What is Impact Aid…

Passed in 1950 as a “payment in lieu of property taxes” to school districts serving military children

Over the years other groups have been added and now only 40 cents of every dollar goes to support military children

Fully funded until 1970 Funded at 60% currently

Significant School Needs from significant federal activity and not enough local resources

Property tax rates in the Fort Bragg region are already 22% above the state average

Two of our counties are at or below the minimum fund balance requirements

Our problem…

• Children from Indian Lands are weighted at 1.25 regardless of where their parents work. But if your parent is a soldier and you live on base, you are only weighted at 1.

• If your parent is a soldier and you live off base, you only count as .2 of a student.

• Because it’s not fully funded, the “Learning Opportunity Threshold” (LOT) modifier formula is applied.

• This LOT formula means that some districts will receive most or even all of what they are eligible for.

• To be able to do this, the allocations for school districts like OURS are reduced - SIGNIFICANTLY.

The Sad Reality of the LOT Modifier

• 369,261 military children depended on Impact Aid to help fund their education and only 17% of these children got 90% or more of their maximum allocation.

• 117,420 children from Indian Lands depended on Impact Aid to help fund their education and 66% of these children got 90% or more of their maximum allocation.

• 25% of the 2009 Impact Aid Funding went to Alaska and Arizona

The Sad Reality of LOT

Over 68% of the funding went to less than 16% of the 1343 school districts.

• This 16% (211 districts) got 90% or more of their Maximum Allocation. Many got the full 100%.

Possible Steps to Improve Impact Aid

• Adjust the Impact Aid formula to reflect parity for ALL Federally-impacted students

• Eliminate the LOT modifier
