SUMMARY

• Implication of the municipalities. The correct management of C&D waste needs a determined participation and involvement of local entities, as knowledgeable of the territory and the activities carried out in them.

• Establish a legal framework for municipalities focused on a C&D municipal ordinance.

• Elaboration of a Waste Management C&D Study (estimation)

• Implant a deposit for C&D waste, paid at the local entity as guarantee of waste management.

• “Illegal” include spot dumping, non authorized activities carried by non managers or also by managers.

CATALAN MODELCW management & authorized managers

▪ In 1994, was born a public-private company called GRC, where Catalan

Waste Agency is a shareholder in a 45 % (pioneer in Spain and Europe)

▪ GRC has an important amount of CW facilities all around Catalan

territory, manage final disposal treatments and also boosts recovery

treatments through their facilities.

▪ GRC has 5 principles:

▪ Promotes minimization by recovery treatments

▪ Collaborates with administration in normative development

▪ Promotes cooperation between private companies and professional

associations

▪ Quality and corporative responsibility

▪ Promotes correct CW management and normative compliance

FINANCEC&D WASTE TAX

Producers/contrators pay 3 €/ton to the C&D waste manager (apart from the

entrance fee)

C&D Waste managers each 3 months transfer to the

government all the tax charged (online process)

General Fund of the C&D Waste meet to accord and negotiate new action lines or

strategy

Decision making on which strategy those funds can be invested focused on the EU objectives and own issues

For example:

- Studies (new waste guides, technical instructions, quality assessment for small contractors, technical instruction related with recycled aggregates)

- Subsidies (recycled aggregates, illegal dumping cleaning, asbestos managing for particular generation or administrations)

• Passed 2016, 1.3 million of

tons have been managed

through valorization facilities

• Tons managed through final

disposition facilities decreases

in 300,000 tons (total: 1.4

million tons)

• Since last 4 years, valorization

is gaining ground against final

disposition, almost equaling

both treatments

• 2009 i 2010, recovery plants

gained terrain due to the

implementation of the final

disposal tax.

• From 2010 valorization

decreased due to a temporary

application of the tax and also

low entry rate of landfill. In

2016 tax was reset and

recovery increased again.

• Catalonia has a great potential of natural aggregates production (high supply). It results in alow recycled aggregates demand (basically due to natural price Vs recycled price)

• Subsidies are financed by construction waste tax (3 €/ton destined to final dispositiontreatment (finance way)

• Target: Promote recycled aggregates with CE mark certification in works executed bymunicipal entities (relevant actors in construction wastes operations in our territory modeldue to their knowledge of their terrain).

• Catalan Waste Agency started subsidies for recycled aggregates in 2009

RECYCLED AGGREGATES

• Catalan Waste Agency promotes recycled aggregates through public subsidies, focused inincreasing recycled aggregates demand and also in giving more confidence of them inconstruction sector (companies, engineers, etc).

• Project of decree in 5% utilization of recycled aggregates in public and private works

• Signature of an Agreement between Aggregates Sector – Waste Managers Association –Catalan Waste Agency

• Conclusion: Natural aggregates and recycled ones are finding its own space on market andstarting to coexist

Program for projects and construction works(TCQi)

• TCQ is a set of computer applications for the construction sector to supportfor writing, contracting, planning and control activities for projects andworks. It is a methodology for the definition and monitoring of the values ofthe parameters of time, cost, quality, and the formulation of the security, thegeneration of waste and the energy cost of the materials.

• The TCQ program manages, in an integrated way, the technical, economic andtemporal data that intervenes in the cycle of a construction work usingdifferent modules of application, which can also be used independently.

The TCQi software (cloud)

• Administrations must give a confident framework for industries and citizens.

• Local administration must process the complaints about illegal dumping (carrying out investigations and monitoring any report submitted).

• Each municipality must approve an specific municipal ordinance including CDW legislation.

• Set a clear process to obtain the work license with a Management Waste Study and control it throw the Waste Study Plan.

• Implant a deposit for the CDW (eg.: 11€/ton in Catalonia)

• Implant a tax of a 3€/ton for CDW final disposal.

• Promote subsidies to local entities for use of recycled aggregates and for cleaning illegal dumps in public soil.

• Think of a normative framework supporting authorized managers (also control them).

• Governments should promote talks with managers associations.

• If CDW cannot be reused onsite works they have to be managed through authorized managers.

• Sanction illegal activities.

• Decree in 5% utilization of recycled aggregates in public and private works

• Use of technology for waste management.
