The Immersion HICD Training provides a complete guide to manage HICD work

The training is based on a detailed elaboration of a standard HICD process (see below and on the next page).Participants are guided step-by-step along the process, starting at the proposal stage, learn about the essentials of each step, get re-usable forms and templates and learn about the DOs and DON‘Ts that are important for all activities to manage HICD.

What will you specifically get from the Immersion HICD Training Program?

Module 1: HICD Proposal Response• Presentation & discussion

• Handout support materials, including review of HICD RFPs, review of HICD job postings, review of RFP key personnel descriptions, example of an HICD strategy, work plan, knowledge transfer plan to LPOs, development program for HICD/HPT LSPs, field staff professional development plan and program leadership transfer plan (to a local COP)

Who will be delivering the program?

Dr. Patrick Coughlin has 13 years of experience in international development , 6 of which designing/managing HICD programs.

As such, he has outsourced, supervised or participated in performance assessments of local organizations and implemented performance solutions packages from start to end. While COP of the USAID Georgia FORECAST on close-out year (2010/2011), he re-directed remaining funds to most promising projects, launched a professional development program that elevated HICD capacities among local service providers substantially, and developed an M&E System/Database tailored to cross-activity HICD.

Before that, as COP of the USAID Cyprus Capacity Development Program (CDP) on start-up year (2008/2009), he conducted a cross-sector needs assessment within the Turkish Cypriot community, then designed and launched a portfolio of certification programs which resulted in “mass” impact among key Turkish Cypriot professional resulted in “mass” impact among key Turkish Cypriot professional groups.

Prior to that, as COP of the USAID Macedonia Human & Institutional Development Program (HIDP) (from 2005 to 2008), he developed a set of HICD delivery procedures to be applied to six local institutions simultaneously, starting with a local partner institution selection scan, then trained a local replacement to his position.

In addition to experience in international development, Dr. Coughlin has six years of product-development and management experience in Market Research and Training for multinational firms in the US and Poland. He holds Doctorate, Masters and B.A. degrees in business, has taught at university level and is published. He is fluent in English, French and Spanish, conversant in Polish. When? Where? How to register?

When and where will the program take place? The Immersion HICD Training Program will last three days and takeplace : • From Monday through Wednesday, April 30th to May 2nd • At a location in Washington DC tbd• From 8:30 pm to 12:30 pm, and 1:30 pm to 5:30 pm

Reception of participants will be on Monday from 8:00 to 8:30 am

What are the terms? The participation fee is $3,000 per participant and includes:• HICD-Cycle Poster• Up to 50 handout materials developed from practice• Buffet lunch on all three days• Coffee, tea and refreshmentsIf you are travelling to Washington, you will need to arrange your own

If the FORECAST II HICD IQC emerges within the first two weeks of April, we will do our best to advance the program dates by one or two weeks - so that you can still benefit from it at a very early stage in the proposal writing process-and issue a second offer to you with relevant details.

If you are travelling to Washington, you will need to arrange your ownaccommodations.

Registrations will be accepted until Monday April 23. You will receive payment instructions in the confirmation email you receive immediately after registration, and payment in full must be received by April 23rd as well. Once we receive payment, confirmation of participation will be sent to you, along with additional Information (such as name and address of training location). We reserve the right to cancel this program, but no later than Tuesday, April 24. If this was to happen, we would make an announcement, and refunds would be made to you immediately.
