. 1. This Proclamation may be cited as the Administrative Divisions Citation. (Amendment) Proclamation, 1945, and shall be read as one with the Administrative Divisions Proclamation, 1939, hereinafter referred to G a z . 30.12.39, as "the principal Proclamation"• p . 1529.

2. The Schedule to the principal Proclamation shall be revoked, and the Schedule hereto shall be substituted therefor.

I N EXERCISE of the powers vested in him by section 3 of the Ports Ordinance, the High Commissioner has made the following order: —

1. This order may be cited as the Dead Sea Port (Wester Limits) Order, 1945.

2. The water limits of the Dead Sea Port shall be the line drawn due South from the point at which the Western bank of the River Jordan meets the Dead Sea and the line drawn due East from the Survey of Palestine triangulation point No. 633D, situated about 700 metres South West of Ka l l i a at Palestine grid coordinates 196874, 129416.

3. The definition of the water limits of the Dead Sea Port contained in the notice by the High Commissioner under section 3 of the Ports Ordinance, which was published at page 392 of Supplement 2 to Gazette No• 505 of 18th 4p r i l , 1 9 3 5 , shall be cancelled.

S C H E D U L E . 1. The principal scheme shall be amended by the revocation of paragraph (/) of

clause 72 thereof and the substitution therefor of the following paragraph: — "(/) the open space prescribed in connection with a building shall be put to no use

other than domestic use or a garden, and any use for commercial purposes shall be prohibited and no kiosk shall be allowed: Provided that i t shall be permissible to erect additional structures such as shoplets, porches and kiosks in side-set­backs of buildings situated in that part of K i n g George Street, lying between Allenby Road and Rashi Street, i n Haaliya Road, in Allenby Road, in that part of Nachlat Binyamin Street, lying between Allenby Road and the railway line and in that part of Eliezer Ben Yehuda Street, lying between Allenby Road and Mapu Street, if all the following requirements are satisfied in respect of such additional structures, namely: — (i) That such additional structures erected as aforesaid have been adapted to be . used for commercial purposes. (ii) That such additional structures shall be constructed of sound and approved

materials as approved by the Municipal Engineer. (iii) Only one additional structure per each building shall be so allowed in one

of the two side-set-backs, provided this side-set-back does not contain the entrance to the Main Building.

(iv.) The second side-set-back shaH be left free and provided with an entrance gate of a design approved by the Municipal Engineer.

(v) The height and the external appearance of such additional structures shall be as prescribed in every case by the Municipal Engineer.

(vi) The area of such an additional structure shall not exceed 12 square metres. (vii) No adjacent additional structure shall be allowed unless erected simultaneously

by the adjoining owners. (viii) The uses allowed in such additional structures shall be: —

Flower-shops, sale of non-alcoholic beverages, stationery, books and newspapers, tobacconists, watch-makers, boot-cleaning shops, sale of souvenirs and artistic objects and other similar trades allowed from time to time by Special Consent of the Local Building and Town Planning Commission".

1. This Order may be cited as the Defence (Finance) (Regulation of Payments) (Consolidation) (Amendment No. 3) Order, 1945, and shall be read as one with the Defence (Finance) (Regulation of Payments) (Consolidation) Order, 1943, hereinafter referred to as "the principal Order".

2. Sub­paragraph (2) of paragraph 4 of the principal Order shall be. amended —

(a) by the substitution for paragraph (viii) thereof (as enacted by paragraph 2(c) of the Defence (Finance) (Regulation of Payments) (Consolidation) (Amendment) Order, 1944), of the following para­graph:— "(vi i i ) in the case of any territory in the French Franc Area (as defined in the Fifth Schedule to this Order) —

EXPLANATORY NOTE•

This Order permits bank balances in sterling or Palestine currency to be transferred freely from one French account to another, and from one Greek, account to another.

2. It also provides that payment for exports from Palestine to the French Franc Area must be received either in any of the currencies of the said Area, or in: sterling or Palestine currency from a French account. In the case of payments for exports

3. Similarly, approved payments to Greece must now be made in sterling or Palestine currency to a Greek account.

4. Transactions with Greece, and assets of residents of Greece, are at present still subject to certain restrictions under the Trading with the Enemy Ordinance, 1939.

EXPLANATORY NOTE•

The effect of this Notice is to add the above mentioned currency to the list of "designated" foreign currencies which persons, f i r m s or companies resident or carrying on business in Palestine, are required by regulation 6 of the Defence (Finance) Re­gulations, 1941, to offer for sale to the High Commissioner, or to a person designated by the High Commissioner.

The currencies of the remainder of the French Franc Area (excluding Indo­China but including Syria and the Lebanon) were designated for the purposes of regulation 6 in the Gazette No. 1322 of 9 th March, 1944, at page 245.

Securities denominated in Metropolitan French Francs must still be registered with the Controller of Foreign Exchange under the Securities (Restrictions and Returns) Order, 1939, published in the Gazette No. 950 of 12th October, 1939, at page 1096. Registration of securities in other currencies of the French Franc Area is not required.

The object of the above Order is to relax still further the control of sheep and goats. The provision of the Food Control (Livestock) Order, 1945, which restricts the slaughter of sheep and goats to animals sup­plied by the Food Controller wi l l be confined, as from the 10th June, 1945, to the slaughter house areas of Jerusalem, Jaffa, Tel Aviv and Haifa.

The Slaughter House Rules which forbid slaughter outside a public slaughter, house remain unaffected.

A N I M A L D I S E A S E S O R D I N A N C E . RULES MADE BY THE H I G H COMMISSIONER UNDER SECTION 19.

I N EXERCISE of the powers vested in him by section 19 of the Animal Diseases Ordinance, the High Commissioner has made the following rules: —

1. These rules may be cited as the Animal Diseases (African Horse­Sickness) Rules, 1945.

2. The owner or the person in charge of any horse or mule shall produce such horse or mule for vaccination at the place, time and date fixed by notice issued by a district officer.

3. Any notice issued by a district officer under rule 2 may be either special or general, and may be notified by posting it in a public place or places in the area to which it relates, or by issuing i t to the mukhfar or mukhtars of such area, or in such other manner as the district officer in his unfettered discretion thinks adequate for bringing the same to the notice of the person or persons affected thereby.

These Rules provide the legal basis for compulsory vaccination or re­vaccination of horses and mules against the African horse­sickness. Such vaccination or re­vac­

•cination is intended to be carried out as a protective measure against the recurrence of that epidemic, the outbreak of which in Palestine last year caused considerable loss which would yet have been much greater without the general vaccination of horses and mules applied at the time. •

The vaccination wil l be carried out free of charge.

1. This Order may be cited as the Municipal Corporations (Nomina­tion of Municipal Commission) (Jaffa) (Amendment) Order, 1945, and shall be read as one with the Municipal Corporations (Nomination of Municipal Commission) (Jaffa) Order, 1945, hereinafter referred to as "the principal Order".

2. Paragraph 2 of the principal Order shall be amended by the dele­tion of the name of A M I N E F F .
