Win because the Game is not Balanced

The referee has the authority to decide who wins the game if there really is not balanced, thus endangering the safety of Pesilat. This important right of Referee should be conducted with the best. For example, if there is

a game that is not balanced then the relevant Pesilat can be asked / notified is it still strong enough to continue the game. Also it could be asked to the trainer/coach concerned. If the Referee does not conduct win by RSC decision according to Competition Regulation properly, Competition Chairman may remind.

5. REFEREES POSITION

A measure of how much distance that must be taken by a Referee with the two Pesilat cannot be

given precisely. It can only be given some guidelines as follows:

a. Referee must be in the same distance with both Pesilat at the same triangular feet position.

b. In any change of position and distance, Referee must always follow any changes in motion and changes in position.

c. Far and proximity are determined by circumstances arising during the match with a benchmark

that position of Referee does not preclude movement/range of motion of both Pesilat.

d. The Referee should prevent the movement of passing/cut of both Pesilat competing.

e. Referees should seek positions in such a way so as not to block the view of the jury against both Pesilat.

6. COMMAND AND HANDS SIGNAL

In order to get similarities in the performance of Referee’s duty, it is deemed necessary to provide

uniformity of attitudes in the command and hand signals. Command and hand signals are:

a. Command that are used are:

“BERSEDIA”, “PASANG”, “MULAI”, “LANGKAH”, and “BERHENTI”.

b. Cue should be pronounced clearly, loudly, and with a firm tone of voice and authoritative.

c. Command “BERSEDIA” accompanied by a hand-forward gesture, spoken to inform Pesilat that the game will begin.

d. Command “MULAI” accompanied by hand-drawn gesture, spoken to inform Pesilat that the

game is begun.

e. Command “PASANG” accompanied with hand gestures, spoken to the Pesilat who has not stance with kuda-kuda to start of the game or to put Pesilat in a position to compete.

f. Command “LANGKAH” accompanied by footstep’s movements and hand gestures towards

stance with kuda-kuda spoken to Pesilat who do not use step patterns before implementing attack or defense techniques.

g. Command “BERHENTI” accompanied by hand-forward gestures, if things happen that require a

match suspended in accordance with the provisions of the applicable Competition Regulation.

h. Command, instruction, prohibitions, warnings from referee should always be accompanied with hand gestures.

7. METHODS OF BREAK-UP/SEPARATE

a. In breaking up/separating Pesilat who are in a strong fight condition, Referee uses the command

“BERHENTI” with strong voice. Hand movements that are dangerous to Pesilat, to be avoided. To stop the game due to shifting to outside arena, Referee to move hand between the two Pesilat (thrust/raised).

b. In the event of wrestling and the Referee had given the command BERHENTI”, but both Pesilat

did not immediately breaking-up/stop game, the Referee may tap lightly on one part of the body that are not harmful (shoulders, arms and back).

c. If it turns out after the Referee gave the signal, and then reinforced with hand gestures, both

Pesilat ignored the command, then the Referee can give reprimand or a warning, depending on to which extent the element of intentionally play a role in this issue.

Referees must always be careful in giving reprimand or warning to Pesilat. Really have to consider whether the elements are adequately met for getting reprimand/warning.

8. REFEREE HESITATE IN TAKING DECISION

1. 1.

A referee is a human being, which is inseparable from being forgotten, wrong and hesitant attitude. Decisions should be taken in determining the decision by a referee just for 1 (one) second. Therefore, if a Referee hesitated in making a decision, then in order to avoid wrong decisions, Referee is allowed to ask the Jury in charge in order to establish a decision procedure as follows:

a. Both Pesilat are placed in a neutral corner.

b. The Referee calls all Jurors assigned to the middle of the arena, stood in a row facing the

Referee.

c. The Referee asked Jury one by one (move forward/closer to Referee) about the case, witnessed by one of the Council of Referee-Jury.

d. Decision-making is based on the opinion more of all the Jurors.

e. If there is a similar decision by the Jury (e.g., in the case of dropping two Jurors declared legal dropping, two Jurors declared illegal dropping and one Jury did not see) then the decision is in Referee.

2. If a decision that has been determined by a Referee is considered less/inappropriate or

controversial by the Competition Chairman, the Chairman has the right to call the match Referee concerned, and suggested that the decision to ask to all the Jurors with the following procedures:

a. Competition Chairman calls Referee concerned with signal call of bell or whistle to approach

Competition Chairman. Each Referee called should face Competition Chairman.

b. Competition Chairman recommends Referee to ask the decision from all (five) Jury on duty. This recommendation should be implemented by the referee.

c. The Referee calls all Jurors to the middle of the arena in a row position facing Referee in an

enough distance.

d. In this position a member of the Council of Referees-Jury, must also accompany the Referee at the center of the arena, before the Referee asked the decision of 5 Jurors on duty.

e. The referee asked the Jury (by alternate) about the decision that has been set by the

Referee whether legitimate decision or no.

f. The Council of Referee-Jury noted the recognition of all Jurors who served in a special note that has been prepared, while the Referee counts the decision in the hearts.

g. Decision-making is based on the more opinion of Juror.

h. If there is a similar decision by the Jurors (e.g., in the case of dropping two Jurors declared legal dropping, two Jurors declared illegal dropping and one Jury did not see. Then the decision is in Referee.

i. The results of the Juror’s decision are reported to the Competition Chairman by the Referee

assisted by Council of Referee-Jury.

9. GUIDANCE, REPRIMAND AND WARNING

Restrictions are essentially a violation of the terms of deviations from the game and sporting

purposes. Error or violation needs punishment, but Referee should consider and determine violations in each level with full authority.

Before the Referee gives a penalty for violations committed by Pesilat, referee gives Guidance to

the Pesilat who commit minor offenses that do not harm the opponent Pesilat and then can be up scaled to warning. Penalties for violations can be divided into 3 (three) levels, they are:

a. Reprimand b. Warning c. Disqualification

a. Reprimand

Sanctions "reprimand" is the lightest sanction. This rebuke given by the referee because of

mistakes that included minor offenses that do not harm the opponent Pesilat. Sanction warning has two (2) levels, namely: Reprimand I get a reduction in the score of 1, the Reprimand II get a reduction in the score of 2. Reprimand III is a warning I. Reprimand only applies to each round. Meaning: If a Pesilat get Reprimand II at round I. So in the second round, still the same violation in round I, Pesilat are not directly got a Warning I, but got a Reprimand I.

b. Warning

An offense committed intentionally and directly endanger the opponent can be given "Warning",

without going through the "Reprimand", if those errors included heavy violation. Warning is given to the Pesilat and informing the Jury about the fault and its warning level. Giving is enough by hand gestures only with clearly and strictly in accordance with the applicable procedures. Thing to be considered by the Referee is the attitude at the time of giving warning to the Pesilat. Take a perfect stand and perform with dignity and showed no emotional attitude. Warning applies to all rounds. Warning III is a disqualification penalty.

c. Disqualification

Serious violation that directly result in injury of opponent or is clearly driven intentionally that violates the norms of sport, are liable to disqualification, without warning. Principally all actions that harm the norms of sportsmanship and noblemanship may be subject to disqualification penalty.

10. Counting

a. Count against a Pesilat is conducted when Pesilat is unconscious, semi-conscious or dizzy.

b. Before the count began, another Pesilat should be ordered to occupy a neutral corner. If the Pesilat has not yet implemented this order, then counting cannot be implemented.

c. During counting, the Referee must be in line with a counted Pesilat and Time Keeper, in order to

pay attention to cues given by Time Keeper and counted Pesilat. For that reason the Referee should be able to put himself in such a way, so that the Referee can observe a counted Pesilat, another Pesilat and Time Keeper.

d. Counting continues until count nine (9) even before finish counting Pesilat was able to stand

upright

e. Pesilat who is unconscious or is still in a semi-consciousness or dizzy, continue counting until the count of ten (10), and declared lost by absolute.

f. Count should be conducted in accordance with the cues given by Time Keeper who count one by one.

g. g. Count is conducted by the Referee and should not be followed by the MC.

11. Decision

Referee decisions over the course of the game cannot be contested. If the Referee's decision is found contrary to the existing rules, the Referee must take responsibility for his actions in front of the Competition Chairman, Council of Referee-Jury, and the Institution of Referee-Jury at its corresponding level.

CHAPTER IV. GUIDELINES FOR DUTY OF JURY

1. ATTITUDE OF JURY

The Jury must show convincing attitude to the tasks assigned to him, among other things:

a. Act honestly, fairly and not drift on emotions. b. Be calm and unhurried (nervous) c. Believe in leadership of Referee in the arena and should not exhibit the attitude of disagreement

even though according to Jury the Referee's decision was wrong. d. Concentration must always remain on both Pesilat, and is not affected by noise from outside. e. Fill out the score form of competition quickly, correctly and thoroughly except in the use of digital

scoring system. f. Since sitting at provided chair starts to record what is necessary and should never talks either

verbal or gesture with anyone. g. Avoid graffiti in score form of competition, and if it is unavoidable, gives the initials in graffiti

except in the use of digital scoring system.

2. UNDERSTANDING SCORE

A jury must understand the true definition of goals and scores. Towards technical patterns of

competition, the Jury must have a broad view and understanding regarding the basic assessment of the game. The element of the basic game is attack and defense in relation to goal achievement that will be assessed by a Jury, in different variations and possibilities should not make doubt for the Jury. The techniques that will be assessed by the jury are:

a. Dodger or defense techniques if followed by a successful attack or a successful welcome

technique, assessed by the type of attack are: 1 + 1 if followed by a successful hand strike, and 1 + 2 if followed by a successful attack leg, and 1 + 3 if followed by successful dropping techniques.

b. Hand attacks and feet attack on a legitimate target with the provisions according to Competition

Regulations that is powerful and unhindered by parry/dodger/avoidance. A Jury should really observe elements of such attacks.

c. Observation and determination of endorsement of dropping techniques is given by the Referee.

The jury should not give any sign of falling before the Referee who led the match.

d. Legitimate attack (punch / kick) that is not preceded by the stance with kuda-kuda and patterns of action, will not be assessed by the Jury

Basically the jury should assess in a game without ignoring the observations to the two Pesilat

competing techniques, especially against a legitimate attack, which is scored in accordance with the principles outlined in the regulations. A deep understanding of this form of attack and defense of Pencak Silat match is absolutely required for a jury. This is to avoid a fatality in the decision of victory.

3. FILLING OF ASSESSMENT FORM

Several things that need to be considered by the Jury in filling the form, actually are not too important,

but it should not be forgotten by the Jury, among other things:

a. The names of the Pesilat to be written clearly (clearly examined, whether it is already written by the Competition Secretary or not), easy to read and not misplace the corners (the left is the red corner, and the right is the blue corner). Do not forget also the number of party and round of the match. All entries must be written clearly. Except in using digital scoring system.

b. Check carefully about the score that have been written, the determination of winners, signature

and so on before the announcement of decisions of winner is made by the Competition Chairman, except in the use of digital scoring system.

c. Avoid graffiti except in the use of digital scoring system

4. ASSESSMENT METHOD

a. After a Jury sitting in the chair provided - according to the number of Jury – soon as well

prepared, you should check out the score form of Pesilat and re-check the fields which had been written by the Competition Secretary except in the use of digital assessment system.

b. It must be really remembered, that the left column is to assess Pesilat in red corner, while the

right column is to assess Pesilat in blue corner. It is worth remembering, because of the possible positions of Pesilat are not always at a fixed position (not always red corner Pesilat is on the left, or vice versa). Do not let the location of the assessment to be confused / reversed.

c. Assessment is carried out by the numbers: 1, 2, 3, 1 + 1, 1 + 2, 1 + 3 must be written clearly

except in the use of digital assessment system.

d. Score reduction due to violation noted by Referee is written in Penalty column with numbers: 1 for Reprimand I, 2 for Reprimand II, 5 for the Warning I and 10 for Warning II except in the use of digital assessment system.

e. After the Round I finished, immediately total the score obtained by each Pesilat by adding the

acquired score minus the punishment score. Similarly, after the completion of Round II except in the use of digital assessment system.

f. After the Round III is completed, immediately total the score as in the previous Rounds, and

followed by adding up all the scores in Round I, Round II and Round III. Thorough again all scores and then fill in the name of the winner and the reason of winning at available column. Do not forget to fill in the name of Jury, number of Jury and signatures of Jury except in the use of digital assessment system.

g. After completion of all (given 30 seconds), Jury waiting preparation of implementing decision of

winner, with a view towards the arena. It is not allowed to create actions that could lead to unnecessary negative perceptions except in the use of digital assessment system.

h. After Competition Chairman sounding the whistle, the Jury simultaneously raised the flag of

Pesilat who wins. In the left hand is a red flag for Pesilat in red corner and in the right hand is a blue flag for Pesilat in blue corner. In the event of the series, Jury raised both flag (red and blue) crossed above the head.

CHAPTER V. WINNER DETERMINATION PROCEDURE

1 (one) Referee and 5 (five) Jurors implement refereeing until the determination of the winners. This task is authorized by the Competition Chairman in accordance with the provisions set forth in the rules of such task of the game. For the determination of the winner that occur when the competition went the full three (3) rounds, then the implementation of procedures for the determination of winners is as follows:

1. After the third round ended, the Jury was given the opportunity by no later than 60 seconds to complete the sum of scores, and then wait for the decision of the winner except in the use of digital assessment system.

2. Competition Chairman through MC gestured to prepare decision of winner.

3. After the cue "Decision Winner", Referee moves to the centre of arena and orders both Pesilat to

stand next to Referee, facing Competition Chairman with both hands holding the hands of Pesilat to wait for cues from the Competition Chairman.

4. Competition Chairman signals by sounding the whistle, the five Jurors simultaneous declared the

decision by raising the flag in accordance with the decision of which is believed by the Jury. Competition Chairman provides decision to turn the lights of the winner.

5. The MC announces winning Pesilat, and Referee raises hand of Pesilat who won and salute to

Competition Chairman. If the result turns out the series, the Referee raises hands of both Pesilat, and subsequent implementation in accordance with applicable regulations.

6. After both Pesilat left the arena, Referee allows all 5 Jurors to go to the table of Competition

Chairman, and report the completion of Referee-Jury duties. Note:

Determining the winner is decided by a jury can occur following matters:

CHAPTER VI

GUIDELINES FOR JURY OF SINGLE, DOUBLE AND TEAM CATEGORIES

Before the Jury of Single, Double and Team - hereinafter referred to Jury- conduct the job, there are things that should be used as a guideline in the implementation of the task, namely:

1. PROCEDURE FOR OPENING

After the announcement of the names of the Jurors who will assess the game of a category, then the next procession is as follows:

a. All 5 Jurors enter the arena from the right side of Competition Chairman, with the following order: Jury 5, Jury 4, Jury 3, Jury 2 and Jury 1. In the row position give salute and report to the Competition Chairman, led by Jury 3 (the report says that the jury ready to perform the task).

b. Led by Jury 3, all "U Turn Right" and give salute to the audience.

c. The Jurors walk at sideline of the arena and occupy their seats through the left side of the

Competition Chairman.

d. Before sitting down in a chair, all Jurors are in standing position, and on cue given by Jury 3, all five Jurors sitting together.

e. All 5 Jurors give score to the Pesilat in one category according to the lottery numbers.

2. CLOSING PROCEDURES

Upon completion of the game, then a few things that should be done by the Jury as follows:

a. Upon completion of the assessment of all the numbers in one category, then by order of the Competition Chairman - through the MC- all 5 Jurors standing all at once (on cue of Juror 3), then walked to the Competition Chairman through the right sidelines of the arena.

b. Reporting to the Competition Chairman upon completion of duty of Jury (the report of the jury:

“Telah melaksanakan tugas, Laporan selesai” - has been carrying out tasks, the report is completed), and salute with the command "hadap kanan maju jalan - forward toward the right path."

Silat in the arena, and is not affected by the circumstances. d. Fill out the form with the value of the game quickly, correctly and thoroughly except in the use of

digital assessment system. e. Since sitting in the chair that has been provided starts to record what is necessary, and should

never talks either verbal or gesture with anyone. f. Avoid graffiti in form of competition score, and if unavoidable, give the initials in graffiti except in

the use of digital assessment system.

4. DEFINITION OF CATEGORY AND SCORE

A Jury must understand the true meaning of each category that were contested and the score that

should be given to each Pesilat appearances. To the appearance of Pesilat who does not comply with the applicable criteria, the jury should have the moral courage to give disqualification. To techniques of jurus being performed -Single and Team- Jury should really memorize and understand the meaning of the jurus, the details of the motion, the detail of motion sequence and details of tactics, as well as on the track of jurus, so the Jury can determine whether the demonstrated jurus is error or not. Stability of the appearance of a Pesilat is something that should be assessed by a Jury. The appearances of a solid Pesilat, of course, have to get more score than the Pesilat who looks less steady. Similarly, in the Double category, the Jury must truly understand and have a broad view of the meaning of demonstrated Pencak Silat techniques as the basis of assessment of Double categories. Demonstration/performance of attack-defense techniques will be a primary basis in scoring Pesilat, especially regarding whether attack-defense techniques that shown is logical or not. A jury should be able to distinguish between techniques that make sense/logical and unreasonable/illogical techniques (such as acrobatic game). The richness of techniques and skills displayed and creativity techniques demonstrated, should also get a close observation of the Jury as a basis for determining the score of attack-defense techniques.

Basically, a jury in giving out the score of a demonstration of Pesilat should not ever ignore his

observations of the Pencak Silat techniques performed by Pesilat, especially against all things which were considered in accordance with the principles outlined in the regulations. A deep understanding of this form of attack and defense Pencak Silat match absolutely required for a jury. This is to prevent the occurrence of a fatal error in the decision.

5. FILLING ASSESSMENT FORM

Things that need to be considered by the jury in filling the assessment form, actually is not a problems

of too important, but it should not be forgotten by the Jury, among other things:

a. Clearly written Pesilat name and lottery number and categories contested (clearly check, whether it is written by the Competition Secretary or not) and easy to read. All entries must be written clearly except in the use of digital assessment system.

b. Check carefully about the numbers that have been written (including addition and reduction),

Jury name, Jury number and signature of Jury prior to the assessment collected by Field Assistant except in the use of digital assessment system

c. Avoid strokes. If stroke is unavoidable, the crossed numbers still have to be able to read, it

should be replaced by correct number and signed except in the use of digital assessment system.

6. HOW TO ASSESS

a. After a Jury sitting in the chair provided - according to the number of Jury – and already well-

prepared, it is better to check out the list of score and conduct re-check the fields Pesilat who had been written by the Competition Secretary except in the use of digital assessment system.

b. Assessment carried out by numbers and should be written clearly except in the use of digital

assessment system.

c. Score reduction due to violation committed by Pesilat is written in the column provided except in the use of digital assessment system.

7. DETERMINATION AND ANNOUNCEMENT OF WINNERS

Basically the only duty of a Jury is to give a score to a Pesilat who demonstrate the technique of

Pencak Silat (either Single, Double or Team), while determination and announcement of the winner is implemented by Competition Chairman. Determination and announcement of the winner is held every completion of 1 (one) category, with the following procedures:

1. a. Having finished all 5 Jurors to give score, and the Jury returns to the place that has been

provided (behind Competition Chairman), the Council of Jury to sum up the acquisition score of each of the Jury in charge in the score recapitulation form that has been provided except in the use of digital assessment system.

b. Council of Referee Jury will cross out the lowest and highest values given by the Jury,

and summing the three values of Jury that are not crossed except in the use of digital assessment system.

c. Participants who received the highest score for her performance, was declared as the

winner for the category concerned. d. In the event of the same score, then the winner is the participant who gets the highest

accuracy score for a Single and Team category and the highest attack-defense technique score for Double categories. It should be noted that the sum of accuracy score (Single and Team categories) or the sum of Attack-defense techniques score (Double category) is the sum of the score given by five Jurors (including Jurors whose value is crossed out), with the highest and lowest provision eliminated. This provision applies to subsequent determinations.

e. If still equal, the winner is the participant who has the highest score in stability,

soulfulness and stamina for Single category and the highest value for the element of stability/cohesion/courage for Ganda category and the highest value for the element of cohesion/stability/solidarity for the Team category.

f. If still equal, the winner is the participant with more or less closer to the accuracy of the

smallest 3 (three) minutes of timeline (Single and Team categories) and the highest score for the element of soulfulness (double category)

g. If still equal, the winner is the participant with the smallest amount of the penalty score (for

Single and Team categories), and a more or less closer to the accuracy of the smallest of the 3 (three) minutes on a Double category.

h. If still equal, the winner will be drawn by the Competition Chairman in the presence of

Technical Delegation, Council of Referee Jury and Team Manager of concerned Pesilat for Single and Team category, and the total score with the smallest penalty for Double categories.

i. For Doubles category when the score is still the same, then the winner will be drawn by

Competition Chairman with the presence of Technical Delegate, Council of Referee Jury and Team managers of both Pesilat.

2. a. Having determined the winners based on the provisions of the above, the Competition

Chairman and Council of Jury sign the form of score recapitulation, except in the use of digital assessment system. And Competition Chairman announces the results of the score for each participant of Singles, Doubles and Team categories.

b. Competition Chairman announces the results of the acquired score, starting from lottery

draw number 1 to number last. c. Competition Chairman determines the winners of Single, Double and Team (starting from

Champion III, II and Champion I), and if necessary also mentioned the basis of decision making by mentioning the articles of Game Rules apply.

INTERNATIONAL PENCAK SILAT FEDERATION

GENERAL PROVISIONS

BASIS AND PURPOSE

1. To ensure the technical implementation of Pencak Silat competition is good, true, smooth and

successful it is necessary the existence of a provision regulating Pencak Silat Referee Jury that include: the conditions, criteria, classification, duties and obligations, sanctions and other things regarding Referee Jury position

2. The development of Referee Jury could be implemented on an ongoing basis from the national to

the international level Referee Jury, so that the competition can be held properly and correctly.

GENERAL DEFINITIONS

Referee Jury Pencak Silat is a Pesilat who has been educated to understand, master the competition and refereeing issues and have passed and able to perform the task of refereeing (either as a Referee or Jury) in a match Pencak Silat.

DEFINITIONS OF TECHNICAL

Wasit Juri Pencak Silat adalah seseorang yang memimpin / menilai pertandingan Pencak Silat berdasarkan peraturan pertandingan yang berlaku serta mempunyai kewenangan untuk memutuskan dan mengesahkan hasil pertandingan. Pencak Silat Referee Jury is someone who leads / judges Pencak Silat match based on Competition Regulation in force and has the authority to determine and certify the outcome of the game.

CONDITIONS OF REFEREE JURY

Because Referee Jury is the leader/assessor in a match, then the Referee Jury must fulfill the following requirements:

1. GENERAL

a. Having citizenship.

b. At the time of registration I (first) to the International Jury Referee Candidate has aged:

- Class III minimum 30 years maximum 45 year

- Class II minimum 35 years maximum 50 years

- Class I minimum of 50 years and above.

c. And the ability to pass a physical test and perform Pencak Silat

d. Minimum level of formal education is high school

e. Derived from Referee Jury national ratings PERSILAT members joined under the recommendation from the country of origin of Pencak Silat

f. It has a certificate of health from the doctor

g. No glasses in the lead, with eye sight at a distance of at least 12 meters should be able to

count fingers.

h. Minimum height 165 cm for men and 160 cm for women, weight and height were ideal.

i. No physical disabilities that interfere with duty of Referee Jury.

2. TECHNICAL

a. Following upgrading and passed by Referee Jury level b. Mastering and could demonstrate Jurus Baku

d. Talented, wise and neutral and can act quickly in the lead and comply with ethical of Referee Jury.

f. No double position as an athlete and escort (coach) during the game.

CRITERIA AND DUTY-OBLIGATION FOR REFEREES-JURY

1. International Referee Jury Class III

a. Have attended in-service training and passed the exam of International Referee Jury Class III

and awarded certificate. b. Served in a competition regional level and the international level as a Referee Jury. c. Have the obligation to develop job with Department of Technical and Institution of Referee

Jury of PERSILAT.

2. International Referee Jury Class II

a. Having certificate of International Referee Jury Class III and have a term of at least 4 years in

the official nationality championship / national, regional, international level after receiving the certificate class III. (Proofed by Referee Jury license books and certificates of championship)

b. Have attended refresher courses and passed the exam of International Referee Jury level and awarded certificates of International Pencak Silat Referee Jury Class II

c. Served in their nationality / national, regional and international. As a Technical Delegate, Competition Chairman, Council of Referee Jury, Referees and Jury at the championship of national, regional and international level.

d. Have the obligation to develop job with Department of Technical and Institution of Referee Jury of PERSILAT and become trainer on below level assigned by PERSILAT.

e. Awarded certificate of Referee Jury for the achievement levels.

3. International Referee Jury Class I

a. Having certificate of International Referee Jury Class II and have a term of at least 4 years in

the official nationality championship / national, regional, international level after receiving the certificate class II. (Proofed by Referee Jury license books and certificates of championship

b. Have attended refresher courses and passed the exam of International Referee Jury level and awarded certificates of International Pencak Silat Referee Jury Class I

c. Served in their nationality / national, regional and international. d. Can be a Technical Delegate, Competition Chairman, Council of Referee Jury and Referee

Jury at the championship of national, regional and international level. e. Have the obligation to develop job with Department of Technical and Institution of Referee

Jury of PERSILAT and become trainer on below level assigned by PERSILAT. f. Awarded certificate of Referee Jury for the achievement levels.

MEMBERSHIP

1. International Referee Jury is appointed and dismissed by the Central Board of PERSILAT based

on recommendation from Institute of Referee Jury of PERSILAT.

2. The Referee Jury is not allowed to double function as an athlete and as an escort of Pesilat (coach) in the official championship of national, regional and international level.

3. Referee Jury has a Membership Card and license book issued by PERSILAT.

ASSIGNMENT OF DUTY OF REFEREE JURY

1. Assignment of Referee Jury on duty in a championship of regional and international level is

through a letter of assignment issued by the Central Board of PERSILAT.

2. The assignment of the task needs coordination between the Board of PERSILAT and the organizing country.

DEVELOPMENT AND UPGRADING OF REFEREE JURY EDUCATION

1. To maintain and improve the quality of refereeing and judging Pencak Silat, the Central Board

ORGANIZATION OF REFEREE JURY

Actions and decisions of the Referee Jury will be able to influence the future of Pencak Silat development. Mistakes even no wisdom action taken by Referee Jury could have negative effects adverse to PERSILAT goals. Therefore Referee Judges are always required to give exemplary to all member of PERSILAT during the match and in everyday life. To support the implementation of the duty of Referee Jury and to promote the welfare of Referee Jury, an umbrella organization called the Institute of Referee Jury PERSILAT is formed.

TASK OF REFEREE JURY INSTITUTION

The duties and functions of the Institute of Referee Jury PERSILAT include a few things, namely:

1. Department of Personnel Development

a. Providing advice and help to PERSILAT in preparing materials and organizing refresher Referee Jury

b. Provide advice and assistance to PERSILAT in setting qualifications Referee Jury.

c. Advise and assist PERSILAT in the assignment of Referee Jury operation

d. Provide advice and assistance to PERSILAT in planning and evaluating refereeing.

e. Advise and assist PERSILAT in the administration of personnel Referee Jury.

f. Providing advice and help PERSILAT in planning welfare for PERSILAT Referee Jury

2. Department of Regulations

a. Advise and assist the Board of PERSILAT in an effort to improve regulation of refereeing.

b. Advise and assist the Board PERSILAT in the arbitration / mediation in the event of protests /

lawsuits regarding the game of Pencak Silat

c. Channeling the aspirations of members of the Institute of Referee Jury PERSILAT.

3. Other tasks given by the Board of PERSILAT.

COUNCIL OF REFEREE JURY

1. Terms of Members of the Council of Referees Jury

a. Council of Jury Referee Council is the lead of Referee Jury in a championship / game b. Council of Referee Jury consists of 3 (three) members selected from the members of the

Referee Jury at least International Class Referee Jury II. c. Council of Referee Jury in a championship level elected and appointed by PERSILAT. d. Designation of Council of Referee Jury is a temporary.

2. Duty and Responsibility of the Council of Referees Jury

a. Assist Competition Chairman in arranging and organizing assignments of Referee Jury in the

field. b. Correcting the assessment results of Jurors in a match. c. Examine, monitor and record the events as well as cases that occurred during the

competition. d. Give direction and guidance to the Referee Jury in charge through the Competition

Trustees International Pencak Silat Referee Jury

a. International Referee Jury Class I, because of his experience was able to guide the

International Referee Jury Class II and Class III

b. Trying to improve the quality, knowledge and skills of the Referee Jury as individuals and corps as well.

c. In performing its duties, the Trustee of Referee Jury collaborates with the Institute of

Technical and Referee Jury of PERSILAT.

TERMS OF DISCIPLINE

I. The level and form of violation

1. Serious Violations

a. Intentionally committed an act or acts contrary to the Constitution PERSILAT

b. Intentionally committed an act or acts which contradict or deviate from the rules and

regulations set by PERSILAT.

c. Intentionally committed an act that can harm the honor, dignity and image of Pencak Silat.

d. Intentionally committed an act that resulted in severe injury to the parties in the

implementation of activities of Pencak Silat.

e. Intentionally committed an act that resulted in heavy loss of material of a party.

f. Intentionally humiliate the dignity and honor of a party.

g. Every action that is instigated to commit breaches of discipline that can lead to loss of morale and material of a party.

h. Any other violations that can be considered as a heavy violation by PERSILAT.

2. Light Violation

a. Any infringement as listed in serious violations of the above criteria is done by unintentionally.

b. Intentionally committed an act that resulted in minor injury to a party.

c. Intentionally committed an act that resulted in the minor loss of material.

d. Intentionally insult the dignity and honor of a party.

e. Any other violations that could be considered minor violations by PERSILAT.

II. Sanctions Violations

1. For Serious Violations

a. Not allowed to serve as Referee Jury of Pencak Silat competition for regional and

international level.

b. Freezing status / title as Referee Jury of PERSILAT that have been accomplished.

c. Downgrade Referee Jury level that has been achieved.

d. Other sanctions that is suitable for the sanctions of serious violation.

2. For Light Violation

a. Not allowed to serve as Referee Jury of Pencak Silat competition for regional and

international level for 2 (two) years.

b. Freezing status / title as Referee Jury of PERSILAT that have been accomplished for 2 (two) year maximum.

c. Downgrade Referee Jury level that has been achieved.

d. Other sanctions that is suitable for the sanctions of light violation.

3. Others

a. Referee Jury who is unable to meet its obligations without giving reasons that can be justified

could be penalized as follows:

1. Reprimand / oral warning or written warning. 2. Suspend 3. Decrease in Class 4. Revoke its Referee Jury membership with provision given the right to self-defense no

later than 6 months after the Letter of Decree is issued. b. If a Referee Jury does not meet the requirements again as the Referee Jury in accordance

with the regulations in force then its membership as Referee Jury will be revoked. III. DETERMINATION OF SANCTIONS

a. Any breach of discipline, the matter will be discussed in the Board meeting of PERSILAT.

b. Sanction is decided in a decree issued by PERSILAT and sent to all parties not later than 1 (one)

month after the decision has been made. IV. PROCEDURES FOR IMPLEMENTATION OF SANCTIONS

a. Board of PERSILAT concerned conducts assessment against any action that violates the terms of

discipline of PERSILAT either on its own initiative or based on report received from a party.

b. Assessment of a violation of discipline is done by a meeting of the Board of PERSILAT concerned not later than one month after the violation of discipline happened.

c. When required PERSILAT Board may call the parties involved in a violation to request information

or explanations.

d. The meeting then sanctions that apply if the violation was convicted, by a decree given to every party involved. The decision shall clearly indicate the basic considerations underlying violation and sanction.

e. In the event sanctioned rejected sanction, then concerned may appeal to the President

PERSILAT. f. Decision of sanction set by President of PERSILAT is final and binding decision.

PENCAK SILAT REFEREE JURY CODE OF ETHICS

1. A Referee Jury MANDATORY:

a. To uphold pledge of Pesilat, to raise the dignity of Pencak Silat.

b. Having complete knowledge about the Competition Regulation of Pencak Silat.

c. Reporting duties before the game starts.

d. Wearing uniform of Referee Jury neatly in accordance with applicable regulations.

e. Respect the decision of fellow referee-jury, and not to discuss it outside the provisions /

procedures that have been determined.

f. Controlling the game all the time to provide guidance, admonition and warning to Pesilat to apply sportsmanship.

g. Provide a clear interpretation of the underlying regulations and stated his/her decision to

both competing Pesilat.

h. Keep watching the safety of Pesilat and make it a primary consideration throughout the game.

2. A Referee-Jury is NOT PERMITTED:

a. Discuss the game or the players in front of the opponent team.

b. Provide compensation to a team as a result of his/her error’s decision by providing

excessive punishment to the opponent team.

c. Change his/her mind due to the influence of anyone and in any way, except in accordance with applicable regulations.

d. Gathered with the contingent during on duty.

e. Accepting compensation in any form given by anyone in order to win / beat fighters.
